The Leocardian Liberation Naval Fleet is now buying ships from all over the world. The fleet is designed for defense against hostile blockades and air defense. The Leocardian Military Operations Command Center (LMOCC) has tried to order ships from the many Leocardian shipyards to build the warships, but has realized that they have been booked with other orders from other demanding naval and economic shipbuilding orders and will be queued up in line. With this long queue, the LMOCC-Navy cannot wait any longer with such a urgent order. Therefore, Leocardia wishes to look toward the shipyards of other nations and provide opportunities to build ships made for them.
