Official Communique

The government of the Autocratic Federated Empire of Akimonad hereby requests the presence of representatives from the countries that participated in the Second Freek-Londinian War at a special peace conference to be held in Canvatica, Akimonad.

All arrangements have been made, and the conference will be held in the Canvatica Provinical Assembly Hall.

We hope to see your representatives soon, as we wish for peace and a sensible agreement as soon as possible.

Martin Accardi was a tired, haggard man, despite holding the third-highest office within the Commonwealth, the office of deputy consul, and it showed as he entered the Assembly Hall. His step was slow, his movements stiff and rigid, and Accardi's eyes betrayed the precise amount of despair he was experiencing on account of the Freeks. The Vivicide, the current war was being called, and it was quite astute considering the obscene amount of damage incurred upon Victoria, the ancestral homeland of the Commonwealth. Accardi was weary, and he, like two billion other Londinians, desperately wanted peace, peace without strings, peace and the ability to mourn for the dead without fear of another nuclear missile strike, without fear of being exterminated in a brutal genocide, without fear of constant invasion. Martin simply waited complacently for the Gholgothian representatives.

Consul Dmitri Charkov entered the chamber along with a Settlement Officer and a financial official from the Chamber of Commerce. The Vetalian delegation was as well-dressed and polished as always, although there was a certain unease in their behavior as they were seated and prepared forms and documents for the council.

Consul Charkov quietly checked stock quotes on his PDA, attempting to appear fully complacent and comfortable as he waited for the Gholgothan delegates to arrive. It was a terrifying thought knowing he would be face to face with nations that wanted revenge for his country's attack on Crimmond.

The Freeks knew better than to attend a peace conference in person, and thus would not be present. However, they did agree to participate in the discussions via satellite, and a TV and appropriate receiver system was wheeled into the room where the foreign dignitaries awaited. As it was turned on the familiar face of Minister Hartman appeared, dressed in his usual military attire.

He was not particularly anxious to hear what everyone had to say, for his agenda was already clearly mapped out by Azrael himself. However he would wait and hear what is was they had to say before laying his own terms out.

"Mr Hartman, I am honoured that you were willing to hear our appeals," Accardi said with a calculated degree of humility. "I humbly ask that Automagfreek agree to a ceasefire forthwith. We have been driven from our homes and relinquished our homeland of two thousand years, in addition to being reduced to a state of abject poverty, with no hope for the future. Five hundred million innocent Londinians have already died. I pray that the Freekish government feels this to be retribution enough."

Sighing as he deposited the Freekish 'representative' in it's place, Monarch sat down with the other reperesentatives. Sliding his hand through his graying hair, he listened carefully to the Londinian and the 'Freek', thinking how he could turn the situation to Great Vantania's, and more importantly his own advantage.

"Now, gentlemen," said Dr. Hodz, "We are here to negotiate a peace. I hope and pray that imperialism can be set aside for the moment for the greater good of innocent civilians, and indeed the world."

Dr. Hodz sipped some water and looked around. There were representatives from every state but Crimmond. To Hodz's left was Frederick Bremer, perhaps his best negotiator.

"First off, let's take attendance. So far I see all in attendance but the expected representative from Crimmond. I assume that Mr. Hartman represents Gholgothan interests as well as Freekish interests. Perhaps we can keep the current discussion relevant to non-Crimm affairs so that they may be fully included when they arrive. We may also be expecting a Caelapesian delegation, but that is unclear."

Frederick Bremer spoke up.

"It is indeed in the best interests of all parties to agree to a ceasefire during the duration of these talks. I suggest that that is agreed upon immediately."

If there are no term requests to put forth, then I will issue Automagfreek's.

The multiple incidents involving British Londinium have left us extremely angry, and thus we will never again allow them to become any sort of a threat. When we first liberated them from Sovereign League control, we literally handed them a new beginning. Instead of settling down and ushering in an era of peace and prosperity, they quickly returned to their old ways that landed in the trouble with the League in the first place. We then acted again, giving them a chance to repent and cease their aggressions, and thus Fort Miasma was put into place to ensure Londinium would not become hostile again.

But alas they chose to provoke the dragon once more, and as such their kindgom has been ravaged by its cleansing fire. Our view on British Londinium is simply; Fool me once, shame on you. Fool me twice, shame on me. We refuse to be fooled a third time, and therefore Automagfreek issues the follwing terms.

The Blood Feud with British Londinium and its people will be declared over upon acceptance of the following terms, none of which are open for negotiation.

1. All government officials responsible for provoking this incident will be turned over to Freekish officials immediately. No exceptions.

2. British territory in the Middle East will be placed supremely under AMF rule, to which local magistrates will handle daily functions. The Freekish government will oversee everything and ultimately be responsible for any policy or decision making.

3. British Londinium will hold no standing military of any kind for the time being, though local police will be allowed (police will not be allowed to carry anything more than a 9mm pistol, limited to 10 bullets per magazine). After sufficient time has passed and we are satisfied with their progress, this term will be loosened to allow them defense forces.

4. A newly appointed Londinium representative will swear fealty to Supreme Warlord Azrael, and will operate under his discression.

If these terms are not agreed to in their entirety, then the Blood Feud will continue. We do not care who finds these terms harsh or restrictive, for quite simply none are in any sort of position to protest. We have no problem in decimating the Middle East and any colony or country harboring Londinians.

"The Vetalian military would, of course, assume the duty of protecting British Londinium from various bandit nations seeking to use this opportunity to attack them. We feel the Freekish terms are rather reasonable and should be implemented to end this terrible conflict once and for all."

"However, we do think there should be multiple representatives for the Londinian nation to the Freekish government, to better represent the various needs of its population. A single delegate would have far too much power to influence policy between your nations, especially if they decide to do something rash or use their position for corrupt ends."

The Vetalian military will not, as we are rather angry at your government concerning the events in Crimmond.

Automagfreek and Automagfreek alone will be responsible for the Londinian state both politically and militarily, to which we will excercise our discretion in allowing our allies to assist in whatever matters we feel warrant their presence.

Concerning your suggestion of multiple representatives, we agree.

Monarch's eyes shot up, and he though carefully about what he should say. In particular, he reviewed historical examples of similar terms. Most had flourished in the end, and become major economic powerhouses. Yes, these terms were rather lenient. Monarch smiled, giving his response,

"I have no objections. I feel however you should clarify on the other Londinian colonies and the Middle East, and what force will protect the Londinians. The Democratic Empire would be more then willing to make the Londinians a protectorate* if necessary."

*A Vantanian Protectorate: Somewhere between 1% and 5% of the gov't budget goes to the Democratic Empire, a protectorate governor insures certain regulations (all in relation to Great Vantania) are followed, and the land gets full protection.

"And, of course, in regard to your administration in the Middle East, we would like to discuss your plans regarding foreign nationals in the territory. There is a significant Vetalian expatriate community in the Londinian territories, and we would need to know their status in territories under your direct administration."

Accardi reclined in his chair. The consul had prepared Martin well for this occurrence; Her Majesty's Government had deemed a deal somewhat along the lines of the Freekish demands the most likely proposal. There was no choice, really. It was either enslavement or destruction, at the former, at least, afforded the chance for liberation. With that in mind, the consul had vested in her deputy the heaviest burden in the history of the country. In his pocket, there was a small device with one button on it. A single click would put the Vivicide to an end and set in motion the salvation of British Londinium, even if Azrael and Hartman were painfully unaware of it. Accardi clicked the button.

"Mr Hartman, Her Majesty's Government sees no other alternative but to accept," Accardi said cautiously. "But, having seen your proposal, we have naught but three terms. First, we would like the cities of Tyre and Beirut to become an independent entity free from Gholgothian influence. We feel that their independence is key to quelling the undercurrents of rebellion which will sweep through Retjenu under this plan - they will pose no harm to Automagfreek as well. Second, though, we would like a guarantee that Oickoidia, an independent country under personal union with British Londinium, will not be attacked or menaced. Thirdly, and finally, we would like seventy two hours to ready the people and to make all arrangements necessary."

Meanwhile, though, thousands of Submarine Cargo Vessels - the backbone of the Londinian shipping fleet - housed in the port facilities of Hamilton readied to set sail for Oickoidia. They were filled with the mineral and monetary reserves of British Londinium, and national treasures of every sort, and databases and computer files, and, above all, tens of thousands of select Londinians. Concurrently, in accordance with the soon to be enacted military clause, every aircraft, military-grade weapon, naval vessel, and piece of equipment was shipped off as well.

Every Londinian possession was transferred to Oickoidia because of the click, which also released a prewritten Pragmatic Sanction from Cecilia II, who deemed it fit to exercise her rarely-used royal prerogative to completely do away with the institutions and legal code of Oickoidia and replace it with that of British Londinium.

Your first and third terms will not be accepted, but we will grant your second on the grounds that Oickoidia has not yet wronged the Empire.

One of the technicians monitoring the conversation looked puzzled. Oickoidia? Never heard of them. Azrael himself was present inside the communications room and stood closely by, his mind calculating what the next move should be. Judging by the context clues in this statement, a "personal union" with British Londinium is of grave concern. I want Oickoidia's ports under 24 hour satellite surveillance as well as any port in the Middle East capable of handling a mass deportation. I also want air assets brought online to scan above and below the waters in case any of these pricks are trying to slip under our nose.

Within seconds word was sent forth to operations bases in Crimmond controlled Europe and Africa that Freekish planes were to be deployed to strategic areas such as the Red Sea to the Gulf of Aden, Mediterranean Sea, and across Arabian Sea up to the Gulf of Oman. Larget planes and helicopters outfitted with FLIR, MAD, sonar and other acoustic sensors took to the air immediately in their designated locations, while AWACS would monitor for any foreign air presence. Stratosfighter II's patrolled the high atmosphere in case any Freekish air asset fell under attack, in which case they would respond in kind. The Crimmond navy was also alerted to the maneuvers and was asked to deploy suitable submarines and ASW assets in order to help enforce what was to be a 'Londinian quarantine zone'. The several hundred Supremacy class submarines alone would be capable of scanning the depths and providing fire support against surface threats if need be.

The whole process from target designation to deployment of these air assets took less than five minutes, meanwhile the meeting continued on as normal without the delegates so much as being aware that behind the scenes the Freekish government was studying their every move. Hartman continued addressing the Londinian official, though he would not budge on the terms.

So be grateful that at least one of your requests is being taken into account. Now, will you accept or will you not? If you do, we demand the transfer of Cecilia and other government officials responsible at once, and Freekish assets based in Crimmond controlled territory will enter the Middle East immediately. There will be no seventy two hour grace period.

The Crimm had not taken part in the peace conference, though they were observing it. As Hartman's words were spoken, there was a transmission to all present, identified as coming from Cairo(the current seat of power in the Empire). The Imperial Brotherhood of Crimmond stands ready to ensure that no outside interference occurs during this change of power.

In the waters off the East coast of Africa and deeper into the Indian Ocean were several hundred submarines, which began to close on the middle east, one or two pings sent out from a few of them every hour or so. Above the submarines were surface patrols of destroyers and assault ships serving as escort carriers in the area, launching aircraft and towing sensor packages.

On land there was little change in deployments, save for increased air activity and a division of Marines to the Sinai Peninsula.

President Kara Maddox frowned as she looked over the message handed to her. The current situation between Gholgoth and British Londinium had been enough from her to move from Fort Silver in Silver City, to Fort Teller. The fort had all the equipment to run a functioning government for over 6 years.

But now, President Maddox carefully read over the report, fighting between Gholgoth and British Londinium and their allies had ceased for the time being, and there was a peace conference being held in the Canvatica Provinical Assembly Hall in Canvatica, Akimonad.

Maddox was nearly enraged by the stop in the fighting, Azrael and the other leaders in Automagfreek should know that this would be the perfect opprotunity for the Londinians and their allies to take everything that would be banned under Automagfreek rule and most of their money and valuable materials as well as key persons to a location where they will keep Azrael from attacking via whatever treaty will be signed.

Kara's expression grew darker as she wrote a quick message to Azrael. Hopefully it would arrive in time.

Azrael, it has come to my attention that you are agreed to a cease fire with the Londinians and have agreed to a conference to determine the fate of the Londinian state.

While I want to debate the need for a cease fire when you have them broken and dispersed, this is not the time nor place for that. However, as you discuss the treaty with the Londinians, surely you know that they will use this cease fire to take all meaningful items, including monetary and precious metal reserves, military equippment, food, manufactured goods, and persons of great value, all of which would be essential to the establishment of a new Londinian state in one of their many colonies, or maybe, just perhaps, Oickoidia?

Perhaps you should insert a clause that would prohibit the creation of a Londinian state somewhere else in the world, and to perhaps define such as a state as a state inhabited by people of predominately londinian descent or governed by Londinians? Surely this will prevent a third war.

Also, to keep the Londinians from smuggling their important goods from under your nose, place an immediate ban on all Londinian merchant and military traffic, and prohibit any one else from transporting anything Londinian. And demand that all Londinian merchant traffic stop for your navy to confiscate their ship and all goods aboard. This should inhibit any attempts at a new state very nicely.

Hopefully you take my advice. Just know you may call on us if needed, we have the navy to fight abroad. Infact, I've already sortied two my naval expeditonary armadas towards the middle east.

Then it is finished, the terms are accepted.

Effective immediately, Automagfreek will have Cecilia and all Londinian government officials responsible in the decision making process that lead to this war extradited by sundown today. Also by sunset Freekish forces will begin moving into the Middle East from Crimmond to establish control, and all civilians are ordered to turn in whatever arms they possess. If a person is caught with a firearm, explosive device, or any material that could be used offensively, not only will the offender be publically executed, but their families will die before their eyes. Any incident or resistance will result in a wholesale solution, and if the Londinians wish for a peaceful transfer of authority then they will submit without incident. In order to ensure a smooth transfer of power we are placing a hold on all military and civilian traffic on the sea, in the air, and on any roads leading out of the colonies.

In accordance with the third term all remaining British military personnel are to turn in their weapons, vehicles, and any equipment in their possession. Again, any resistance will result in a massive retalliatory response. However we believe the Londinian people are tired of conflict and will submit quietly and go about their lives.

Within the hour the large detachement of Freekish troops both in Africa and Europe began making their final preparations before embarking for the Middle East. The guns and missiles of the bases they were leaving were trained upon select targets throughout the region in case of a large scale rebellion or insurgency, which the Sentinels were well prepared to put down. Air support was also fully online in botht he form of both helicopters and Stratosfighter II's, of whom the latter was outfitted solely with heavy 2,000 pound air-to-ground munitions.

Word was also sent to the Doomani commander in charge of their surrounding outpost from Azrael concerning the situation. It was unknown what exactly the conversation consisted of, but all that was known was that sometime later that day, the Doomani began to stir.....

"Excellent. With all of these terms settled, we hope that this matter will be settled. The Vetalian community in the Middle East will begin leaving as soon as civilian withdrawals are permitted.

In addition, all of our fleets and soldiers in the Middle East will be withdrawn. Please allow our forces, which consist of 800 combat ships and 2 million combat troops of various specializations to leave at the earliest opportunity.

We will submit to full and unrestricted search of all our vessels to ensure compliance with your terms. In addition, any stockpiles of biological or chemical weaponry on board will be turned over to Crimmond authorities for destruction, as per the 10-year moratorium on these weapons mandated under our treaty."
