The Kingdom of Castilla y Belmonte Declares Intentions to Create Nuclear Detente
King Alfonso VI declared to the High Parliament, yesterday, that the kingdom was soliciting foreign aid for the construction of the kingdom's first nuclear power plant, to be built approximately twenty kilometers south of the nation's capital, Cuidad Real. According to local sources, he also implicitely said that the kingdom was looking forward to developing and manufacturing nuclear intercontinental ballistic missiles to achieve a nuclear detente against potential invaders. The project would be a threat to Juumanistran influence in the country, but would allow the kingdom to declare itself completely sovereign and would underscore the kingdom's attempt to boost itself as a formidable world power.
According to experts, the nuclear power plant project alone would cost the kingdom roughly 500 million pesetas - approximately 400 million universal standard dollars. The total nuclear program could cost up to multiple billions, if it includes the development and then manufacturing of high technology nuclear warheads and their accompanying missiles. This would be the single largest military expense in the country for many, many decades.
The news comes arm in arm with news concerning the modernization of the Castillian armed forces in general, which will also cost multiple dozens of billions - the most expensive modernizations taking place in the Castillian Armada. The kingdom's militarization could be taken as a threat in the region, although the country maintains healthy relations with all of its neighbors to date - the kingdom also relies heavily on its neighbors for important raw materials, given that the geography of Castilla y Belmonte is not as generous as neighboring states.
Many consider this militarization an olive branch to the Castillian armed forces, which had achieved a high level of rule within the country's government during the 80s. King Alfonso's economic and gubernmental policies have slowly liberalized the nation and broke the military's rule - today, the nation is one of the most democratic in the region and the crown adheres to the nation's constitution, high parliament and general courts. Others consider the new military programs as an honest attempt to achieve regional power and make the kingdom a true world player.
In the latter's respect, it would make sense if Castilla achieved a nuclear detente, as it would allow the nation to risk war without risking its sovereignty.

The Questarian military aircraft, coloured in matt black with Royal Air Force symbols touched down in Cuidad Real at six o clock in the morning. Stepping off the aircraft, General Raymonds slipped on his dark sunglasses to avoid the bursting sun of the morning, his two aides following him behind. Raymonds didn't have much in the way of paperwork or such; and the RAF aircraft had been arranged to stay around until an arrangement was reached. For him, this was just a brief meeting, as simple as a visit to the bank. After being taken via private taxi to the Royal Palace in the centre of the Capital, Raymonds was taken into a conference room, where he met his opposite.
"Good morning Captain General." Raymonds shook his hand. "Major General Raymonds, Questarian Military Intelligence." He paused to remove his sunglasses. "Section Five."
The two sat down, and Raymonds, wishing to get home so he could see to his newborn child, wanted to get down to business as soon as possible.
"General, my Government's proposition is as such: We will provide you, free of charge, a selection of naval and land civilian nuclear sytems, plus a handful of surface to surface tactical nuclear weapons, air launched nuclear weaponry, and intercontinental ballistic missiles. In exchange, we only want the assurance that your Kingdom will never fall into the hands of the Reds" - surely de la Huerta had been briefed on the active anti-communist foreign policy of the Questarian Empire - "and that we may have three military aerodromes and a naval base in your country, for forty years."
Raymonds unfolded a few slips of paper and slid them across the table. "These are the specifications for what we will be transferring."

Capitán General Alfonso de la Huerta found the Questerian proposition very fair. Although Castilla was far more liberal than it was a decade past, it was still substantially right-wing and for the mean time could fulfill Questerian terms. This new treaty would also give the military some leverage over His Majesty and slow down the process of liberalization of the country. Although in no way this kingdom was ever to become a Communist haven (the military would never allow it, for one), the growing presence of socialists was troubling - the legalization of parties not attributed to 'terrorist organizations' had allowed, obviously, the existance of left-wing political organizations.
Regardless, this agreement would be beneficial to all parties. De la Huerta looked at the Questerian general and said, 'I don't think Su Majestad will require to look at the document. The terms are extremely favorable for all parties, to say the least. Although the leasing of four military bases will take some time, it will nonetheless be done. Magrat del Mar, for instance, will probably be chosen for the leasing of a naval base, but it will take at least a year to repair the facilities left behind by our own navy - which abandoned the base almost five years ago.
He thought to himself for a brief second, and then continued, 'Alas, we agree to all the terms. The three aerial bases will be available earliest within six to seven months, while the naval base will take about a year to repair. More work will have to be undertaken by your government, but there is plenty of free military-owned land around the base meant for expansion. The forty year lease, of course, will begin to take effect as soon as those bases are in operational condition, not immediately.'
The Questerian general nodded, and Alfonso finished, 'This is a kingdom, and not a political quagmire. This kingdom will always fight for liberty and country, and we would never allow the presence of Communism within our borders. That, we can guarantee.'
Within less than a year Castilla would probably have a working nuclear energy facility, with plans to completely replace the kingdom's electric network with nuclear energy, and several nuclear warheads. A detente had been finally achieved ...

Alfonso VI announced today to the High Parliament that 'his kingdom' is now a nuclear power. He detailed an audacious program to build a nation-wide electric program based on nuclear powerplants, replacing existing coal and gas plants. According to official sources, the entire program is to be paid for in majority by the Questarian government, although the Castillian government is responsible for the construction of the powerplants themselves. This civilian technology is also being applied to war material, as Questers has provided a fairly large amount of surface to surface medium-range ballistic missiles to the Castillian Ejército de Tierra (ET). Much of this material was showcased in a national military parade in the capital city of Cuidad Real.
Not everything comes without a price, however. In exchange, the kingdom is alotting space for four new Questerian military bases. These are the only bases Questers has in Antarchon, and should be the only bases the empire will have for the next forty years (the length of the leasing contract). Three of these bases are aerial, and the last is a naval base. Neither Mekugi, nor Juumanistra, are happy about the new Questerian military bases.
However, neither neighbors have done anything in respect to the deal signed between Questers and Castilla.

The Armed Democratic Republic of Mekugi in light of the surprising and destabilizing actions taken by a nation we thought our ally has taken us by complete surprise and dismay declares that its shall temporarily recall its ambassador and diplomats in said nation until such time as a proper response to such actions can be drafted.
Furthermore with the apparent want for nuclear gain and military aggression within the nation brought in by extra-regional nations with ulterior motives the Ministry of Travel and Commerce has issued a thirty one day ban on air and boat travel to the nation closing down tourism between the two nations so as to protect Mekugian citizens should the situation spiral beyond the scope of their ministry while a proper response is drafted.
The senate has order an emergency meeting of its councilors to draft a proper response. For the mean time the Praetor has recommended similar action be taken by all regional allies, and Commonwealth members the world round.

Official Diplomatic Message from the Federal Sultanate Duchydom of Franberry
The Federal Sultanate Duchydom of Franberry has been caught in a state of total surprise and distress by the actions of The Kingdom of Castilla y Belmonte. While the Federal Sultanate Duchydom fully supports the actions of Castilla y Belmonte when it comes to the application of nuclear technology for the goodwill of civilians, we are most dismayed by the military usage of this knowledge.
As the only nation to share a land border with Castilla y Belmonte, Franberry is most confused as to why Castilla y Bellmonte believe that they need any sort of nuclear deterrent. Franberry believes that its southern neighbors are its friends, sharing more than trade and close location, for the people of Castilla y Belmonte are ethnically our brothers and sisters.
The Federal Sultanate Duchydom of Franberry will protect the sister-nation of Castilla y Belmonte, and shall not permit out-of-region imperialism to encroach itself around our prosperous neighbor to the south. The Federal Sultanate Duchydom would however, as it is sure the other nations of the region would have also preferred, that Castilla y Belmonte had first appealed for aid within Antarchon rather than seeking help from a foreign power. While we are glad that the foreign power which offered its aid was the Questarian Empire, of which Franberry enjoys excellent relations with, we still see this move as a potential breach of regional unity.

The government had been taken by surprise by the responses of their neighbors. The Mekugian government had taken Castilla's decision as an insult, which wasn't at all necessary. Although it was understood that Questers may have not been exactly welcomed in the region, the advantages were far superior to the disadvantages. Relations between Questers and Castilla had opened the little kingdom to potential economic and military deals with the rest of Continentia. For example, the Castillian defense company MecániCas was already working on an export deal with the country of Northford which would open said country to a fairly large Castillian military base (the first of its kind in the international community, as well).
Nevertheless, Alfonso VI was quick to send a representative for a press release to ease the international panic, a bit. He was also willing to send representatives to Franberry and Mekugi in order to restore relations. During the press release, the representative made clear that, 'The Kingdom still considered itself allied to Mekugi and is still interested in protecting the region against outside infiltration.' On the other hand, he was clear to underscore Castilla's new policies, 'Castilla will not isolate itself from the rest of the world. As a fast growing economy, recently let loose into the world, the kingdom is interested in international relations which will allow the kingdom to grow its zone of economic influence.'
The representative further said, 'We consider ourselves close allies to Franberry, and would never do anything to jeopardize a friendship between two close Hispanic nations.' He reassured that the nuclear missiles were just a reassurance against outside agression - Castilla wanted to rely on its own ability, and not on this of its neighbors.
Although not entirely related, the representative also disclosed that Sistemas Terrestres Segovia was working on a new armored vehicle for Tyrandis and that MecániCas was working on an armored truck for Northford.
