[Earth II] The GAR & The Empire

The rise of the Greater Australian Reich had created a stir in the world. Essentially a nazi state, the GAR was definitely not popular in the world when it claimed its land in Australia. However, the Empire saw more good with opening dialogue with the country, rather than kicking it to the wayside. It was because of this theory that the Empire had invited the Führer of the Greater Australian Reich, Joeri Willem to Layarteb City to open diplomatic discussions. Because the Emperor was attending conferences abroad, these talks would begin with the Minister of Foreign Affairs. With everything set and ready for the Führer's arrival, there was an uneasy sense about things. Public demonstrations were banned in the Empire but that seemingly didn't stop a few hundred protestors from coming out and standing near the bridge that led to Governor's Island. The police had been summoned and they would be watched, carefully. There wasn't much of a threat to them nor was there a threat that their numbers would instantly balloon but they would make themselves known. Signs and shouts were ready.

So while the air traffic controllers at Layarteb City International Airport, on the southern end of Long Island, the final preparations were being made at the Fortress of Comghahll, looming on the island.

"Steel Eagle, this is Red Flight. We are forming up on your wing."

5 MiG-29SMTs flanked a single Ilyushin Il-76 as they flew over the Caribbean Sea. The MiGs formed an escorting pattern as they continued their long trek across the world. The fighters were guarding a very important transport plane that carried crucial figure. Inside the large grey plane, the Führer of the Greater Australian Reich, Joeri Willem sat poised in his chair. The leather seat was located in the front of the plane were he could view the world below. His usual cup of Joe sat steaming in front of him; Joeri Willem liked it black, no cream, and no sugar, just black. The aroma from the drink filled the air as he picked up the mug to attain a sip of the Joe. A red arm band covered his upper arm, on it the symbol of the greater Australian Reich sat in all its proud colors, red, white, and black. Much like that of its predecessor the 3rd Reich, GaR was on a mission to spread its ideology across the world, starting in Australia. As the Führer continued to enjoy his coffee and read the latest news a crewman walked back towards the executive lounge on the plane. "Führer, we shall arrive in Layarteb City International Airport within the hour." he explained as he poured his Führer more coffee. "Very well, inform me when we are closer." Ordered the Führer in a reinforced tone. The crewmen exited the room and closed the door behind him. Leaning back in his soft chair Joeri Willem looked back down at the small world underneath him.

As the six-ship formation neared the Caribbean Sea, a three-ship flight of Imperial Layartebian Air Force F-47A Horus air dominance fighters, each carrying six AIM-204A Escape dogfighting missiles and six AIM-221A LRAAAM BVR missiles, picked up off the ground and met the formation mid-air. From there, they would escort the aircraft through Layartebian territory. The Caribbean Sea was Layartebian airpsace for the largest part of it and, from there, they would fly up to Layarteb City, nearly 20,500 kilometers in total. It was a long flight and the aircraft would be thirsty for fuel. A KC-10B Extender would be in the air to refuel the GAR aircraft as they would definitely need it. It was a few thousand kilometers from the entry into the Caribbean into Layarteb City IAP and the flight, through Layartebian airspace would be, completely safe.

"Steel Eagle, this is Red Flight. We are breaking off and heading for home. The Imperial Layartebian Air Force will escort you for the rest of the trip. Over and out." With that the 5 MiG-29s broke off from the flanks of the transport. The fighters tipped to the right and fell away. As the transport continued closer to the mainland, it radioed the Imperial Layartebian Air Force. "ILAF, ILAF, this is Steel Eagle, transporting the Führer. Requesting escort, over."

"Roger that we got you Steel Eagle. We've got a tanker inbound and we should be refueling just over the Caribbean and once again over Virginia, if necessary. Please be advised that though your flight is cleared, we do have active air defenses in all areas. Please do not stray from escort." The lead pilot said as he watched the MiG-29s leave and the Il-76 fly on, alone. Soon, they would touch down at Layarteb City IAP.

"Confirmed. Fuel is down to 1/2 tank. Refuel is advised. Over." After refueling, the Il-76 continued its flight over the Caribbean, Florida, South Carolina, North Carolina, Virginia, Massachusetts, New Jersey, and then finally New York. The transport flew high in the sky over Layarteb City. The huge city was a site to be seen. Cars traveled down the highways, planes flew through the air. It was colossal metropolis. Steel eagle flew in a holding pattern above the city as the pilots radioed the air traffic control. "Layarteb City IAP, Layarteb City IAP, this is Steel Eagle, requesting runway space. Over."

"Roger that Steel Eagle. You are cleared down. Once you land follow the yellow pickup." On the ground, a yellow pick-up truck was waiting to escort the Il-76 down the tarmac, through the taxiway, and to a secured hangar in the distance. The airport was the biggest in the country and amongst the biggest in the world. Because of this, it had dozens of terminals both above and below ground and aircraft linked up to it all over the place. A secure and special section was cordoned off though, strictly for military and governmental usage. It was where one of the six mighty VC-26F Condor aircraft were stationed.

"Roger that control, Throttling down and descending." The Il-76 pilots throttled down the engine level to allow the jets to slow down from their pace. Sinking from the sky, the jet neared the ground. The under carriage of the jet lowered, stabilizers pointed down forcing the plane out of the sky. Pilots Lifted the nose of the plane, as they descended onto the tarmac. A huge skid could be heard as it touched down. The Il-76 came to a stop and began to taxi down the tarmac following the yellow truck towards the hanger.

OOC: Yes. Certain titles are more important than name in the Empire, to explain why they are referred to as such.

The Il-76 was brought into the secured hangar, with military police guards standing at attention both inside and out, covering every entrance and exit. Getting into the hangar would take a small army with the amount of protection the Ministry of Defense and the Ministry of the Interior put on it. Awaiting there was the Assistant Minister of Foreign Affairs, the second in charge. The Minister of Foreign Affairs was making the final preparations in the mighty castle on Governor's Island. As the representatives deboarded, the Assistant Minister moved forward to the leaders and introduced himself. "Good afternoon. I am the Assistant Minister of Foreign Affairs and I will be escorting you to Governor's Island and the Fortress of Comhghall, where you shall be meeting with the Minister of Foreign Affairs. I hope you had an enjoyable flight? I imagine you will want to stretch your legs a little and I can assure that this hangar is secure and private."

As the Fuhrer disembarked the plane he took in a deep breath. The stench of the big city filled his breath. He stroked his mustache and walked down the steps. "Ah yes, Thank you for you Hospitality, it was a most enjoyable flight." He said in all his amusement. The Fuhrer looked about the hanger. He noticed the armed guards stationed in every space they could seem to fit. "Expecting an attack soon?" He sarcastically chuckled. After his witticism he followed the Minister of Foreign Affairs away from the plane.

"An attack? Good heavens no," the man laughed. "I must warn you that your visit here has not remained private. Needless to say it has caused some controversy and several groups have demonstrated against this. We like to err on the side of caution here. We would rather be safe than sorry. If you're fine we can proceed to Governor's Island now, it shouldn't be more than a twenty minute drive." He said as he motioned to a long escort line of cars and police escorts.

"Caution is always warranted. It’s always good to be prepared." Quothed the Fuhrer. A Few lightly armed Das Schwert Von Fuhrer guards followed their leader towards the motorcade. One marched ahead to open the door to one of the cars. As Willem slipped inside, the door was sealed and the guards signaled that the Fuhrer was secure.

The convoy took them through the streets of Queens and Brooklyn towards the clauseway, which lead from Brooklyn to Governor's Island at the end of Wolcott Street, where it extended four tenths of a mile over the Buttermilk Channel, connecting to Governor's Island. At each end of it was a guard booth with a gate and concrete barriers that were lowered and raised from the roadway. It would take an eighteen wheeler fully loaded with bricks moving at over sixty miles per hour to crash through the barrier to bring it down. At each guard booth there were four, armed guards who stopped every vehicle going over the bridge, regardless of who was in it, the Emperor included. The process going through would take a few minutes as the guards looked into each vehicle and demanded identification of the drivers and the passengers. Everyone was always told to have their IDs ready and the guards walked around with a mobile scanner. They would scan each ID and move along. When they got to the limousine with the Assistant Minister of Foreign Affairs, the guards looked in as usual. "Identification sir." He said to the Assistant Minister. "Are they foreign dignitaries?"

"They are."

"Do you have their passes?"

"Right here." He handed over a set of passes from his suit jacket and the guard scanned them. "Here you go. Welcome to the Empire sir." The guard said to the Fuhrer as he walked to the next vehicle. One guard walked along the driver's side collecting IDS and scanning them. On the passenger side another walked, an assault rifle in his hand, the safety off, his finger on the trigger. Inside the guard booth, one man stood with a phone to his ear and the other with his assault rifle ready.

"Security is our main concern. I hope the demonstrations before did not offend you." He was referring to about twenty to thirty people on Wolcott Street holding up signs of protest.

As the motorcade traveled down the streets of Layarteb City. The Fuhrer marveled at the massive urban city. Hundreds of thousands of people dotted the metropolis as if it were a never ending flow of humans. While they entered the high way the Fuhrer noted all the motor vehicles on the freeway. A good contribution to global warming, he thought to himself. A small chuckle escaped his lips as he contemplated the natural impact of all the carbon that floats up from the city every passing second.

Nearing the Governor's Island, Willem noticed a few pedestrians walking back in forth in a picket line. Signs bashing the Nazi Regime and his visit were held up high by the protesters. They hurdled insults and screamed as the motorcade passed. Any other leader would burst into a rage at this ridicule. The Fuhrer however was a more down to earth man. He did not let small things like these get to him. Instead rather he laughed at the closed mindedness of these few people. What ever happened to Acceptance? And not offending anyone. However it seems in this time that ‘Acceptance ’ is only a cliché used when a small minority wants to be treated as if they were more important than they really are. At the same time bashing large groups for their so called 'Oppression' of the smaller minority. The motorcade finally passed the picket line and entered the secure entrance area. Once again the Fuhrer was impressed with their all oppressive security force, used by the empire. He nodded his head as the Assistant minister describes their security practices. "Oh no, I am not offended. Rather I feel sorry for them. They seem to not open their minds to different forms of living." he replied.

OOC: Don't worry all my cars use E85 or E95 so carbon emissions I doth not do and simply because most of the petrol is used by the military. We keep gas taxes high and tight regulations on petroleum countries so they can't do what they do in real life.

"I feel sorry for them too. They're violating the law. You see the Empire has banned public protests and forms of demonstration. Unfortunately, they found a small loop hole. Until the numbers exceed fifty, it is considered a gathering and we can't do much except herd them behind barriers and contain them. They slip up quite often and the leaders find themselves with hefty fines and a few days of jail time. The participants feel just the same hurt." He said with a smile as they passed down the causeway, towards the other guard booth at the end. They would take a right turn and head past a few buildings, most of them housing offices and other governmental buildings and residences. At the opposite end of the island, far to the right, was the Fortress of Comhghall, a mid-fifteenth century castle erected by the Scythian people. It stood high in the air and contained more rooms and corridors than most structures in Layarteb City, save for the largest skyscrapers. There was a large enough parking lot to hold many cars and a helicopter was lifting off from the building as they pulled onto the main road, heading towards the castle. Encamped on the small island was a garrison of two hundred and fifty-six men, two full companies.

IC:

"That sounds like a very canny idea. No protests make for a much smoother process." He grinned. Turning his heads towards the window he watched as they passed very large buildings. The housing buildings seemed to hold even more people. Its never ending, The Fuhrer thought. A huge castle is what caught the Fuhrer's attention. "Brilliant." He muttered. He had not seen architecture as big and beautiful as this since the 2nd World War. Another thing he noticed was the large amount of soldiers on and island nearby. "Ah, always good to keep a few at arms length." He laughed.

"Yes Governor's Island is a fortress unto itself. The island here houses most of the main essentials to our government. That is why there is only one way onto and off of the island by vehicle. Boats landing have to contend with watch towers so that this is the most secure island in the world. Even aircraft cannot simply waltz onto Governor's Island. Here we are." They stopped in front of the Fortress, which loomed over them. Men in suits stopped by the vehicles and opened the doors to each vehicle. "Shall we?" The Assistant Minister stepped out first and looked around, allowing the Fuhrer to get out next. His entourage was getting out as well and they would be led through the massive caverns of the Fortress of Comhghall to the main meeting room, which was adjacent to the Great Dining Hall. It was a room full of lavish furniture, orante rugs, and decorations that went back to the 500s.

The Fuhrer poked his head out of the door. His eyes wandered up the sides the huge fortress above him. It seemed to even blot out the sun. As the Fuhrer and party exited the vehicle they followed the Assistant Minister into Comhghall. Hallway after hallway, corridor after corridor the Fortress impressed the Fuhrer more and more. The decorations seemed to bring him a bygone age. They passed huge doors that led to the dinning hall and entered another set of doors. Inside this room they found beautiful ornate decor with lavish architecture that seemed to display the mighty power of the Empire of Layarteb. The Fuhrer waited politely to be asked to sit down.

"Yes thank you very much. The Fortress of Comhghall was constructed between 1422 to 1450, the largest single construction project in the history of the Layartebian people. It is also the most glorious as you can see. It is so unique in its design that, by modern methods and materials today we could not replicate it. It briefly served as a home to the capital of the Confederacy of Layarteb for some time before the civil war griped our country. It was the site of a major battle during our second civil war in the late 1970s and has become the seat of power for the Empire. There is a lot of history in these walls but let me begin.

"First and foremost, it is the greatest appreciation for your visit. However, with that said I must make one point clear and it may not be delicate. The Empire does not support, endorse, nor does it agree with the domestic policies of your country. We see it as blatantly abhorrent and though we shall not issue a declaration of such, we agree wholeheartedly with the Cottish Realm and Russian Federation in their assessment of your country.

"However, let me make a second point, clearly. The Empire, at the same time, respects the national sovereignty of each and every country in the world. We feel that each state has the right to do whatever they please within the confines of their own borders. So while we do not agree with the policies of your nation, we do not feel it is our duty or place in the world to condemn them. As such we will not do this. We feel that the world ought to respect the sovereignty of the Empire and, as such, we respect the sovereignty of each country in the world. That is why we created the Doctrine of Sovereignty.

"So I must make some additional points. I trust that the GAR will not endeavor to export their policies to the Empire? If it is your intention to do so, this dialogue shall abruptly end. If you do not endeavor to do this then, by all means, we shall continue this dialogue." The Minister of Foreign Affairs was not necessarily diplomatic in the situation but he was a straight-shooter, much like the Empire. He did not believe in pussy-footing around an issue or disguising it with more pleasurable terms. The Empire did not believe in political correctness nor did it endeavor to support it.

"Our believes are our own, we do not with to shove our beliefs onto others. We just have found something that works and run with it. The Reich’s political system may work fine in our region, but might not work as well in yours. So therefore we do not wish to sell our doctrine to you and your people. With that said I hope that our political system will not hinder our relations with the Empire." The Fuhrer explained in a gentle tone. Willem was never one to become heated in a political conversation. He kept a calm and clear head, because he found that it allows for a smoother forum.

We hope that the future will be kind to your land, which is why we want to begin relations by opening an embassy with the GAR."

Pleased with this turn of events, Willem sat back in his chair. He wove his fingers together and continued the dialog. "We are very please you think so. Striving to make Australia a paradise on earth is our goal. We hope one day to unite all of Australia under the banner of GaR." He paused to cough. "Very sorry. It seems time is beginning to catch up with me. All of the years I have been on this earth, I have seen many evils, many demons that try to destroy life. I wish to preserve it in all its beauty. Back home, my daughter, and granddaughter are living in the capital. I am fighting with all the life left in me to make the world a better place for them." Willem explained with a smile. “I am very glad you wish to open relations with our humble paradise.”

"I am glad that your intentions are so humble and peaceful. However, one thing I must ask, before we proceed further is this. An embassy and opening relations means tourism, visitation, visas, et cetera. We have reviewed your laws, particularly those regarding women. How would Layartebian citizens, particularly women, be treated in regards to these?"

OOC: Also ask about those ships I sold you, we'll confirm the deal here as sort of a gesture.

"I am currently in the process of drafting a new law that will go into effect. This law will make it clear that, women, even though they do belong to their respective males, are to be treated with respect, and as a valued human being. This law will also put Zero tolerance on domestic abuse, and rape. We hope this will fix many ills, of the past law. As far as tourists go, they do not fall under Reich laws, such as the 5th. They are not citizens of the Reich, therefore they do not count under such laws. This does not exempt them from laws on murder, rape, and theft." He explained to the minister. The Fuhrer sat more upright in his chair. His elderly age has done a number on his back, making it a struggle for Willem to sit still for long periods of time. "On another note I would like to confirm the order of those ships we have contacted you about, earlier."

"I am pleased to hear that. The Empire takes rape very seriously. Here it is a capital punishment and we make sure that those who commit such vile acts suffer properly for their barbarianism. Off the record, the Empire feels strongly about the place of women just as your nationstate does. The Empire feels that a woman's place is at home, to raise the children. We are not a daycare society here. We do not consider women property or purposely hold them back from education or experience. A woman is as equal as a man is in the Empire and I am sure there are many households where women work and men take care of the children. Our society is built around the family. Any nation that seeks to preserve that, in any way, is a nation that we can see eye to eye with.

"Now about those vessels. We have received your request for thirty-six Comhghall Flight II patrol corvettes and four Hermes class nuclear powered aircraft carriers. It is my pleasure to tell you that this request as been approved by the Ministry of Defense and the Ministry of Foreign Affairs. With the Emperor's approval, these vessels are going to be yours soon enough."

"Yes, women are the pride and joy of the Reich. We thank our mothers by blessing our daughters. Our society in effect is built around the women. They are our inspiration and motivation. We fight for our women, for their freedom and safety." He elucidated. "On the note of the ships. We actually are not in need of the Hermes class carriers. The corvettes are still needed however. Thank you for building these crafts for us." He gratefully thanked the minister.

"That can certainly be amended. Well then, we are moving along nicely. The Empire is prepared, with the opening of the embassy to allow a travel visa limit of 55,000 per year. This will allow said number of citizens to make visits to the Empire during a single year. This number is exclusive only to citizens. Diplomats and your governmental staff have much more leeway. If this is acceptable, we shall begin to draw up plans for this. The Empire, as I have said, thoroughly respects the sovereignty of each individual country. As such, our citizens will respect your laws and yours ours. Those who cannot, on either side, will certainly face due punishment. The Empire does not appreciate its citizens acting as fools abroad. We will always provide them every degree of our law, such as representation, a fair trial, and what not but we do not allow them to break the laws abroad and escape punishment. How exactly does the GAR judge its criminals? Is there a jury trial? A judge? Please allow me to understand."

"We re glad that we have seen, eye to eye, so far today. 55,000 a year is a fine amount of Visas. We hope this will bring tourism to both of our nations. So that we may learn from each other. As for our court system, judges are appointed by the Reich to different sections of the country. The criminals are tried by the judge, and an appointed panel of legal annalists. They decide if the said person, committed a crime, and broke the law." Explained Willem.

"Well I may say that I and the Empire am pleased with your adherance to the judicial process. That should help allay some of the critics who speak of your nation as being barbarian in terms in the rights of the accused. From what you are telling me, they are quite the opposite. Perhaps the whole world, even those who believe the GAR their enemy could benefit from actually learning the details of your system. Well, if you have any further discussion we can retreat for lunch."

OOC: I don't have much else to say do you?

"I thank you for you kind words Minister. We in the Reich wish to build a better world for our children." The Fuhrer paused for a moment as he coughed. "This meeting has been must fruitful in our relations. I thank you for having me." Willem said as he bowed his head. He stood up and extended his hand to shake the ministers.

OOC: No I don't have much else to say.
