NOTES- Most engineering and support is integrated within the major unit structures. Any others are handled by civilian-based agencies. These our Defense Forces, and for the most part, aren't intended to operate outside the country. We have some capability for overseas operations (mainly air-deployable) but no real ability to maintain an overseas presence. Most of the force structure is intended for highly mobile and defensive operations. Not quite finished, there will be additions, changes, etc. Alot of the equipment types still need determining such as IFVs and APCs for mechanized groups, small arms, naval vessels, aircraft, etc..

RE: Equipment

The Tolvanic Navy is preparing to liquidate a number of older vessels to make room in our fleet for new designs. As a result the Commonwealth is prepared to offer you the Bay class escort carrier (http://forums.jolt.co.uk/showthread.php?t=545909) and the Shaw class ASW Destroyer (http://forums.jolt.co.uk/showthread.php?t=531018) for sale. We currently have twenty Bay class vessels and twelve Shaw class remaining for purchase. These vessels, while older designs, are quite affordable and are an excellent choice for a small, defensively oriented navy such as yours.

We are prepared to neogiate on the issue of cost as well.

Mr. Peter Locke,

Unfortunately, our Maritime Defense Force procurement budget is very small, only US$500 million. As you stated, we are a defense force and focus primarily on protecting our national assets, however, we are increasingly becoming aware of the threats from abroad and that, as our country becomes a greater part of the international stage, we have more assets that require our defense, especially those that may be abroad (such as our citizens, embassies, etc.). I have conferred with President Bohlinger concerning the subject and your offer, and we are willing to purchase two of your Bay-class escort carriers.

These vessels meet a number of criteria to be admitted into our Maritime Defense Force and will allow us to fulfill the Maritime Defense Force of Coorsota's "Blue Water Force Program." This program seeks to transform the CMDF into a true 'Blue Water' force capable of operating overseas for durations in excess of our current standards in addition to being able to actively support overseas operations. The addition of two Bay-class escort carriers will give us this capability.

We would like to purchase several of your Shaw-class destroyers, however, due to their relative expensive pricetag, we must pass and instead focus on procuring the escort carriers.

To this end, although our procurement budget is US$500 million, we are only able to spend about US$400 million as we have prior commitmens and debts which we must pay. Therefore, we are willing to pay US$200 million per Bay-class escort carrier for two of the vessels.

We await your communication regarding our offer.

Marshal Harrison Weber

General John Heart,

Thank you for your generosity, the international community never ceases to amaze me in terms of its willingness to welcome new members. However, unless our pending deal with the Commonwealth of Tolvan falls through, we will have no funds to procure any vessels for the current budget period. We would offer a payment plan but we will not know our procurement budget for the next period for several months.

I cannot deny that we are interested in your offer for the two vessels, but at this time we cannot pay for their purchase. Similarly, we will not turn down an offer to donate the vessels, or funds to purchase them or any other vessel, from your government. If they are acquired, I can guarantee you they will see immediate and fruitful use within the Coorsotan Maritime Defense Force, and that our government would give to you its deepest gratitude. Perhaps, and pending approval, this could open up relations between our two navies and countries.

Again, thank you for this gracious offer, but we do not have the funds at this time to invest in their purchase.

General John Heart,

We cannot turn down your offer, and with the Maritime Defense Force's and Republic of Coorsota's deepest gratitude, we accept it. Although we do not have enough funds budgeted for this year to maintain the vessels, I have already issued a request for funds to President, his advisors, and my associates with the Budget Committee in the Senate to cover their operating expenses for their lifetime with the Maritime Defense Force.

Within the next few days I, as well as several other officials and a skeleton crew for the two vessels, will travel to Greal to thank your government. The crew will likely require a small amount of training to get associated with the two new vessels, and from there, those crewmen will train further sailors here in Coorsota to operate the vessels.

The Republic of Coorsota and its Maritime Defense Force look forward to our future relations, and again, thank you for your extreme generosity.

To Whom It May Concern,

Again, the generosity of the rest of the world amazes me and your offer is no exception. Unfortunately, those vessels are too large for our current support facilities, however, we are constructing a single naval yard capable of servicing a Nimitz-class aircraft carrier. This facility will not be ready for at least a year. We also do not have the personnel required to fully complement the carrier nor a sizeable air wing to occupy it. Regardless, we are in the process of expanding and pending Senate approval, will be undergoing a sizeable increase in personnel. Taking these into consideration, we are willing to take up your offer on a single Nimitz-class aircraft carrier.

The carrier will have two possible futures depending on its condition and budgetary constraints, either floating museum or service as an ocean-going vessel or a largely stationary vessel (for crew and flight training among other duties). However, we will not turn down your offer for the free vessel, and due to our inexperience with vessels of such large stature, will require that the carrier be sailed to Coorsota as well as initial training in its operation.

Thank you for the oustanding generosity on your part, it is heavily appreciated, and will serve to increase the Maritime Defense Force's ongoing mission to become a more capable "Blue Water Navy".

The Commonwealth will transfer ownership of two Bay class escort carriers to Coorsota, the vessels should arrive in one month's time (NS time). In addition Tolvan will provide training support for your crews and a small air wing of 18 F-35B S/VTOL strike fighters, 18 SH-60E Seahawks, and 4 EH-60B AEW helos.

The Consitutional Monarchy of Feljaf is interested in acquiring one of your Bay class carriers, preferably with associated aerial compliment as a beginning to its Navy & Air Force. This will greatly aid us in defending our coastline. If absolutely neccesary the requested price of 425 million dollars can be paid in full, however this purchase with associatted logistical costs will amount to nearly our entire defense budget for the coming year. First, let me thank you for your extreme generosity in offering to give us two patrol boats, in addition to the aircraft which would be destined to the Air Defense Force. Unfortunately, my colleague in the ADF, Marshal Mason Whitney, has instructed me to inform you and the Democratic States of Vista Buena that the ADF is not interested in your fighters as they currently have the equipment they need and do not plan on expanding at the moment. However, the Maritime Defense Force is interested in, and will accept, your offer for two Armidale-class patrol boats.

These vessels will prove useful in expanding our littoral patrol capabilities to maintain the defense of our shores and our economic exclusion zone. We appreciate your act of kindness and wish to thank the Democratic States of Vista Buena, again, for your generosity.

Regards,

Marshal Harrison Weber

The 2 Dragon Destroyers are currently named the Dark Eagle and the Remander, do you wish to rename the destroyers?

Our crews are eager to help your new crews run the ship.

General John Heart,

In Maritime Defense Force service the two ships will likely receive new names. It is a Coorsotan tradition for the first crew of a given vessel to name it as long as it fits within MDF guidelines. To this end, the two ships will likely be named after cities within the Republic of Coorsota as per recommendations for this type of vessel.

The crew selection process is ongoing and, I foresee, within the next few days, our crew will arrive to begin initial training in the operations of the two vessels in order to sail them to our introduction and refit station in Cora.

Regards,

Marshal Harrison Weber

TO: Peter Locke, Minister of Defence, Commonwealth of Tolvan
FROM: Emir Abu Jamal, Minister of Defense, Consitutional Monarchy of Feljaf

The Consitutional Monarchy of Feljaf is interested in acquiring one of your Bay class carriers, preferably with associated aerial compliment as a beginning to its Navy & Air Force. This will greatly aid us in defending our coastline. If absolutely neccesary the requested price of 425 million dollars can be paid in full, however this purchase with associatted logistical costs will amount to nearly our entire defense budget for the coming year. As such, we would request a plan to pay the cost of this equipment over a period of years.

OOC: Post any purchase orders in the Bay class thread so we don't clutter this thread needlessly.

Mr. Sanford Moore,

Regards,

Marshal Harrison Weber

OOC- Have yet to modify any of my numbers or ships, although I should in light of recent acquisitions. I have been strapped for time as of late (again, sorry Russkya if you see this) although I did realize I could add a pic here. The new pic is an unfinished draft of the M-9 Maverick light utility truck, which is the CDF's common service utility vehicle. Its more like a jeep/HMMWV/etc. cross than anything else and is probably the best vehicle suited for CDF uses in Coorsota as its more than capable of traversing all types of terrain, is extremely reliable, and is well-liked amongst all branches of the CDF for its versatility. It's loosely based on the civilian Maverick light truck built by Western Motors Corporation (a side by side comparison would yield little similarities but they do share a common frame, some parts, etc.), but modified and contracted to SanDiesel. It comes in multiple versions (stretched, tandem axle, service body, etc.) with the one shown being a slightly uparmored one designed to ward off most small calibers and non-AP assault rifle rounds. I did not draw the tires, but am a fan of them, hence their inclusion. If I ever get time to, I may give it a more updated write up (as well as finishing the picture which is lacking in a lot of aspects) and maybe release it for export some time in the future.
