To all nations of the world.

The Zaheranian government have decided to open up the country to embassies and is now inviting all nations to establish an embassy.
For the moment, four districts in the capital, Zahran, have been opened up, but if needed, more will follow.
To ensure the safety of both embassy officials and the Holy Empire of Zaheran, some rules have been established.
1.Automatic weapons, armed vehicles and all kind of armed aircraft are forbidden.
If a foreign official is found to be in possession of any of these items, he/she will be declared persona non grata. Exception for ambassadors, but a protest note will be sent to the offending nation
2.If crimes are commited by a foreigner without diplomatic immunity, he/she will will be deported
3.If war breaks out between Zaheran and a country with a embassy in Zaheran, all embassy personnel will be placed under curfew until such time as the nation in question can extract them.

Members of the Fegosian Union can, if requested, be excepted from rule 1 and 2.

Victory Street. A place famous for it´s beauty and culture, Victory Street is a broad boulevard with fashion stores, theatres and cafés.

Silver Avenue. A fashionable street in the southern parts of the city, the Sivler Avenue is popular among the rich and mighty. Sumptuous villas and mansions line the avenue. The matters of our embassy are trite affairs from the position of the Waldenburg Empire, to determine relations there is something much more vital that we must inquire. The Holy Waldenburger Church has made it custom, on these occasions, to request from host nations that it be allowed building permits within the host nation for the purpose of constructing and maintaining basilicas, abbey’s, churches, and monasteries of the Holy Church. If we may come directly to the matter the Waldenburg Empire wishes to build churches, and cathedrals for the education and betterment of mankind in general. We shall of course not indoctrinate any denizens with salacious, seditious, rebellious or anarchist teachings, we shall simply expand for the scriptures and afore mentioned betterment of mankind. As also is custom we shall use all local labor, buy all needed land, pay any required taxes and keep our books open for any government inspectors. We are very much a Church of peace and should any wrongdoing occur, there shall be no hesitation on our part to withdraw and discipline any member of the clergy, in a manner that may be unavailable to foreign heads of state and is by far worse then say death.

If we fail of course we shall not delay our departure, if our word is heard then it was a valuable contribution to society, and if not only our money shall remain with you. If this request is denied we shall be most put off, and deterred from future relations. If allowed in fact we would like to purchase Number 9 Stahlhelm Boulevard for the construction of the Abbey of St. Ceno. If we do not convert then we shall at least provide charity work, labor options, and liquid capital to the people of Zaheran.

Like many nations, we depend on armored vehicles and helicopters to allow safe transportation for important persons, namely the ambassador. The banning of these has discouraged us. Financial considerations have hitherto prevented this Republic from exchanging ambassadors. However, increased tourist revenues have alleviated this problem, and most of our mass organisations and political parties have the opinion that our lack of diplomatic representation is tantamount to Raumism.
However, we consider it inappropriate to make a decision now because of impending elections on Zamenhof Day. Due the complexities of our dual mandate additional member electoral system, which will be explained in a separate message when our civil servants have finished translating our constitution from Esperanto to English. we do not expect our election results to be completed before Second Solstice Day (December 21). We also aware that many nations celebrate the Solstice on December 25. So apologies for lack of immediate decision. We hope for friendship between our nations.
