Kingdom of Devaraja
General Description:
In order to understand the social and political structure of Devaraja, one must fully understand its quite extraordinary system of castes and social classes. These have arise over time in Devaraja, first as informal, flexible social structures, only becoming more clear-cut and static in the last several centuries. Starting with the highest caste, the Zamindars are the land-owning aristocracy of Devaraja and once the king dies a new king is elected from among the young and upcoming nobles of the Zamindar. Traditionally, the Zamindar have held the most power by far out of all the castes, especially when the economy was more agriculturally based since they controlled a huge amount of arable land. In modern times, especially with the advent of Industrial Revolution, two other castes have gained more political power. The first of these is the Darwaz caste composed of the various scientists and professionals of Devaraja, roughly like the intelligentsia. They receive the greatest education, both technical and philosophical, of any of the castes. The other caste that has gained the most in modern times is the Firengi, the merchants and industrialists in Devaraja. While they may be small in numbers they certainly have large amounts of wealth at their hands, which helps them have much political influence. The fourth and least influential caste is called the Gunda, made up generally of peasants and other unskilled labourers. This caste itself is divided into several dozen smaller sub-castes, all roughly similar. This caste system has led to an extremely static social structure, however the specialization of the Darwaz and Firengi has greatly helped Devaraja move into the modern age. All castes except for the Darwaz can be found to serve in the military, although generally Firengi and Zamindar serve as officers with the Gunda filling the lower ranks. Of late this military system has become somewhat more merit-based.

The King is technically Commander-in-Chief of the Military although generally he relegates much power to the generals. He also has the ability to declare war and peace, after approval by the Council of Five, but perhaps most importantly he serves as a figurehead and symbol of national pride. The Council of Five is a somewhat mysterious group that while lacking a defined set of abilities generally controls foreign policy in Devaraja, including diplomacy. 1 member is always of the Zamindar caste, appointed by the King. The Darwaz and Firengi castes get two members each, appointed by their respective houses in the congress. All members of the Council of Five serve for life. The third and last major governing body in Devaraja is the National Congress, which controls domestic policies, including taxation. It consists of three houses, divided by caste among the Firengi, Darwaz and Gunda. In theory each of these houses has equal power and influence though in practice this is not always true. The Firengi House consists of 47 members, who are elected for 7 year terms by a proportional representation system where each political party receives a certain seats based on how many votes they get in a national election. The Gunda House uses a very similar proportional representation, though it has 101 members and they serve for 3 year terms. The Darwaz House members are elected by local district and serve for 12 years, with a total of 25 members. Each caste can only vote for members of its corresponding House.
