Preamble
For sailors, be they naval or commercial, there is a common respect for the sea, as it secures our values, economy, and lifestyle. Historically, seafaring nations have been pitted against one another for their dominance of the sea, ruling it, notably Athens, the British Empire, and most recently Questers. But we, the League of Imperial Ocean-Faring Nations, have united for peace and dominance of the ocean so that trade may flourish and a new Golden Age start. Let the eternal light of the sea guide us through all conflicts, our trifles, our victories, and to glory for us all.
Military Pact
Defensive
Section 1.
The League of Imperial Ocean-faring Nations (LION) serves primarily to defend its members, and as such the LION Rapid Response Force (LION RRF), which shall be comprised of multinational forces, is established to uphold this.
The LION RRF is to be an independently controlled force created and maintained by the League, not under the control of any individual nation. This force is to be controlled by the Commander, elected and held accountable by the Council. All members shall be required to have at least fifty thousand men and eighty ships in the LION RRF at all times, or to pay an increased tribute (see economic section). In addition, member nations must also have at least one military base in their nation devoted to the LION RRF for defensive purposes.
Section 2.
All member nations are required to aid all other member nations in the event of foreign invasion, indiscriminate of reason. However, if decided by the Council, such assistance will not be required, such as if multinational forces would be detrimental to the defense. Any nation not aiding another in defense is subject to sanctions/removal from LION.
Section 3.
In the case of attack on a member nation or LION itself the LION RRF shall be deployed in order to ward off the foe. After said attack is repelled, all captured equipment and funds shall be confiscated by the LION Treasury. All funding for the LION RRF shall come from the LION Treasury.
Section 4.
No two members are to engage in hostilities against one another. Should this happen, the aggressor nation shall immediately be expelled and treated as an enemy of the Alliance, unless deemed otherwise by the Council.
Section 5.
If any member nation ever faces a domestic forced change in government, the LION RRF shall restore the former government. However, if the Council deems otherwise, this can be avoided. If any nation wishes to withdraw from LION, sufficient reason must be presented. Any rebellion the current government of a LION nation is unable to control will be handled by the LION RRF, the regime best suited for ruling the country shall be chosen by the Council.
Section 6.
The League will have an International Police Force (Interpol) to insure that the laws of LION are obeyed primarily, and capture international criminals and terrorists as proposed by the member states secondarily. Interpol will be a separate branch of the LION RRF, and shall share the resources of the LION RRF.
Section 7.
In order to insure that the member states are as safe as possible from the attacks by Weapons of Mass Destruction, an Alliance SkyNet shall be established, consisting of antiballistic missile sites and a satellite network will be established to destroy said weapons they can activate. The SkyNet will be maintained by the LION RRF.
Offensive
Section 1.
The invasion of a foreign nation is allowed, unless deemed otherwise by the Council or the charter. If the invasion is severe enough the aggressor may be expelled from the League. Such wars should not be waged using nuclear weaponry. If nuclear weaponry is used, the amount of five billion USD’s must be wired to the LION Treasury for every nuclear weapon fired, and use of over one hundred kilotons will result in the case of the nation being brought to the Council to determine further punishment. Upon victory, all enemy prisoners of war must be returned to the nation the prisoners fought for.
Section 2.
If so desired, an attacking member may call for LION RRF involvement, presenting their case before the Council or hiring the LION RRF. The LION RRF shall send forces to aid in the attack, and participate until the mission is complete, or the Council recalls it. The forces will be commanded by the elected Commander of the LION RRF, selected by the Council.
Part 2. After victory is established, the LION Treasury is to confiscate thirty-five percent of all military equipment and monetary gains, and twenty-five percent of any conquered land. This land can be purchased from a League nation for twenty thousand USD's per square mile, or from a non-League nation for fifty thousand USD’s per square mile, adjustable based on land value.
Section 3.
If the Council sees a mission as so important to the continued existence of the League that it must be completed, the Council can suggest a mandatory war. Majority of all Council members are needed in order to call such a vote into order, the General Assembly itself voting to call such a war. All LION RRF forces are to be directed into this objective, as well as all available forces from each member states. The standard amount of land, money, and equipment shall be seized by the LION Treasury during the operation.
Administrative Pact
Section 1.
This Section creates the Council of LION. Every member nation is to send one representative to serve in the General Assembly, which will nominate and vote for the five members of the Council, using preferential voting in case of ties. The Council shall be the supreme legislature and judicial of LION. The representatives shall nominate and elect one of their number to serve as President of LION, the official executive of the Alliance and it's territories. He shall be tie breaker in the Council voting, and if the Council decrees may become supreme leader of the League during desperate times. The following positions will be filled by a vote of the Council.

4. Commander of the LION RRF
5. Secretary of Intellectual Advancement

Section 2.
This Section permits the nomination of governors for conquered and donated territories, voted in by the inhabitants of said territory. The Governors shall all gather in the House of Governors to determine policy throughout the LION territory, and the leader of the House of Governors shall be the Lord High Governor, ruler of the Capital of LION, the Maze Isles.
Economic Pact
Section 1.
No nation may hold more than a five percent tariff against any member nation.
Section 2.
If the Council sets a tariff or embargo on any foreign power or coalition of powers, it is to be recognized and adopted by all member states.
Section 3.
All nations are required to send two hundred billion USD’s, or one percent of the government budget, to the LION Treasury. All nations are also required to supply three hundred ships to the LION RRF, or increase their tribute by fifty billion USD’s, or point five percent. The LION Treasury will be headed by the Chief Treasurer, and will pay for military campaigns first, help nations prosper economically second, and fund humanitarian causes third. Also, nations wishing to join the League without a preexisting nomination must pay a five hundred million USD entry fee.
Section 4.
All nations are to respect all trade laws of other member states, such as copyright laws.
Section 5.
All nations are expected to maintain some sort of trade with other nations.
Section 6.
The League will help nations who are in economic recessions.

B. Capabilities of paying standard tribute or military tribute, as well as having a League military base in their nation and fifty thousand men in the LION RRF
C. Reasonable RP’ing skills and frequent presence on the forums
