Ok. But be fore-warned hat the Black Cerebrum is very elusive. It has a fully functioning front/fake agencies that operate almost exactly like the Black Cerebrum. You will have to do some major infiltration work to know where the real Black Cerebrum is really located...

I will give you a hint In Arvin pocket you will find his cell phone. If you do a back trace you will find that it comes from the nation of Skismire. I got a hold of him last night and arranged that the fake functioning agency would be located there.
