Kiravian Commonwealth

Nations of the world, those fleeing opression, in need of economic support, secessionist or seperatist movements seeking recognition, or just emerging nations seekng assistance, the Kiravian Commonwealth is here, and will defend you and your ideals.

NOTE: This is not a sattelite-state farm, and I will not invade you.


Article I- Politics of the Commonwealth

Affairs concerning the Commonwealth will be decided upon by the Commonwealth Assembly. The Assembly shall be a nonpartisan, deliberative legislature, with one vote alotted to each member. The Kiravian Empire shall have a non-voting representative to preside over sessions of the Assembly.

The Executive Council of the Commonwealth shall have power to veto decisions of the Assembly, and to ovveride and anull previous descisions.

The Executive Council shall have 5 seats, 2 of which shall belong permanently to the Kiravian Empire. The other three shall have members elected to them by the Assembly.

Article II- Intra-Commonwealth Relations

All members of the Commonwealth shall have:

❖Complete recognition of their Soveriegnty by the Kiravian Empire

❖Military assistance from the Kiravian Empire in all defencive conflicts not initiated on the fault of the member nation

❖Free and unconditional trade with the Kiravian Empire

❖Freedom to transport military units within the Empire during wartime

❖Access to Imperial military technology

❖Immediate refugee status for all members citizens in the event that their nation is destroyed

❖Disaster relief from the Kiravian Red Shield in the event of a natural or human disaster.

❖Full access to Imperial medical facilities

❖Recognition of disputed territorial claims by the Empire

❖Imperial assistance in environmental matters

❖Full rights to conduct buisness within the Empire

❖A guaranteed Embassy on Commonwealth Lane, Kartika

❖No occupancy restrictions on their Embassy.

❖The right to set up research bases in Kiravian Antarctica

❖Military & Developmental assistance from the Empire in setting up settler colonies.

❖Complete access to the Empire's borders for civilian citizens

❖Permission to house forces at Commonwealth Bases, and to obtain repairs and supplies from Imperial Bases.

❖Immediate recognition of Meticship upon to a member citizen upon their declaration to reside in the Empire.

❖Recognition of the rights of any non-human species regarded as sentient in the member state.

❖Requirement of approval only by the Emperor, should the member state choose to join the Kiravian Empire.

❖Permission to set up small trading posts of under 1,000 people in most Imperial provinces.

❖Imperial scientific and technological assistance, should the member state wish to pursue a space program.

❖Access to Starfield, the Imperial Space Station

❖Right for scientists, engineers, academics, intellectuals, artists, writers, explorers, philosophers, and theologians to apply for membership in the Imperial Academy.

❖Inclusion of the member state's history, culture, and artistic achievements into the Imperial Academy's Encyclopædia áu té Imperia.

Member states of the Commonwealth must provide:

❖Recogntion of Imperial Soveriegnty

❖Military assistance to the Empire in the event of defencive war

❖Recognition of Coscivian as a secondary official language, and teaching of Coscivian in schools

❖Recognition of the sentience of Cetaceans(Whales, Dolphins, Belugae, etc.)

❖ 0.3% of their GDP to the Empire, partly to pay for the purpose of maintaining services to the Member State.

❖Inclusion of polcicies made by the Assembly into their legal framework.

❖ Permission to the Empire to construct and operate military bases in member territory. Note: These bases will be governed under a charter that will be approved by both the Empire and the Member state before the base is established, to ensure that it has no adverse effects on the member.

❖ 0.02% of their land or sea area as national parks or wilderness areas. City-States and nations with areas of under 15,000 km² are exempt. Nations with an economic dependance upon hunting or fishing are exempt. Dependance shall be asessed by the Imperial Bureau of Primary Industries.

❖Freedom for Imperial citizens, Metics, Nationals, and Tracteurs to enter, travel through, and set up residence in their territory. Member states can revoke entry or visas for a just reason. The EMpire will not interfere with that decision.

❖Freedom for Imperial expeditions to survey and study the member nation.

❖Member States must issue the Imperial Census to their citizens, so that we may have demographic knowledge of the Commonwealth.

Article III- Commonwealth Affairs

Standard Coscivian and English shall be the initial official languages of the Commonwealth. More languages may be added on the Secondary Official levell by vote of the Assembly.

Recognized, but non-official languages of the Commonwealth are:

Epseranto, Arkik, Scots Gaelic, Irish, Welsh, Scots, Ulster Scots, Brythonic, Norwegian, Swedish, Danish, Finnish, Sami, Faeroese, Orkney, Icelandic, Greenlandic, Aleut, Samoyedic, Tartar, Nauruan, Māori, Belau, Latin, Tocharian A, Greek, German, Klingon, Patois French, Arabic, Quenya, Cetachean, Norfuk, WikiMarkup, and International Sign Language.

Any of these languages may be promoted to official status. Vote to do so may only take place if it is an official language of a member.

The Capital of the Commonwealth shall be Kartika, Kirav. 10 Commonwealth Lane shall be the address of the currently incomplete KC Headquarters.

Commonwealth Day, Dec. 12th, must be recognized as an official holiday in all member nations. Nations already recognizing Dec. 12 as a holiday may change the date to Dec. 13th.

The Commonwealth can vote to impose sanctions on, suspend the membership of, or expel members that:

❖Pose a lliability to Commonwealth Security
❖Continually disobey Commonwealth laws and rulings
❖Morbidly warmonger
❖Have desmonstrated that their government is not responsible enough to manage a Commonwealth State.
❖Have governments not stable enough to govern a Commonwealth State.
❖Commit acts of genocide or gross breaches of human rights, weather domestically or abroad
❖Declare war on, or militarily engage another member state.
❖Suspend or infringe upon the right to freedom of religion, except in the case of violent cults.
❖Violate any other law, policy, code, article, editct, or other statute enacted by the Assembly that is important enough to merit such consequences.

In the event of an unstable state or civil war within a member nation, the Commonwealth is bound to defend the government that was admitted to the Commonwealth.

In the event that a member begins violations or exhibits unsatisfactory preformance during a probation, suspension, or sanction, the member is to either be expelled, and/or invaded and awarded as a Mandate to a non-Kiravian member nation.

The Executive Council must approve all suspensions, probations, sanctions, expulsions, or military action. The E.C. shall also be given the power to decide which nation to award Mandates to.

Article IV- Foriegn Affairs

The E.C. shall have the power to appoint Ambassadors to other nations. Ambassadors may use the Kiravian Embassy if neccessary.

All treaties must meet E.C. approval. Trade deals and joint operations agreements only require Assembly approval.

The Rising Tide wishes to join the Kiravian commonwealth so that it can defend its people and its existence. Ever since we began our rebellion against the filthy government of Logan and Ky theyve just slaughtered out "activists" and oppressed our ideas. All we want is to to form our own legitamate government, whether it be in their country or not. However, since Lenonton (a town the rising tide siezed early in their movement) was destroyed, we've been forced to evacuate to the far northernmest regions of the county, and still we are persecuted. All we ask for is protection.

OOC: I like the questions one must answer to get in; I'm definitely copying them, perhaps for late use (such as incorporating them into a general form with other questions for further national definition).
While I don't agree with AD's suggestion of a specific time minimum (I think he is thinking of a certain Roman nation's late n00bery), I probably would not start such a commonwealth at this time were I you. That said, I certainly wish you the best of luck with this endeavor, my imperial friend.

ooc: btw, in relation to The Rising Tide, they are involved in an ongoing conflict with my nation. I created them to open up rp options, and so far its resulted in 2 moderately successful threads. They organized a rebellion in protest to my governments corruption and imperialism. Currently they are occupying a dozen or so remote towns and villages in the far northern edge of my country. They also claim that they are the rightful governors of the city of Lenonton (its on my southern coast, population 10 million) and the far northeast of Logan and Ky, as the supporters of The Rising Tide in those areas outweigh the loyal Kyan citizens. If you want to rp their defence or anything like that because I am currently tearing apart their retreating armies, just shoot me a tele and we can set up a thread...

The ‘The Kiravian Protection Act 2007’ – In which we will provide military assistance to the commonwealth in time of war.

2. If another alliance declares war against the Commonwealth, then we shall either fight, or try to resolve the conflict diplomatically.

3. Orders from the Assembly and Executive Council must be followed. But, if the nation has a valid reason for why they must forgo it, they may appeal to Kirav or to the E.C.

They do not have to meet a specific size, just large enough to be considered a division, and I know it wouldn't do much for military security, but say your military is a beast, and the nation these divisions are deployed, say their military isn't so well off, you wouldn't have to worry about securing a specific points for your reinforcements, and as said it could also be a good culture experience as well.

This should be made voluntary instead of mandatory as well.

Allright, this is how our political system works.

The Dictator is elected every five years. Anyone can run, but generaly some one from the noblity or royalty wins. He has (nearly) absolute power for five years. There are a few things he cannot change.

1. The Constitution
2. The Bill of Brotherhood (Bill of Rights)
3. The Senate Bill
4. The Dictator Bill
5. The Court's Bill
6. The Election Bill
7. The Bill of Needs

The Constitution outlines the tenents of our nation, no law that is passed can go against these tenents.

The Bill of Brotherhood outlines the rights of every citizen of our nation. It contains, but is not limited to, freedom of speech, the right to vote, the right to run for office, the right to retain a title, the right to live wherever you want to, the right to have a lawyer etc.

The Senate Bill outlines the powers and checks of the senate.
The powers are these:
1. The right to impeach the dictator if over 5/6ths vote for.
2. The right to pass bills and laws without dictator approval if over 5/6ths vote for.
3. The right to pass new laws if 2/3rds vote for.
4. The right to hold office for four years.
5. The senate will have six hundered seats.
6. The senate can dissaprove of the choice of the dictator for the Supreme Court and reject the Judge if 5/6ths are for rejection.
7. The senate can vote on passing amendmant's to any of the seven documents of government if the amendmant has 11/12ths majority, but the dictator and the supreme court must approve.
The checks are these:
1. The senate may not pass laws or bills deemed unconstutional.
2. A senator may be impeached by the court's if seen as a threat to the well being of the people and the state.
3. A senator cannot hold any other office except for senator.

1. The dictator can appoint new judges to the supreme court if a previous member dies or retires.

5. The dictator can appoint a cabinet.

The Court's Bill outlines what the court's can and cannot do.

However, we do feel that your government takes some positions that would inhibit Sapentian inclusion into the Kirosphere. To be honest, it's a matter of national choice. Some KC members, Nosorepazzau in particular, have chosen to consider themselves part of the Silver Imperium. Other chose not to.

The way the Charter is set up, Kirav does not govern the Commonwealth. The Commonwealth governs the Commonwealth. So, if a KC member choses to not be a member of the Imperium, than they may do so while still in accordance to the Charter.

Note that we'll still include KC members in SI population statistics, because they have a connection to one of the Si's dominions.

I see...please, do not include Uiri's 2.1 billion (a million away) citizens in statistics until The Blue Party formalizes a position on the SI. I am glad that it is set-up the way it is. I am leaning towards not being considered part of the SI, atleast not this way, although being part of the SI will give IC reasons to move the Koninkrijk closer to Uiri. Not sure if I want that and whether I would rather not negotiate a bilateral treaty with the SI.

For now however, I read Imperivum Argentinivm. Note the Saar floats between the Dutch-Calizorinstani Atla and the Pictish Atla; closer to the Pictish Atla.

This would have to be one of the KC's most important questions in the SI's early history.Nosorepazzau plans to wait until the SI's consistition is created in "Imperivm Argentvm",to decide if it'll join the SI officially.The Silver Imperium will have lots of growing pains early on because it doesn't yet have laws that define the exact relations inside the SI and on the outside.

Normally, a nation would have to be approved by both the Senate(which is very conservative and doesn't readily admit non-Kiravian nations) and the Emperor in order to join the Empire. KC states wishing to join the EMpire only need Emperor Seawind to sign them in.

I think a Confederation type government would work, connected more closely then the European Union but not allowing the mother state so much power like the USSR. I think we could have a close enough confederation to be organised more like a federation?

A Commonwealth Confederation with a central government elected by the governments of all sovereigns and of course the mother state holding the two seats of the Executive Council but the other three seats to be run for and elected to by the governments of all member states.

Matters that will concern the Assembly will generally be matters of; defence, foreign affairs, foreign trade, military concern, and a common currency, with the central government (Executive Council) being required to provide support for all members.

That’s just a general idea of how we could run the government, I do a Bachelor of Law/Bachelor of Arts majoring in political science ( First year student though ;) ) so I could help out where need be.

Yes, in order to have a proper democracy we will need a proper separation of powers between the executive, judicial and legislature. Even though it would be a confederation/federation type government a division of powers would not be needed because of the sovereignty of each nation.

I like that idea electing a Prime Minister (who would be in the executive council) who I would think would be elected by the assembly. And yes the Emperor as head of state who would only change by the means of the The Kiravian Empire.

I think we should have two chambers. And perhaps since population gorws, we could do a one seat/member in one chamber and base the seats in the other chamber by the number of months we've been on NS compared with the newest member. So the newest member gets one seat, and for every month more you've been on NS you get another seat.

I think the Prime Minister should be elected from the members of the Council by the one seat/member assembly. This gives Kirav double the chance, but we should be voting for the Characters, not the nations.

Most of what I said would only work around what each government wanted generally within there own nation. As we would most likely be a lenient Confederation, matters such as what I would say would never become as big as "We are to invade this nation cause we don’t like them" sort of thing. More smaller matters and concerns and if worse comes to worse you just don’t incorporate the laws into your domestic legal system. That’s mostly what countries do in the UN when they disagree.

I think the Prime Minister should be elected from the members of the Council by the one seat/member assembly. This gives Kirav double the chance, but we should be voting for the Characters, not the nations.

Agree with you on the RA approving war declaarations, though wartime orders should be handed down by the Executive Council, in lieu of a one-person C-in-C.

I believe that this would be funding the police force. As for their status, it depends what laws are passed. I also re-read the first section and what I have been calling the Senate is technically the CA. I suggest we re-name the CA the Senate as I have been proposing, basically, and call the RA and the Senate as a group, the Commonwealth Assemblies, so together they are the CA.

I agree with the 1st part,but I think in the case of the ratification of the KCC that we should do it like the US constitution was ratified in 1789-1791

I own Oman and Yemen so I wouldn't hesitate to blow him out of the water. For the oil Greston has been spending a lot of money and men to go over there, over 800,000 are currently over there and there is now around 1,000 tanks there too.
