Introduction
The Colony of Denmad in Brazil, consisting of the states of Paraíba and Pernambuco has been declared a "Special Economic Zone" by the Ministry of Commerce. A Special Economic Zone (SEZ) is a geographical region that has economic laws that are more liberal than a country's typical economic laws. It shall be regarded as a Free Trade Zone. All countries, even those without Free Trade Agreements, can partake in this aspect. The cities of João Pessoa in Paraíba and Recife in Pernambuco shall be built up to become a single, cohesive megalopolis.
The Colony of Denmad will be protected solely by the Imperial Layartebian Military and by no other foreign force. The Empire of Layarteb will regard the Colony of Denmad as part of our Empire. As such it has been protected by the Doctrine of Sovereignty (http://forums.jolt.co.uk/showthread.php?t=460089) underneath Article XV, which is stated below.
Article XV: The Colony of Denmad
Section I: The Colony of Denmad, which has been afforded the status of a Special Economic Zone, shall be subject to all provisions underneath this doctrine except where noted otherwise, which includes but is not limited to maritime, airspace, and territorial limits.
Section II: States without Free Trade Agreements with the Empire of Layarteb may be afforded with the rights of Free Trade within the Colony of Denmad.
Section III: Though sovereign territory of the Empire of Layarteb, the Colony of Denmad shall be subject to different civil laws and code, fitting with its status.
Section IV: The Empire of Layarteb reserves all rights and privileges afforded to the administration of the Colony of Denmad.
Section V: Acts of espionage shall be subjected to the same punishments as they would anywhere else in the Empire of Layarteb.
Section VI: Any foreign power or force defying the provisions set fourth in this doctrine shall be subject to immediate repercussions.
States willing to participate in this venture must place applications into the Ministry of Commerce for their respective entities. Investigations shall take place as necessary.
