To those named above, those who grant them succour, those who deal with them, and those who would call them 'friend" or 'kin'.

Nearly two hundred years ago the Lyran Protectorate was formed to safeguard the land and people of Lyras from the predations of those such as you. Those who decry the inherent freedom and intrinsic worth of human life. Those who belittle those that they would call outsiders, and denigrate them by reducing their status to that of livestock, chattel, or worse.

You have no honour. You deny those whom you oppress, who you profit from and who you control (by dubious legal sanction), the faintest opportunity to progress, grow and develop as sentients. You deprive them, yourselves, and, by extension, all humanity, of the potential represented in the self-guiding, self-directing, self-aware natures of your subjugated peoples, and that is crime of unimaginable callousness.

Slavery, especially in the form which includes commerce and traffic in human lives, is anathema to all but the most dubious moral code. It destroys families, destroys independent enterprise, stifles innovation and is a blight upon the soul and character of all who would undertake it.

As a state founded upon principles of honour, we cannot be true to ourselves if we allow your rampant and callous disregard for the sanctity and value of human life to continue.

In international law a protectorate is a political entity that is formally in an unequal relationship with another, stronger state, called the protector, which engages to protect it (diplomatically or, if needed, militarily) against third parties, in exchange for which the protectorate usually accepts specified obligations, which may vary greatly, depending on the real nature of their relationship.

Thus "protectorate" is not just another word for a state, although Lyras is, indeed, a state. The land that consitutes the state that is known as the Protectorate of Lyras is itself the protected party, and Lyras, as a people and culture, are the party that provides the protection to the protectorate.

The state that is Lyras is, in other words, a protectorate of the people of Lyras, subordinate to it, and yet benefiting from the people's protection.

As a consequence of this unusual arrangement, the people and state of Lyras hold the obligation to defend those who seek protection very seriously. Seriously enough, in fact, that the entirety of Lyran society is based upon the premise that honourable defence of those who seek it is the highest calling.

We cannot but regard oppression in every form – and most of all, that which turns a man into a possession– with indignation and utter, unadulterated abhorrence. Not to accept and act upon these feelings and sentiments would be cowardice of the highest order, and violatory toward every principle that we, and others who cherish their freedom, hold dear. They who seek our silence on this most fundamental subject ask us to betray ourselves, our honour and our essence as freemen.

We will not be a liar, coward, or a hypocrite, to accommodate the malevolent and self-interested desires of any party, to gratify any sect, to escape any odium or peril, to save any interest, to preserve any institution, or to promote any object. Convince us that man may rightfully make another his slave, and the most fundamental of elements of human concordance, good intent and order will be rendered insubstantial. Convince us, the protectorate, that liberty, in its form as the inalienable right to life and the pursuit of happiness, is not the birthright of every sentient being, of whatever colour or creed, and we will give the protectorate itself to the oblivion of history, as the worthless sham that such a declaration would proclaim.

You are thusly and hereby required to begin legal, administrative or judicial proceedings directed towards the complete abolition of slavery in all its myriad forms, within a timeframe not exceeding one month from the issue of this proclamation, or face the direst measures which the Protectorate of Lyras, and all those who freely choose to stand with it, will justly impose.

To Lyras:

I feel I might need to clarify a few things before we continue.

1) All those who are to be sold/auctioned as slaves are criminals, or rebels against my leadership. The sentence to slavery is an alternative to execution for their crimes, an alternative which they themselves have chosen. It is true that I class more crimes as capital offenses, but that is my choice to make.

2) I consider your attempt to tell ME how to govern MY nation, more of a crime than I am committing if at all. It is for the good of my people, that these men and women remain in chains, if alive, and if that is to be, it would be beneficial for everyone if they actually DO something while serving their sentence.

3) As well as being for the good of my people, it is also what they want, I have put this up for vote and this is the winning option, and failing to continue with this would be a failure to keep my word to my people.

4) The slave trade is a way for my nation to get money, we are not artistic, and find no need in object of entertainment such as televisions, so we are very limited in terms of trade.

I hope these will help you rethink your resolution.

Generally, Dictator Strator, I take up a non-interventionist foreign policy.

But there are some things I cannot keep quiet on. Issues that it is neither morally nor politically feasible for the President of the freest nation in the world to keep quiet on. Human chattel slavery is one of those issues.

You whine that you have some form of sovereign right to enslave people and sell them. No. You don't. Nobody has that kind of right. And if you think that you can enforce that kind of 'right' with your guns, I will remind you that Allanea has fifty million combat and support troops at its disposal, and if we roll out the reserves, we can make that three hundred million.

You rule your chattel slaves with brute force. Brute force is the foundation of the education of your children. Bruta force is the defining aspect of Strator's culture. We will now introduce you to the business end of brute force.

We will end slavery in Strator. You have no longer any choice in the matter whatsoever. The only question is whether you will end this slavery within 72 hours and peacefully, or we will need to free the slaves the hard way. And trust us, the hard way will hurt far more.

I am hereby ordering the deployment of 900 ships – twenty Force Projection Battlegroups and 120 Aviso light vessels – in the direction of Strator. They will be headed towards your territorial waters even now. Marshal Shiunji “The Mortician” Watanabe will be responsible for them.

Should the Lyrans see it fit to attack, we will see it as our moral and Constiutional duty to tear your nation apart.

The Allanean Army was not the only unit deploying to the battlefield. The Sisters of Liberty were sending out their Floating Monastery as well – a heavily-modified Archangel supercarrier, in fact. It was escorted by cruisers and destroyers owned by the various Orders, and upon the decks, Sisters in full combat livery drilled and recited their Battle Prayers.

The Vetakan Government wishes to make it clear that as of now the nations of Lyras, Allanea and any nation whom intends to stand against Strator and his Slave Trading Union have the full support of the Vetakan Dominion. The Vetakan Dominion currently is unable to commit Large Scale Military Forces due to the ongoing crisis with Mer Des Ennuis.

However if required Vetaka is able to commit a small Naval Strike Group and a small amount of Land Forces. However the Vetakan Government is able to provide funds and supplies to any campaign as well as considerable Space Based Weaponry.

Furthermore Vetakan bases across the world are at the disposal of such forces carrying out any campaign against Strator. If such aid is required please contact the Vetakan Government and such aid will be rendered immediately.

The Government of Kahanistan calls out the hypocrisy of the Allanean government in using recently purchased Doomani arms made by slave labour to oppose slavery.

While we support the idea voiced by the Lyran government, including the use of military force, at this time we lack the strength to intercede. However, our military bases and ports will be available to any nation opposing the Slave Trading Union.

Alfegos was watching behind the Allanean battlegroup, and had in its sights a goal which was as usual slightly big for its liking: a massive nation of the enslaved.

Behind the fleet, 200 miles behind, an awesome sight could have been seen to any who could see their blue hides: an entire airship flotilla, one of only 3 used in Alfegos.

At the head of the fleet was an 800-metre long airbattleship, its exterior mounting 8 missile pods, its interior hiding over 1000 tonnes of munitions in the form of missiles. It forward gondola had 2 BOFORS guns facing outwards, and had the instantly-recognisable shape of an air-cooled missile-destroying laser, powered directly off the massive engines churning the air behind it.

Behind it were 2 Consul-class AirCruisers at 600 metres, 4 H-Class AirDestroyers (300 metres), 8 Pio'ri-class AirFrigates (200m), 4 Trade-wind class Patrol Airships(120m) and 1 Breakthrough-class Landing Airship (400m).

Lurking furtehr behind them were 8 AirTenders, and 4 Clipper-class transports.

All were waiting for a result: would the slavers fall? If so, would Allanea require "assistance" in removing the scourge? Whatever the result, the captains were eager for action, as was expressed in a radio message to Allanea:

"Do you require assistance? If so, you may want to look behind you..."

The turbojets and props on the airships increased in pitch as they pushed themselves towards the fleet at an average speed of 60 mph, the crews making the final battlechecks.

Until recently, your law also banned the import of Doomani arms in general, if we are not mistaken. With the normalisation in trade, we were under the impression that legal compromises had to be made.

We of the Protectorate of Lyras salute you and your people for the strength, either of arms, or of commitment, or both, that you have all shown in these past days. We appreciate all of you, and all the support that you all provide in such capacities as you are able.

Know this. Research conducted by Lyran Intelligence has shown that the "right" to the practice of slavery espoused by the Government of the Dictator of Strator is flawed, both legally, and ethically. Torture is reported as commonplace, and Strator is openly trading in equipment designed specifically for such purpose.

Even were national sovereignty a justification for the violation of the social contract that exists between free people and their government, which it is most certainly not, the justification advanced by the Dominion of Strator shows nothing save the establishment of tyranny by majority, a situation wherein those determined guilty are deprived of any means of restitution, and whose guilt is, by their Dictator's own admission, provided for in a capital sense in more ways than would be held reasonable by the rest of civilised society.

To that end, Task Force Epsilon, composed of the Lyran 14th through 88th Army groups (40 million personnel) under Field Marshal Ward, has been placed on two weeks notice to move, and Lyran naval forces, including five Longsword class vessels, have been vectored towards Stratorian waters. He has been asked to co-ordinate with Marshal Watanabe to ensure combined objectives are met satisfactorily.

To the Dictator Strator, and to the executive and legislative entities within the state of the Rogue Protoss, we re-iterate our position, and our demands.

While I am gratified to be finally working with you, I would have wished that the reasons for deployment had been possessed of greater honour. While honour exists in guarding the helpless and defending those who seek our protection, honour exists further in the destruction of honourable and worthy opponents, and I fear that, almost by definition, the Slave Trading Union shall be bereft of such.

I would co-ordinate my efforts, and that of those under my command with yours, to break, hopefully for the last time, the spectre of slavery within the Dominion of Strator.
