Greetings! The United States recognized the importance of diplomacy when it opened its arms in 510 BC to all nations within Rome's influence. Beyond the shadows of war, Rome has made an effort to seek peace to enhance our global perspective. Our mission today is to continue what our predecessors have set forth.

With this brief description, the Ministry of Foreign Affairs will take those interested in seeking relations with Rome. We welcome your request so long as you agree to comply with the rules and regulations of Roman Law, the Diplomatic Relations Act of 508 BC, and Title 32 (Foreign Relations) of the United States Code. Once submitted, The Foreign Affairs Ministry will review and consider your application.

The Foreign Affairs Ministry also provides up-to-date information to Roman citizens and foreign nations on travel advisories, press releases, and news alerts. The Foreign Affairs Ministry is open to questions and concerns. International Trade is handled Commerce and Trade Ministry, but both the Foreign Affairs and Commerce and Trade Ministers sign economic treaties.

DIPLOMATIC RELATIONS ACT AGREEMENT:

CHAPTER 1: Roman Embassy Rights
Article 1: Diplomatic Immunity
Section 1: The Minister Plenipotentiary appointed by Rome, shall enjoy immunity from prosecution of nation’s law
Section 2:: All Security Personnel shall enjoy immunity granted to the Minister Plenipotentiary when deployed to the embassy and occasions when the ambassador needs protection.
Section 3: All Roman Employees, shall enjoy immunity.
Section 4: Indigenous Employees hired by Rome shall not be detained, arrested, interviewed, or searched by the nation’s security/police/Intelligence where the Roman Embassy is placed without a warrant and permission from the Minister Plenipotentiary. If arrested, the employee will require by a lawyer hired or appointed by Rome.
Section 5: No person of the Roman Embassy Staff shall used in court, as a suspect or witness.

Article 2: Roman Property
Section 1: The Roman Embassy and the grounds which it has been allotted, shall be considered sovereign territory of the Rome.
Section 2: No personnel of a Foreign Nation’s security/police/intelligence force shall enter without permission by the Ambassador, Consul, or (High) Commissioner appointed to the country.
Section 3: Any property rented, given, or bought from a foreign nation shall be considered sovereign territory of the Rome.
Section 4: All Information held by the Roman Embassy or Property shall remain property of the Rome.
Section 5: All forms of Communication coming in and out of the Embassy, shall remain property of the Rome and shall not be intercepted or used as proof in court.
Section 6: (ADDED IN 1960) All Vehicles deployed for its diplomatic mission
A: They shall remain on Embassy grounds.
B: If impounded, The driver and/or passenger(s) shall be notified directly or to the embassy.
C: They will taken be impound location.
D: A Roman security official shall remain with the vehicle.
E: The Vehicle shall remain impounded for a minimum of Twenty-Four (24) hours and Roman officials shall not be required to pay fines, towing and impounding charges and/or fees.
F: The vehicle shall not be illegally searched, period. All repairs shall not take place without permission of the Minister Plenipotentiary.

Article 3: Personnel and Equipment
Section 1: The Roman Embassy shall have the following personnel deployed:
A: One (1) Minister Plenipotentiary/Ambassador
B: One (1) Deputy Minister Plenipotentiary
C: Minister Plenipotentiary and Deputy Minister Plenipotentiary’s Family
D: One (1) Military/Security Advisor
E: One (1) Cultural Advisor
F: One (1) Economic Advisor
F: Seventy (70) Embassy Staff
G: Thirty (30) Embassy Guards
Section 2: (MODIFIED IN 1990) Rome shall send the following for its diplomatic mission.
A: Five (5) Sport Utility Vehicles shall be armored, but not armed
B: Three (3) Limousines shall be armored, but not armed
C: Three (3) VH-71 Kestrel Helicopters shall be armored, but not armed
D: Thirty (30) Assault Rifles, Submachine guns, Shotguns, Pistols, and Combat Uniforms and equipment.
E: Lethal Ammunition only to be used in emergencies (bullets, Smoke, illumination HE and Fragmentation Grenades)
F: Non-Lethal Ammunition (Flashbang Grenades, Tear Gas, Beanbag rounds, etc.)
G: Other Non-lethal equipment (tasers, night sticks, pepper spray, tranquilizers, etc.)
H: Physical Protection for Staff and Security (Body Armor, WMD masks and suits, Helmets, etc.)
I: Dress Uniforms for Security (Roman Legionnaire Armor, suits, and ceremonial weapons)

Article 4: Compromise
Section 1 If any of the rules established by Rome for its embassy in a nation's land violated some of the rules for an embassy exchange shall be sought in a Compromise.
Section 2: Established by the Diplomatic Relation Act, Chapter 1, Articles 1 and 2 shall not be violated in a way for a compromise between nations.

CHAPTER 2: Foreign Embassy Rights

Article 1: Rome's Rights
Section 1: Rome shall have the right to deny requests for diplomatic relations, which shall include:
A: Sending an Ambassador, High Commissioner, Envoy or any government official.
B: Establishment of an embassy, consulate, or any diplomatic office.
C: Failure to comply with the set rules of agreement or law.
D: Political or Cultural Disagreements.

Article 2: Diplomatic Immunity
Section 1: An Ambassador, Consul, or High Commissioner sent by a foreign nation, shall enjoy diplomatic immunity from the laws of Rome.
Section 2: Embassy Staff sent from a Foreign Nation shall enjoy diplomatic immunity.
Section 3: Embassy Staff of Roman citizenship hired by a Foreign Nation, shall not be interrogated, or interviewed by Roman police or security without a warrant and permission of the Foreign Nation's Ambassador, but shall be arrested and detained.

Article 3: Foreign Nation's Property
Section 1: The Embassy and grounds allotted by the Roman Government is sovereign territory of the Foreign Nation.
Section 2: All property allotted by the Roman Government is rented to the Foreign Nation.
Section 3: All property allotted by the Roman Government shall not be modified without permission and inspection of the Roman Government.
Section 3: All documents and forms of communication are property of the Foreign Nation and shall not be violated.
Section 4: Allowing Military bases in the United States (REPEALED in 2010)
Section 5:No military bases shall be allowed in Rome, unless the country is an ally. Bases placed in the Rome, before the passed law shall be allowed to stay.

Article 4: Security and Beyond the Grounds
Section 1: Beyond the allotted grounds, will be patrolled by Roman Security.
Section 2: No Roman Security personnel shall enter the allotted grounds without a warrant and permission of the Ambassador and owner.
Section 3: A Roman Guard can be placed in embassy grounds if the nation asks for it.

Article 5: Personnel and Equipment
Section 1: The Roman Government will allow the following to be deployed:
A: A maximum of five high ranking diplomats (ambassadors, high commissioners, Cultural aides, etc)
B: A maximum of a hundred Embassy personnel shall be allowed. Does not include family of high-ranking officials.
C: A maximum of thirty security personnel.
Section 2: (MODIFIED IN 2010) The following equipment that will be allowed in:
A: A maximum of 10 vehicles. (all armored, but unarmed)
B: A maximum of 3 Helicopters (all armored, but unarmed)
C: No large weaponry shall be allowed on the allotted grounds (artillery, tanks, machine guns, ammo exceeding 8mm for rifles and .45 for pistols/submachine guns, etc)
D: No WMDs shall be allowed in.
E: Shotguns, Submachine guns, pistols, sniper and assault rifles shall be allowed on embassy grounds.
F: Concealed submachine guns and pistols will be allowed off embassy grounds, if and only if escorting embassy personnel outside the embassy on important duties.
G: Non-Lethal weaponry is required and security personnel must be equipped with both lethal and non-lethal ammo and equipment.

Article 6: Emergency or times of crisis
Section 1: In times of crisis, the embassy staff has the right to leave the country.
Section 2: If requested, Roman security will escort the embassy staff.
Section 3: If protests occur:
A: Protesters have the right to protest, if they are beyond embassy grounds and shall be dealt with.
B: If unarmed dissidents breach the grounds, the embassy personnel are only to use non-lethal weapons.
C: If armed, the embassy personnel are allowed to defend themselves by any means necessary whether or not in embassy grounds. Must make sure that the armed dissidents are carrying weapons.

Article 7: Violation
Section 1: If a representative violates the diplomatic immunity agreement beyond their country's laws, The following shall be done.
A: The person shall be arrested and be taken to their embassy.
B: Rome will ask the country's government to waive the immunity right and be prosecuted by a Roman court.
C: Rome will ask that the person be prosecuted in their country.
D: Rome will expel the person and seek justice in their country.
E: If the nation denies the crime, the embassy will be expelled.
Section 2: If nation has changed its relations to Rome or violated the rules, Rome shall give a twenty-four hour notice to vacate the allotted Roman grounds.
Section 3: If embassy guards hurts or kills innocent unarmed civilians with lethal force, the Roman government shall either expel the embassy guard and replace it with a Roman one or expel the embassy.
Section 4: If an embassy uses it status to politically and/or culturally change (change allegiance, espionage, radical religion, terrorism, propaganda, preaching, etc) the Roman people, the embassy will be expelled.
Section 5: If a Roman citizen flees from the law into an embassy. A warrant shall be presented for the arrest.
Section 6: No organization whether it may be Government, Religious, business, military, public, or private shall be established without the consent of the Roman Government regardless if it is in or beyond Embassy or bought Grounds.



Article 8: Compromise
Section 1: No compromise shall be sought between the nation and Rome for establishing an embassy.
Section 2: All Articles contained in Chapter 2 of the Diplomatic Relations Act Agreement shall updated, but not violated.
