By Order of Emperor Kexarin Raincedar, for the purpose of regulating immigration into the K.E., the Birthright of Citizenship is hereby abolished.
Until now, anyone born in Kiravian territory would automatically become a K.E. citizen, regardless of origin or parentage. (Though they often only recieved 3rd or 4th level citizenship). However, with illegal immigration from various poor or politically deprived coutries nearby, this clause has been used by ileagal aliens to secure thier residence in Kiravian territory by giving birth in the Empire's borders.
As of now, only persons with at least one parent holding KE citizenship can have the same citizenship at birth.
