Delpin Hyit had been anixious over night as the elections were taking place, he had not slept well, he was still getting used to living in Dolphinea Palace, a very moderate climate as opposed to the sub artic of New St. Petersburg, or the sub tropical of Neo Savanna. While the reformed new government gave the Arbiter a lot of power, most of the power still lied with the Senate, and the elections for senators had been last night, and
Delpin awoke to find that these elections would change things quite a lot. As he began to read the newspaper head lines, he read:
“The New Socialist Senate of the Confederacy.”
Delpin was taken aback. To say the least. The Socialists now controlled 60% of the Senate, more than the Confederate Party, which controlled 20%, about another 20% was controlled by the Independent party. Hyit himself was an Independent.
The New Arbiter Pro Temp of the Senate had this to say a his inauguration,
“Our reforms will take time, yes, but they will happen! We will hear the peoples’ call! They have spoken with their votes! We will make this nation a Democratic Socialist state!...”

God damn Parties and all that they stand for! he thought.
The Empire was likely the largest democracy in the world that had no parties, and the concept of a political party was alien to the common Kiravian.

Aye. I thought it was "Eco-Socialist". My bad. I'm not über-capitalizt either. THe EMpire has lots of state-run industries, subsidies, sate corporations, and state-backed firms. Strict environmnetal controls exist as well. But we're still a capitalist state.

The New senate today made its first action to address the 14-year-olds selling lemonade without government control, though it did not pass in its original form, a modified version which allowed the continuation of the lemonade stanes, but the owners must report on all rescources used and profits made to the government.
Second, the senate proposed a new flag to symbolize the new government, a red field with a golden dove near the far edge in the corner, symbolizing the freedom in daily life the new senate will provide the people. This legislation passed by a 90% margin.
Also, average citizens were polled on the new flag as well, some of the responses were:
"I definitely support it, the old flag was for the Echo Federation, which is no longer, the government has reformed its self since the civil war, we need a new flag. And this one is AWESOME!"
"I say we need a new flag, but, why not the old one, back before the civil war, I liked that one best."
"We need a new flag, but maybe not this one, look here, I have several designs..." said the citizen pulling papers from his pocket.
"I must agree, we are now officially socialist, but thats not the only reason to like this flag, the dove symbolizes nature, and we all can agree on nature and its greatness. None of our old flags really showed that."
The next morning, a flag rasing ceremony was held, Two Generals raised the flag, one pulling it up and the other tossed it into the wind. It did look very nice flying in the autum wind and the bright sun.

This is a very intresting proposal; some of our engineers have though on this subject as well, and several designs have been made in the field of caseless weapons, and a compost based explosive has been devloped, but it does not work well, and most of the caseless weapons remain in the design phase. We would be very intested in continuing research with you. We have sent some engineers away on an airplane toward your nation as we speak.

OOC: I could not find a valid reason to reply to this Communiqué from my half since Pictavia would likely have never seen it. In any case the Pictish Military already uses 4.85mm Imperial, 6.25mm Imperial, 6.45mm Scarlet and 9mm Imperial rounds by Polaris Arms, Inc. (http://forums.jolt.co.uk/showthread.php?t=522384), all of which are caseless.
On a similiar note, you may find funding for this project from the Utopian Commonwealth as a whole (See my signature; As of this moment the UC is myself, Echo and Kirav).

The concord jet screeched at the runway, in a flurry of squealing tires and down spinning turbines. The Flag on the side of the plane had been hastily vyniled over. Delpin stepped down onto the tarmac and was followed by a sparce security detail, Echo Isladers felt quite secure in the Empire.
Governor Peale Oceanlife saluted the Arbiter, and greeted them in Arkik,

"Why don't we pick him up and go and have a quick lunch in the city. It makes for a nice reunion and tour all in one; what do you say?"
"Aye, sir." Oceanlife answered.
He led the Arbiter to an ethynol vehicle, and they drove through Greysand. They passed theatres advertising upcoming Echoese films, Kiravian-style architecture, and several signs printed in Arkik, Coscivian, and Arkosciv(A mixed language that developed in New Harbour's larger cities).
The vehicle pulled up to a tall, beige building.
"This is the Everest Courtyard" he explained.
They took a nelevator to the fifth floor to room 547.
Oceanlife knocked, "Sèr Davis? Arbiter Hyit is here to see you"
Davis opened the door, and greeted them.

"By God, Delpin, its good to see you!" LJD called, as if Delpin was distiant.
"Same to you..." said Delpin, he extended his hand to be shaken, but Davis gave Delpin a warm embrace. Delpin laughed slightly, "should have been expecting that." As he returned the embrace.
"Ah, and it is good to see you as well again Oceanlife." He turned back to Delpin, "and wow, I've heard about every thing that's been happening, and I must ask, why can't I ever be home when the fun's happening?"
"I don't know, but Sèr Oceanlife and I have made plans to go on a short lunch before heading back to Echonia*"
"Sure, I could eat. Let's Head out." As they did.
"Sèr Oceanlife, I say that you pick the location." Said Delpin.
*Echonia: term used to refer to the Far Echo Islands, and its territories.
"I'd be honoured, sir. There's an excellent café just up the street, and their food is delicious, yet substantial enought to last you the flight back to Echonia."

It was at this point that Proconsul Bremer made his decision. He ordered small divisions of troops to patrol the major airports throughout the islands.
Thirty F-22s were also sent into the air. They would patrol the skies for the plane carrying former Grand Arbiter Lee Jackson Davis and direct it towards one of the airports. Davis would then be arrested at that point and his fate decided.

Davis took a sip, he blinked, swirled the beverage in his mouth for a moment, swallowed and smiled. He took another sip. "Unlike anything I've ever had. But good."
Thw waitress flashed a slightly interested look at this important Echoese man. Who liked mèla! An interesting note. With the exception of the Governor, few of the numerous politicians that came here from time to time favoured it. Interesting....

North Idlewood Proving Grounds, 15 kilometers outside the Transmetropolitan District
The single runway was typical of this type of place where only on occasion would anything larger than a Cessna would land. It had an extension that was added only last year, and indeed 3 small planes were next to it.
Men waited on the ground, security guards patrolled the area, and the skyscrapers of the Transmetropolitan District dotted the skyline from horizon to horizon. The smog layer hung like a permanent brownish fog as advertising blimps flew in between. Every so often a helicopter would move through the fog and it would clear temporarily only to close back up.
Representative Andrea Peace waited nearby inside a tent. She could just make out the plane in the distance, a speck atop the smog layer. She shuddered slightly at the thought of the smog layer, of the dozens of air purifying stations built into rooftops trying to undo 50 years of unimpeded industrialization. It may take 50 years, but to see 'The City' as most people called the Transmetropolitan District in its fullest without the disgusting shit-cloud hanging around it would be worth it.

An older man proceeded out in a traditional aqua officer’s uniform. He bore a patch reading EMC, for Echonia Marine Corps. The Silver Ring Seal badge that adorned his his collar was an indication of the rank of Colonel in The Far Echo Islands.
"Hello," Began the Marine, trying to disguise his disgust at the air, "I am Colonel Lightsev, This is Captain Avera, gesturing to the man on his right, and this is Commander Dadvak, We are all pleased to meet you." Lightsev extended his hand to be shook.

Interesting family too, incase you didn't know, I'm just the son of an average couple from a poor fishing village in the west, on California Island. And, allergic to roses, can't say I've ever heard that before, but it is certainly a good thing to know! And inscents, eh, never cared much for 'em one way or another." replied Delpin. "What might be a good way to, I don't know, keep in contact with her?"
Meanwhile, Davis tried not to look too hungry while he swallowed salivation that his mouth was generating from the smell of the baking goods.
"Really? I, too, was born in a fishing village, in the West Runkirr Ocean Colony. [See "Peale Oceanlife" on NSwiki.]. We've not got much of an elité.
As for keeping in contact, I think she may have solved that for you" he said as Florasia returned with a plate of pastries. Under the plate however, was a slip of carbon paper with a sequence of Coscivian numerals written in violet ink. As she set the plate down, she slid the number under Delpin's wrist.

Delpin glanced up at a Florasia, they met eyes for a second before she walked off again. Delpin smiled, the light seemed to enhance his light green eyes and young, dark, clear skin, his dark blonde hair was also tossed just so that it looked quite fashionable. Slowly, Delpin reached for a pastry, and took a large bite.
Davis broke the silence, first with a gulp, then he said, "I was born in La Bestia City. That's why I am fluent in Spanish." (Frio Island was a Spanish Colony until 1990)
"Ah..Spanish. Quite an interesting language. I never learned much of it, unfortunately. They didn't teach it much in Xirya. However, I did have a friend in the now-dead nation of Los Rateros who spoke it.", Oceanlife continued with the change of subject as he took a danish, "It's actually quite saddening how few non-Coscivian languages are taught in Imperial schools."

"I apologize for the environment, this is the best proving ground we have and 'The City' is getting cleaner. It takes a long time to undo 50 years of damage."
A group of M998 Humvees drove up, their open tops let the wind in. They were 15 kilometers out, the nearby mountains brought down breezes that made things refreshing. The drivers wore matte black suits with blue-gold patches and M12 'Venoms' strapped to their sides. "Ah..Spanish. Quite an interesting language. I never learned much of it, unfortunately. They didn't teach it much in Xirya. However, I did have a friend in the now-dead nation of Los Rateros who spoke it.", Oceanlife continued with the change of subject as he took a danish, "It's actually quite saddening how few non-Coscivian languages are taught in Imperial schools."
"Huh, I never knew that about the Empire. Our schools teach a variety of languages depending on what region you are in, usually Spanish in the north, Dibujarki or Cherokee in the West, and mainly Coscivian and a few places offer Indian in the east. We have done our best to make foreign language very comprehensive in Echoese schools, childern begin the program in 2nd grade and continue with the language of their choice until the 12th. To be frank, looking at all the influences on our nation, I'm supriesed Arkik is so standard." Said Delpin.

Representative Peace smiled and stuck out her hand. She was hired due to her strong sense of intuition, her approachability, and her attractiveness. She could feel the Colonel reacting to the sight of the smog. Smog layers seemed natural over large cities these days, especially in heavily industrialized places with no respect for the environment.
"I apologize for the environment, this is the best proving ground we have and 'The City' is getting cleaner. It takes a long time to undo 50 years of damage."
A group of M998 Humvees drove up, their open tops let the wind in. They were 15 kilometers out, the nearby mountains brought down breezes that made things refreshing. The drivers wore matte black suits with blue-gold patches and M12 'Venoms' strapped to their sides. Lightsev did his best to grip the ambassador's hand firmly enough to give reassurance, but daintly enough to respect her femininity and power. Though she seemed to be quite nice as a first impression.

"Aye, you see, that's the problem. The Coscivian language family is just so big and diverse. Regions of Kirav, different colonies, different ethnic, tribal, and ancestral groups, even different cities, will have their own language. For example, I am a native speaker of Kalistan Coscivian, but I know Kaskev Coscivian, Xiryan Coscivian, Iveronian COscivian, and, of course, Arkoscivian. It takes varying degrees of effort to understand different Cosciv languages. We do have Standard Coscivian, but that's only for Imperial-level government work, and only about 30,000 people speak it natively, but most of us can easily understand it."

"Aye, quite a language there, impressive everything can be so different but, still similar enough to work togather." Stated Davis as he swallowed a danish. "Aye, is there any chance I may get some regular cold milk, I've drank most of my méla and I don't feel much like another, though they are quite good." Davis finished.
Delpin was suddenly fiddling with something in his jacket pocket, and it seemed to be making a subtle vibrating noise, "If you don't mind, I must excuse myself to the restroom. This may be urgent." He said gesturing to the phone like device.
"Go ahead, Delpin. Florasia? Could you bring some cold milk, please?"
The waitress hurried over to the table. Her expression dropped when she saw Delpin's empty seat.
"Thank you, Florasia."

In the bathroom, Delpin had this conversation in secrecy:
"Clearance code Bottom of the ocean."
"Clearance confirmed Dolphins are free."
"Good, Arbiter, we may have a problem." the Caller was Sectary of Defense Luke Smit.
"Ah, what, and now of all times!" Delpin replied dreading the conversation.
"Akimonadite planes have been caught on radar, just glimpses, their stealth, I'd gamble F-22's."
"Any Idea what they're doing?"
"Negative, please advise."
"Well, crap, I don't know, but make sure that there are our planes in the air when I am coming home. If its Akimonad forces acting on their own without consenting, its probably bad."
"Understood, Wilco."
"Dakase*."
"Arbiter, I hope it is not you who should be being whised dakase."
"Me too." and with that Delpin ended the call.
*Dakase: literally translated it means simply good, however, it has came to mean and in this context, means goodwill, good luck, and goodbye.
Delpin strolled back out into the dining area casually, hiding the stress he now faced, and as he sat in one smooth motion he sat, pulled in his chair, and grabbed Davis' milk while saying "I could use some milk." and proceeded to take a sip.
Davis' distraught expression said volumes with out a syllable.
OOC: I'm back. And I just so happened to be vistiting "Clearance code Bottom of the ocean."
. I went diving in La Florida. Unfortunately, I did not get the chance to meet any dolphins. Oh well.

"Nothing, just, it'd be nice if we could get some more milk, is all." Davis said plainly.
Florasia reappeared with a pitcher of milk.
"Thank you, ma'am." Oceanlife said politely, "It's quite amazing how quickly this colony developed. We didn't have milk for the first few months. Or fresh vegetables. Or sugar. But yet, here we are, with all of that."

"Amen to that!" said Oceanlife, taking a swig from his glass.

"Indeed." Davis took a large swig of milk and sat back.
Delpin's stomach wrenched a little at the stress that the pastry plate was almost consumed now, and he was concerned about heading back home. Akimondite forces in the air, that could not be good. He made no outward evidance of this though, he stayed calm as always.
"Well then, gentlemen, this place closes for the Second Autumn Festival in half an hour. Do you have need for more?" he said as he removed several saars from his pocket.
