Gazing over a large, apprehensive but judgemental crowd, the president of Logan and Ky begins his speech...

With the growing threat our nation faces from foreign powers that cant stand to see a succesful socialist nation, and the boom our economy has had as of late, we have decided to begin uranium enriching in order to reach the goal of stockpiling our own weapons of mass destruction. Not many will be produced, at most a few hundred, and they will be used in a purely defensive manner. They will never be used as first strike weapons. Also we will begin a chemical weapons program, as our needs stretch beyond the ability to cause utter destruction. This project will also provide much needed jobs to our nation, and the excess uranium will be used for nuclear power plants, as fossil fuels have become purely obselete. We hope you people of our great nation, and those leaders from other nations, will see this project as it is, a economic and defensive venture that is is no way a threat to world peace.

The speech was met with much applause, but there was still a noticeable minority that stood arms folded, looking very, very discontent.

To the Esteemed Leader of Logan and Ky,

Your actions, being your choice, which you are free to make, deeply disturb me. Anyone who claims nuclear and chemical weapons are for defensive purposes are lying, either to the world, or to themselves, for only a madman would use such weapons defensively as they would completely ruin his nation. You must see that the effects of such weapons are long term and, as of yet, irreversible. Such programs are also economic boondoggles, which will not help your economy but instead put undue strain on it. If your economy is doing as poorly as you say, than such expensive projects could cause longterm economic problems. Nuclear and chemical weapons programs can cause a strain on even the healthiest economy. If you wish to provide jobs and stimulate your economy, why not start some kind of project to improve your nations infrastructure or landmarks? We hope you consider these proposals.

While we respect your opinion, we would like to reassure your that these weapons would only be used as an absolute last resort. Also we would like to point out that the jobs we are referring too are those that will be created by our replacing all of our old power plants with nuclear ones, which will also curb our dependence on fossil fuels.

To Erikk Svalbard,

So your trading your dependency on fossil fuels to a dependency on something much more dangerous. Uranium isn't cheep, and neither is operating and maintaining nuclear plants. Also nuclear plants would require less workers simply by the fact that one nuclear plant has a much higher power output than a plant running on fossil fuels. So there will be a temporary bump for the construction industry followed by an economic recession or even depression.

In the midst of reading economic reports and watching stock prices, Frank Coripo, President of Flaming Souls, noticed that a new nation was added to the list of WMD holders. Shocked by this addition, he felt the need to comment.


While we enjoy seeing the growth of a small nation, we do not see why it must always be in the form of Weapons of Mass destruction. We urge you to rethink your position on this matter, as it is something of a Pandora's Box. You might say that it is necessary, we say it isn't. Flaming Souls has absolutely zero weapons of mass destruction, be they nuclear, chemical, or biological. So please, strive to better your economy in less destructive ways. The government of Vetalia has no problems with nuclear, chemical, and biological proliferation as long as the nation developing them is not foolish enough to ever use them against us. That would, of course, be massively disastrous for the rogue state that makes such a decision, especially if they target one of our highest-priority sites.

That being said, our government is willing to aid you in developing these programs. For a suitable fee, we will provide technical information regarding the development of WMDs as well as trained personnel to accelerate the process. Our government has a network of research laboratories and testing grounds that would provide ample information for developing your own program. As always, our proprietary technologies are not licensed for reproduction as this would impair the effectiveness of active weapons.

The beatus- This may be true, but you did not take into consideration that the Uranium enriching will mainly be funded by money previously set aside for mantaining and purchasing our large and varied amount of military vehicles, as we will be reducing and streamlining our convential military to be more effective than the large pathwork mess it is today. Also we will be recieving aid (despite at a price) from nations such as Red Tide2 and Vetalia.

Note that the 1st Kyan battlegroup is docked in New Hilingrad on Logan and Ky's western coast. New Hilingrad is the largest city in Logan and Ky and it is fortified with 100 M499 Cavalier coastal defense guns and missile silos containing SRBMs in the hilly, forested areas surrounding the city. The 1st Amphibian battlefleet is currently docked on a small island 250 miles off the coast of New Hilingrad. The location of the 41st expeditionary is currently classified, youd have to rp some intellegence on it.

As a final note, our country owns 200 Sentinel SAM launchers, but the exact location of each launcher is classified. Expect them to be around the major military bases of course, but some may be located near the nuclear production sites.

oh, and we have a colony called the Arteman Isles which is roughly the size of the United Kingdom located about 1,000 miles off of our coast, in the far north of the ocean.

Virticon City - Lord Protector Malthus' Mansion

Grand Marshall Velspar walked slowly down the long hallway preceding the Lord Protector's Private Study, where the man spent most of his time. Divising plots and problems, solutions and fixations. He was the mastermind behind Kroando, and everything that was of major importance, landed on his desk. Velspar was arguably the second most important man in Kroando, his military strength surpassing any of the other Grand Marshalls, his economic business ties rivaled by none. And he was a 'Champion of the People' to boot. But as he knocked on the massive oaken doors to the room, he always felt a chill of fear run down his spine. Delivering bad news was never something he enjoyed doing.

"Come in Enver... I suspect that whatever news you bring me must be rather important to interupt your vacation.", called the Lord Protector, furthering Velspar's apprehension. He had taken an unanounced, private vacation to West Scotzdom but a week ago... unaware that he was still under the eye of Virticon.

"Yes... yes sir.", replied the Grand Marshall, attempting to steady his nerves. "Well I'll get right to it. We have satellite reports of developing nuclear facilities in Logan and Ky... at least thats what we believe them to be.", Velspar laid down a stack of photographs onto Malthus' desk.

The Lord Protector looked them over, seemingly uninterested at the entire ordeal. After flipping through them, he laid them down and replied. "There are scores of nations setting up nuclear programs every day... I don't see what this little crack pot nation has to do with us."

"Well sir...", replied Velspar, not eager to correct the Lord Protector. "Nearly nine months ago we dumped a considerable amount of nuclear waste off their shores... causing much ecological damage... the Logan air force went so far as to send aircraft after the Junker's fleet... but eventually the situation died, and all went on as normal. But now they seek to develop a nuclear arsenal... I believe we must destroy it."

Malthus looked at Velspar blankly, his eyes not blinking even once. "Take care of it Velspar."

The president stood before a massive, cheering crowd. As he stepped up onto the podium, the cheering grew louder until it finally collapsed under the giant proclamation "We have done it!" after which it grew to a fever pitch. The president then called for silence, and began his speech.

As you all know we recently finished the construction of nuclear and chemical weapons facilities within Logan and Ky. Today we have accomplished the next major mile stone on the road to safety for our people. Today, in an undisclosed location deep inland, we completed our first nuclear reactor! We are now closer than ever to our goal. The future is now!

The crowd began chanting, cheering, and screaming. The few left who had any doubts were completely insignificant compared to the overwhelming majority. However, the President had his fears. These sort of pronouncements were usually met with international controversy and even war. Everyone was surprisingly on board. It made the president uneasy, and in a secret call to Nickolai Mickolov, he raised Logan and Ky to an elevated threat status. Just enough to activate the troops. You can never be too cautious, thought the president...

Somewhere in Logan and Ky, a week or two later...

The sound of giant boring drills digging their way vertically and horizontally into the ground filled the ears. The TSRT equipment and personnel were in full swing, constructing the reinforced-concrete missiles silo's and underground launch control facility. The missiles were not scheduled too arrive in the nearest Logan and Ky harbor until the entire complex was finished. Progress was going on schedule, the entire complex would be finished within half of a week.

Somewhere out in the ocean...

Colonel Andreyich Soyez Nevorosk stared out at the storm raging ocean. The large freighter FR-143 was pitching up-and-down in the waves, it sort of made him want too go ill. Escorting the FR-143 were two destroyers and four frigates.

Sitting in the freighters cargo holds were six dissassembled R-95 ICBMs, with their sixty, 1-megaton warheads-fully assembled but not armed- sitting inside giant cargo crate. Patrolling the ship were Red Tidean Soldiers, just in case any foreign nations got the idea of attacking with special forces.

Nevorosk glanced at the Captain behind him and then looked at the calender. they would arrive in three days, another several hours too get the missiles too the launch complex, and half-a-day too lower each missile into their silo's. Everything was on schedule... for now.

Even though the United Estovakia was a Modern country, it's modern society came at the expense of the military. While outdated aircraft are a mainstay, tactics still rule. As a growing conflict in a nearby country of Logan and Ky, they had to see what would happen. Several Tu-4RT Reconnaissance planes overflew near the border of Logan and Ky, to surmise any staging areas. knowing something might go down due to Logan and Ky's anouncement. One Tu-4RT overflew a large convoy of transport ships, in the middle of a raging storm.The images were sent to the revolutionary leader of Un.Est. Jason Mikoyan II. He remembered this father showing him various events, and the standard on those ships reminded him of a allied nation to Usea, Red Tide2. The order left to assist the transport as much as they can.

We would be interested in hearing what you need and will provide a price when you explain the desired extent of your program. Naturally, some of the cost will be assumed by our government because the end goal is closer relations between our countries. In the event of any incidents, our government will deny any and all involvement in your program and any existing evidence of our assistance will be destroyed.

Mr. Hilikov was a very lucky man, for he was the first foreign visitor to the Biopreparat Central Laboratories in the installation's history, preceding even the Londinians and Vantanians in seeing the inside one of the world's biggest biological and chemical weapons programs. The director himself, Dr. Vladimir Ovchinnikov, escorted the adviser past these checkpoints, using his top-level clearance to pass through them with rapid ease. However, the deeper the two went, the stricter the process became and the more heavily armed and monitored the facility and the more threatening the warnings posted became.

At the lowest level, there were no security personnel, just cameras and strange displays showing arcane data feeds. Dr. Ovchinnikov spoke briefly at this point, adding with a strange humor "If those data feeds ever go red, we can kiss our asses goodbye. We wouldn't even get sick before the bug that escaped killed us..."

After a long, twisting path of security checkpoints and elevator journeys, they ended at a hulking steel door embedded with a biometric reader. The director scanned his hand and it opened, revealing a second door. The first sealed shut and the small room was briefly bathed in ultraviolet light and a sterilizing spray. The second door then opened and they walked in to a well-furnished office, with windows overlooking a strange laboratory. The entire room beyond was bathed in ultraviolet light and was regularly bathed with gases, and various machines wove in and out of the lab, manipulating equipment inside.

"Behind me is the synthetics lab, in case you're wondering. That's where our most advanced research is performed...organic life isn't even permitted to enter it. And, in case you're wondering, the quadruple-paned glass you're looking through is unbreakable, barring a direct hit from a megaton-scale weapon. We use it on a lot of government buildings, for obvious reasons. Expensive as hell, but well worth it."

"Let's get down to business. What do you want from our government, and how can I help you get it?"

We have formed a successful state that is in many ways as beneficial and protective to its citizenry as your own, with no need to resort to violence toward the outside or to stockpiling dangerous weapons. Logan & Ky port near the launch facility...

The freighter slowly rolled into the port facility, docking perfectly and efficiently. Ropes were tied down, anchors were dropped, and the harbor personnel began too unload the cargo under the watchful eyes of both Red Tidean and Logan & Ky soldiers.

As the dissassembled missiles and their warheads were loaded on too the trucks, Colonel Nevorosk departed the ship and spoke too the leader of the convoy.

"I have been instructed too come with the convoy too the launch facility. I am needed too supervise the assembly of the missiles and the loading of the missile silo's." He paused for a split second and then said, "By the way, inform your government that a group of land inspectors are flying out too inspect the place you want the breeder reactor."

And with that, he climbed into the lead Humvee.

The Missile Complex

Everything was complete, the construction equipment had been packed up and was heading back too the port, as had their personnel, the only Red Tidean personnel left now were engineers too assemble, fuel, and load the missiles. The only Red Tidean equipment left was the nessecary things too assemble, fuel, and load the missiles.

The silo's themselves were empty, their hatches sitting open, exposed too the air. Hopefully, the Logan & Ky forces had provided gaurds and equipment for the bases security.

Vetalia- "Our eventual goal is to maintain an arsenal of 1,000 nuclear warheads of various power. They will be sent to missile silos in our country, but some may eventually be transferred to nuclear submarines. We need your help in producing and transporting these warheads. The main reason for this is that our country is currently threatened by forces much larger than our own. Also, we are working on a more secretive and dangerous project. Our scientists are hoping to develop a powerful nerve agent that could, if necessary, kill entire armies but leave their lands uncontaminated. In addition, we wish to produce an agent similar to the one just decribed, but also capable of turning once thriving places into desolate, poisonous wastelands. What we want from you is to send scientists to a base deep inside Logan and Ky in order to assist our personnel on the creation of said agents. Eventually we hope to create at least several tons of the chemicals. So, is all this acceptable and what will it cost?"

Red Tide2- Heavily armed guards rushed out to meet the engineers at the missile complex. They hurried them in and began unloading the equipment. As the final stages for Logan and Ky's first nuclear weapons were put in place, the soldiers were uneasy. All defenses in the area were on full alert, ready for anything.

In addition, we can provide a team of physicists to your country to aid in the construction of the facilities necessary for your nuclear program. I would say, based upon our own estimates..." he paused, bringing up some piece of data on his computer, "...100 billion over five years. We will finance all of it, half with no compensation and the rest repaid as a loan over the next decade. The rest of the Vetalian government outside of the military will have no knowledge of this, so don't worry about any problems from that end. My staff will have preliminary preparations ready within a few days of signing. Hopefully, we can break ground and start research within a month."

He stood up and walked over to a shelf, removing a small glass vial. "537570657266-6c75..." he read the numbers dispassionately, as if trying to remember. Suddenly, the memory hit him "Ah, yes! This was the first chimera strain Biopreparat produced, from 1975. I was present, of course, in fact I was one of the scientists working on it. We synthesized a strain of influenza with retroviral capabilities; back then, it was estimated to kill around 50% of the infected, although now we'd be lucky if it was more than a fifth, especially given our own research in to anti-virals in recent years."

"Take it. Don't worry, it's completely dead and has been for 40 years. There's a lesson in it, even if it isn't obvious...once you've started down this path, there is no turning back."

The Navy's three Kiev class Strike Carrier and there escort launched from the port city of Cyrillia. The Kiev's were also training there aircrews in the newly bought Sea Harriers, to replace the Yak-38 fighters that came with the Kiev's, along with navalised versions of the Mil Mi-24 Hind attack Helos.

ooc-yes, this is my only fleet, no subs, old destroyers, ony 3 salvages AC, converted tankers, this would also be my strongest military arm, the army has ww2 tanks, and the home af is on those ships. basically, that is my whole military on a exersize.

Gazing over a large, apprehensive but judgemental crowd, the president of Logan and Ky begins his speech...

With the growing threat our nation faces from foreign powers that cant stand to see a succesful socialist nation, and the boom our economy has had as of late, we have decided to begin uranium enriching in order to reach the goal of stockpiling our own weapons of mass destruction. Not many will be produced, at most a few hundred, and they will be used in a purely defensive manner. They will never be used as first strike weapons. Also we will begin a chemical weapons program, as our needs stretch beyond the ability to cause utter destruction. This project will also provide much needed jobs to our nation, and the excess uranium will be used for nuclear power plants, as fossil fuels have become purely obselete. We hope you people of our great nation, and those leaders from other nations, will see this project as it is, a economic and defensive venture that is is no way a threat to world peace.

The speech was met with much applause, but there was still a noticeable minority that stood arms folded, looking very, very discontent.

Before the revolution our nation would say "No we're against that, your driving the world further from peace, no!" Now we say, go ahead. Ever since we stupidly invaded a country to assist our allies, when we should have stayed out, we have learned one lesson: nuclear weapons are necessary to support a nation in the world today.

So yes, our nation has no problem with you building these weapons, and we trust you with the fact that you will not use them offensively (unless required or your nation will fall).

Dear President Svalbard,

As the days grow the more I hear on the news about your nuclear/chemical program the more concern it grows in my country and in my allies countries. Your program can condemn your people into an endless war with a country who has far more interest in this situation then the government of Somiland. We do not wish to see your country be broken apart by war and we send this letter as a suggestion to end the program before a country declares war.

While I deeply respect the fact that you are concerned with our safety, the situation is quite under control. We already have a number of missiles loaded in our silos. There has been no attack, and there will not be. I'll admit that I was indeed concerned in the beginning but the most discontent any nation has shown was a respectful argument. I will take your advice into consideration though.
