Gens Romae

Sextus Augustus is the most powerful man in all of Rome. He is the Emporer of the same, and under his feet is a powerful army of 20,000,000 men (including logistics), a population of around a billion, and a budget exceeding 10 trillion Denarii. Yes, when Imperator Sextus Augustus wants something to happen in Rome, it happens. There are no ifs, ands, or buts about that.
This very powerful man is currently sitting at his desk in his Imperial Office in Rome, beseiged by a small multitude of high ranking officials. Outside of his office is a much greater multitude of ordinary people who at the moment are really, really upset. Why are they upset? Perhaps we might gauge from some of the shouts outside?
"My sister lives there!"
"You've got to do something!"
"You've got to help them!"
Perhaps it might be better to listen in on the officials inside?
"You've got to teach these infidels a lesson! Flatten the place! Kill them all...God knows who are His!"
"But what about the innocents? How will that make us look to the global community?"
All the while, the Imperator sits silently in his chair, a dark look on his face...allowing the officials to duke it out among themselves for the moment.
What's happened, you might ask? Here's what happened:
Early this morning, a group of Islamic radicals took over the walled city of Cagliari in Sardinia (http://members.aol.com/ItalyMap/MapItalyB.jpg). There was an internal uprising, they closed the gates of the city, killed the entirety of the Catholic clergy there, except those who went into hiding, burnt down the churches there, and severed the phone and internet lines. The entire population of the city is currently taken hostage, and the exact number of the rebels are currently unknown.
Muslims, you might be thinking, in Rome? This came as much of a surprise to the Imperator as anyone else. Not being a Catholic is a capital crime in Rome. These must have been keeping their heresy a secret.
"Root them out and crush them. Do what you have to."
These words were spoken very softly, almost a whisper. Yet...the moment they began to be uttered, the entire room was silent. All of the officials stare blankly at the Imperator who spoke the words, and all is motionless.
"Why are you standing there? DO IT!" Immediately, the officials flee from the room.
