At the Windbrook House in Victorsville, Dr. Peter Fischer, State President of Vista Buena, received a phone call in his office.

"This is Peter," the President said

"President Fischer, this is the Chief of the Defence Staff. Operation Xander is ready to commence." Chief of the Defence Staff Sir William Meyer said.

"Assemble the Generals at the Situation Room in 10 minutes." the President said.

"Aye sir." Sir William said.

12 minutes later, the President arrived at the Situation Room, along with the State Minister for National Defence and the State Minister for Internal Affairs.

"President," Army General Ryan Tay said, "The military is ready to test Xanthippe. The weapon was flown this morning by the State Air Force to an isolated, remote island off the coast of Vista Buena. We have built a cavern 2 miles under the island, where the bomb now rests. Once the order is given to deploy Xanthippe, the controllers of the test, based out of Kimberley Air Force Base, will set the wheels in motion in under 2 minutes."

"How likely would there be an attack before Xanthippe is detonated?" The President said.

"The last radar sweeps didn't show anything other than birds." Navy Admiral Jane Critchley said. "Our surveillance satellites, along with those of the Air Force, show the same results".

"OK," the President said, "Admiral Critchley, lock down all your naval bases. No ship gets in or out. General Tay, have your test controllers ready to deploy Xanthippe. I will give out the orders at any minute now. Air Marshall Lim, sweep the area once again to see if there is anything we need to be worried about. Home Secretary Ranier, lock down the airspace in the immediate area, and work with Air Marshall Lim to make sure no planes get in or out."

"Yes sir" all replied.

"Air Marshall Lim, any signs that we should stop our tests?" the President said.

"None at all." Air Marshall Lim said.

"OK, I am giving the orders to commence the test after an all systems go confirmation. General Tay, initiate systems test" the President said.

"Aye, aye, sir" General Tay said.

At the Kimberley Air Force Base
Air Force Commodore Thomas Tennison received the orders to test the system, and said "OK, I want an all-systems go/no go confirmation."

The Systems Check went forward, and 5 minutes later, Commodore Tennison confirms "all systems go"

At the Situation Room
"Mr. President," Air Chief Marshall Lim said, "Kimberley confirms All Systems Go."

President Fischer thinks for a minute before ordering

"Initiate Operation Xander. Deploy Xanthippe. Raise DAC Level to Level 2 immediately, and lock down all Defence establishment buildings."

"Aye sir. Mr. President, Kimberley will be ready in 3 minutes. You will need to give the final go before the test will go forward." Air Chief Marshall Lim said.

3 Minutes later...
General Tay picked up the ringing phone, and told the President

"Mr. President, Kimberley is ready"

After a moment, President Fischer gave the order

"Go with test, go now."

About 10 seconds later, seismograph around Vista Buena picked up a 2.9 magnitude tremor around the island.

The newly commisioned cruiser Stalwart had patrolling the area near Vista Buena for just over six days when the Flash Traffic repoting the suspected detonation of a nuclear device in Vista Buenan waters had been received. The Commonwealth had never been particularly conerned about the affairs of other naitons, so long as Tolvanic interests were not harmed. However, Vista Buena was a potential ally and the situation certainly warranted monitoring.

Since the situation didn't require a full Battle Group, a single nearby cruiser was sent to show the flag and keep an eye on things.

The Stalwart was the fifth of the planned forty-five Resolute class cruisers to come into service. The Resolutes were based on the successful Aequatian Reese class light cruisers and were produced in Tolvanic yards with a few slight modifications. The ships were designed specifically for these types of missions, long endurance, solo patrols in areas where a naval presence was needed but where a full Battle Group was overkill.

Captain Eric Fitch was a typical cruiser captain, young, he was just 34, aggressive, and with a independent streak,he was well suited to operating along for months at a time. Fitch had graduated seventh in his class of 709 at Tolvanic Naval Academy had enjoyed a rapid climb up the ranks ever since.

Despite his youth Fitch was old school, he commanded from the bridge most of the time leaving his XO buried in CIC. Fitch picked up ther phone from the wall and dialed the CPO manning the RADAR control console in CIC.

"RADAR, Conn - light up the arrays, let's let the Vista Bueanans know we're out here. Don't want them to think we're sneaking around up to mischief."

"Conn, RADAR - Aye sir."

With that a variety of RADAR sets mounted on the ship's forward mast begin radiated quite powerfully. Normally the ship minimized its electronic signature , but the intent here was to be seen.

"Mr. President," Air Chief Marshall Lim said, "our one of our Air Surveillance planes is picking up a strong radar signal from a ship outside of our waters. Our signals specialist have identified the signals. They are coming from Tolvanian ships."

"The signal is a little too strong for normal operations. No sea captain will ever want to light up his ship like a Christmas tree." Admiral Critchley said. "This is a message. They know what happened, and they are telling us they are here."

The phone rings, and President Fischer picked up the phone

"This is Peter"

"Peter, it's Christoffel (the Legate-General). I am getting some weird reports from other nations about some seismic waves. The Met Office just called me and asked what has happened. What's going on? Are you in your office?"

"Christoffel, stop what you are doing right now, and go to my office. My men will meet you there."

6 minutes later, Christoffel was escorted into the Situation Room, noticeably frightened, as if something unfortunate was about to happen to him.

"Christoffel, relax. You've met these Generals. Take a seat. There's something I need to let you know." President Fischer said.

Christoffel sits down

"Christoffel, what we are about to tell you is highly classified. Within the past hour, we have commenced Operation Xander, and deployed Xanthippe on an uninhabited island just off our nation's coast. That's what caused your seismic waves."

"What are you talking about?" Christoffel answered.

"We detonated The Bomb, Christoffel." President Fischer said.

"The Bomb? Why wasn't I told about this?" Christoffel shot back

"What do you expect me do to? Run down the halls of Windbrook House and tell everyone that we are about to detonate an Atomic Bomb? There are some things we do secretly, just so other nations don't start bombing. Well, Tolvan have responded, what other nations have talked to you?" President Fischer said.

"Pan-Arab Barronia and Oily prata." Christoffel replied.

"Mr. President," Air Chief Marshall Lim asked, "What should we do with the Tolvanian ships?"

"Keep a close eye on their movements. They are friendlies, so no harm would be done by them. They are just here to show they are here. Admiral Critchley, radio the Captain of the Tolvanian ship, and let them know that we are OK as of now, and that we recognize their presence in the immediate area. Also, give them clearance to enter our waters and dock at our ports to refresh their supplies, under our escorts." President Fischer said

"Also, I am ordering all branches of the Defence Forces to not fire on the Tolvanian military whatsoever, unless they fire at us first. Any contravention of the order will have lethal consequences for those involved." President Fischer said.

"AYE, AYE SIR!" The Generals replied.

"Christoffel, get the Vice President and the Cabinet into Windbrook. We are letting them know." President Peter said. "Also, summon the Tolvanian Ambassadors."

At the Cabinet meeting, the President told the Cabinet officers about the Nuclear Bomb test, and they are discussing on how to handle the publicity.

"Peter, the Press is involved now. They broke into their soap operas to announce the seismic waves. This is not an area where they have earthquakes. You cannot keep this under wraps, if that was your plan." Vice President Dustin Shales said.

"I never planned to keep this under wraps. However, do understand that this was really top secret until today, so that is why I am telling all of you now, because I believe in honesty and openness whenever we can afford to do it." President Fischer said.

"You're gonna need to address the nation on this." Prime Minister Jessica Ouyang said.

"We will worry about that later. I'll draft the speeches. In the meantime, Christoffel, let Pan-Arab Barronia and Oily prata know that we are OK, and that we have detonated The Bomb"

"I'll get right on it." Christoffel said.

"They are the Macisikans. Intelligence got wind of some message being sent internally in that nation. We can't decipher the entire message, but it did mention part of our nation's name, and NuDet, which we believe means nuclear detonation." General Tay said.

"Jessica, I have the draft of the speech ready. I will be making a speech to the nation tonight. Before that, can you tell the Parliamentary Party on this issue? Meanwhile, I will alert the State Advisory Council on this issue."

"Sure. I'll let them know." Prime Minister Ouyang said.

The State Advisory Council was convened later that day, and the Council's opinion was:

"The State's survival is dependent on the prudent and wise maintenance and deployment of such a weapon of Mass Destruction. Decision to use such a weapon, which with no doubt will bring much death and destruction, not only to the enemy, but to the State itself, shall not be taken lightly, and shall definitely not be a weapon of first choice.

With these weapons, a massive responsibility has been placed on the State, and we need to, as we have done before, exercise maturity and prudence on any decision-making processes that involves nuclear weaponry

Earlier today, seismographs around our nation picked up a 3.0 magnitude earthquake on an unnamed and uninhabited island just off our nation's western coastline. The earthquake was not a naturally occurring event. The earthquake was caused by a military exercise on our part.

During the morning hours today, our nation's defence forces successfully detonated our first nuclear weapon. The nuclear test occurred in a purpose-built cavern built deep under the island, and the radiation has since been contained and will pose no threat to any biological life within our nation, and the nation that surrounds us.

I would like to reassure our nation, and to the entire world, that our development and deployment of this weapon of mass destruction is for defensive purposes only, and that we have committed ourselves to a strict 'No First Use' Policy, along with the policy of nonproliferation. Furthermore, the State President has opened up our ports in Victorsville for you to make a port call, and refresh your supplies. If your government would grant this port call, we will dispatch a Navy patroller to escort you to Victorsville."

Greal Minister of Defense Jason park sat in his private Boeing 747 that he had bought a month ago. He was very interested in this small nation, maybe Jason could persuade them to join Greal's region. But he was only there for military talks.

It had a distinctive, higher pitched ring, a more frantic ring than the other phones in the residence. Sighing, Quetzalcoatl knew there was no avoiding it. Begrudgingly, he got up, leaving the warmness and comfort of the bed – although it didn’t get particularly cold ever, leaving the comfortable was an unwelcome sensation non-then-less.

After a few seconds, Quetzalcoatl reached his office, placing his hand on a touch screen pad. The lights of his personal office came on softly, though still blinding him in the process. Quickly, he closed the door and picked up the phone and said, “Nochtli here, what do you have to report.” He could’ve been rude and said something sharp to the affect of “This better be good…” but he figured that the staff member reporting to him didn’t want to be working at this hour anyways.

A nervous, young voice came over through the other end of the line, his dialect reflected that the staffer had come from a poor, uneducated background before the revolution over a decade ago. This was no problem for Quetzalcoatl, for he had come from the same background.

“Sir,” the nervous voice came through, “we detected a seismic event yesterday in an area that is not known for it’s, um, seismic activity.”

Quetzalcoatl butted in, “I was aware of that, any updates on the situation?”

The voice on the other side of the line spoke up, “Yes sir, we received confirmation that the seismic activity was due to a nuclear test through a press conference by the detonating nation, Vista Buena.”

Quetzalcoatl chuckled, “Sounds like a nice place. Hopefully it’s not like Greenland, only nice in name…Never mind, has our media picked up any notion on this event.”

“Yes sir, although they aren’t reporting on it a lot, I would expect that this will make headlines tomorrow…”

Quetzalcoatl again butted in, “Yes, I would expect that. I know I will be asked by the legislature tomorrow to make a statement on this issue…” He covered the phone mouth piece and coughed. He looked at his LCD screen monitor, tracing back where the call was coming from – the Ministry of Intelligence and State Security. “Please tell your superior to transmit to my office all data and intelligence we have in regards to this issue and the nation of Vista Buena by 10:00 AM – that’s 8 hours from now.”

“Yes sir, anything else?” the voice asked, clearly happy that this conversation was ending.

“No, no, continue the good work.” Quetzalcoatl said. With nothing left to discuss, he hung up the phone waiting for the secure line to clear. He then picked up the phone and dialed the office of the Sub-Tlatoani, “Hello, this is Quetzalcoatl, I have another report to give to you all tomorrow.”

After doing some last second reading at the dais, Quetzalcoatl began, “Anyone who has paid attention to the news reports today has been confronted with an uncomfortable situation. It has come to our attention that the Democratic States of Buena Vista has detonated a nuclear device. The exact strength of the device is unknown and will likely remain unknown for a time. Considering that the detonation created a seismic event that scaled 2.9 on the Richter scale, however, our experts believe that this device was a low-yield tactical device. As such, there is hardly any threat to the Aztec people, so there is no need for mass concern by the public.”

He paused for a few seconds, letting that sink in to the minds of the public and the legislature. He then continued. “International law has established that it is the right of nations to be able to expand their defensive and offensive capabilities. Although these times are arguably safer than ever in the history of international politics, many nations find much solace and insurance in owning nuclear devices. On the opposite side, it can be argued that it is in the interest of mankind that these devices, if to be created at all, should be limited and contained and not be the weapon of choice.”

Ambassador Takashi was still displeased by the courseness of his "summoning" and that this buearucrat was blaming it all on some minor flunky didn't improve his mood much. However, Takashi was a professional and such knew how to act.

Three AZ-21 Eagle Warrior-I fighters approached the rendezvous point where they were supposed to meet the incoming delegation from Vista Buena. Although these aircraft were of older design, they were well proven and well deserving to be the work horses of the Aztec air fleet.

The flat panel control screen changed colors and focused in on an incoming radar contact – it was clear that the delegation was about to arrive, on time. If they hadn’t already, it would be only a matter of time before the delegation and their escorts detected the Aztec planes. The pilot pressed a button on a counsel to his left, activating the communications radio of the craft.

“Incoming planes...Please follow us and proceed to Tenochitilán International Airport, you are given priority access on runway 05L/23R. Vista Buena fighters may proceed to Maztlán Air Force Base for refueling, if required.”

The building represented the architectural mindset of the time - sleek, modern, well rounded buildings with a space-age flare. Thus, a new facility adjacent to he Grand Union Chambers was being constructed to house this massive branch, adding to the construction madness in the central city.

After learning that weapons aren't allowed, she ordered her bodyguards to turn in their weapons, but accompany her into the complex. Her official mission: that of improving ties with the ANL and reassuring the nation of Vista Buena's recent moves, has begun.

I would like to ask, if it is OK, how likely would it be for your nation's political establishment to approve the deal?"

Our discussions with the state in question are ongoing - we are currently hosting the Prime Minister of the nation within our own. To that end, the intentions of Vista Buena seem to not be malevolent or deceptive. Furthermore, their domestic policies do not fit the common definition of a major threat to world peace. However, we too are curious to see how this will pan out. The possession of nuclear weapons makes any state capable of much more harm and disruption than otherwise possible. Regardless we place trust in the words of the officials of Vista Buena, and we would suggest that Macisikan be open to the same. However, if you choose to hold fast to the positivist approach that is the tradition of Macisikan, that is fine as well. If we come across any startling developments or information that merits sharing, we will alert you to it.

Glad to hear things were progressing well with the Prime Minister, Quetzalcoatl leaned back in his chair and said, “A little bit of time never hurt. During this time, our two people can learn more about each other.” In order to lighten up the occasion, Quetzalcoatl smiled and said, “Who knows, by the time we get down to talking about a NAP, your people might not want anything to do with us.”
