Dawn was upon ying city. The snow blanketed streets were already riddled with footsteps here and there. The president, Linyo Ying, looked out in dismay. He remembered his near assassination, when those streets were flooded with screams and destroyed by fires. He was pondering the new concern by the East Ying Congress' proposal. The proposal, was to create a nuclear arms program. Although it was already GO, it would not become official and be ready for arming until Linyo ratified the Bill. He looked at his laptop. "5:03:27 AM" it said, in dark bold letters. He sat down and wrote and email to the congress.
Subject: Nukes
Dear Congress and other parties. In response to your proposal, proposal #1778- Nuclear Arms Program, I have written this letter. I, Linyo Kim Ying II, humbly declare the Nuclear Arms facilities operational, and ratify the bill to arm these as weapons of deadly power. I would wish to thank you for bringing this to my attention. I hope the program starts soon, it would be a good addition to our offensive lines, wherever they may lie in the future. And for your second question, I also would like to ratify the Hydrogen Bomb Bill. Do not make more than 3 of them a year. They are deadly power and if combined can destroy our nation. Please keep the facilities camouflaged with as high tech as you can find, and keep them secret and underground. I am giving you 1 third of the "Special Project Budget", use the money wisely. I am expecting all facilities operational by the end of the month. Do not alert any civilians, it would only cause unrest in the major cities. Remember, these are only for the most severe of situations. I'm trusting you to not blast them over to any one without my permission.

Linyo got up again from his chair. He looked out beyond the city, into the hills, forest. He wondered if any one would send Nukes or "Hydros" to him. He sat down. Waiting for his appointment with the Director of Colonization. The meeting was in 5 hours, but he didn't care.
WARNING:
