The Parliament of the Commonwealth of Rosdivan, having met in session this past twenty-third of March, and having the agreement and will of His Majesty, the Lord Protector, issues forth the following decree, to take hold and effect 60 days from this pronouncement:
In order to provide the necessary revenues for the Commonwealth, that the peace and stability be provided for, a seventeen percent tariff upon all importations of foreign goods with the following exceptions:
All foodstuffs
Non-luxury items manufactured in member states of the Questerian Commonwealth
Non-luxury items manufactured in member states of the Greater Prussian Empire
Those items imported by a foreign nation renting land for military bases that are destined for those bases, to be clearly marked as not for export into the Commonwealth proper
Those armaments and equipments that the Government imports for the use of its armed forces
Additionally, we declare and enact a twenty-five percent excise tax on all armaments manufactured in the Commonwealth for export to foreign nations. There are to be no exceptions to this excise tax.
