Milkavich. The largest and most industrialised city in Alfegos, with a population of 103 million crammed into an area 50 miles by 85 miles. Also, the most deprived area of Alfegos.

After 3 civil wars that started there, as well as 2 centuries of heavy industry, strip mining and oil drilling, the city has been left a polluted blotch on Alfegos's record. Now, with crime rates soaring, and life expectancies plummeting, Alfegos has decided that now is the time to act.

Æ1.2 trillion dollars from the governmental budget has been diverted in an attempt to clean up the city, provide much more healthcare and education and cut down on the crime.

However, even with that much going into the city a year, it will take at least 20 years before it is even at the level of Old Zevkhay. That is why Alfegos is appealing for international aid. Before civil war sparks again in this troubled city.

Greal would like to send 100 billion to help your city, its not much, but its the best we can do.

The USSY would like to donate $50,000,000,000 USD to Alfegos, however, this is about as much as we can do. We will be willing to donate the same amount every year until your city has reached a civilised standard

Official Diplomatic Communique

The Technocracy is greatly interested in contributing to the long-term peace, stability and development of the areas blighted during the recent civil war in Alfegos.

As Milkavich was within the area of operations of the Etoilean military intervention during the recent civil war, the Technocracy has approved a package of 7.8 trillion Accounting Units (4 trillion US dollars) over a twenty year period to be allocated for immediate reconstruction and aid to the citizens of Milkavich, and towards long-term economic development and investment in creating jobs across Milkavich province.

The Technocracy will raise these issues in the regional summit in Harmony City in Etoile Arcture for planning with the Alfegosian government and our other partners in Nova towards formulating a coordinated program, and also to encourage business investment into Milkavich in partnership with Alfegosian companies.

We would also request the Alfegosian government to further open up access for nongovernmental organisations, aid agencies and charities to come into the area to assist the humanitarian effort, and as neutral parties, help bring about a peace and reconciliation process so that there be permanent peace in this troubled region.

Alfegos thanks all these nations for aid, but is wary of letting in any external charities and companies, unless they are willing to be fully vetted to make sure that they will not cause any civil disturbance, etc.

The project, which is planned to take 20 years, will concentrate on the following areas:

Year 1: Increased Policing, Complete resurvey of area, plans made for entire city, civil information. Reclamation begins of the deadland area.
Years 2-8: Increased Policing, massive demolition of the current living facilities and quick reconstruction of them with much better facilities, land purchasing by the government, overhaul of all public utilities. Finish of land reclamation.
Years 9-14: Increased Policing, Finishing of rehousing, Hospitals, extra police stations and extra amenities opened.
Years 15-18: Massive public transport integration, replacement of heavy industry and mining with tertiary-level jobs.
Years 19-20: Shutting down of strip mines and polluting industries,with any light industry being moved to the reclaimed deadland area. Slow phasing out of personnel transport.

In a Milkavich house, the small t.v. flickered in the corner as the news headlines were read out to the man watching intently from a battered chair.

"Tonight, it has been announced by the government that, along with foreign aid, the city of Milkavich is going to be completely rebuilt, in the style of Polinapolis."

The shot cut to a 3D model of the old city, with its many concrete high rises being demolished in a cloud of smoke, replaced by a shining new glass central district, with glass-steel tower blocks in the "cheap" living area slowly melting into green land where suburbs had sprung up.

"There will be many job cuts as heavy industry and mining is moved from Milkavich area, yet replaced by even more jobs in the service and finance sector, while the businesses move abroad. So, what are we waiting for? Well, the government is already starting by surveying the area and starting the massive decontamination and land reclaimation porject from the Milkavich deadlands, an area that stretchs about 30 miles from the city, a dustbowl after the effects of a centruy of oil drilling and strip mining. These industries will be moved out to the more remote mountains of the Moon and Solace, where people who wish to keep their jobs will.

The government has said that it is unwilling for foreign agencies to appear yet in the nation, but will be considering those most suitable for entrance to set up modern, cost-cutting services throughout the area, and helping the higher education rate in Alfegos reach world-class levels, leaving us as the power we rightly are.

We thank Damirez for its many interests, and hope that this project will be as sucessful as Polinas. We understand your concerns for the infastructure, but it will only mainly be focused around the city, to cut down the number of polluting cars in use to 0.

Financial Report. Milkavich. Alfegos.

During the past few months, the Milkavich province in Alfegos suffered severe damage in infrastructure and organization. The communist uprising did little to help the country and as a result it can be said that the province finds itself ina difficult position being mostly supported by investments made from the rest of the country.

Naturally, our representatives in Alfeos were not idle and massive private investments are being made by our companies in various areas, from telecommunications to retail stores. Furthermore, The Principality will pour substantial funds in the region to secure it from future situations, the extensive interest the country has in Polinas being well known for all.

However as a matter of concern, it is feared that the impressive sums of money invested in the area will do little for the long term development of the area and might cause inflation which in turn will plunge the country in a financial depression.

As a proposed solution, it is recommended that the bulk of the funds are to be used in coordination with the investments made by private firms to avoid creating a situation where all the able workers of the region use the excellent infrastructure for commuting to the two neighbouring provinces.

This group, from the United Brittonian Magen David Adom", pointing to the thirty or so workers, from verious age groups, wearing casual clothes, but all wearing a baseball cap with a read Star of David on it, "Was the first one to mobilize and arrive. I want to talk about the role of governmental aid and private aid, also."

"Alright then: lets hear what your idea is. According to our sources, the surveying has already almost finished, as the office of statistics managed to dig out all the records, which are all relevant, as well as those held by real estate companies. So, our next proposed step was to start demolishing the tower blocks existing, and replace them with much better modern facilities, such as the ones found in polinapolis."

He showed a picture on his phone to the ambassador: one of the polinapolis skyline, littered with 300m high towers made of beautiful glass and steel.
"These are residential blocks. They will provide cheap housing and much more space for civil amenities and businesses.
I remind you of the scale of this task: rebuilding a city of 103 million people, a sixth of Alfegos. This will not be easy."

OOC: A small comment. You can't develop just the infrastructure around the city, wouldn't do much good if you did that. If you really want to develop the region you need infrastructure and investments in services. Now, my companies and funds will be mostly directed towards enterprise development, so the infrastructure bit will fall onto you. Without proper infrastructure though, it's hard to believe that the province will ever recover.

(ooc: The idea of the project is not to rebuild the entire province, but to rebuild the city of Milkavich, to prevent future rioting and to elevate it to the standards of the rest of Alfegos.)

OOC: Problem is that it will need connections with the rest of the country for that to happen. Plus, if the region is poor and the city is rich it will lead to social tensions, exactly what you want to avoid.

Official Diplomatic Communique

The Technocracy is finalising its plans based on the information on the current situation in Milkavich as provided by the Alfegosian government.

We are concerned at the warnings now being recieved regarding the safety of foreign workers sent to Milkavich. For the short-term, the Technocracy is willing to retain six of the light infantry battalions of one of our expeditionary brigades that were deployed during the recent civil war to provide force protection to foriegn workers and planned development projects. In the medium-term, the Technocracy proposes replacing this deployment with four battalions of Etoilean gendermarie to work alongside and train local law enforcement.

The Technocracy accepts that use of foreign military and police is no long-term solution to the pervasive security issues in Milkavich. It is imperative for the Alfegosian government to foster, promote and develop civil society and good governance to ensure the long-term stability of the province and act as the bedrock from which investment, development and growth can occur. The Technocracy will offer all the assistance it can to the Alfegosian government and to local officials in Milkavich to achieve this aim. We also sincerely believe NGOs and charities can play a major role in creating the neccessary conditions for development and the kind of social cohesion that top-down government edicts cannot achieve.

The Technocracy will be dispatching a delegation from the Office of the Economic Directorate to liase with Alfegosian and other foreign government officials on the Alfegosian 20 Year Plan. As pledged, the Technocracy will contribute 4 trillion USD in regeneration funds to Milkavich over the next twenty years. While unpopular, expensive, dirty, complicated and frankly not “sexy” enough, the Technocracy sees the need to direct much of its regeneration funds towards the rebuilding of Milkavich’s basic infrastructure. As such, much of our government-to-government efforts will be directed at aid to construct new housing, hospitals, civil engineering projects and road/rail/train/air communications. We are keen to work as far as possible within local Alfegosian civil structures, but warn that the regeneration of an entire city is only possible and sustainable with widespread outside investment.

As such, we urgently seek assurances from the Alfegosian government that it will deregulate markets as nccessary to open up these investment opportunities. The Economic Directorate has already begun discussions with leading Etoilean companies including Synergy Microsystems, the ePower and eTelecom group, Arcturia Airways and Mantaray Automotive Industries who are all interested in making large capital investments in local Alfegosian companies and expanding into Milkavich. The opportunities offered by these companies include the retooling of factories, retraining of workers, and the bringing of new services and high tech industries to Milkavich. All these opportunities, such as laying of new fibre-to-the-home highspeed internet links by eTelecom, would be at risk without deregulation to open up access to foreign investment.

The Holy Republic of Yakana would like to extend a hand out in assisting The People’s Nation of Alfegos. Within saying so, The Holy Republic of Yakana would like to offer 5,000 soldiers’ in an effort to help rebuild the defensive, and police force of Milkavich. The Holy Republic of Yakana would like to offer support from the Yakana International Military Police in hopes of rebuilding and protecting the city.
The Holy Republic of Yakana is looking forward to a reply in this matter. Though it is not able to offer money, we are able to offer resources.

Alfegos is hesitant on the prescence of non-novan foreign military on its soil, yet will agree to allow them over to our nation for the next 10 years, to help:
1) Police
2) Perform munitions cleanups
3) Help in the reconstruction and rebuilding

Before Alfegos replied to the Yakana Department of Military Affairs, the International Division of Military Police was already preparing for deployment. As the order was given to depart to Alfegos, Three military transport planes were prepared at Yakana International Airport. Two planes were loaded up with one-hundred soldiers each leaving the third to be used as a supply transporter. The idea was to send in the first two units and addresses the state of affairs and from there advise how the rest of the promised military would be issued out.

“Alfegos Tower, Good evening. Yakana MilAir 101. We’re currently at 275knots and descending to Flight Level 250 from Flight Level 290, we’d like to know the exact location as to where we will be landing this evening. Are we heading to an International or Military airport?”

Within a few minutes after first contact with Alfegos airspace, Yakana MilAir 102, and 103 made contact.

"This is Station Fegos 9: you have been cleared to carry on to Fegos 9 military airstrip."

9 LV-S lorries pulled out from the vehicle bay, and roared towards the runway, along with an LY219 Command vehicle, with the Major and RSM of the 2nd Regiment, 2nd Mech. Infantry division. They were there to carry the troops to the barrack area, and to carry the command staff to the command centre for discussion as to the plan of the troop movement.

As Yakana MilAir 101 touched down at Fegos 9, it pulled off onto the Taxi-way and pulled forwarded; parking on a section where it seemed would be fit for unloading of the three Yakanan Military Grade transporters. (Airbus A400M)

“Yakana 102, 103, Air 101 is grounded. See if you can get 103 down first.”

The rear-hatch of the plane dropped and no one left the plane as to await the landing of 103. Upon seeing a caravan quickly approaching, a man stepped out standing on the edge of the loading/unloading bridge his feet not actually touching down onto Alfegos soil. His name tag did not reveal much as it was not proper in Yakana for military soldiers to actually refer to themselves by name. In fact, all it said was “IO:1092”

“Yakana 101, Air 103 is grounded.”

As the caravan pulled up to them, the man quickly stepped off the plane and gave a greeting –like bow. “I am IO: 1092, In charge of Yakana International Operations. “ He said entering the car that was designated to him.

"Good Evening IO: 1092. I am Major Hen'ri, and I will be the Alfegosian in charge of your operation in our nation."

The command vehicle drove up to a large dome-like structure, standing 12 metres high, and being 30 metres in diameter.

"This is the command structure. Your room is underground, like the rest of the officer rooms. As for now, we will be making our way to the operations room to discuss our plans for your involvement in this regeneration and rebuilding project."

They left the command vehicle, which drove off towards the vehicle bays. They walked through the pair of doors, feeling their ears pop as they entered the pressurised environment of the interior.

"This is to stop any CBRs getting in should the outer defences fail: it gives us a few vital seconds to lock down. Anyway, here we are."

They entered a darkened room unsing the major's key card, in which the wallswere covered with banks of computers, with many people busy analysing the stream of data entering the room. On one wall was a large projected map of Milkavich, with hundreds of tiny blue, red, purple and black dots marking different movements.

"Take a seat. From here, we shall discuss what is necessary."

The major grabbed a control, and hit a few buttons. The dsiplay changed to a map with many hashed areas in different colours.

"As you can see, the massive part of the province there is filled with unexploded ordinance and mines, while these parts are suffering from civil unrest still. And there, the black hashes show to you the wasteland areas.

Theres a lot of work to be done. What are you going to contribute?"

Our nation is not the richest. But we would like to donate $40.000.000.000, which should be a start, plus funding from other nations should re-build the city. I notice much progress has been made so hopefully this finishes this off.

On another note, I would like to request a detailed copy of the 10 year plan of what your country will be doing in its efforts to rebuild the city; this will allow us to successfully allocate troops to different areas within then 10 years of occupancies. At the present time, how are your resourced dedicated to preventing another civil war?”

Also, we wil hire Milkavichian workers to construct the Bank of the blue Isle building, who will also get paid large amounts by comparison to what they would get paif when working for someone living here."

The buses pulled up at a large station.

"This is the maglev station to Milkavich. You all have reserved seats on the 13:07 outbound, which is in a couple of minutes. It is an express, so will be travelling at a maximum speed of 390 mph. It will be much faster than the autoroute, and you should be able to see the view of Milkavich province in all its current lack of glory, and wee what is to be done."

They left the bus, and entered a large station terminal. After passing through the opened barriers, they walked onto a gleaming white train, locked upon a single central rail. Inside, they sat on the many seats in the front carriage, and as the doors closed, the president started up conversation.

"In New Zevkhay, you can catch a Maglev from anywhere to anywhere. In Milkavich, there is only one maglev station. We plan to change that, so that public transport removes the need for expensive vehicles."

The Union would like to send a sum of 75 billion USD to assist in the reconstruction. More aid would be sent if the federal budget wasn't being funnled into diplomatic channles.

Several Bredfordian companies have interest in building factories in Milkavich.

"Crusader Civil Aviation" is interested in opening three factories in the city. two will be manufacturing plants for aircraft parts, and the third is aircraft assembly plant. the factories will produce the Airbus A380 model.

"Bredford International Commerce" is interested in opening twelve factories for building materials, which as the company predicts will soon be big demand in Milkavich.

"IMAO" (International Medical Assistance Organization), is interested in building and operating four hospitals at Milkavich, free of charge. all doctors will be Bredfordian doctors paid by IMAO.

"FEFA" (Free Education For All), is interested in building and operating free of charge four schools, two day cares, and one university at Milkavich. University will be named "FEFA Milkavich University". Also, it will operate and build free of charge two libraries in the city.

"Lexus Motors" will open three car parts factories at the city.

The two companies "Packed N Ready" and "Willy Cox" will open seven competing fastfood centers each in Milkavich.

"Turtle Food" will open two orange juice factories at Milkavich.

"Wako Inc." will build and operate three malls at Milkavich.

We are afraid that, due to a similar project of our own (reconstruction of Libreville city center) we are streched for funds and resources.
However, we have an abundant supply of bureaucrats and will be prepared to send over a force of 50 from the Department of Procrastination to aid in administration.

"Before 2007, every person in New Brittonia upon the age of 20 had to enlist in the New Brittonian Armed Forces as part of a mandatory draft. However, during the Flower administration, slightly before New Brittonia reached one billion people, he decided that New Brittonia needed more options for its people as having over half of our population in the military is wasteful. Several organizations, such as the Health Service Corps, Technological Service Corps, and the Service Corps, all lying under the National Service Ministry were created. Many of these organizations, you just need to sign up and pass a physical to enter. However, the New Brittonian Service Corps is more rigorous and many of the people are told to go, to join you need to attend a three month training camp, similar to ones used by the Military. The goal is to make a group of people unified by a common love of service. Two hundred thousand people are chosen, one hundred thousand are chosen to reflect the New Brittonian racial harmony and one hundred thousand are chosen by lottery but one held are one and another half are women."

What is the geography like? My airship companies are interested to know if there is a sutable location for a factory (deeep valley, ravine, etc).
Furthermore, both PiC Russo-Pacific Enterprises and Industries de la Prevene would like to set up factories. PiC could also help by providind mine-clearing equipment.

There were large area where buildings were badly damaged or flattened, graffiti and communist insignia covering them.

They are trained using older equipment, yet they also help with construction projects as well. Seing as there are 3000 of them here, they have pledged to help us in the reconstruction."

"The barrack space here is at maximum capacity able to comforatbly hold 12000 men. The barracks used full-time only hold about 120 whiteshields and 375 instructors, so there is adequate space."
