FROM THE DESK OF THE UNIFIED MILLITARY BASE COMMISSIONER:
The Plotadonian Government, under the dynamic and wise leadership of HM Neris III, has entitled me with 400 billion dollars of yearly rent reserved for the long-term lease of foreign millitary outposts. Among the sites we are looking for:
+Overseas Naval Bases for docking and resupply of Plotadonian warships.
+Air Bases, in an easy to protect spot, for the refueling and rearming of Plotadonian warplanes.
+Proving Grounds and Conventional Weapons Firing Ranges for the training of Plotadonian Soldiers, Sailors, and Airmen in inhospitable, rugged, mountainous climes.
All bases must be in an easily supplied location on or near a coast and serviceable to Plotadonian millitarymen at all times. Criterion for selection include:
+Are neccesary protective assets and other bases going to be nearby.
+Is the base provided in a good terrain that is both easy to defend against the outside and useful in the inside.
+Is the climate desirable.
+Is the nation offering the base a trustworthy business partner.
Rent will be delivered for the use of the base at the end of each year, on the same day as the base was commisioned. Rent Payments offered for particular bases will change one to the next based on what's being offered, but these are basic benchmarks:
-Air Base - $80 million a year per square kilometer (min: 4)
-Naval Base - $120 million a year per square kilometer (min: 1)
-Proving Ground/Firing Range - $2 million a year per square kilometer (min: 200)
Rental rates will be adjusted for inflation. The base leased must be rented for at least 10 years and preferably longer, with a cancellation penalty of $500 billion if either party terminates their side of the deal early.
We guarantee that no NBC weapons will be used or stored at overseas bases. We also gurantee compliance with any local environmental regulations or air pollution laws provided that they be specified and approved at time of signing.
