The aftermath of the Inti Raymi, the empire's sacred observance in honour of the sun god, served this year as the perfect opportunity for Army Commander General Ozcollo to parade his re-armed legions before the Sapa Inka and the leaders of the world's lesser nations.

The Colombian War had pitted Pachacutec's aboriginal warriors against the Fascist forces of the Pact of Iron, and the Inka had achieved a victory of sorts, but more than half a million soldiers perished on the battlefield even as the empire's cities lost four million souls to a nuclear bombardment.

Cusco was still seeking anti ballistic missile defences, surface to air missiles, and anti-ship guns and missiles, but millions of warriors were now transformed.

No longer bronze age archers and spearmen, they replaced quilted tunics with new bullet-resistant materials, bronze helms with steel and kevlar, bows with automatic rifles, and spears with bayonets.

Still wearing sandals, rainbow ponchos, warpaint, featers, area-specific hairstyles and rank-specific medallions, and the black and white checks of the traditional army tunic, these Inkan warriors remained dazzling as ever. Soldiers would still learn war cries and march to the sound of the flute, whistling and howling like the romantic savages of their past.

These warriors, though, had machineguns, anti-tank rockets, mortars, MANPADS, anti-material rifles, grenade launchers, and more, but they marched with pack llamas. No mechanisation was evident, no air support or marine forces.

Tahuantinsuyu's petro-chemical exports paid for its arms, and the empire makes almost no domestic use of the produce.

Still, as witnessed in Colombia's annexation, the Inka's warriors simply can not be out-marched, and their storied courage is matched only by their religious fervour and commitment to their sacred emperor, the only son of the sun.

Skills in forage, bushcraft, stealth, tracking, ambush, and improvisation lost to modern humanity flourish in the army of the Andes. Physical prowess uncommon in the developed world is ordinary amongst the barrel-chested Indians who labour physically from infancy to old age in fridged mountains and scorched deserts, in thin heavenly air and humid rainforest pits.

The Children of the Sun are coming, twenty million pairs of feet are pounding, pounding the virgin trail to pan-continental domination of South America. Caracas! Brasilia! Buenos Aires! Victory to Pachacutec! Glory to Inti! All hail the dawn of gold, all eyes on Cusco, bold!

Cusco seeks ABM, SAM, AShM defences

Offering both petrochemical products and the hard cash generated by their export, as well as lesser quantities of gold, other minerals, and exotic rainforest hardwoods, the government of Pachacutec Inka informs the puny nations of the outer world of his interest in acquiring state of the art defences for his mighty empire.

The Inka's people have a long-running pathaological disinterest in oceanic voyage, and maintain no navy. Cusco, though, has come to recognise the threat of amphibious assault (after it happened again during the war with Atopiana and Skgorria), and requires coastal guns and mobile anti-ship missile batteries, as well as perhaps missiles carrying anti-submarine torpedoes or other such weapons.

Similarly, the empire presently lacks the facilities and skills with which to maintain a large airforce, and is still in deep contemplation over the merits of such a foreign concept. For now anti-aircraft artillery pieces and surface to air missiles will suffice. After the nuclear assault launched by the now crushed Pact of Iron Tahuantinsuyu is also keen to acquire an ability to shoot-down ballistic missiles.

The mighty Sapa Inka warns in vague terms that those Princes who co-operate with his golden vision may be alone in surviving to bask in Inti's glory along with his Quechua children.

Bold Defence & Security Measures; Düsseldorf; Post-German Republic of Linker Niederrhein

It was nearing winter in what had once been Germany, and was now... Well, sorta German-esque. To an extend. Well. It kind of resembled post-Napoleonic Germany, maybe, although it was a little more tightly knit - as in, the various states didn't really shoot at each other (Although the Bavarians were occasionally tempted).

'Winter' did, of course, not mean 'Snow' in the oil-shocked, and climatically challenged Germany. It did however mean torrential rainfall from the flooded remains of what had once been Hamburg right down to the many lakes and swamps covering what had once been the Ruhrgebiet (Once the pumps had been shut down, the water levels had risen, and turned the industrial center of Germany into Europe's largest nature reserve. Dealing with the ten million refugees had been a tad difficult, but it'd worked out in the end).

And Friedhelm Becker, a mid-to-high-level executive of BD&SM, stared right into this torrential rain, which was seemingly attempting to break through his office window.

Fortunately, it hadn't succeeded. Yet.

Düsseldorf was, maybe, a somewhat odd choice for an Arms Manufacturer, but then, nature reserves were actually pretty nifty places to test new guns in, and with Düsseldorf being reduced to maybe 1/10 its former size, there weren't too many people who could pose problems about, which made the whole place a good deal more endearing.

Besides, the vast lake he and his fellow coworkers could see from here - supplied with ample water by rain & the rhine alike - was pretty nice to look at.

Friedhelm briefly rubbed his forehead and yawned. Rain always made him tired... "Right... So we want to make some money of a bunch of third-world wogheads, correct?"

"Yes. Fractal'd thing. Different timeline and all that - well, now we're in the same, it seems. Inca. Killed off Pizarro, and stayed static."

"'Static' sounds just about right. They kept bronze as the cutting edge of technology for...?"

"Ummm..." Friedhelm's secretary, a rather young Lady (He was a mid-level executive with pretty good connections, so office-affairs were more-or-less expected) with a knack for knowing - and indeed, doing - everything that was asked of her, searched her memory. "Over almost three thousand years, I think."

"Yeah... Anyway. We have what they want?"

"Yes. A newish missile of ours. I just need your ok."

"... Why do I actually work here when all I do is saying 'Yeah' to whatever you're preparing?"

"Your cousin got you the job."

"... Sometimes, truthfulness is not a good idea, Anne."

Anne shrugged. "As if you weren't aware of this in the first place. Should I encrypt the message?"

"Do the Inca have our corp-internal encryption?"

"No."

"There you go."

The message was sent a few minutes later, casually avoiding the not inconsiderable restrictions the LNR government had in place to avoid supplying the toy soldiers of tinpot dictators with weaponry - BD&SM had had the foresight to provide a few mid-level officials with brand-new sports cars a few months ago, the effect of which was that this particular business opportunity saw very little - if any - resistance from LNR's ruling green-liberal coalition.

Satisfied with the manner in which his priestly advisors put to him the fawning tone of a communique from Bold Defence & Security Measures (the Sapa Inka, of course, would not condescend to learning written Quechua, or any other recorded language save perhaps the knots of the quipu, and as such was vulnerable to significant manipulation by his learned courtiers), Pachacutec authorised the acquisition of an initial batch of one hundred Shibari mobile launchers and four hundred missiles in ground-launch only configuration.

Cusco transmitted an expression of interest in a contract to cover maintenance and spare parts, initial training perhaps including live firing exercises with additional missiles, and limited co-operation on the establishment of coastal battery facilities. The Empire's masses would, through the Mita Obligation -the basis of the Inkan economy- cut, largely by hand, tracks, tunnels, and fortifications into the rocky coast of what used to be Chile, Peru, Ecuador, and Colombia so as to enable movement and storage of launchers and missiles, but would require advice on where best to site anti-ship batteries and how to construct facilities to sustain enemy counter fire and properly support the systems involved.

The Empire would be likely to gradually build its stockpiles over time until sufficient firepower exists to discourage intervention against the Inka's designs on Venezuela's petrochemicals, Brazil's arable land, and the rest of the South American continent.

The Skyguard did indeed catch Cusco's attention, appearing to be essentially just what Ozcollo had suggested to the imperial court.

Still struggling to adapt Tahuantinsuyu's traditional economy to cope with modern demands and badly hobbled by the anti-Fascist war of recent years, the Empire could probably not afford to provide really dense missile coverage to every inch of its ever expanding territory, which already covered the entire west coast of South America, from the chilly tail of... Chile, to the Caribbean climbs of Colombia.

But that was all fine with the elite, who only wanted their sacred capital, ancient fortifications and temples, and major petrochemical and mineral extraction facilities protected, and could hardly care less about the rural sprawl of countless aylus and rainforest-fringe villages, which seemed anyway unlikely to be the subject of sustained military aggression given their want of strategic value.

As such Cusco placed an initial order for one Standardised LY471 Division package, and again requested a contract for initial training and on-going technical assistance to keep the network in working order.

In fact the army would not deploy its assets as a single cohesive division, but would protect Cusco -Navel of the World- with one brigade, Machu Picchu -imperial retreat- with a regiment, and scatter the remaining fifteen batteries across the Empire's strategic and cultural sites of importance, attempting as far as possible to consolidate the location of such sites with the maximum effectiveness of the entire Skyguard system based on Lyran advice.

The Empire also placed an order for an initial one-hundred LY220 Shepherd turrets with a requirement to install them at numerous fortified sites featuring rock-hewn tunnel networks and furnish them with significant ammunition stocks.

This order almost certainly came from the priestly classes surrounding the Sapa Inka, and it is already rumoured that Army Commander General Ozcollo has expressed doubts as to the survivability of such static defences, possibly owing to his own experience fighting against Atopianan and Skgorrian lines on the Colombian frontier, or else to the losses his soldier suffered in earthworks when faced with enemy airpower. Still, an order is an order.

Vault 10

For a moment it seemed that Pachacutec was captivated by the notion of commanding fire from the stars, but, unfortunately for the demi-god emperor and Aerospace Logistics alike, the Inka's closest advisors, more aware than he of their nation's technical feebleness and the massive structural changes that would be necessary for an essentially pre-capitalist society to sustain an orbital presence, once again managed to mislead the young ruler. Warnings of an affront to Inti and possible interference with the heavens and the priests' ability to read them so as to provide a glimpse of events yet to come (such as foretold the first comming of the whiteman and his terrible devestations) proved sufficient to dissuade Pachacutec from further pursuit of the Dachnik system... at least for now.

Still, concerned by Vault 10's meddling in heaven, Pachacutec ordered a golden statue supposedly depicting the sun god Inti -more than four feet tall and absurdly heavy- sent to Anthony Ziemert's Prince as a diplomatic gift and appeasement to heaven should that foreign nation ever offend the gods. It may be discovered that, in fact, the statue is only around 50% gold in composition, the Inka's people having, impressively, discovered several centuries ago a method for making this appear on the face of it to be glistening and pure. It certainly upset the Spanish quite terribly at one point in history.

(OOC: Oh, and thanks for the kind words. Perhaps our nations will have more successful relations in the future.)

With the orders having been placed, the matter was now out of the hands of Friedhelm Becker and his secretary (Rather fortunately so, as their hands were, at that time, busy with each other. Well. Friedhelm's, anyway, given that Anne's hands were somewhat restricted in their ability to do... Things), and entirely within the realm of Factories Producing Shiny Things That Fly And Blow Up Stuff.

It'd take a while to produce the ordered missiles & launch vehicles, of course (Slightly over a year for the whole batch, to be specific, although deliveries would occur every fifty days), since B&SM only produced on demand - cheaper, since it didn't have to store its products, nor to get rid of surplus -, but that was just about right given the customer's other wishes & necessary preparations.

Spare parts and maintenance support were, of course, not an issue - at least, they weren't for now, and wouldn't be unless BD&SM was going to be lazy with its bribes - and training in the basic functions of the Shibari was to be organised on-site, in LNR, with the servicemen to be flown over.

Remained the one issue of providing advice as to where to put all those Shiny Things That Make Other Things Explode.

And this one issue was a bit difficult.

In the end, a certain Manuel Iwanowski and his team got to do the job (And thus, a free flight to the Tahuantinsuyu Empire). This was fine - Manuel, although not exactly fluent in Quechua (Especially not the variant spoken in the contemporary Tahuantinsuyu Empire), was certainly able to make himself understood in vaguely broken ways, and he was the kind of adventurer who wouldn't have many issues blending into the locale, being quite happily with trying out something new, wearing, learning, and seeing new things.

He was also an engineer, and could tell which locales would've the necessary infrastructure, climate, geological conditions & so on to support the defence sites, and he - or rather, his subordinates - knew enough about fortifications to assist in their design and construction.

Unfortunately, he wasn't a soldier, not particularly interested in the military, in strategy and tactics. He was the kind of person that'd happily put an anti-shipping missile site in the middle of the andes, so long as all other conditions were met, and the site looked menacing enough.

Cusco appears satisfied with the course of business between the Inka Qhapac and the Protectorate of Lyras, and its warriors are found in good spirits as new weaponry begins to arrive.

The beginning of gradual funds transfer passes smoothly enough, and now it remains to be seen just how much time will pass between the delivery of Lyras's weaponry and the initiation of a new campaign of aggression by the Sapa Inka against his unfortunate South American neighbours...

Linker Niederrhein

In Linker Niederrhein, Quechua warriors appear somewhat uncomfortable as they begin their training: the last time that any of them set foot in a modern, industrialised society they were there only to destroy it!

The warriors are likely something of a sensation in Europe, few being fluent in anything other than classical Quechua and all being dressed in their traditional uniforms. They almost all have broad shoulders, barrel chests, jet black hair worn in elaborate styles fit for a catwalk or a punk gig, and weathered skin adorned with body art, jewelry, and battle scars aplenty. Their feet are clad in sandals rather than army boots, their helmets are adorned with crests and decorative inlay, some wear headdresses, officers wear medallions of precious metal and regular recruits less valuable alloy, rainbow coloured ponchos defend against extremes of weather and, in comfortable climactic conditions, black and white chequered tunics topped with a bright red triangle are visible instead.

The Inkan warriors look almost savage, but they display terrific discipline, marching everywhere in good step, maintaining silence in the company of locals, and doing absolutely nothing without first being authorised by their officers. They prove attentive students who stick to their training until its lessons are second nature.

Back in the Empire, Manuel Iwanowski is hosted by a respected family at their home, the head of which is apparently curaca -local administrator- in the community. It may be a surprise to learn that the fellow is actually elected, as, he claims, was standard practice before the Spanish invasions. If the visitors can get used to drinking alcoholic broth for breakfast and eating guineapig meat for dinner they should find the stay pleasant enough, though they may observe that ordinary citizens of the Empire work exhaustive hours in the fields and mines when not receiving military training or praising their demi-god Emperor and prostrating themselves before the priestly classes.

They aren't likely to miss Cusco's increasingly vitriolic propaganda directed at Venezuela, Brazil, and Argentina, nor the constant streaming of warriors and supplies towards the Empire's borders with these states.
