The White House:
The Ryou use of nuclear weaponry shocked the American people and they expected their government to act. America's reputation was dependent upon it.
Congress has approved sanctions against Ryou a year before so imposing sanctions on them at this point was mute since there was nothing else that Ryou had that could be banned from importation into the US. There was already a travel ban.
Vice President Donaldson, however, noted that the Ryou's had been able to build up nuclear weapons, harbor terrorists, and engage in war mongering because of the support they recieved from Stevid.
Secretary of State Pondu proposed sanctions be imposed on Stevid while the Vice President, noting that Stevid was in civil war, counter proposed that the US take sides.
Sanctions required Congressional approval. But as commander in chief, Reagan could order the US armed forces to supply or directly support rebel forces against the Stevidian government. This would cut off most support for Ryou by tying up their biggest ally.

The Pentagon:
Military Intelligence chiefs were meeting with the joint cheifs to brief them on intell regarding the situations in both Ryou and Stevid. Their briefings included what the US had on the military capacities of both nations.
In another two other rooms, military planners were making top secret contingency plans. In one room, Group 1A was planning a nuclear counter attack against Ryou. Group 1B was planning a massive air attack while 1C was planning a massive naval and ground assault. They also made other contingency plans.
In the other room, contingency plans were made for a military strike against Stevid.

Congress as seen on CSpan:

Congress Harry Miller was protesting the rush to war. "The US has not been directly attacked by either nation. We have no reason to enter this war. I will not support this bill."

Congressman Melissa Juarez Enriquez had introduced a bill to sanction Stevid because of its support for a state sponsor of nuclear terrorism.
The bill was hugely popular in America.

In the Senate, Senator Greg Smilyface argued that war was not in America's interest. "We need our troops at home to defend against terrorist attacks or invasions."

Senator Hughe Howard retorted "If we don't act now, then what is to stop the next war mongering nation from using nuclear weapons on a whim? What is to stop our enemies from attacking us and taking away our freedoms. We must have a deterrence that will make nations think twice before messing with us."

The sanctions bill easily passed the House, but a similar bill was being blocked in the Senate. Neither bill mentioned war or the use of force. Reagan had not asked for either.

In light of recent events on the world stage, President Reagan today has placed the US military on alert. Troops and aircraft all over the nation are making ready and personnel on leave are being called back to base. Military information officers also report that troops recently discharged are being drafted back into the military.
Because of a message the White House has received from Ryou, that the CIA and the FBI were looking toward persons of Ryou nationality. They are asking for help in the search. CIA Director Grossman stated that the US government has recieved credible information regarding a terrorist threat from the nation of Ryou which is believed to have agents in America.
From all the activity, it would appear that government in the Ryou Black Islands has pissed off the US. Reagan, earlier today, has given the Ryou government 24 hours to abandon their nuclear weapons program or "the American people will be forced to act." America appears to be gearing up for war.

Joining us now are Retired Special Forces General Larry Mauler and former Secretary of State Chris Walekoff join us to discuss what a possible US attack on Ryou or Stevid might look like and what the costs would be......

“The Stevidian government has declared a heightened state of military readiness in the aftermath of the USA declaring trade sanctions with Stevid. The military in Stevid have been in direct contact with the rebellion in Cadia and so the nation defence level was already at a high, but now a full military readiness, set at DEFCON 3, has been announced. The United States of America has never been in Stevid’s good books and has recently been upsetting the Holy Empire and the intelligence services with supposedly underhand ploys aimed at bringing down Ryou’s military power and nuclear ability. But now with a very hostile political move being made by the USA towards the Holy Empire on a whole, Stevid is preparing for an international war with the United States. This move has actually been supported by the CPA despite the domestic war.
“Davy Richards is our expert on the USA and the foreign relations with them at this time…”

Camera pans to a tall man with a graphics board behind him displaying the USA and its major cities.

“The United States has been going a period of political dominance or presumed dominance. This is not propaganda I’m feeding you but fact. Less than a month ago the USA threatened the Ryou Black Islands, and in so doing the Stevidian Empire, with military action and economic sanctions if Ryou did not disarm their nuclear ability. Now if the United States has any knowledge on the Holy Empire then they would know that economic sanctions are close to useless since the Empire is primarily an economic agreement between partner nations. The Stevidian government is probably seeing this threat as a political propaganda one made by the USA to make them look powerful to their own people and to other countries across the globe despite the sanctions having little impact on the nations in the Empire.
“What they are considering is probably military action against the Ryou Black Islands. President Reagan has stated on many occasions about using force on Ryou to remove their nuclear weapons programme even though Ryou has the sovereign right to have a nuclear weapons programme. There is even suggestion that the USA would attack Stevid and support the rebellion in Cadia but the American issues and policy on Ryou is against everything that the CPA stand for, for example, sovereign rights and it is unlikely that the influential elements of the CPA would agree to accept support from the Americans. An attack on Stevid is probably low on America’s ‘to do’ list as an open conflict with Stevid would ultimately end in the defeat of the USA once the Empire is rallied to the cause, a nuclear attack might be successful but only on a minor scale and would provoke full retaliation. It is then obvious from the moves made by the United States of America that they intend to attack and rid Ryou of their nuclear weapons programme. In counter to this, PM David Conroy delivered a message to the United States:”

“I ask the United States of America not to go through with military action. Supporting the rebellion in Stevid will not tie down all of our forces so we ask that they do not support the rebellion as a third party or we will have no other option but to declare war. Our military history in recent months is top class and our defences are visibly massive. An attack on Ryou will end with the invasion of the United States and the flag of Stevid flying from congress. Again, I ask, I beg the United States and the President, not to condemn your people to invasion by the Holy Empire because I can assure you… that is what will happen if you attack either Ryou or Stevid.”

"Last night as a result of the statements of the United States of America, the government of The Principality announced a heightened state of alert for the military.

Interviewed about this decision, the President had the following to say:

'The situation in the Holy Empire had us already in a difficult position. Our connection with the nation of Stevid put us in a difficult position already and the declaration of president Reagan did little to ease our worries. We have no qualms with the United States of America and we share perhaps their opinion regarding the country of Ryou, but any moves against the Holy Empire will be counter productive for the USA.'

Afterwards, the President refused any further comments on the affair."

The debates over military action continued in Congress as Congressman Miller continued to lead opposition to the proposal.

Senator Donaldson said it was unlikely the Senate would approve of military action until sanctions were given a chance. While they had passed the House, Senator Gliker was filibustering them in the Senate. He had been speaking for two days straight non stop. Hardly anything he was saying had any remote relation to the subject of Ryou or Stevid or sanctions. But the rules said that once a Senate starts talking he has to be allowed to finish his comments. The House on the other hand, had time limits on how long a Representative could talk.
Gliker was of the mold of Senators who believed that the US should not be involved in world affairs, not even to help refugees or nations being attacked.

In the meantime, the nation was prepping for another Presidential election due to take place next year (December in rl). President Reagan, currently serving a second term, will be ineligible to run again.

He didn't have much time to finish his agenda: building up the military, shoring up democracy around the world, opposing nuclear proliferation.
To pay for the military buildup he kicked everyone off of welfare and almost shut down social security during a fight with Congress over the budget.


But it didn't seem likely that Congress would heed his wishes. They were already ignoring his talk of military force and focusing almost exclusively on sanctions. This was the first sign that Reagan might end up a lame duck President during his last year in office.

Majoring lobbying groups had already begun shifting focus to influencing Congress since they were seen as more powerful than the President now.
But the President still had total control over the use of the military including where, when, and under what conditions.

A White House spokesman, regarding the Stevidian statement, commented that it was not worth a reply. When the independent media pressed him, he denied that there were any plans to attacks either Stevid or Ryou but that all options remained on the table.

Well known, retired General David Hausenkoff, has just come out opposed to military action against either the Ryou or Stevid Empires. In his statement, he warned of dire consequences should Reagan start a war. He said that the US military was not ready for a war. According Hausenkoff and retired Navy Admiral Kelly Parkson, the military's tanks are old and in need of repairs and many of the navy's ships are no longer sea worthy. Knowledgable sources said the reason was that a few decades back, Congress had greatly reduced spending on defense to less than one percent, leaving the branches struggling just to pay salaries.
The money promised by Reagan has been diverted to space based antinuclear defense systems and upgrading and maintaining the nuclear stockpile.
The Reagan White House fired back that neither Hausenkoff nor Parkson are privy to goings on in the White House and should keep their mouths shut.

In related events, a coalition of Pastor has said they are opposed to all wars. In a coincidental twist, their churches are now being investigated by the IRS for engaging in political speech. If they are found guilty, they will lose tax exemption status and be forced to pay millions in backtaxes.

The government of the Emperor of Adaptus Astrates seeks to advise you not to conduct aggressive action against Stevid and/or the Ryou Black Islands. To do so would be a grave error of misjudgement on your part, as your nation will not benefit in the slightest.
The Imperium can see no grounds for action by the UnitedStatesOfAmerica against the Ryou Black Islands, as they are not nuclear terrorists. They only seek to power their peoples homes and workplaces, and deter potential foes from aggression against their homeland. All nations have a right to nuclear weaponary and electricity, and Ryou is more than entitled to as it is a sensible, sovereign, independant nation.
Do not make any military or economic moves against Ryou or Stevid, or Adaptus Astrates will join the standoff and will be more than willing to fight of this unwarranted aggression. This is not a threat, it is a good piece of advice.

The Imperium of Adaptus Astrates supports any actions you take to defend your interests. Should the UnitedStatesOfAmerica not heed our advice given to them- which is more than likely- then our forces will join you and help in any way we can.
As you know, a large proportion of our forces haverecently returned from the war against The Steppe Empire, and therefore the most battle-hardened around. They will not fail you if you need them.
Due to the UnitedStatesOfAmerica placing sanctions, Astratesite merchantmen and frieght aircraft will be given military protection to ensure trade is not disrupted.

The animated graphic of the tv shows sponsor shrinks to a quarter size image and slinks to the corner of the screen opening up the screen to a casual oak desk like those found in news rooms with a small rolling chair pulled up alongside it and a Staunch highly official looking genreal sitting next to a rather mundane looking news anchor, wasting no time in continuing the previous set of questions.

"For those who have just joined us Im chatting with Former Strategic Artillery General Erynn Arhous who served in Safe Haven during the War of Havenic aggression. As you were saying general what is the military opinion on Stevids possible involvement with assisting the back islanders nuclear aggression?"

The general took a sip of water and folded his hands on the table.

"Well William, to assume the Stevians had any sort of control over the terrorists is ridiculous. The Stevians are not built for empire, their likely hood that they would be able to hold some sort of sway over even such brutal savages is beyond a doubt ludicrous."

William shuffled some question cards in his hands as the camera zoomed out to show both men sitting there.

"General are you implying the Stevians lack the capability to have engineered such an attack?"

"Yes William I am, their actions in the war have made that clear to me. It is not that they are morally too pure for it, quite the contrary; I feel they would not have the intestinal fortitude to follow through with it. They nuked a poor defenseless missile battery for god sake. To afraid to face us in a square naval encounter while they fought an imperialist war of expansion and slaughter against a smaller nation for it."

The host was a little shocked by this but composed himself before continuing the questioning.

"Excuse me general but wouldn't that action prove that they have the ability to execute such an action, admittedly with the double disgrace of obscuring the origin for their own means?"

"Either way you split it William this just goes to prove the type of nation the Stevians hold court in; aggressive,imperialist, and cowards of the highest order..."

"General Erynn is this view one shared with the majority of the military?"

"Certianly not, strategic Artillery is the only one with any sense these days..."

The host just shook his head and put down his cards turning towards the camera.

"Thank you general Arhous for your... interesting views. Now these messages from our generous sponsors...."

Stevid International News

A spinning blue globe rotated on the screen with calm music playing as the Empire biggest news channel prepared to go live on air as it did every hour of the day. The image of a male news presenter sitting behind his desk but the audience’s attention would be the ticker bar at the bottom of the screen flashing the words “BREAKING NEWS”.

“Good morning and let me first deliver some breaking news that has come to us over night regarding the political stand off between the Holy Empire and the United States of America. The Imperial Foreign Office has just released a state saying that Mekugi has pledged morale support for the United States and is continuing their current political and diplomatic form by portraying the Empire in bad light. This comes nearly a year after the War of Golden Succession when Stevid managed to end the conflict with a nuclear attack on the soil of the Maccabees which subsequently obliterated a Mekugi missile battery and several villages.

The news came from when a newscaster in Mekugi put several questions to a general in Mekugi who came out with more than hostile outbursts about Stevid. While their has been no official declaration of support for the USA by Mekugi, it seems that there is still no love lost between Stevid and Mekugi and relations are nowhere near on the road to recovery. The Foreign Office has not produced any remarks to be sent to Mekgui but has stressed that the Holy Empire is not threatened by the personal feelings of those living in either two of the opposing nations.

It has also come to the attention of MI5 and the foreign office that there have been a growing numbers of American intelligence agents and resources operating within Stevid. SIN has been informed that it is common for Stevid to be spied on by suspicious countries and it is probably no surprise that the USA has detected an increase of Stevidian intelligence resources operating in the United States. The Head of MI5 has stated that “This is no a hostile move towards the United States but one of retaliation due to the sudden influx of ‘agents’ from the United States. It is becoming ever clearer that relations with the USA are falling apart and I personally believe that a Cold War is developing between our two countries.” “The Prime Minister has yet to comment on MI5’s, MI6’s and the CIA’s moves in the current political climate but we expect further unfriendly developments from Mekugi and the United States of America over the next few weeks.”

The Armed Democratic Republic and its Commonwealth has no official statement on the matter beyond that it does not endorse the use of nuclear weapons in any situation, and reaffirms that General Arhous is not qualified to speak on behalf of this government.

The Armed Republic further reaffirms its stance on peace and linear improvement of relations with its former enemy.

A meeting of Congress was canceled this morning in light of the hostile action taken against American ships yesterday. Congressional delegation is attending a mass memorial for the dead from yesterday's catastrophic attack off the coast of California.
The FBI has sent invetigators to the area to look for clues. Officials have refused to comment on whether the attackers were Stevidian or Ryou, saying it could have been anyone.

In other news, Reagan, in an unexpected move during a weekly radio address has called the Stevidian ambassador to the White House.
