Aya stood up nervously with a proposal in mind. At her husbands encouragement.

"I propose a bill of rights. Rights of all our islanders that will be universal from island to island."

Everyone was a bit stunned. Aya was bit mousy and very cooperative but a bill of rights was the last thing on anyone's mind.

"I second the motion." Haruhi said. "It's what Shino would want."

"Very well," Said the speaker. "All those in favor of creating a bill of rights, so say..."

"Aye." They all said.

"This motion has passed. Lady Hoshino do you wish to make any other motions at this time."

"I motion for an open discussion forum for this."

"All in favor."

"Aye!"

"This passes."

"Men and women, if our islands are ever to be united we need a universal bill. Each adheres to it's own rule of law. But what will happen when we pass on? What's to stop a dictator with out Shino's benevolence, or any of ours? What's to stop them from anything? We need this bill to secure our future."

"What security? It's only a matter of time before those countries march back and kill us all!"

"Delegate you're out of order."

"Now we need a bill to spell out our basic rights. We can't keep fearing uncertainty we need to start focusing on today. Even if I have to do it alone I will."

Hours dissolved into days. Much debate finally gave a result.

"I present to you, a Bill of Rights!"



We of the United Island States present this universal bill that herein grants rights to all citizens of these States. No restrictions nor prohibitions shall be made against these rights:

Article 1: No restriction or prohibition shall be made against the peoples right to follow faith.

Article 2: All citizens shall have the right to a free uncontrolled media

Article 3: All citizens shall have the right to gather in a peaceful crowd for recreation or petition.

Article 4: All shall have the right to love, court and unify with the one they love, regardless of race, sex, nationality, or residence of state. No restriction shall be made against those that desire to arrange for their children. All shall have the right to a family regardless of any circumstance.

Article 5: All shall be seen equal in the eyes of the law.

Article 6: All shall have the right to come and go as they please from island to island or abroad

Article 7: No one shall be held to slavery or involuntary servitude

Article 8: Persons privacy shall be respected and not subjected random or unwarranted searches and seizures

Article 9: No one shall be held for a crime for any unreasonable amount of time with out first due process of law

Article 10: The powers not delegated to the United Island States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

OPEN PRESS RELEASE:

The United Island States of AHSCA just ratified a bill of rights for their people ensuring certain civil liberties to the people of the islands. These including belief, marriage, privacy, servitude, and fairness under law. A monumental occasion as the islands slowly bring themselves together.
