General Lloyd Charles spoke calmly with his associates, before him sat what use to be the government of Lame Bums but was now just a collection of worthless men. The government had failed almost dramatically and the USR troops that were placed before the Nerotikan state had established a small police state of their own with the fall of their homeland. Gen. Charles was the leader of Nerotikan forces placed to eliminate the remaining soviet resistance in these territories. These territories were home to the remaining fight of the civil war with small clashed between forces every so often. Both sides believed that they had established states in these territories and yet both sides were unrecognized by the majority of the Nerotikan Supreme council, or at least they were until operations against the Fourth Reich involved their military facilities and the Council voted to establish the territories as Nerotikan Sovereign land. Whether the internation community would recognize this or not it wouldnt make a difference, any other nation that layed a claim to these area's would be forced to weed out the soviet resistance as well as Nerotikan military forces that guarded the area.
And so Gen. Charles spoke to the panel of former officials, these men at least knew some things of the government and they were willing to serve under the Nerotikan flag as well. So later that night after the long discussion with the men the Nerotikan flag was raised over the capital building in Grazny, Chechnya as the capital of the lower territories. Almost simultaneously across the states Nerotikan flags raised and where once sat empty flag poles now sat the glorious sign of unity.
Gen. Charles would lead the lower states above a council of the former government officials as well as several military officials, some from the soviet forces who had joined the Nerotikan cause before the out-brake of civil war as well as Nerotikan generals who served as governors of the states before this annexation of the territories. In summation, the temporary government was a rag tag group of officials detailed after the normal Nerotikan council government, at least until elections voted in new council members.
