The Shifting Sands of Tiberius.

Under the shadows of passing clouds, the sands of time swept across the Colonial Empire of The Royal Code, bringing back remembrance of the old separatist movement, the civil war that brought the ASRC into being, and established an empire.

With radical new politics sweeping the nation, and the Parliament diverting enormous amounts of funding to both fronts of royal warfare, the private sector had been decimated. Major industries within the nation were forced into bankruptcy, their equipment seized by the state to fund the war effort. Taxes had dropped, but at a cost to the wealthy landowners. There were few markets left unscathed, of them were those related to weapon’s technologies, and real estate.

The time had come for the private investors to leave behind the claims of land they had spent untold millions on, for new ventures in other markets. The Royal Government offered to pay the landowners a small plot of cash, and most of them accepted the offer. Which meant that nearly 89% of out-of-country CERC land investments had become property of the state.

The state had decided that to aid the war effort, the land would be sold off, beginning with its sub polar territories, these in particular, The Tiberius Islands.

The islands displayed in this map are all available for purchase. Nations pay a small entry fee, and from there, have no restrictions. Expansion is at the mercy of the investor nations. The CERC will update political maps, but will not attempt to regulate expansion protocol, or provide military protection to any nations (except Colonial Security Coalition) in any way. Hostilities that may emerge between investor nations are the business of those involved. The native population is of mixed ethnicity, is a moderately advanced agricultural people, who number 100 million. Basic towns and small arms technology.
Local resources such as iron ore, valuable stones (such as gold and gems), lumber, etc (virtually everything’s here), are available for harvest, as the natives have little use for them. Vast amounts of oil have been found in offshore drilling operations. Most of the deposits lay between the trenches and the coastline(s).

The CERC requests that nations not claim plots larger in total land area than what the ASRC has outlined in our claim, at least until we have an idea of how many investor nations there will be. From there on, you’re on your own, with no limits on expansion.

Cost for entry is 5 million (USD), to be wired directly to The Royal Bank. That’s it. No taxes, no levy’s, no restrictions of any kind.

To claim your plot, we request you open this image with paint or any other art software, and label clearly what land your nation is claiming.
Use any sort of markings to label city locations and military bases. If you provide a name for a city, it will be added. If you provide a name for a military installation, it will be added.

Climate during the winter is extremely hostile. High winds, below freezing temperatures. Climate during the summer is moderate. 80 degree high’s, snows on the peaks year round.

The CERC humbly wishes every colony or enterprise the best of luck in their efforts.

The Imperial Koalition of Kroando, in dire need of resources and expendable land, lays claim to the Easternmost portion of the main island. The Koalition plans on completely exploiting these lands of all natural resources, and shall be deploying a large civilian and military population to ensure it's objectives. Natives may be massacred en masse, or enslaved as workers. Enclosed is the entry fee of 5.0 Million Dollars, and a map of territory claimed. The Colony shall be known as the Tiberian Islands, it's Capital at Ft. Hulnocht, a Military-Commercial Port.

After deciding, of Moorington, that he, Maxen von Bismarck; Defender of The Light, Heroic Champion of God, Defender of the Holy Crown of the 7 Dukedomes and Righteous Ruler, wanted some piece of the action, the ministers who more then eager to hear. Yet he could not find a suitable piece of property, nothing seemed quite right for his 50 acre summer retreat/cottage.

However, after smoking on his cigar a bit, and signing his name on a few arrest warrants, he felt better about the whole thing and merely said "the pennisula next to them reds.' He then said no more on the matter, much to consternation of his ministers.

We would like to claim the following territory as indicated in the diagram below, located in the west of southernmost island and to the left of Kroando territories as part of our plan to reduce future issues with population density. The territory marked in grey is intended to become a fully autonomous and self-ruled region while the territory marked in black will be under direct control of Third Spanish States EDDNet. We would like to negotiate a reasonable price for these claims and await your first offer. Should only the black territory be acceptable for purchase if our claim is too large, we would then only buy it.

It has been confirmed by local landowners that at not less than 36 points along the eastern sub-surface trench system have tested positive for natural gas and oil deposits.

It is unclear at this time the amount of black crude stored in this area, but the unofficial estimates range into the mid-hundreds-of-billions of barrels.

The Royal Government has yet to declare a position on the find, but is advising that the trench system is in international waters, and thus is open to free trade and exploitation.

Further oil and gas reserves are bound to be found on the island complex. As a result, international harvesting may be limited by international boundaries.

A fleet of ships carrying workers and military personall were headed towards the penisula. They would establish a small capital city and three small "villages." From there they would leave the locals to expand, but they would be considerd a "satalite" state to North Calaveras.

Manthian Tiberius [In Manthian government documents, Overseas Economic Zone 7]

The first presence in the new land was established only a day after laying claim to it - speed was often important in these matters, and so a carrier battle group transiting to Damirez had been diverted from about two hundred kilometers away, and by morning had put a battalion of Marines ashore and was running air and helicopter surveys of the terrain. It took about two weeks, however, for a more substantial expedition than that to be organized.

The aging but fairly reliable Pepperbox LSV was the workhorse of the Union Navy's sea transport arm, and within a few days of departing twenty-seven had been earmarked to carry the first expedition and its equipment. Engineers, surveyors, prospectors, and cartographers, among many other specialists and workers, would be making the long journey by sea from Africa to the subarctic latitudes, where their mission would be to locate a suitable natural harbor and begin work on port facilities, which in turn would be used to ship in yet more material and men in an ever-increasing cycle. Heavy equipment and supplies rounded out the total, and between the men and the machines took up the space of ten of the vessels.

The others, a full seventeen, were dedicated entirely to the military. The maps indicated that what was now Manthian territory bordered already-claimed lands both to the east and west, and neither state would make a Manthian commander sleep particularly easy. To the west, of course, was Calaveras, a Communist state marked as unstable and volatile in Manthian records, and a neighbor which was not to be trusted. And to the east lay lands claimed by Kroando, a state with which relations had never been bad, but which was nevertheless known for aggression - occasionally without warning.

And of course, there were the native inhabitants of the land, who posed a somewhat unique problem. Ten years ago, they might not have - the modus operandi of the Union Army before Halako would have been to move in with overwhelming force, crush any armed resistance, and either deport or put to work the remaining populace depending on their numbers and usefulness. But the conflict and eventual resolution over the Islands of Halako had caused something of a sea change in Union politics, and these days that sort of thing was suddenly Not Okay. And besides that, a population estimated at fifteen million was a rather thornier issue than a few tens of thousands of proto-Eskimo Halakans. The military, however, had had little experience in this new sort of situation. The commanders, soldiers, and field manuals were mostly the same as they were going into Halako - it was just that suddenly, the orders were different.

The temporary solution was one of avoidance - a site for the future colonial capitol, Martoli, was selected on a sparsely inhabited stretch of coastline on the northern shore of the Manthian claim, and several other port facilities were slated to be built along the same stretch of coast. Once there were a half-dozen seaport towns - and perhaps a hundred thousand troops, and the infrastructure in place to supply them - in Tiberius, then there would be an opportunity to move into the mainland and take possession of these new lands.

Great effort was being expended to finish a large portion of the work quickly, and within a month the first city and intended capital of the colony, Martoli, had gone from an empty harbor devoid of settlement to a functioning town and active seaport. Prefabricated buildings stretched along orderly and bustling streets, and near the water rows of warehouses received new shipments from Manth every day. Outside the city, roads and railroads were being built to link it with other town sites. Military bases were being constructed in strategic locations for defense, and airfields were going up to house units of the Union Army Air Service.

All in all, although how the future of Manthian Tiberius would unfold was unclear even to the commanders of the settlements, they were going ahead at breakneck pace. Easy to solve problems after they arose, rather than worrying too much beforehand.

Hundreds if not thousands of ships now left Logan and Ky's ports for Tiberius. Most were civilian ships, but a decent portion represented the military. Around 1 million Kyans would eventually live in Tiberius. For now about 100,000 were on their way to temporary settlements. The military, however, immediately deployed 1 million men to bases being construced in Tiberius. This is an unusually high number of soldiers for a Kyan colony, but then again the generals have some unusual intentions regarding this little chain of islands. A large number of Kyan warships are also on their way to the islands. 10% of the Kyan navy will be sent. They will henceforth be known as the Tiberian fleet. (I'll give you guys a breakdown on the ships that are heading out... the number will be around 150 or so, including subs. Oh, and there will be one nuclear missile sub, although you shouldnt know about it IC'lly.)

Colonial Defense Authority Temporary Headquarters

"General! Important papers, a number of messages have been coming in from CMI in Cairo for you."

The speaker, a harried-looking young man wearing the uniform of the Union Army, gestured with a thick-looking folder of papers as he stood framed against the unappealing brown hallway of the temporary, prefabricated barracks.

"CMI is it? Would it be anything to do with either of our neighbors?"

The orderly nodded.

"There's been looking over satellite pictures. We've summed up their concerns in the first few pages, sir, you don't need to sift through the whole thing. It's serious, though."

General Stephanos Charisteas frowned.

"Hand it over then. Serious enough to call the other regional commanders?"

"I expect they'll be calling you, sir, they should all have received this by now."

"Right, then. Guess I'd better read this."

The General took the folder and cracked it open. After a few minutes of reading, he muttered something sour to himself and tossed it on his desk, reaching for the phone. It was going to be a long day.

One hour later

"Well. Thousands of ships on our borders, and CMI believes that at least a fair proportion of them are carrying military equipment to the Kyan colony. That works out to at least a few hundred thousand troops, right there - probably more. And in addition to that, a hundred and fifty large surface warships?"

General Charisteas tossed a pair of glossy photographs onto the table. They had been taken less than two hours earlier by a spy satellite passing in its daily innocuous orbit over the sealanes of Tiberius, and, as several other officers leaned forward to look, they showed the Kyan fleet. The sea was practically bristling with transports.

"Right..." one of the officers spoke up, "that's writing on the wall. According to open sources and the CMI that's a good tenth of the Kyan navy. Nobody sends that many warships to garrison a frozen arctic waste unless they have trouble on their minds, and at the moment we share the only border with Kyan-claimed lands. That means that we are the likely target of any belligerence which is planned."

"We need more men, then, and the Union Navy to send a detachment of its own. With our current force levels we'd badly lose a major conflict, and that knowledge isn't going to deter anyone."

"Yes indeed. Trouble is, we don't yet have the infrastructure - specifically, the port facilities - to support a dozen or so carrier battle groups. We're in a similar position with ground troops - maybe stretched the ports could handle supplies for two hundred thousand men and a few hundred aircraft, but not any more than that for some time. Not with what we currently administrate, in any case..."

"Point being?"

"I know the Army has been in favor of moving more slowly to impose our rule over the old colonists living here - that's why we're still stuck on a strip on the northern shore, after all. But I don't think we can wait any longer to assert our rule over the towns and cities here. We need the ports and airports of the colonial towns intact if we are to speed up our schedule at all. We should move to replace the local governments within the next few days."

"That seems like the best option, I suppose... and then, after that?"

"We'd still be in a potential two front war, with Calaveras to the east and Logan and Ky to the West - we've had friendly relations with neither in the past, so who can say what to expect? It is the opinion of the Denomination of Strategy High Command that the colony would be much more secure with only one potentially hostile border, and we have the authorization and the resources released to us to begin a truly large force buildup once we've secured our territory. Then we look to our neighbors. Calaveras is the weaker of the two and likely less ready for war - a quick strike could remove all problems on our western flank. The Denomination will be coming up with a suitable justification. After that, with only one potential enemy to worry about, we could easily make ourselves secure against any Kyan attack - likely, secure enough that they would not risk making the attempt."

One of the commanders from the other seaside towns gave a short laugh.

"Sounds like the sort of plan that High Command would come up with, and the sort that I can definitely live with. At the moment my troops have everything they need, and we can be ready to move out by tomorrow morning at the latest."

"Very good, Colonel. That's earlier even than I expected. My staff will be passing on a detailed operations plan and rules of engagement, and you will be escorting a number of important personnel - interim military governors for cities, and the like. You will need to provide security, and though the Denomination does not epect much resistance from colonists - they know we are here, after all, and they've probably been expecting us to set up governments before now - you will deal with any that arises. Good luck."

The next morning, across Manthian Tiberius

Mohammed Abas gazed over the line of tanks rolling out of Martoli, accompanied by APCs, fast reconnaisance vehicles, and myriad other rolling weapons and soldiers. A small thought had been tugging at his brain for a while.

Perhaps this is a bit ridiculous?

He scowled. He had been wondering for the last few days if a few diplomats and soldiers setting out to each colonial town by helicopter couldn't have accomplished what this massive armored column was about to be sent to do. After all, these people were highly unlikely to offer any serious resistance? They were ex-colonists of the Royal Code, and had probably been warned by that government that they would be coming under new leadership. Under the circumstances, one had to wonder if the two months spend building up fortified bases and ports to ship in tanks and MRLS systems had been a legitimate precaution, or just a way to ease the nerves of commanders more used to taking colonies by force of arms?

Regardless, though, they were here, in all their Chobham-armored and gun-toting glory, and it was time to quite nicely visit some colonists and install a temporary government, all under the snub-nosed gaze of dozens of pieces of mobile artillery.

Yes, he thought, maybe it is a little silly.

A few days later - colonial port of Lilam, on the southern coast

The line of civic leaders watched impassively as the new flag slowly rose up the flagpole, pulled by a pair of dusty soldiers. They were watched, in turn, by almost a hundred more soldiers who had spilled out of the jeeps parked at the far end of the open square in front of the Government House, and added a quiet but nonetheless unmissable presence to the scene.

So far, there had in fact been no meaningful resistance. Whether this had been due to the large force sent to each town, or just that nobody was planning to resist, the fact was that the black and gold was now flying over almost eighty new cities and towns, and so far not a drop of blood had been spilled.

Office of the President, Cairo

Saad al-Baradei glanced over the papers in his hand. It was an acceptable final plan, albeit one that his office and the UCPLC had fought to trim down against the strong resistance of the military. A total of just over nine hundred thousand troops - rather than the one and three quarters million originally called for by the army, which had been immediately vetoed on cost reasons - would be sent to temporary station in Tiberius, along with almost two thousand various aircraft of the Union Army Air Service. A large naval contingent would round out the deployment, guarding the vital sea-lanes and hopefully acting as a deterrent to any aggressive action. Over two hundred submarines would eventually be sent to the waters around Tiberius, ready if any conflict broke out to strangle the shipment of supplies to the enemy. Meanwhile, a surface detachment of four carrier battle groups and a number of cruiser squadrons would guard Manthian interests above the waves.

He looked down to the last page, where the ink of his signature still shone wetly. Work to prepare for the deployment had already started, and at a dozen large harbors across the nation scores of vessels were lined up along the quays, their holds ready to receive the manifold materiel of war. Soon, he knew, they would be ready to sail for Tiberius, their bellies thick with weapons.

Under the black and gold banner, the flag that famously knew no defeat, the Union was gathering its strength. Soon, the hammer-blow would fall.
