In 3 days, the nation of SilentScope003 will be holding a referendum on a new proposal to exile any citizen with blonde hair.

"We understand that there is a huge movement backing this resolution that calls for this sort of punishment," says the President, "And in three days, an election will be held to see if the people of SilentScope003 will approve this resolution. I myself am for this resolution and hope to see it get approved by the general population."

The resolution, if passed, will call for all people with blonde hair to leave SilentScope003 in 4 weeks, otherwise the police will arrive and force people will blonde hair out of the nationstate. It is expected to be approved by a large margin.

"People with blonde hair are known to be dumber than people of other hair colors," says the 'Movement for the Purity of the SilentScope003 Nation'. "And since we would like our nationstate to be smart, we have brought this to a vote so that we can all approve this motion and finally kick those rascals out."

I understand full well your concerns, and hopefully will try to address them. There has been many scientific studies about blonde people having significantly lower IQ than other citizens. These studies has been peer-reviewed, and accepted by a majority of people, except for blondes.

However, we must stress again that this is reversable, that all one has to do is change your hair color and you can be acceptable. This is something many blondes refuse to do, but once they do so, the changes are remarkable. The change of hair color is harmless, and has remarkable improvements, but the blonde people refuse to do such a thing.

We are also not calling blondes 'sub-humans' or 'slaves'. We merely desire to kick them out. We don't want to hurt them, we don't want to punish them, we just don't want to deal with their lower intelligence. That's it. If you want, you can pay for evacuation, and you can take the blondes into their nation. We would both be very happy.

If you do seek to 'intervene' on behalf of the blonde population though, as member of the United Nations, you must follow certain guidelines and rules. For one thing, you can't just do any intervention willy-nilly. You have to appeal to the Permenta Panel to authorize an "Humanitarian Intervention" (http://www.nationstates.net/page=UN_past_resolutions/start=91), and you can be sure our lawyers will be there in order to present our case which we feel will be sustained. This comming from a nation that uses it's 'alliance' with a larger nation to attempt to throw it's will at nations. He said that he would NOT KILL any of the Blonde people that this resolution within his nation effects. He would DEPORT them out of his nation. Currently, the "No" vote is doing a final canvass. The International Society is declaring a boycott of the referendum, beliving it to be illegal, but there is still some resistance. "We have to vote No, just to make a statement," says one blonde person.

However, the vast majority are still for the new law, however are somewhat aghast at the threats and embargos thrown at the nation. "We are supposed to be enlighted nations," admitted a passerbyer. "The cream of the crop, the supporter of all civil liberties for everyone. And to be faced with international condemnation now?"

We are going to be highly against Ryou Black Islands bombing our land, and hope his airplanes turn back.

At the same time, I ask all nations to restrain themselves from this international incident. We too, of all people, do not want to see a war.

*DESCRIPTION NARRATIVE*

As the international tensions increased dramatically during the final hours leading up to the vote, the Emperor of New Chalcedon held a final meeting with his cabinet.

"We cannot allow the "Ryou Black Islands" to flout international laws and sovereignty in such fashion. I belive that the best statement os the dispatch of a strong protective force - with SilentScope003's permission, of course. I doubt that they'll refuse, so long as we make it clear that such a force is there on a purely temporary basis, that we'll foot the bill for it and that we won't impinge on their sovereignty. Further, I suggest that our region of Absolution be alerted to the possibility of war."

The motion was passed 24-17 in the Cabinet vote, with 2 abstentions.

Shortly thereafter, Constantine had given the orders. ICNS Constantine the Great, ICNS Alexius II Comnenus and all their escort vessels departed, escorting a convoy of troopships intended to evacuate the "blonde" citizens whose legal status had sparked the incident, and carrying a total of 72 EuroFighters between them. (The two named ships are based of Queen Elizabeth-class aircraft carriers, currently being built by the UK) Further, the Imperial Armed Forces were placed on Level 3 alert, under ROE Charlie, authorising local commanders to fire preemptively if they believed that their command area was under threat from Ryokan forces. By now, the "average citizen" on the streets of Constantinopolis Secundus was aware of an Incident between the two nations.

Shortly after 0330 local time, the two carriers plus their escorts set sail. Simultaneously, the Imperial Foreign Office sent the following communique to the Foreign Department of SilentScope003:

"FROM: His Imperial and Serene Majesty, Constantine XV of New Chalcedon.
TO: His/Her Excellency, the Acting President of SilentScope003.
RE: Protection for SilentScope003's sovereignty.

Dear Sir/Madam,

Please be advised that the Empire of New Chalcedon is acutely concerned about the international tensions surrounding your nation. Please allow us the honour of dispatching a force to protect the inviolable soveriegnty of SilentScope003, now that an agreement which preserves human rights has been reached between our great nations. The Imperial carriers Constantine the Great and Alexius II Comnenus have been dispatched, with all their escorts and a contingent of evacuation vessels, to waters near SilentScope003. If the Ryokan forces persist in attacking your capital, our fighters will sortie to defend it. Further, We have taken the liberty of informing Our colleagues of the region of Absolution regarding the situation. If our vessels or aircraft are attacked, We expect that the regional unity for which Absolution is famed shall show itself, to the detriment of the Ryou Black Islands.

Further, We wish your permission, as Acting Head of State for the Republic of SilentScope003, to station such air units in your territory as cannot fit aboard the two carriers, as well as such Imperial Army units as can be airlifted into your territory, to take up positions that you deem necessary to protect your nation from invasion.

We wish to make Ourselves clear: this Incident has gone beyond the borders of SilentScope003. It is now a matter of the principle of state sovereignty, and as such the Empire of New Chalcedon feels obliged to stand in defence of this inviolable principle. As such, the Republic of SilentScope003 shall not be billed for any military actions taken by the Empire of New Chalcedon in its defense, nor shall any Imperial forces within SilentScope003 remain any longer than they are welcome. We also sincerely hope that this cooperation shall last between our states past the current crisis.

RE: Possibility of war between our nations.

Premier Nakagishima,

We regard it as Our duty, as a fair-minded and peace-loving Nation, to officially warn you of the possibility of war between our Nations. The Imperial carriers Constantine the Great and Alexius II Comnenus have been dispatched with full complements of air-superiority fighters and orders to sortie in defense of SilentScope003's airspace. Any actions taken by the Ryou Black Islands which force Our hand shall be interpreted as an act of war. We further inform you that all Imperial forces have been placed on high alert. In the name of international peace and security, We beseech you to allow events to take their course without military measures.

Both documents were circulated to the Dark Empire of Shazbotdom's Emperor.
Then the Emperor of New Chalcedon began drafting documents to inform the 300-strong region of Absolution's nations that war was a possibility.

..... Tick, tock, tick tock....

Time was running out for Silentscope003. Soon, it would either be attacked or saved. Military leaders changed their minds quickly on this, and soon the senate had a decision.

While we do not condone the actions that the nation of SilentScope003 is considering, we feel that this is indeed their right to do, as they have in no way implied that they are going to harm the blonde inhabitants, merely deport them.

From our SpySat network, we see that the Ryou Planes were turned back and at least what we thought was some sanity has encompased the people and governemnt of The Ryou Black Islands for once, but then we read the statment calling us 'Not a Nation, but a Bunch of Pigs' and the statment that we were 'Not Human'.

Thus we must say something in response to this. For one, we would never do trade with The Ryou Black Islands as they have nothing that would interest us. That and the fact that our Black Dollar is more powerful than their Ryou Ruta (See Attachment). Thus we would lose money with any and every trade that we made with their nation.

The people of the Shazbotdom Empire also do not enjoy Ryou people entering and leaving our nation, which is why a Travel and Trade Embargo was placed upon their nation roughly 3 months ago. Which also the Shazbotdom Government effectivly deported any and all Ryou Nationals from the Dark Empire of Shazbotdom and her Colonies.

With a poll of the people of Shazbotdom (3 Billion Shazbotdom Civilians Polled since the Embargo was put into place), as initiated by the Shazbotdom News Network, a total of 98% of the Shazbotdom People have stated oppinions against the Ryou people, with 1.6% stating neutrality and 0.4% stating that they just don't give a damn.

Emperor Constantine XV looked around the central table in the War Room.

"Well, we must assume that the Ryou Black Islands will shortly attack. What options do we have, General?"

General Doukas replied "Few, majesty. We must convince other nations to stand with us. We can more than adequately defend ourselves from the outdated Ryokan MiG-28s and B-52s, but we won't be able to prevent them from dealing large amounts of damage to SilentScope003's infrastructure in the process. Our fleet should be safe - we've 72 EuroFighters with the fleet, plus the considerable anti-air capabilities of the ships themselves. I recommend that we escort any troop-lifters that we send to SilentScope003 with at least a squadron of EuroFighters each, to make it costly to attack them.

Obviously, Majesty, we cannot back down at this point- we'd become an international laughing-stock! Our best chance is to summon an immediate meeting of Absolution's states, to come up with a collective plan."

"So ordered, General. Contact Admiral Lasarkis and order him, by my authority, not to allow any Ryokan aircraft within 10 nautical miles of his fleet, in order to allow his defense systems time to shoot down incoming missiles. Admiral Lasarkis is hereby ordered to take any and all action necessary to preserve his forces, excluding firing upon Ryokan aircraft if they refuse to keep their distance - the Ryokans must fire first. IF Ryokan aircraft close to within 5 nm, and indicate by their actions that they will continue to close, Admiral Lasarkis may open fire. Further, the entire fleet is to go to high alert for the duration of this crisis. Also, begin mobilising the reserves."

With bowed shoulders, Constantine left the War Room to start sending telegrams to other nations, in order to create a Grand Alliance, as it now appeared that war was inevitable. He first contacted the Dark Emperor of Shazbotdom, asking for confirmation of military assistance if needed, and then sent a telegram to the Premier of the Ryou Black Islands:

Premier,

In accordance with standing international law, New Chalcedon has stated its intent to defend the Republic of SilentScope003 from any and all infringements on its sovereignty. We will do so with force, if necessary, and with regret for those who shall die (mostly your people). We urge you in the spirit of peace to back down, retract and apologise for your insults, and allow the deal made between New Chalcedon and SilentScope003 to go ahead without violence.

We have received assurances of support, both military and diplomatic, from several nations, and we will not back down, for we walk with the Gods, and carry a large stick. We have always, and shall always, endeavour to maintain peaceful relations with all nations, but we can only do this with the cooperation of other nations. If you are looking for tribute, forget it! The Empire of New Chalcedon does NOT pay tribute or concede allegiance to any other nation, least of all yours. We are in different regions, have different forms of government, and practice different religions - you have no call on our loyalty or obedience. Do not paint yourselves into a corner that you might like to have gotten out of.

Alfegos sees the mobilisation of Ryou against other nations, and laughs:
1) At the fact that Ryou does not realise the mess they are getting into, about to drag in the full force of other nations.
2) At the fact that it is not a UN member, so has no legit reason for declaring war on Silenscope003.

Now Alfegos will remind Ryou that even though they may think they are superior, WMDs may change your expression. Now please stand down, before Alfegos decides that a strategic elimination of your infansrtucture is necessary.

It's Election Day. Actual turnout to the ballot box is expected to be low with fear of aerial bombardment during the vote.

At the same time, the embargos by several nations does adversly effect the economy of SilentScope003. While all it does do is cause companies to just switch to numerous other countries throughout the world, it does cost money to change trading partners, and several jobs are expected to be cut.

We express grave much concern about the tensions between major powers who are currently being pushed to war over this election. Or at least, what it appears to be, at the surface,

It seems that this election doesn't even matter to these powers. Instead, they are using it as an excuse to attack each other and cause massive casualties and deaths. Many people make half-hearted speeches about defending human rights, and then violate those human rights by coercive actions, attacks from the air, and military invasions. Is it due to wanting to boost their own ego?

We again, repeat: Our nation does not want to harm any blondes, and we are simply holding an election to decide if to deport them or not. If our actions are wrong (and we believe that they are not), then surely wanting to kill everyone is even more wrong...as well as destroying countless other nations due to a preceived slight.

And I'm afraid that civilized nations may turn uncivilized in their conduct towards these nations that make these threats. Don't turn into the very foes you oppose, don't go and conduct human right abuses, genocides, counter-genocides, just because it feels right.

We call therefore for a peace conference to settle the dispute and avoid a full-blown war. We don't want to have people fight a needless conflict and see needless deaths, just so that one nation appear to be 'better' on the international stage.

But also i'm looking at NSTracker for information on his and my Economy and then cross referencing that information with NSWiki (http://ns.goobergunch.net/wiki/un_category.html#Civil_Rights.2C_Economy.2C_and_Political_Freedoms_Descriptors). His economy is "Thriving" while mine is "Frightening". Which mine is the highest level of Economic Freedoms as you can get (Level 15) and his is a little lower down (Level 12).

In what way are we being uncivilised? We are granting the RBI chance after chance to withdraw, and have no intention of using any WMDs, even if they do. We value having souls, thank you, and intend to continue having them. Neither shall any New Chalcedonian forces engage in conventional atrocities.

We gratefully accept command over the joint forces of New Chalcedon-SilentScope003 for the duration of the war. We will allocate a fair proportion of senior command positions relating to the SilentScope Theater (probably about 1/3 of command positions) to SilentScope003 nominees, and, furthermore, offer SilentScope003 a gift of 36 MiG-29s plus support personnel and training facilities and personnel. While these aircraft are a little old (from the 1980s), they are capable of standing toe-to-toe with the best that we understand the Ryou Black Islands to have, and are in operation by many smaller airforces today. If, during the apparently impending war, SilentScope003 requires funds or technical support for any of its military forces or to see to the welfare of the civilian population, you need only ask.

"So. What's going on?" George stated as he walked into the room. The Ministers were already sitting around discussing the situation between the nations of SilentScope003 and The Ryou Black Islands. Larry looked up to see the disconcerning look on George's face as he sat down at the head of the table.

"Well, Sir. It seems yet again that the Ryou's have made it their 'Obligation' to force their own twisted view of what 'Human Rights' are." He pushed a button and a satelite image showed up on the wall sized monitor at the opposite end of the table. "We've taken it upon ourselves to Spy upon the Ryou's. This image was taken just shortly after the statement from SilentScope003 about the vote and possible deporation of people who have Blonde hair from his nation. Notice the Ryou Bombers departing their homeland."

"We felt that this was a first strike group. Although at that time we didn't know what their intentions were. We felt that they would try to forcibly assault the SS003 Homeland. So Larry dispatched a communication to the Ryou's," Stated James.

"Well. After the first diplomatic communication they continued their aircraft towards SS003. This photo was taken roughly 3 hours after the first communication was sent," Stated Larry. "You can see that the Ryou aircraft had not turned back at that time. They also made an indirect threat againt our nation, which is why this second message was dispatched."

On the screen, a copy of the message was dispalyed.

"Shortly after this message, our SpySat's noticed the planes turn back and start heading back towards Ryou. We feel that this diplomatic pressure on their national leadership made them rethink their current position. Although then we noticed this portion of the message."

On the screen, the section of the message that showed Ryou call Shazbotdom a 'bunch of pigs', and 'not human.' You hear a sign from George when this is shown up on the screen.

"Alright," George said. "I'm personally sick and tired of the Ryou's pushing their own ideals around on other nations. And I'm sick of him using his alliance with the Stevidian Empire to further his own warped ideals. He claims he's doing this for the betterment of mankind, but he's only doing it to attempt to take over the world. This cannot stand." He then stood up and walked over and looked out the window. "If he continues to pull this bullshit with the international community, then he will get what he reaps."

The screen goes blank and George turns back around. "Prepare the Navy. If he continues this shit, deploy."

As the ongoing drama over Ryou's fate builds, the fact that SilentScope003 succesfully approve the new resolution to exile the Blonde race (75% For) was pretty much ignored. Turnout however was pretty low (around 32%).
