In order to discuss aid and any other possible deals, the Foreign Ministry of the United Socialist States of New Brittonia wishes to send Consul Frances Milton to meet with an official from the Risbani Ministry of Foreign Affairs.

The New Brittonians had requested a meeting with an official from the Imperial Ministry for Foreign Affairs, and the Grand Imperium was open to hosting such a meeting. Unfortunately, High Minister Perkins was too busy to spend time at a small conference like this, so it fell to the Deputy Minister to entertain Consul Milton.
Lord Justinian Fowl was an ambitious and influential man. A member of the prestigious Fowl family--one of the most powerful families in Risban--and second-in-command of the Ministry for Foreign Affairs, he shaped a good deal of Risban's foreign policy, and often was in charge of correspondence with foreign nations and dignitaries.
An escort of Imperial Lictors met Consul Milton at the Risban City International Airport, and transported him via helicopter to the massive Imperial Palace Complex, which housed the Office of the Emperor and most of his cabinet officials. The Consul and those attending with him were then escorted through the grand palace to the Deputy Minister's office, where Lord Fowl greeted them.
"Consul Frances Milton, it is an honor to have you here as our guest. I am Justinian Fowl, Deputy Minister for Foreign Affairs of the Grand Imperium," said Lord Fowl, smiling and shaking the Consul's hand. "Let us have a seat and address whatever you would like to speak about."
