The Roman Space Agency would like to announce today plans to build an International Space Research Centre that will go in terrestrial orbit. A vareity of research projects will be done at the ISRC, including cosmological surveys, elemental studies and further research into the long-term viability of humans in space. As we predict the costs for the project to be immense and since we believe our international friends would benefit from a wider knowledge of the Universe around us, we are openly soliciting invitations for other nations to get involved. The Realm of Cotland is very willing to participate in this effort to construct a space station. We hope that through a joint venture into the realm of the stars, the foundation for a lasting peace can be reached. As such, we will offer a beginning contribution of $5 billion USD to this space program, and place at your disposal the Cottish space transportation vehicles (http://www.fas.org/spp/guide/usa/launch/x33-5_300.jpg). As I'm sure you know, we already have six of these vehicles in service, and they will be available for bringing up the crews and construction blocs for the ISRC when the time comes.

Our Dear colleagues,
We have great news, the Russian Federation government has approved a 200 billion ruble grant for the ISRC. We have already distributed 50% of it amongst our equipment and materials manufacturing partners here in the Federation, placing a large order on testing equipment as well as materials for our section of the space station. The other half of the funds we were given we are ready to contribute to fund this international program in several ways, such as distributing the money directly amongst you as well as paying for the maintenance of the Space Station once it is complete. We have also came to an agreement with the Russian space agency, since the government is interested we can begin launching segments of the station into space from the platforms in the Federation as early as next year. Where is still much planning ahead of us, perhaps we should all have our delegations meet to discuss the prospects and the general design of this project before we dive into the specifics. Let me be the first one to say that we are very excited at the doors that this project will open to the global scientific community.

The Roman Empire is pleased to announce a C25 billion contribution to the ISRC, with another C75 billion to be put to the project over the next ten years. We also find it pertinent that a meeting between ISRC members be held as soon as possible so as to identify where the project stands and how we should proceed. We propose to have this meeting in Rome unless others raise another suitable venue.

Pineholt would also be interested in investing in the International Space Research Centre. We are currently testing our own means of launching humans into orbit, and have had a lot of success so far, which we hope to continue. We would like to especially invest in spacecraft propulsion, and would hope that some form of nuclear spacecraft propulsion could be developed.

We would be more then happy to aide in this project although our current standing in the international community is not one of great trust, infact more of a dislike for out nation. So we ask permission from the states involved if we could use this as a means to help build a new bond between our nation and those involved. We will provide nessisary funds as well as personnel, our space program has only recently ben created and we could use a project as big as this to really send it off and build upon it. We also would like to ask for assistance in building a landing craft for a small mission to the moon we will be participating in for our first major mission.

SUBJECT: International Space Research Station
The Commonwealth of Hirgizstan has become very much interested in the renewed efforts to build an international platform in space.
The Commonwealth feels it would be a useful addition to this project as we have had our own space programme and civil and military space organizations since 1949. We have many, many satellites in space, including the space based SDI SAAMDS which requires an active and very well oiled space programme to maintain it.
The Commonwealth has the facilities and the currency to be a very valuable addition to the ISRC project. Due to military constraints only SRDA sites will be avaliable for use in this project, but the Department of Defense has assured us its co-operation in a number of areas, including personnel, certain equipment and technology.
The SRDA operates two Sattellite Lift Vehicles, an advanced space vehicle capable of lifting loads of up to 230,000lbs into space, and leases a further two from the DOD who operate eight in total. We think the heavy lift capacity of the SLV, and access to the extensive SRDA launch sites in Libya and Chad would add greatly to the effectiveness of the ISRC.
On coming into this project we would also like to pledge a sum of NCN10 Billion. We also have an option for NCN100 Billion over ten years to help the project in its later stages.
We would also like to suggest that the first meeting of the ISRC be held in Libya at the SRDA launch site there, where, if scheduling permits, you will be able to witness an SLV launching a civilian television satellite into space. We have already received permission from the Government and Congress to allow Russian and Nerotikan citizens connected to the ISRC entry into the Commonwealth.
We hope you consider our offer a worthy one.

If you're going by the NS-generated economies maybe, but I don't use them since I find NS economy in general to be faulty (how in the world can *any* nation survive on a 90% income tax?), that and I haven't updated any of my issues for literally years. My economic information is all in my factbook.
