Statement from the Foreign Legate Office of The Democratic States of Vista Buena:

The National Transformation Council of Vista Buena (the transitional government of Vista Buena) invites all nations, far and near, to attend its independence celebration, due to be held in two weeks at the national capital, Victorsville. At this time, the nation's constitution will be signed, and we will also set out our vision for the future, and negotiate bilateral agreements with other nations around the world.

Vista Buena has just recently gained independence, and as we continue our transition to self-governance and self reliance, we invite all other nations to join us and aid us on this path. We cannot wait to see you at the independence celebrations.

The National Transformation Council of the Democratic States of Vista Buena is pleased to announce the Independence celebrations, which will begin in 4 day's time.

The following nations are slated to attend the celebrations
Bhreatain Mhor

Schnitzelfest

The agenda are as follows

1st Day
Foreign Delegation Welcome Ceremony. Informal ceremony will be held at the Justin V. Kerkorrel International Airport at the nation's capital, Victorsville. Formal ceremony will be held at the State Parliament complex at the Central Business District (CBD), which will be attended by members of the National Transformation Council, as well as members of the Transitional Parliament.

After the ceremony, the delegations will be escorted to the National Grand Hotel, where they can rest until the Independence celebrations at night, or they can choose to visit one of the 15 voting centers across the country, as polls for our nation's first State President and State Parliament are held on this day.

Independence celebrations. The celebrations will be held at the Harbourfront Parade district from 8PM, where local performers will participate in a parade around the Harboufront Parade and CBD and perform to our citizens. A selected group of Vista Buenan singers, actors, and performers will perform for the delegations and our citizens at the Harbourfront Parade grounds.

At 11PM, the results of the national elections will be released, and the winners will be announced before midnight. At midnight, fireworks and a flag raising ceremony will signal our nation's independence. Afterwards, the National Transformation Council will officially resign, and the winner of the State President Election will be sworn in by the Chief Arbiter of the High Court. The State President will then give a speech as to the future of our nation.

Day 2
The delegations may choose to attend the swear-in ceremony for the State Parliament. Afterwards, a lunch will be held in the delegate's honor at Kingston House (The State President's Retreat). The Kingston House is located on the outskirts at our nation's second largest city, Millbank. Negotiations on diplomatic, military, and economic ties will take place here. The nation's Air Force will provide transportation for our delegates.

At night, the delegations will attend he first football (soccer) match at the Freedom Stadium in Victorsville. The match is between Victorsville F.C. and Millbank Hotspur.

Day 3
The delegations may choose to visit local industries or the national television station, or they may visit any place they like. A National Banquet will be held in the delegate's honor at night in the National Palace in Victorsville.

Good Morning, this is Sunrise on this very special day for our nation. I'm Morgan Vernard, along with Joyce Pienaar and Johannes Viljoen for Sports. Joyce has your headlines for today. Joyce?

At midnight tonight, Vista Buena will officially declare its independence and form its new government. This comes one year after the Villa Accord was signed and ratified by voters in a national referendum. Celebrations will take place tonight at the Harbourfront Parade, with other ceremonies also taking place at Millbank's Central Business District and other cities.

The people of our nation have come out in full force to vote for the first post-independence government. Long lines were reported at all voting stations across the country. Voters will choose the first State President, along with their representatives for the State Parliament. So far, according to opinion polls released a few days ago, the President of the National Transformation Council, Dr. Peter Fischer, in leading, but within the margin of error. In the Parliament poll, the Democracy Alliance is leading, but the Radical Party is clse behind. The winner of the State Presidency will be sworn in tonight, with the State Parliament being sworn in tomorrow.

The members of the NTC will be hosting delegates from across the world in the next few days. Delegates from Bhreatain Mhor, Tolvan, The Beatus, and Schnitzelfest have announced their intent to attend our independence ceremonies. Negotiations to increase bilateral ties will also take place during the next couple of days.

And that is the headlines for today, now let's head back to the studio with Morgan and Johannes.

"Peter, shouldn't you be rallying for votes right now? Your lead is quite fickle, from what I've heard" Juliana said.

"I'd rather greet the foreign delegates here. If no one comes or cares about us, what good is independence for anyway? Besides, you know we need all the help we can get in many areas. The economy is good, but we still need a lot of help with the army and other areas. We just can't do it alone". Peter said.

"That's our job," Dustin said, "Besides, if you don't win the poll, you won't have to care about this..."

"I'm staying" Peter said.

"Vista Buena sounds like a nice nation."

Fiona Sinclair looked out the window as she read a newspaper that she found earlier in the flight. The thoughts about Kelnoriem were replaced with the thoughts about Vista Buena. Her father, James Sinclair (11th Duke of Rosewood) had told her that perhaps there would be a suitor in Vista Buena but she did not talk much about that but did keep it in her mind. As the plane came into Vista Buena's airspace, James had been relaxing in his seat.

"Fiona, we are here." The plane slowly landed and in a couple of minutes James, dressed in an expensive tuxedo, stepped out of the plane and got his first look of Vista Buena. After him came Fiona, who was dressed in an expensive and exquisite dress that did much to reveal her slender figure.

It would be only a couple of minutes before they were greeted by Vista Buena's representatives but for now they just looked around while waiting for the greetings.

Peter, Juliana, and Dustin raced over to Terminal 3, which is 10 yards away from their location. Over there, they greeted he Bhreatain Mhor delegation.

"Your Grace," Peter said as he bowed "Welcome to the Democratic States of Vista Buena. I am Dr. Peter Fischer. We hope your trip to our nation was a pleasant one."

Jim Lange sat in his seat in the old DC-3 aircraft as it touched down at Justin V. Kerkorrel International Airport. He was dressed in military fatigues as he had had no time to change before leaving. When the plane stopped he opened up the back door and jumped out.

Sometime after the delegate from The Beatus landed, the Lamonian diplomatic plane landed as well. Instead of jumping out of the plane, the Lamonians decided to wait until the aircraft was at it's assigned resting place. When the jetway was in place, the pair walked into Terminal three, and awaited the formal greetings.

James and Fiona thanked Kirsten for taking them to their rooms. When James walked inside his room, Fiona looked at Kirsten. "Perhaps we can talk about the suitors in my room."

OOC: I forgot our list, but I will try to recreate them here. It may have some difference, but not too much

*Kirsten and Her Grace Fiona walk to their rooms*

"This is your suite, and we do hope it is of great quality to you." Kirsten said, as she gets out the suitors list.

"Your Grace, there are many eligible bachelors within our borders, and when Dr. Fischer got word of... recent events, he asked me to put together this list for you." Kirsten said.

"Here we have the suitors. The first on the list is Brad Fischer. He is Dr. Fischer's son, and he just graduated from the Free University of Vista Buena with a Journalism degree. He is our nightly news anchor. He is 23

Next on the list is Nicolaas Dirk. He is our MP for the Central Highlands East constituency, and he is running for the first State Parliament election today. Opinion polls have him winning by a wide margin. He might become our next Speaker of the House. he is 25.

This is Josh Moore. He is the son of our State Minister for Defence, Sanford Moore. He graduated from the Vista Buena Polytechnics Institute with a degree in Information Technology, and he controls one of top ten internet companies in our nation. All that at age 24.

This is Hendrick Anderson. He is the son of our State Minister for UN Affairs, Christoffel Anderson. He is working as a Foreign Legate Officer at our Foreign Legate Office. He graduated with a degree in International Affairs at the Free University of Vista Buena. He is 26.

This is Sander Gietz. He is our MP for the Millbank-Windward Constituency. He is running for election in our first State Parliament, and is expected to win as well. He graduated from the Vista Buena Military Academy, and he's only recently retired from the military. He is 24.

After a 20 minute drive, they arrived at the Harbourfront Parade grounds, and entered to a backstage area to wait for Gareth to arrive. The area is quite secluded, so cameras are not able to intrude. After about 3 minutes of waiting, Gareth Winckler enters the area, and lays his eyes on Fiona.

"Your Grace, I'm Gareth Winckler" Gareth said.

I played it for the first time, and the string broke" Winckler said, chuckling "I got it right the second time around, though. The delegate was unhurt, and security was present to escort the delegate, along with the plane, to the terminal. The President's Press Secretary had this to say"

"Apparently, wrong instructions were given to the airplane, leading the delegates to think that they are not getting off the plane in a gangway. We are investigating, but this is not something that threatened the safety of anyone..."

"The National Transformation Council, along with selected members of the Transitional Parliament, will greet the foreign dignitaries at a welcoming ceremony at the State Parliament Complex within the hour."

"In other news, voters across the country have been turning our in huge numbers to vote for the first State President and the first State Parliament. Preliminary estimates suggest that the turnout rate is as high as 96%. So far, in the Presidential race, Dr. Peter Fischer of the National Transformation Council is leading with the majority of the vote, with Radical Party candidate Diederik Nijenhuis in second. "What do you think about today, Dr. Fischer? And what do you have to say about rumors of romance between your son and an unknown person?" Reporter Jamie Richardson asked Dr. Fischer.

"Today has been a great day, of course, but my office does not respond to rumors. Now, we have to hurry." Peter said, rushing into the State Parliament Complex with Juliana and Dustin.

James waited in the hotel lobby for Fiona so they could go together to the Welcoming Ceremony. When she came back with Gareth Winkler, she introduced him to James, who greeted him and said it was nice to meet him before they got into a limosuine that was waiting to take them to the Complex.

After a while, James, Fiona and Gareth were the first to arrive at the Complex and they were found by Dr. Fischer and his assistants who were waiting for the delegates to arrive so the Welcoming Ceremony could begin.

This was matched with golden chopsticks studded with Ruby in her hair that had long flowing gold chains hanging from the ends. To complement the rest of the outfit she wore gold and ruby earings, bracelets and a necklace, as well as ruby coloured stilettos

"Colonal Endawe, before I continue, I cannot forget to tell you that some of these information will be considered sensitive, and if these information become public knowledge, it will constitute a grave breach of trust between our nations." Sanford said.

"Our nation's military is, as you can imagine, not terribly big. Our three branches of military, combined, comes to 455,000 people. These are people who are professional career soldiers. Our reserves, however, constitutes the entire nation's 18 to 50 year old population, as National Service of 1.75 years are required.

Overall, about 560,000 people serve in our Armed Forces. We organise our nation's Armed Forces by Integrated Military Districts. We have 12 at the present time. Most of them cover land and air only, with 5 covering land, air, and sea.

Each district is commanded by a Defence Council, which consists of 3-4 Generals: one for the Army, one for the Navy (as needed), one for the Air Force, and one for the Civil Defence Corps. They will each coordinate their defence strategies, and give orders to their respective regiments.

Nationally, the State Joint Defence Conference coordinates national defence as needed. The Conference consists of the State President, the State Minister for Defence, the Navy Admiral, the Army 5-Star General, the Marshal of the Air Force, and regional Defence Councils. The organisation further down would differ little from other militaries.

Our defence doctrine is called "360 Defence", which consists of: Economic, Civil, Military, Psychological, Infrastructural, Social, Environmental, and Health. These are what we consider to be the fundamental tenets of our state, and we need to defend these tenets as best as we can in order to have a nation.

As far as equipment, after the Villa Accords was signed between us and our colonial nation, we further signed a Defence Realignment Agreement, which allowed us to buy off any equipments that was stationed in Vista Buena, with some exceptions. The equipments are not terribly new, but they can defend the nation.

We have recently pumped a lot of money into our defence sector in order to foster research into weapons. So far, we have some fruits of success. We have developed new body armors, new vehicles, and new weapons.

We have also gone on a buying spree, and we bought a new LY471 "Skyguard" air defence brigade from Lyras, as well as weapons of various models and production rights to the Armidale Class Patrol Boat and the CIS SAR-21 assault rifle from the United Earthlings. We are planning to buy more armaments to reform our forces, as well as developing our weapons."

Matthew Jamison walked onto the dance floor a bit awkwardly. It had been a very long time since he had been free to stand on an open space like this without being literally surrounded by guards. He walked over, and shook hands with some of the leaders. "It is so very pleasing to see such a grand acceptance of democracy." he muttered to himself, taking a sip of punch, and glancing around the room, looking for anyone he knew. "I suppose that I do need to meet the Vista Buena president."

The General takes his arm away and extends it towards Matthew to shake his hand

"Sorry If I gave you a fright, my name is Major General Boris Jaußmahn. Im not from this place though, oh no sir-e! But I wouldnt mind too much if I were, they have have real good grub here, Hey Julie"

He gives Juliana a nudge, a wink and then laughs

Juliana was drinking at the time and due to the unexpectant nudge nearly chokes and gives a small cough and then smiles in Matthews direction giving a nod.

"Well, Svenja; I was born in the Lamonian city of Karakan. I didn't exactly have what some would call a 'priviledged' life. My mother was frequently absent, and my father was a drunk. I kept getting beaten when my father came home drunk. When I was five years old, the Lamonian child protection services took me away from my parents.

I was put into a foster home, and the couple there adopted me. Even then, we weren't exactly rich. All through school, I had to scrounge for every Kaji (OOC: think US cent) that I could get in addition to my military scholarships (OOC: Lamonian citizens must serve two years in the armed forces.) I picked Political Science as a joke amongst my friends; but I soon found myself hooked by it. One could almost say seduced. When I graduated Karakan University, I accepted a position with the Lamonian Defense Ministry. After years and experience, I eventually was picked to be the Vice President after my predecessor resigned. I was also assigned to a diplomatic detail to Yisreal, where former President Stone was assassinated by forces from Atheistic Right.

I also happen to have been called one of the Free Republic's top ten eligible bachelors by Lamonian tabloids. While amusing, it's not something that I like to talk about all that much in front of politicians.

I would have to talk to President Stinson about this, but the Free Republic could supply troops to your nation to help you stabilize your region. In addition, our region could provide a home for your nation should that prove necessary."

"Of course. Your military appears well organized, though we have found the Area Commander appraoch a better fit for our doctrine. Haing a single commander, with subcommanders for the various types of forces assigned, grants more unity of command. For example though an Area Commander may be a Marine general he might have an Air Force general, Navy admiral, and a an Army general all reporting to him commanding his air, sea, and ground forces as needed. Of course the best organized military in the world isn't worth much unless it is adequately trained and equipped."

"To that end, though I cannot speak on my Government's behalf in this regard, I am confident that your naiton will be able to secure military aid from the Commonwealth should it request it."

Delegates from around the world have arrived at Vista Buena earlier today to attend the independence celebrations. Some delegates have toured voting facilities earlier today to witness the first ever State Parliament and President elections. The delegates were honored at a welcoming ceremony at the State Parliament Complex at around noon today. National Transformation Council Vice President Dustin Shales had this to say:

"It was the most meaningful of ceremonies. The delegates were honoured by us, and we are confident that we now have a fraternity of nations among us."

At the ceremony, Transformation Council President Dr. Peter Fischer said he was honoured that the nations have come, and that he is looking forward to a long, fruitful, and fraternal relationship between the delegate's nation and Vista Buena.

Onto tonight's independence celebrations, our very own reporter, Katherine Muller, is live at the celebrations. Katherine?

"The celebrations are ready to roll at the present point in time. Performers from across the nation have arrived, and they are in their final preparations. However, a couple of notables are missing, including pop singer Gareth Winckler. When the event drew to a close, Vice President Cruz told Chancellor Svenja where to meet him at the concert if she wanted to meet with him again. In the meantime, Cruz and Foreign Minister Ley went to their hotel rooms so that Miss Ley could 'freshen up' for the concert. When they arrived at the hotel room, Cruz told the Foreign Minister about his encounter with the Chancellor; and Ley took copious notes. She would later send a report to the Lamonian President about the encounter, so that he could decide what to do about it.

In the meantime, the pair went to where the concert was to be held.

"Juliana, how did the courtship go?" Peter said.

"It went well." Juliana said "I think Her Grace is gunning for your son." Juliana said.

"Oh? We'll see about that one." Peter said.

"Oh, Peter," Dustin said "The Tonvanian delegates asked us about our military. I think we will be able to pair up with them at a later date."

"That would be good," Peter said "I think we need all the help we can get. So, let's go to the hotel, and freshen up before the ceremony."

"Oh Peter," Juliana said "I heard you are getting the majority of the votes. You are winning!"

"You guys are winning your seats as well." Peter said, as the car pulls up to the Renata Harbourfront Hotel.

At the Harbourfront Parade, millions of people from Victorsville and other cities have gathered to celebrate the independence. Bands and other performers are getting ready to participate in the parade that will commence. Meanwhile, the Vista Buena Air Force's flag flypast squadron have kicked off the celebrations with a flypast and flag flypast around the Central Business District

Both of the Lamonians had watched the flybys, and were suitably impressed. The new Vista Buenan flag looked well enough for a nation state, they had both reasoned. And the jet flyby couldn't have been done any better by the LAF.

It had been a long time since they had seen a parade. Their schedules and security needs were too much for such events back home. They hadn't even been able to attend the victory parades celebrating the SDL victory over the SAAS, so busy had they been.

Like all of the others, they were waiting for the parade to begin.

Welcome to this exciting moment from Victorsville, as we kickoff the celebrations and begin counting down to independence. I'm your host, Dana Mariel, along with Janice Daniels and Pieter Winston.

*Pieter speaks*

The parade will be starting soon, and to kick off the parade, the Vista Buena Armed Forces Marching Band will lead, followed by the Urban Dance Troupe from the Arts Academy of Clementi, and a float sponsored by the Victorsville City Government, with singer Nick Marais performing.

And we have word that executives from the National Transformational Council will arrive at any minute now, and we will bring you coverage of that as it happens, but now, a quick news update on the elections that took place today.

There is about an hour left to go before the polls close, and it appears that the State President race has already been decided. Dr. Peter Fischer, the current President of the National Transformation Council, and widely praised fir his leadership during The Transition, has an estimated 60% of the vote. His nearest opponent, Radical Party candidate Diederik Nijenhuis, is polling at 21% of the vote. Other candidates are registering in the low teens and the single digits.

Meanwhile, the State Parliament election has sprung a surprise on all analysts today with the sudden surge of votes for the relatively unknown Civics Party. The centre-left party was originally expected to win no seats at all, but preliminary results have suggested that the party has benefited from a massive rise in support, at the expense of mostly the Radical Party and the New Citizens Party. However, no one expects the surge to have an impact on the election, as the Democracy Alliance, led by Dr. Peter Fischer, is still expected to gain at least 250 seats. The Civics Party, meanwhile, is now expected to gain 100 seats, and the Radical Party and the New Citizens Party is now expected to gain 30 and 20 seats, respectively.

We have word that the executive motorcade is now arriving, so we will swing over to our cameras.

While James was fascinated by the marching bands, Fiona felt that the singing voice of Nick Marais was quite charming but she would occassionally think about Brad Fischer. They noticed the leaders of the Council and the new government and looked at them for a moment before their attention became focused on the parade.

"May Vista Buena prosper." James said with a smile as he watched the marching band march down the street with their musicians playing. James hoped that Vista Buena would prosper as it became an independent nation like his own. Fiona took some pictures of the parade to put in her scrapbook while James silently continued to watch.

"This visit has been wonderful!" Fiona said proudly before she began to think about Brad again. For some reason, there was something about him that made her want to think about him. Would he be her one and only love? The marching bands continued to play, singers continued to sing and all around Vista Buena people continued to celebrate.

Juliana mumbled some words to her assistant, and gave out what seems to be an order

"What's wrong?" Peter said

"I asked the TV producer of the ceremony to send Brad over here." Juliana said

"Brad? My son Brad? What for? He's very busy, you know that!" Peter replied

"The producer told me that the news anchors have about 15 minutes left in their coverage of the ceremony before another set of presenters takes over. They were going to send Brad over to Honacker-Coldfield to cover the results of the election, but I asked the producer, a friend of mine from Uni, to send another person over so that Brad can accompany Her Grace." Juliana said.

"Wait, the Duke of Rosewood's daughter likes my son, and I knew nothing about it?" Peter said.

"Well, you were a little busy today to be snooping on your son, Peter" Juliana said "Besides, I think it was everyone's intention all along for you to do what you were doing, and not get yourself involved in your son's future"

"I never wanted get involved anyways," Peter said, "But this is all news to me. By the way, who did you sent to get Brad? Please don't tell me you sent the Green Berets again, like you did last time when you wanted to free Dustin from traffic."

"No, I only sent my assistants, Blake and Gretchen. I did ask Sanford to send an MP unit to meet up with my assistants before they get Brad. He should get here within 4 minutes" Juliana said.

"Well, we'll see from here" Peter said.


*Meanwhile, on Vista Buena Television*

Pieter Winston: Well, we are at the last legs of the parade and the first part of the performance at the ceremony. We have here the Coldfield Secondary School Skateboarding Team, performing stunts along the way before entering the stage to wrap up the parade.

Dana Mariel: Well, that was a thrilling parade, a mixture of the past, the present, and the future of our soon-to-be nation, and as we move closer to midnight, we will soon find out the election results, as well as witnessing our nation's birth. Actually, I'm being told that we will cut straight to the Parade grounds, where the election results will be announced immediately. Let's listen in"

Good evening. I am Constantijn Richards, President of the National Institute of Plebiscites and Decisions, and I have, with me, the results of the State President and State Parliament election that was held today.

The vote today was monitored by Macmillan-Vorster Accountancy International, the Free University of Vista Buena's Institute of Voting Transperancy, and AccuraCheck. All three firms have certified the vote as free, fair, and accurate.

For the 1st Democratic State Parliament election, 500 seats are in contention, and the results are as follows. The Progressive Democracy Movement, led by Dr. Peter Fischer and a part of the Democracy Alliance electoral pact, won 255 seats in the State Parliament.

The Ecological Green Concept, led by Dustin Shales and a part of the Democracy Alliance electoral pact, won 40 seats. Together, the Democracy Alliance electoral pact has won 295 seats in the 1st State Parliament.

The Civic Party, led by Willem Vanderveld, won 150 seats in the 1st State Parliament, and will be the Official State Opposition.

The New Citizens Party, led by Suzanne Lim, won 30 seats in the 1st State Parliament.

The Radical Party, led by Darren Wende, won 15 seats in the 1st State Parliament. The remaining 10 seats were won by other parties who did not gain the required votes to be listed as parties.

In the 1st State President Election, the results are as follows.

Dr. Peter Fischer of the Democratic Alliance won 53.7% of the vote. Diederik Nijenhuis of the Radical Party, won 21.3% of the vote. Dr. David Tegel of the New Citizens Party won 15% of the vote. The remaining votes are gained by other candidates who did not gain 10% of the votes.

Vice President Cruz and Foreign Minister Ley were having a good time watching the parade. They were seated with the other foreign dignitaries, but that didn't matter. For a moment, they felt like they had when both were part of the common, middle class throng.

The floats were as good as any that they could remember, but they couldn't quite catch the names of some of the entries.

He quickly found someone from the Vista Buena and said, "I am sorry, but I must leave immediately, His Holiness, Edwardo Listless, has died," by the end of his statement he was on the verge of tears.
