OFFICIAL DECLARATORY ANNOUNCEMENT OF THE IMPERIAL FEDERATION OF THE MONAVIAN EMPIRE
OUT OF CHARACTER AND IN CHARACTER
OUT-OF-CHARACTER PORTION:
ABOUT MONAVIA:
The Imperial Federation of the Monavian Empire is a newer nation to NationStates, being founded in July of 2006. Since then, it has played no part in international politics or used a forum. After finally being able to establish forum use, Monavia is about to become a part of this forum and use it. I, the player behind this nation, and who controls it, am very pleased to discover the wonderful world of NationStates, and to use this forum.
ABOUT THE NATIONAL FACT BOOK:
As many players may know, nations create fact books to list and compile data and information about their nations. Monavia is no exception. The fact book of the Monavian Empire contains various types of information about my nation, as well as things for other nations to use as a reference guide. It should be understood that this fact book contains current data, as of 2007, and will be revised once every year. The next revision of the fact book will be next year.
ABOUT THE NATIONAL CONSTITUTION:
The Imperial Federation of the Monavian Empire has its own constitution, and its own laws. The constitution is the framework of my nation’s laws, and I use it as a guide for planning forum-related actions. The national constitution is more than just a personal reference guide, it also can be used a guidebook for other nations and their controlling players to understanding my nation and its laws. My nation’s constitution has its own history, which can be read at any time as of a later date.
ABOUT NATIONAL POLITICS IN MONAVIA:
In my nation, I have my own complete political system, the basic plan of which I have laid out in my national constitution. My nation also has its own political history, which is to be determined for the present. My nation’s basic political data can be found in my national fact book, as well as in other sources, such as my national constitution.
ABOUT ECONOMIC INFORMATION:
My nation has its own distinct economy, and it also has its own economic system. My economic system and rules for the same are found in my national constitution, as well as my fact book. My economy runs like any other economy on NationStates in the regard that it is totally up to me as the player to decide how it is run, however it has been made to function in a realistic manner, and does attribute its design and workings to modern real-life economies. All nations are free to look up economic information in my fact book.
ABOUT MILITARY INFORMATION:
The Monavian military exists as a part of the Monavian Empire, and it is an important part of the nation’s sphere of influence. It is currently on peacetime standing as of the time that this announcement is written and posted, and it has much potential power. My nation’s military information is located in my fact book, and also my expenditures and government spending and budget concerning the same may also be found there.
ABOUT ROLE-PLAY AND IN-CHARACTER ACTIONS:
Despite a current lack of role-play experience and experience relating to forum use, I do have knowledge about how to use a forum and how to role-play. I hold myself to strict standards of decorum and behavior, and I do not engage in vulgar or slanderous behavior. I expect all nations who wish to role-play with me or talk with me via the forum to hold themselves to some standard of respect and good will. That standard is totally up to them to choose.
I respect all other nations and their decisions to do whatever they are entitled to do. I wish for a friendly time and relationship with forum users in regard to their in-character actions.
ABOUT THE NAMING ISSUE:
Due to issues that have arisen at the beginning of my time playing the game, I had an issue with naming my nation. Out-of-character, my nation may be referred to as “the State of Monavia”. In-character and on the forums, my formal nation name, for role-play purposes is “the Imperial Federation of the Monavian Empire”.
IN-CHARACTER PORTION:
JOINT DECLARATION BY PARLIAMENT AND THE MONAVIAN IMPERIAL MONARCHY
The government of the Imperial Federation of the Monavian Empire wishes to establish contact in any and all forms with foreign nations. By a joint declaration by Parliament and the King and Queen, the government and citizens of the Monavian Empire have expressed a desire in recent times to meet with and establish formal contact and relations with foreign nations. The government and people of this nation have decided that after some deliberation, that the establishment of contact and relations with other nations shall be a part of this nation’s new agenda for the future.
Because of the various challenges raised by attempting to find contact with other nations, a web site was created and placed on the global Internet to show other nations this nation and its people. We the people and government officials of the Monavian Empire do by these presents wish that foreign nations will send us their contact and information so that international relations may be established. It is therefore decided that this nation will send this message to all nations of the world for their examination and judgment. They may choose how they wish to think of this, and act upon it.
It is therefore decided by this joint declaration and resolution that a diplomatic contact message shall be sent out to all nations so that they may know of us and contact us.
Executed by order of Parliament and the Monarchs, this twenty-seventh day of October, 2007.
Signed,
His Holy Imperial Majesty Charles IX
Her Holy Imperial Majesty Elizabeth VI
His Excellency Richard Hanover II
The Most Honorable Thomas Vanderbilt
The Honorable Elena Crocker
His Supreme Honor William Franklin
Her Honor Agatha Stockton
Attest, Secretary Richard Jackson
OUT OF CHARACTER: I look forward to using the forum and working with other players and their respective nations to make the forum a better place, and to role-play with them.

OUT OF CHARACTER: What I plan to do is first meet to see if we are able to officially establish relations and then, if successful, formalize these relations. Once that has been done, we may talk about creating trade pacts and other international agreements. We will then be able to accomplish other diplomatic actions as well.
I suggest that after I send my initial delegation to your nation and to other countries such as Stoklomolvi, Kurona, and Shiloba, you all send delegations to my nation to meet to formalize our currently forming relations.

OOC: First off I'd like to welcome you to the NS forums. Now that that's done, let me give you some advice:
1) You don't need to write out "out of character" or "in character". Simply writing "OOC" or "IC" will do just fine and it keeps people like me from being annoyed or simply confused at where your roleplay is taking place.
2) Tone down on capitalization. Since this is online, capitalization is usually reserved for when a person is angry or, as you used it appropriately in your first post, trying to define a subject or section (a.k.a. A Factbook about your nation; and even then you can not keep it all in caps and just underline it or put it in bold).
3) Your sig, while very enthusiastic, is...well, to me personally, a bit much. Don't think that since a few people have outrageously huge lettering means that it gets read more. on the contrary, most people just find it annoying.
To illustrate what I mean I point you to this thread: Link (http://forums.jolt.co.uk/showthread.php?t=542017); which is very well done.
4) Have fun.

To the The Right Honorable Frank Carter, Minister of Foreign Affairs,
His Majesty, King William V Salisbury, has recently written a most courageous proclamation, and it is of great urgency that your heads of state review and sign it. The document I write of is the venerable LEX SALISBURGIUS REGNUM XXVII (http://forums.jolt.co.uk/showthread.php?t=542068), and it is constructed to curtail the malicious scheme of the vile heresiarch, Archibald.
His Majesty will be much obliged to your government for your endorsement of the decree. He hopes that our accordance and respect for the law will strengthen the amity of our states.
Signed,
The Rt Hon. Jan Sebastien, Lord Chancellor

To the Right Honorable Frank Sebastein, Lord Chancellor of Cotenshire,
This news of such important events is most unexpected and sudden. It is most unfortunate that such events as this could have transpired within Cotenshire. Despite this, your plea for foreign assistance shall not go unanswered. This message will be forwarded to Parliament for consideration and if given a positive and valuable opinion, it will subsequently be given over to the King and Queen for consideration.
As no formal state of diplomatic relations exists between our two nations, it is furthermore unfortunate that in light of your current state of affairs we cannot do much to help at the present time. If formal relations can be established with you, we may be able to send any help required of us by our sacred honor, and we may be willing to have a treaty signed within a month.
We extend or sympathy to your people and to your present ruler, King William V Salisbury, and we will continue to extend our good will and friendship to you in the future.
Until then, it is suggested that you send information to us so that we may send a delagation to your country to discuss diplomatic relations and the current state of affairs. If you accept our offer to send a delagation, an ambassador and the associated staff members will be sent to you to rectify the situation.
After this can take place, should it happen to do so, then you may send a formal delagation to us to formalize relations between our respective countries. If all of these things can be accomplished, then we may talk about the signing of a treaty that may be of service and assistance to you.
Besides being willing to sign this document, should our diplomats be permitted to meet, we will be willing to extend a treaty of good will and friendship to you and also pledge monetary aid to you.
With regards,
The Right Honorable Frank Carter

While some consciousness in the back of the King’s mind was comforted by Mr. Carter’s kind words, his sanity was at present in the grip of a powerful nervous breakdown. All His Majesty cared about was achieving his first signatory for the LEX SALISBURGIUS REGNUM XXVII, and he had fully convinced himself that one signature would open up the floodgates for others.
Action was needed now, and the fact that the Monavian diplomats acted prudently and hesitantly disturbed the King. On the night that the King had heard the grievous news, not long after he drafted the LEX SALISBURGIUS REGNUM XXVII, he had ordered the stationing of four divisions of soldiers outside of his Caen residence. One of the regiments had looted and raped a town they passed through in transit, which caused great anxiety among the barons of the surrounding countryside. Pressure was coming upon the King from all directions to attain some measure of stability.
The King first read Mr. Carter’s response one night when Lord Sebastien came to him with it. “My Lord King,” began the Lord Chancellor in deference, “You were not at the hunting grounds today. May I inquire as to why?”
As the King started up to close the curtains on his chamber, the sheer exhaustion of his manner startled the Lord Chancellor. “I have been attending to letters that shall be sent out to the reeves of the southern provinces,” responded the King. “I am certain that if my brother is still in the country, that is where he is hiding.”
“But My Lord, do you not think you are too quick to draw these conclusions? I do not mean to be so contrary, but we have heard nothing yet about Archibald since he first escaped.”
The two debated further before the Lord Chancellor submitted to the King the Monavian response. The King agreed to seek an audience with a Monavian delegation, if only to distract him from his burdensome work, but also with the slightest hope that the Monavians might acquiesce to his wishes of furthering his LEX SALISBURGIUS REGNUM XXVII.
To the Right Honourable Mr. Carter, Minister of Foreign Affairs
His Majesty is greatly indebted to you for your offers of aid in this time of need, and believes that he can only begin to repay you by hosting your proposed delegation in the splendour of his court.
The aforementioned delegation shall arrive in the Dominion at any time, although for our meeting to be the most efficacious, it is recommended that your delegation arrives by aeroplane in Caen. Such is His Majesty’s gratitude that he grants you full utilization of the Royal Aeroport and all of its facilities for storage of your aerocraft.
The delegation may contain any composition of diplomats that you deem prudent, although His Majesty requests that among them be at least one plenipotentiary of your head of state.
His Majesty also understands your reluctance to commit to any foreign enterprise so early in our relationship, although he wishes to remind you of the gravity of his situation. Should Archibald seize the crown upon the His Majesty’s death, he will rain upon the globe a holocaust of such terror never yet achieved or imagined. The immediate remedy to this otherwise devastating scenario of Armageddon is the enactment and recognition by the world’s major powers of the LEX SALISBURGIUS REGNUM XXVII. It is for the sake of all of our people that this vital document be signed and its terms observed.
Signed,
The Rt Hon. Jan Sebastien, Lord Chancellor

As you have acknowledged our actions in such a kind and hopeful manner, we again thank you for your continued communication. Because of the gravity of the situation that confronts us at the present time, we are willing to send a delagation to your airport in six days.
The delagation will consist of our Minister of Foreign Affairs, an ambassador, three diplomatic officers, and two secretaries. We will also send a stenographer to record the proceedings of this meeting, and we will provide you with any document that you may need.
We will bring gifts for His Majesty the King, and will extend our wishes for friendship to you.
Monavia is a very powerful nation, should Archibald ever take the throne, we would be willing to assist the loyalist government in hopes of restoring the throne to its rightful rulers. However, it is in our best interests as well as yours that we prevent such a thing from happening in the first place.
I have received a message from the Chancellor regarding the matter. It reads thus:
To the Lord Chancellor of Cotenshire,
Your situation cannot be more dire as of late. Nonetheless, we are willing to provide our support of the decree that your government have passed.
We will send a sum of 100,000,000 Monavian Thalers (about 141,000,000 USD) to aid in the capture and arrest of Archibald the traitor.
Signed,
His Excellency Richard Hanover II
Chancellor of the Imperial Federation of the Monavian Empire
I have been asked to forward this message to you on behalf of the Chancellor.
As a further note, the delegation will arrive with a support staff and crew to pilot the airplane that they are arriving by. The delegation will be prepared to depart from Monavia in two days. Expect them to arrive in four more days.

To the Right Honourable Frank Carter,
Your gifts to us are quite astounding, and His Majesty is much obliged to your Chancellor and His Government. But even more than your offerings of wealth, your promises of upholding Prince Peter’s right to succeed comforts His Majesty and gives him relief from this great stress. Indeed, I can not put in to words how grateful he is for your support during this terrifying episode.
Your delegation will be given the highest regard by all stratums of His Majesty’s court and their deeds for the realm shall be recognized.
His Majesty would appreciate some clarification in the message from your Chancellor. I myself believe your message was quite clear, but His Majesty is in such a nervous state at present that he simply must know of your intentions. Your Chancellor has stated that “we are willing to provide our support of the decree that your government have passed.” His Majesty wishes to know if by this decree, you mean his LEX SALISBURGIUS REGNUM XXVII. Mr. Carter sat in his office reading the letter from Lord Chancellor Sebastien, and finding his words to be a sign of good will and fortunate events, he drafted the following letter:
To the Rt Hon. Jan Sebastien, Lord Chancellor of Cotenshire,
We do wish to communicate to you that we will give your decree known as "LEX SALISBRUGIS REGNUM XXVII" our support for the present, however we cannot sign it yet.
Any treaty between our nation and any other must follow Constitutional Procedure. After our delagations have met, the decree will be submitted to Parliament for consideration. Should they concur that it is prudent to sign it, then the King and Queen will provide their signatures.
At the present time, we are preparing the delegation for its traveling to your country.Though there is much sentiment in favor of signing and upholding this proclamation, there are some who are suspicious of being involved this closely in foreign affairs.
I will arrive with the delegation to discuss the impending affair and attend the proceeedings. At present, there is talk of sending a secon delegation with ours to you to assist in the discussion of LEX SALISBRUGIS REGNUM XXVII.
Signed,
The Right Honorable Frank Carter
Minister of Foreign Affairs
As the Minister presented this letter to a courier to send to Cotenshire, he wrote a letter to the Chancellor. It read thus:
"Your Excellency,
I find the situation in Cotenshire to be a most pressing issue. Because of your legislative duties, you cannot attend the proceedings of the decree meeting. This is most unfortunate for you and those involved, but if the King and Queen come to the diplomatic meeting, perhaps fortune will grace us in this developing situation.
Signed,
The Right Honorable Frank Carter
Minister of Foreign Affairs"
Another letter was sent from Monavia to Cotenshire. It was addressed to the King himself. It read:
"To His Majesty, King Wiliam V Salisbury,
It has been decided that in light of the current affair that is rapidly unfolding, we are requesting that we be permitted to attend the proceedings along with the existing delegation.
Signed,
His Holy Imperial Majesty Charles IX
King of the Imperial Federation of the Monavian Empire
Her Holy Imperial Majesty Elizabeth VI
Queen of the Imperial Federation of the Monavian Empire"
The letter was quickly send to Cotenshire. Only time would tell what would happen next.
We here in Monavia offer our own greetings as well. Before sending any envoys to us, we would like you to show us where you are on the planet so that we may also send a delegation to you as well. After we meet, we can meet again to formalize and cement our relations with you.
As far as trade is concerned, we will talk of that later, but rest assured, we will not abandon your requests to speak about these things. We do have various trade commodities at this time for trade, however our diplomats must meet to discuss trade and international policy.
If the aboue things can happen, then trade pacts and alliances may be formed. Until then, I wish that your delegation may arrive safely at Monavian territory.
Signed,
The Right Honorable Frank Carter
Minister of Foreign Affairs
Our Nation resides in the northern Hemisphere in the latitude of about 40 degrees north by 5 degrees east. We are unfortunate to say that our exact location cannot be said, but the coordinaties above would put you in the dead center of our country. We also understand that our diplomats must meet in person before any alliances or trade pacts take place, but we just wanted to lay out possible future offers. We will also need to know the name of your capital city so we can get to your nation and discuss continued offers.

Cotenshire
04-11-2007, 02:15
William V was still uneasy regarding his LEX SALISBURGIUS REGNUM XXVII, for which he had not yet garnered a single signature. Lord Sebastien, however, convinced the King to stop pressuring Mr. Carter about it, since it seemed inevitable that the Monavian delegation would approve the decree and that it would eventually be signed despite all this constitutional debate.
To the Right Honourable Frank Carter, Minister of Foreign Affairs,
It calms His Majesty’s restless mind that you approve of the LEX SALISBURGIUS REGNUM XXVII. Shall this be an arrow through the heart of that depraved fiend Archibald.
His Majesty has a suspicion, and I am sorry if I come across as being too forward in mentioning it, but I would be insincere to my duties as a diplomat if I did not. You claim in your most recent correspondence to me that “there are some who are suspicious of being involved this closely in foreign affairs.” His Majesty, like I, doubt that these men are conferring with Archibald or one of his cohorts, but His Majesty finds their intransigent contention in the face of your acceptance of the decree to be conspicuous. I am sorry if this suggestion seems in any way inappropriate.
His Majesty has also told me to tell you that your most honourable King and Queen will be exultantly welcomed as part of your delegation, although I know not why he told me this specifically or whether or not he is trying to suggest something based on this comment.
Signed,
The Rt Hon. Jan Sebastien, Lord Chancellor

Upon seeing the letter now given to him, Mr. Carter send it to the Chancellor and to the King and Queen. He was ordered by the King and Queen to send a reply as soon as possible.
To the Right Honorable Jan Sebastien, Lord Chancellor of Cotenshire,
Mr. Chancellor, or however you wish to be addressed,
I have found it to be my duty to inform you that the delegation is almost ready to depart for Cotenshire, and will be leaving tomorrow morning. We will arrive by use of a large airplane with a sizable number of people on board.
These people will number around ten government officials, five crew, and ten workers to assist in caring for the delegation's needs. There will be two guards included as well.
In regards to those in the Monavian Government who may be opposition to this meeting and its results, none of them are aware of the situation regarding Archibald the Traitor or the gravity of this meeting, however they know that a diplomatic meeting is taking place.
These people merely oppose having dealings with your nation on the grounds that they know so little about Cotenshire or its people.

To the Right Honourable Frank Carter, Minister of Foreign Affairs,
I can not stress enough how elated His Majesty and I are to host your delegation. They are in store for quite an enthusiastic reception in the Dominion.
His Majesty is also most glad to hear that there is not pro-Archibald conspiracy within your government. We have suspected that none existed, but for it to be confirmed greatly relieves us both. As to the distrustfulness some members of your government harbour towards us for not being informed about the Dominion, it is my hope that such prejudices will be mended by our meeting.
Know that there are also many within the Dominion who oppose our conference for varying reasons, mainly because they feel the LEX SALISBURGIUS REGNUM XXVII is too compromising to the prestige of the realm. I mention this because I do not want you to feel shameful for those in your government who are against strengthening our ties. Also know that such dissidents are not given much credibility on this subject by the King.
Signed,
The Rt Hon. Jan Sebastien, Lord Chancellor

Receiving this response was a sign of a hopeful future for the Monavian Delegation. After so mouch preparation, a conference could finally take place without much hassle. It was insisted upon by the King and Queen that another communique be sent to Cotenshire to notify them of their coming arrival.
To the Rt Hon. Jan Sebastien, Lord Chancellor of Cotenshire,
We thank you for your understanding and continued appreciation of our offer to meet with your government. We also wish to assure you that if Archibald is ever found within Monavian territory, we will arrest him and deport him to Cotenshire to be tried for his crimes.
We will arrive some time Wednesday at your airport, possibly at midday, along with our delegation. We will of course bring our customary gifts for King William.
We also wish that King William can attend the proceedings so that we may present him with our gifts and discuss this whole affair with him as well as your delegates to the conference.
Signed,
His Holy Imperial Majesty Charles IX
King of the Imperial Federation of the Monavian Empire
