Deva Victrix was one of the most isolated landmasses on Earth. Surrounded by the frigid, choppy, frothing waves of the Southern Ocean, and with a terrain seemingly perfect for a prolonged defence against any superior force, the nine million square kilometre island was the natural choice for the Londinian government's land of last resort. Over the course of six years, the island was built up. Cities were constructed, coastal defences along the thousands of miles of fjords were erected, roads were paved, underground maglev rails were laid down, all under the watchful eye of - and with the help of - Oickoidia. It was hard, grueling labour. Millions of Oickoidians worked day and night alongside Londinians to make Deva Victrix a reality.

Six years later, and much progress had been made. The coastal defence emplacements that characterized the now-radioactive shores of Victoria had been built upon the steep fjords, and the whole of Deva Victrix's transport infrastructure had been finalized. Only four cities - Nyquist, Calcaria, Stone Harbour, and Kenyon - had been completed, though. But they were spectacular cities. Nyquist, for instance, was a near-perfect duplicate of pre-Vivicide Kensington.

This new Londinian society was a strikingly subdued one. A lively and vibrant civilization had given way to one that would be in eternal mourning, for both its fallen members and for its lost motherland. While untold millions trudged on in the dark, murky depths of anguish, Her Majesty's Government (separate from the Freekish puppet government in Retjenu), now led by a Conservative-Socialist coalition under Andrew Stark, and headed by Queen Victoria VI Wellesley, was just beginning to feel revitalized. Nine painful years, the government had bided its time, rebuilding, setting up defences, managing billions of refugees and the like. On a cold, snowy November day, British Londinium decided to take back its place in the international community.

Consul Andrew Stark, on that particular evening, stood inside the reconstructed Parliament Spire, in front of a gaggle of reporters in the press room.

"Nine years ago, the Londinian civilization was pushed to the brink of extinction," Stark began calmly. "The barbarians of Automagfreek sought to destroy us entirely, sought to crush us, to break our spirit, to kill us all during their ghastly Vivicide. They have failed, ladies and gentlemen, and British Londinium, as always, endures. It brings me joy to announce that the Londinian Commonwealth can rejoin the international community. At this time, I invite our geopolitical peers to reestablish normalized diplomatic, economic, and military relations."

We would like to establish an embassy with the nation of British Londonium.

While relations between our nations have been strained, to say the least, in the past, we now look towards a chance for a brighter future, one of peace and interdependence, of freedom, socialism, and prosperity. One where the Londinium Crown and the Echo Republic can coexist in peace, and, perhaps friendship. We have arranged for Ambassador Tyler Lee to be flown into British territory as soon as you would request it. We mourn as well the Freekish destruction of culture and nature, such a horrible offense against Terra will not go forgotten. To ensure our mutual benefit, there has been set up a Londii fund to help with any finances you may need.
