The Pan-World inter-National Alliance of General Economic prosperity
PWNAGE

An alliance dedicated to the economic prosperity of its members, the security of their economies and the protection of trade routes and shipping operated by those nations. PWNAGE is organized around the following ideals:

1. Prosperity
All member nations are entitled to seek prosperity in whatever way they see fit. Member nations will assist each other in times of extreme crisis, as it is recognized that in a world-wide economy a single nations trouble may affect others.

2. Security
Member nations are entitled to rest assured that they will not be harassed, subjigated, destroyed, or otherwise molested by other nations, alliances, pirate entities, huge sentient energy crystals, or other malificient or aggressive organizations or entities.

3. Sovereignty
PWNAGE is, primarily, an economic organization. The alliance will not interfere with, or impose restrictions, qualifications, or make demands of, the goverments of its member nations, UNLESS those governments interfere with the other ideals of the alliance. Member nations are free to make whatever political choices they wish in regards to their own nations.

While achieving perfection in all three of these catagories would be impossible, PWNAGE will strive to ensure that the best possible mix is achieved.

Alliance Constitution:

I. No member nation shall interfere with another member nations economic or political activities, directly or indirectly, or assist other parties to do so. This includes the funding of revolutionary groups, political parties, etc.
Ia. The exception is when the current standing government of a nation requests funding. 'Standing Government' being defined as the current political group holding at least seventy percent of the nations territory.
Ib. If two nations are formed due to revolutionary activity, they will both be considered part of PWNAGE unless one or both opt to withdraw, in which case the constitution no longer applies.

II. Member nations are encouraged to establish free trade with each other, and to minimize import/export restrictions to a point which they feel does not compromise state security.

III. Member nations will make all reasonable efforts to exterminate piracy within their regions of influence and along the vital trade routes of the world.
IIIa. For this reason the Trade Security Forces will be created, consisting of armed civilian volunteers and military ships contributed by member nations. These forces will assist other other state security forces, particularly in disputed or unclaimed regions. The TSF will work only with local police or at the request of local governments, and will abide by local laws and restrictions in their efforts to combat piracy. If a nation does not wish a TSF presence in its waters, then it will not be required to accept one.

IV. While not a military alliance, it is recognized that a war against one member of the PWNAGE is a threat to the prosperity of all members, and as such members are strongly encouraged to defend fellow alliance members. This is not required, however, participation will be rewarded.

V. No single nation shall have authority over the entire alliance, the TSF or any group or part of the alliance formed afterwards. All matters of importance will be handled by a vote of at least 1/2 the total membership of the alliance. Matters of internal affairs may be passed by a 1/2 majority, matters pertaining to external policies and practises, and modifications to the Constitution, must pass by a 2/3 majority.

VI. PWNAGE recognizes all member nations right to maintain an individual currency, however, in the interest of simplicity, member nations must recognize the Universal Standard Dollar (USD) as a legitimate currency and make reasonable accomidations to allow persons within their nation to use it for transactionsl, or at the very least to conviniently convert it to national currency with a minimum charge.

VII. In the interest of security, member nations may make inspections of other nations ships which make port within their boarders, and illigal cargos, contraband, etc., may be siezed provided that cargo was intended to be sold within the boarders of the nation in question. If the ship is 'passing through' then the cargo may not be siezed unless proof is presented stating that the cargo was intended to be solid in an illigal manner.

VIII. Nations acknowledge that improving the sustainability of the planets natural resources and its habitable lifespan are benificial to all. In view of this, nations are requested to assist each other in the development and implimentation of systems which will increase the planets lifespan, as well as to engage in, where practical, environmentally friendly methods of resource extraction and processing.

IX. All nations are recognized as equals, regardless of population, nuclear capability, the size of any large, steel, phallic objects they may possess or any other attribute of a nation. All members have the right to vote, and to conduct their nations as they please.

X. A nation may leave PWNAGE at any time and not be subject to any penalty save those incurred by the termination of PWNAGE reqiured free commerce.

The Holy Empire of Zaheran would be honoured to join PWNAGE. We congratulate the nation of Aperture Science for their willingness to take the initiative in creating economic prosperity for the nations of the world(and more importantly, their leaders). We believe that PWNAGE will be a lucrative affair for all those involved.
