Deva Victrix was one of the most isolated landmasses on Earth. Surrounded by the frigid, choppy, frothing waves of the Southern Ocean, and with a terrain seemingly perfect for a prolonged defence against any superior force, the three million square kilometre island was the natural choice for the extinct Londinian government's land of last resort. Over the course of six years, the island was built up. Cities were constructed, coastal defences along the thousands of miles of fjords were erected, roads were paved, underground maglev rails were laid down, all under the watchful eye of - and with the help of - Oickoidia. It was hard, grueling labour. Millions of Oickoidians worked day and night alongside Londinians to make Deva Victrix a reality.
Six years later, and much progress had been made. The coastal defence emplacements that characterized the now-radioactive shores of Victoria had been built upon the steep fjords, and the whole of Deva Victrix's transport infrastructure had been finalized. Only three cities - Nyquist, Calcaria, and Kenyon - had been completed, though. But they were spectacular cities. Nyquist, for instance, was a near-perfect duplicate of pre-Vivicide Kensington. Regardless, nothing could replace the comparative emptiness of the broad, cedar-lined streets with red poppies growing in the grass. Victoria's population was over two billion persons -- the population of Deva Victrix was a mere seven hundred and five million.
The island's new residents tried to go about their lives as normal, yet each day, a new boat arrived at the docks with dozens of refugees who managed to flee from the eastern border of Retjenu into Kuwait and find transport to Deva Victrix. A statue of a young, nubile woman with flowing hair, plus sword and shield - the traditional depiction of Londinia, the goddess who looked over British Londinium - met them. It was made of plate glass, and at the bottom "Never forget, never forgive" was engraved on the pedestal.
But, just like their brethren imprisoned in Retjenu, the people of Deva Victrix were controlled by a foreign power, and it was not appreciated.
On 9 November 2020, a terribly cold day when the snow fell upon the island in glistening white sheets, the people of Deva Victrix declared their independence from Oickoidia, and named their new country Clevingia, after Madeline Clevinger, the discover of the island in 1984. It was a simple enough affair, as the island's security was provided by mostly native regiments, air wings, and naval forces. The Oickoidians didn't bother to put up much of a fight, and, when a small bomber squadron strafed the Oickoidian capital and killed the President, all resolve was lost, and the former colonies of British Londinium were granted to the infant nation.

To all nations:
On this date, 9 November 2020, the Commmonwealth of Clevingia formally announces its statehood and existence as an independent, sovereign polity. We would like to begin establishing diplomatic and economic ties with the nations of the world. For reference, the Clevingian economy specializes in banking, telecommunications, information technology, news media, arms production, and petroleum. I hope that Clevingia becomes a productive member of the international community, and that Clevingia can enjoy close relations with its peers.
