December 19 1997

__The United Empire wishes to announce to its citizens and to its esteemed neighbors that it is becoming an Atheist State. The imperial government of His Excellency, Emperor Konrad, has requested that all religious gatherings and their associated rituals be held within the confines of the Designated Religious Freedom Zone [DRFZ].
__The following measures will hereby be taken by orders of His Excellency:
1: All religious text and religious teachings outside of an academic context are officially banned from all Imperial schools.
2: All religious gatherings of more than three individuals [Citizen or Foreigner] outside of the DRFZ are hereby banned.
3: All religious holiday's will cease to be recognized by the Imperial Government.
4: The position of Grand Patriarch of the Church is hereby ended.
5: All religous text and symbolism is hereby banned from Imperial Administrative buildings and the Imperial Parthenopaean Armed Forces.
6: The Emperor and his family have renounced the code of Divine Right by will of the God. The Emperor rules by his own right; Parthenopaea is a hereby a secular state.

Failure to adhere by these laws will result in heavy fines and potential imprisonment depending on the severity of the infraction for legal citizens and immediate deportation for those individuals with a tourist visa or who are citizens of another sovereign nation.

His Excellency,
Emperor Konrad Gaerris

Imperial Foreign Minister,
Johann von Trisch

Imperial Defense Minister,
Sebastian Haezelbach

[OOC: Note: I quickly drew the map to indicate where the DRFZ is. It is the area on the edge of the map cut off from the mainland by the Raidek River. It has one major city, Aedria, which is the historical seat of the ancient Patriach's (one of the many reasons the government chose this location for the DRFZ). I will provide a more detailed map later on.]

Official Response from the Free Republic of Kahanistan

Long ago, we have thrown off the shackles of religious theocracy and embraced secularism, and are now a secular republic. However, while our government does not promote a particular religion, we do not interfere with the free practice of religion.

While we congratulate the Emperor for disclaiming a divinely ordained right to rule, we must make our feelings known on the issue of banning religious practice, or interfering with church affairs. We hope that the people will be allowed freedom of association, including the right to associate with people of the same religion.

Signed,
Dr. Khalid bin Abdullah al-Omari,
President of Kahanistan

Imperial Response to Kahanistan

The government of Parthenopaea would like to thank you for accepting the Emperor's dismissal of the order of Divine Right. As to your question: association between different religions is a nonissue in the eyes of the Imperial Government, our goal was to abolish nation-wide religion and form a totally secular state. Because the emperor does not wish to alienate the greater part of the country he has set aside quite a large area of land for the sole purpose of religious practice and as a home for those who wish to live by a theocratic code under the Patriarchal Christian Church. Those outside of the DRFZ are allowed to practice their faith in the privacy of their own home; religious mass is, however, banned outside of the DRFZ. As is any religious gathering exceeding three individuals.

Thank you,

Imperial Foreign Minister,
Johann von Trisch

We would like to express our feelings on your recent decision to ban religion outside of a specific zone. While we support you in achieving your neutrality of religion, we also applaud that you do not ban religion entirely. We must say, however, we would like to keep an eye on the situation. If we feel you are overstepping the boundry of which you set, we feel that we would like to warn you that we will do what we can to keep the peace within that zone. Again, we don't express disapproval, just a concearn that this could lead to radical religious men and women protesting.

The Parthenopaean government would like to assure you that religious discrimination or fundementalism [radicals] will not be tolerated and the Parthenopaean Home Defense Guard is always on watch for just such an event. The Imperial government would also like to extend an invitation to East Lithuanian diplomats who wish to observe the region for themselves. If your sovereign nation decides not to send diplomats as observers we will keep you informed of the status of the area at all times as part of your wished observer status.

[OOC: I have been tossing around an idea in my head for a while now and I want opinions on whether or not this would make a good RP...

Because there are millions of really religious people in Parthenopaea, and they now feel alienated despite the Imperial Governments best attempts to not cause this feeling, they are now looking to the former Patriarch of the country. (Former because the position has been declared void, but the people ignore this). They subsequently convince the Patriarch to take control and declare the DRFZ an independent country and an armed struggle breaks out between the Empire of Parthenopaea and the religious fanatics who believe they are fighting an oppressive regime in order to preserve their religious beliefs.

Parthenopaean citizens are free to worship as they please so long as it is in their own homes and not in public groups exceeding three people. The fact that you have outlawed religious gatherings in the mainland Parthenopaea is a violation of human rights. Governments should not interfere in the day to day lives of its peoples. Some Parthenopaeains may not have the wealth to travel to your so called "Designated Religious Freedom Zone". What can these people do then? This is, whether you deny it or not an attack on human civil rights.

Nein! The Imperial Government is not attacking civil rights at all. Parthenopaea is attempting to set up a Secular State free of religious intolerance. We have not denied our people the right to worship or even gather in religious groups; we have simply set a limit to how many may participate in a religious group in order to prevent religious fanatical demonstrations that would likey occur had we not done just that. I highly doubt a Parthenopaean Citizen could not afford a train ride to the DRFZ; and if they can't, then they have larger problems than religion and should be devoting their attention elsewhere. Again, the Imperial Government declares your remarks slanderous! Cease and Desist at once!

It seems in every statement your contradict yourself. You claim you are not reducing civil rights in one sentence, but in the next you admit you are putting "Limits" on religious gatherings. This is the attacks on civil rights I speak of. As I have said time and time again, government should not interfere with the lives of the people. We would like to enquire as to the status of our citizens in your country. In Vetalia, business and commerce have subtle religious overtones and so our citizens are likely to view these activities, be they accounting, finance, logistics or any other aspect of running a business as such. I personally subscribe to these beliefs and so am technically involved in a religious role as this is being written.

In addition, this belief system applies to investment and purchases of material goods. We would not want to endanger our citizens' personal beliefs, your economy, or the status of our citizens in the Great Treasury, so we would need some clarification in this regard.

The contradiction as you so elequently put it is a protective measure to defend against the potential bloodbath that could occur had we allowed large religious gatherings. Demonstrations have a sad tendency to spiral into a riot at which point the order of live rounds being fired into the crowd to end the riot is likely. We have set a limit on the number of people permitted to attend a religious gathering for the protection of not only Parthenopaean sovereignty but also for the protection of our people. Because we wished to avoid this, we set aside a very large section of the country where our citizens may practice their religion as they wish, when they wish. They can also worship when they wish, and how they wish, on the Parthenopaean mainland so long as it is within the confines of their own home.

Your citizens will be treated as first class citizens just as native Parthenopaean's are. They may practice their religous beliefs (if they involve sacred rituals, etc...) within their own homes. If they wish to have a religious mass or something of the sort, they are free to travel to the DRFZ. If their religious beliefs apply only to things such as finance and are not clearly religiously based than the Imperial Government is willing to make an exception. As Vetalian beliefs apply to economics as you stated.

The Ministry of Foreign Affairs
Citizen Herb Northstorm, Secretary of Foreign Affairs

First of all, the president of our nation, Citizen Mattias Norheim, personally congratulates your nation for establishing that religion has no place in government, and renouncing such superstitious beliefs.

However, we see that the relegation of religion to a large area has caused some problems. Seeing as how the minority of religious people was granted a substantial amount of land, and seeing as how (assuming your religious population is christian) "jesus" "himself" (in quotes because our nation does not recognize the existance of such a man) was against churches, we see no problem with this(*1).

(*1 47 But Solomon built a house for him.
48 Yet the Most High does not dwell in houses made by human hands. As the prophet says:
49 'The heavens are my throne, the earth is my footstool. What kind of house can you build for me? says the Lord, or what is to be my resting place?

Acts 7:47-49

5 "When you pray, do not be like the hypocrites, who love to stand and pray in the synagogues and on street corners so that others may see them. Amen, I say to you, they have received their reward.
6
But when you pray, go to your inner room, close the door, and pray to your Father in secret. And your Father who sees in secret will repay you.

Matthew 6:5-6)

However, we would like the conflict to be avoided. To that end we invite your nation to establish an embassy in our nation, and we will grant you a Free Trade Agreement. Furthermore, we warn you against angering your population, and then forcing them into the same general area, with a lack of major cities, where they will end up jobless and full of malice.

We suggest allowing churches a once a week service, lasting 1 hour, during which people may gather. However, you may choose to ban people from actively recruiting members amongst the population.

In this way, you avoid infringing on the freedom of assembly of your superstitious citizens, deny them a large anti-government concentration, and save your economy from millions of people having to move to a specified area in order to practice freely.

In addition, the USSY is willing to accept, as citizens, any of your religious folk who so choose to move out of their country. Furthermore, Yanitaria would like to lend your nation 1,000 Special Weapons and Tactics Officers, armed with non-lethal, and less than lethal weaponry for the purposes of training your policemen with LTL weaponry, riot control tactics, and non-lethal self defence. Finally, we will be willing to donate LTL and NL weaponry, as well as provide the SWAT officers and training free of charge.

Wishing your nation well,
Citizen Herb Northstorm,
Secretary of Foreign Affairs,
The United Socialist States of Yanitaria

(OOC: The RP would be a good idea, but it seems a little overdone at the moment. There are 2 threads, one that is very popular, running the whole "Intolerant religious group" thing, and a simple twist on who is being intolerant is probably not going to be enough. Btw, those are real bible passages. I studied christianity and islam before throwing them both out as stupid ideas)
