Introduction:
In order that diplomatic relations between the Empire and other nations may be strengthened (or created), Her Majesty's Government have decided to open parts of Tzargrad for the establishment of foreign embassies. To ensure safety and stability, some rules have been established:

1. All armored vehicles and aircraft (excepting helicopters) are forbidden.
2. Any crimes which are committed by a foreign diplomat and/or member of his or her group are to be tried according to the laws and statutes of Neo-Ixania: depending on the offense.
3. A diplomat is entitled to bring his family to live at the embassy but all members of the diplomat's family are subject to rule 2.
4. If a war breaks out between Neo-Ixania and another nation, the diplomat of a neutral nation will be allowed to obtain transport for himself and others from the embassy to his or her homeland.

The parts of the city opened are:

Tzar Aleksander Street: Named for the deceased father of our current monarch, Tzar Aleksander Street is filled with stores, theatres, and cafes that citizens often visit during the day. Landmarks here include the Tzar's Mausoleum and the Porter's Lantern (restaurant)

I would like you to know that an diplomat, Sergei Kalinin, has been chosen to be the Ambassador to Northern Rangeria and he requests that his wife and daughter be given accommodation at the embassy, which he wants to be located on Apinakissa Street.

However, all the miniguns and gatlings (http://en.wikipedia.org/wiki/Minigun) I know of tend to be crew served weapons at the least and are more often used on aircraft or rarely on armored vehicles. Even miniguns and gatlings that shoot service rifle rounds still tend to be large and not very man portable. If he went with a different type of LMG or medium sized machine gun I wouldn't have a problem, but a minigun seems like overkill,
