Gholgoth issues declaration of intent (ATTN: CAP)

Good afternoon my brother Freeks and Gholgothans, and all across the world.

It is unfortunate that so shortly after being handed rule of the Excessively Armed Empire of Automagfreek that I should have to come before you all today to discuss grave and serious matters. As everyone now knows of the Blood Feud between ourselves and British Londinium, but few know of the treachery that is afoot.

Upon declaring the Feud we made it painfull clear that any and all who stood in our way would be dealt with harshly. Our allies in Crimmond were generous enough to support us in our endeavor, and for their dedication to their regional friends they have suffered a catastrophic biological attack from the heathens of Vetalia. We have also received intelligence that the nation of Caelapes is moving orbital weapons platforms into Gholgothan space, and we are prepared to act upon this threat swiftly, for this is clearly a hostile action on their behalf.

However, I should point out that it is not coincidence that all three of these nations belong to the Coalition of Allied Powers, or CAP for short. Without a doubt this is a clear attack upon Gholgoth by elements of their alliance, who have done nothing to steer themselves clear of the current conflict in British Londinium, who have brought such a fate upon themselves.

Therefore on behalf of our regional alliance I am issuing this declaration of intent to the CAP:

You will face the wrath Gholgoth should you not submit to all of the following conditions. Stand down and permanently dissolve your ranks, never to reform again under the same or assumed identity, for your inability to control your member states makes you all a liability. Those nations that have committed this assault upon Crimmond will face Gholgothan justice, and there will be no peace until we have satisfaction.

These terms are simple and to the point, and will be agreed to immediately or else the CAP will suffer harsh consequences. You have 48 hours to comply, and after such time you will be seeing Gholgothan warships on your horizons.

In CAP nations where Questers holds a consulate or any form of political delegation, the Federative Imperium is putting as much effort as possible into attempting to persuade CAP nations to capitulate under the Gholgoth forces, stating their nations are simply not strong enough to stop massive loss of life. Refugee status is being offered to any nations in CAP should their people wish to avoid the coming bloodbath that the path of armed resistance will surely lead to.

To the Supreme Warlord of Automagfreek:

Actions undertaken by members of the Coalition of Allied Powers are in defense of the Commonwealth of British Londinium, which holds a seat as a Councilor in the Coalition's Circle, the alliance's governing body. The Federation of Caelapes similarly holds a seat as Councilor in the Circle.

The Circle has made no motions to authorize Coalition attacks on any nation, including those rallying under the banner of Gholgoth. Although our charter explicitly states that the Circle is authorized to raise a rapid-response force to deal with assaults or threats such as those made by nations of Gholgoth, the Councilors have not and have, in doing so, invoked a separate section of our charter, which reads, "The Coalition of Allied Powers shall not seek to mandate, control, or regulate the use of any weapons systems employed by its member nations." All Coalition nations are working separately and of their own accord, albeit all in the defense of an ally.

In a response to the Crimmond cessation of hostilities and choice to withhold an attack on the nation of Vetalia, the Federation of Caelapes will reposition our orbital platforms away from Gholgoth space and stand down all planned Signeter launches. Our conventional Aeronavy will not stand down and will continue defensive operations in defense of the Commonwealth of British Londinium and the Federation of Caelapes until a formal cessation of hostilities among all parties can be reached. However, the Federation of Caelapes will stand down any of its forces possibly engaged in active military aggression against any nation of the alliance of Gholgoth.

Illior stands behind its brothers and sisters, like any good ally should and will do. We will not tolerate these pitiful attempts at nagging Gholgothian vengeance, nor will we stand for these attacks on our brothers.

With that, I declare the following: If the Caelapian nations like their satellites and orbital infrastructure; I then suggest that they start repositioning their orbiting strike satellites away from the Gholgothian landmass, or any of its territories. You have 1 (IC) hour to comply. To the rest of CAP, I suggest that you Follow Azrael's wishes, otherwise your state will mirror that of British Londinium: completely and totally destroyed.

I believe you misunderstood our Crimm ally. Mr. Pace explicitly said he would not retalliate against Vetalia in a non-conventional way, but instead added: "Enjoy your victory. For the fleets of the Empire shall visit your shores at some point. And we will not be bearing gifts."

Believe me when I say that a joint Gholgothan taskforce will assault Vetalia regardless of the rest of the CAP's actions per Azrael's terms, for an attack of this nature on a fellow Gholgothan is an attack on us all. They will pay dearly for their biological attack Mr. Whitney, and there is nothing anyone can do to stop it.

Azrael's terms still stand, and all will be met within the 48 hour timeframe or else we will enforce them ourselves. There is only one peaceful solution for this conflict, and that is total compliance.

We will not resign from the Coalition of Allied Powers as it quite apparently would do nothing to stop the coming bloodshed. Instead, we will honor our alliance to the end, not resigning until forced to do so at the barrel of a Gholgothan gun. There is no cowering from the fate that will unfold in the coming months, and we are prepared to weather this storm no matter the loss and destruction it brings. Our country always desires peace above war, but in this instance the enemy appears hell-bent on war and we cannot avoid it.

However, we are always willing to listen to a voice of reason and bring a peaceful end to this conflict. Peace is always preferable to war and our country would desire nothing more than to silence our guns and return our ships to port.

We must protest, just because three nations of CAP decide to seek their own interests without any support or declaration of war from the alliance itself does not reflect the opinion of the alliance itself. If anything we should be reconsidering their membership for this incident. That all three of the said nation belong to CAP is purely coincidental.

To whomever it may concern;

I would urge the nations of the C.A.P. to acquiesce to the demands of Automagfreek and their Gholgoth minions, if only until more amicable terms can be negotiated. In the wake of British Londinium, I am certain that we can all agree that there has been sufficient killing for the time being, and resisting this ultimatum can, at best, only promise to bring more of the same.

Meanwhile I would also urge Automagfreek and Gholgoth to restrain yourselves when dealing with those who attacked Crimmond so virulently but a short while ago. It is true that their attack was cowardly, but let us face facts here; it was hardly unwarranted, and two wrongs rarely make for a right.

Azrael the Advocate, your new position affords you the chance for a clean slate; free from the trappings of Damien Dreadfire you can work to restore the reputation of Automagfreek somewhat. Thus far your rule has been bloodier than most and it has lasted only a fraction of the time, which certainly does not bode well for the future, and by now you have proven yourself to be an advocate of nothing but violence and destruction. Would it not be preferable for Automagfreek to have a reputation as something other than a warmongering butcher? Would you not enjoy the chance to act as a positive force in the world, if only once? The opportunity to build something meaningful and lasting, that you will be truly remembered for? For, in your parade of nuclear annihilation, what is it exactly that you have really achieved? The power of Automagfreek, when used productively, could be unmatched in its ability to make positive changes in the world. Thus far, it has only been used to generate death.

Moreover, just as the citizens of British Londinium cannot be held accountable for the actions of their government, neither can those of Vetalia. And yet, you punish them all arbitrarily. For what purpose? Would you be especially pleased if a nation you had wronged in the past set about executing any Automagfreek citizens they could find as punishment for acts you had committed of your own accord? 'Do unto others' would seem to apply.

The possibility of a diplomatic solution always exists. It exists right now. It is cheaper, less destructive, and does not stain your image with the blood of the innocent.

It is truly a shame that so few choose to use it.

In the event that the Excessively Armed Empire should see fit to attack Vetalia, we will happily take any and all citizens displaced by such warfare. We will sent civilian ships clearly marked with Barronian signage, and will allow, if required, Freekish inspectors on board.

Tanaara is a quiet nation, rarely involving it'self in affairs outside of Fatal Terrain, but we must denounce the attack on Crimm in the most forceful terms. It was completely unwarrented and a crime against humanity. To use Biologicals, Weapons of Mass Destruction, against a nation that had not made such an attack priorly, is the actions of a ruler, and a government, gone mad.

We call upon the other members of C.A.P. to expell Vetalia from it's ranks.

We do also offer Crimm any medical or technological resources needed to help combat the plagues rained down upon your peoples.

Our attack against Crimmond targets was not an unprovoked act. The Crimm struck first, initiating ICBM strikes against Londinian civilians as retaliation for the use of salted weapons in combat. Our strike was a reminder that no nation is immune from responsibility for their actions, and if that makes us monsters, than so be it. We offer no apology for the use of biological weapons and will not hesitate to use our WMD stockpiles to defend ourselves against attacks.

As a dedicated member of Gholgoth, the Imperium repeats the ultimatum of Lord Azrael. The CAP must stand down or be destroyed; attacks on Gholgoth will not be tolerated, but an organized campaign to destroy Gholgoth is nothing less than a death sentence for the plotters. The Imperium calls upon all nations not to accept the refugees that will be fleeing shortly from CAP nations; let them be harried like dogs for the sins of their leaders.

Be aware, nations of the CAP, that you are staring into the burning gaze of total annihilation. You have a choice. Disbanding your alliance and submitting to Lord Azrael's requests will give you your freedom, and none will think any the worse of you. Disband, and your trespasses will be forgiven and you may continue to go about your business. However, failure to do so can only be rewarded by ignominious extinction, and do not make the mistake of believing that in a burst of nuclear fire you can make a heroic last stand. Gholgoth is Fate, and there is no power on earth to resist it; all that will mark your end is a charred, ravaged tract of land, dusted with the powdered bones of the fallen and soaked through with blood, that will say as plain as a banner "Here Lie The Fools". To Minister Hartman, Freekish Minister of International Affairs; to Erika Kars of Illior; to the international stage and the former Coalition of Allied Powers:

It is with great reluctance and a heavy heart that the Federation of Caelapes announces its decision to withdraw membership and councilorship from the Coalition of Allied Powers. Though our bonds are strong, it is the opinion of this government that the fiery sword of Gholgoth's fury is ever stronger, and we will not allow our citizens to be punished for the stubbornness of their leaders. Furthermore, our current tasks of humanitary aid and reconstruction in British Londinium are of a greater importance than the continuation of a mere alliance. Our allegiance with British Londinium, Akimonad, et. al. will remain strong; however, we will strive to ensure that our nations do not collect under a similar banner such that the fury of Gholgoth be again turned upon us.

To Minister Hartman: We understand, and though we wish for a total cessation of hostilities, we recognize that the current lapse in fighting is not a sign of the end of this bloody war. It is simply recognized as an encouraging reality and a much needed, if only brief, interim.

To Erika Kars: It is our understanding that your transmission was composed using outdated intelligence reports. All Caelapene orbital materiel have been ordered to reposition themselves away from Gholgoth space and had been ordered to do so prior to our receipt of your transmission. These satellites are not equipped with thrusters of any noteworthy sort, and it may take a number of hours before they appear to have moved. We ask that you believe our word in that the Federation of Caelapes is not foolish enough to risk our citizen's lives for such a futile strike.

To the former Coalition of Allied Powers: It is with great regret that we must announce our withdrawal from the alliance from which the Federation has gained a number of close allies. Were this under different terms or were we facing a different enemy, the Federation would not so quickly capitulate. However, we cannot serve our people and our allies if we are but glass and carbon. Official Statement from The Coalition of Allied Powers

The CAP will remain in existence at this time until we can confer with our Councilors in this matter.

We will not surrender to nations who believe they have the power to boss other nations around. Those that believe such things need to concentrate on saving themselves from their own folly. The CAP has not issued any sort of declaration against any Gholgoth nation, and those that say we have are, quite simply, wrong. The actions of individual CAP nations is their own responsibility, and the CAP is legally prevented by its charter from intervening. We point out section Five of the CAP Charter, which states, "The Coalition of Allied Powers shall not seek to approve or condemn the actions of its member nations." We do not seek to remove nations from our alliance purely because of their mistakes.

However, we consider this to be a trivial dispute that has been seriously overblown. As such, we call for a diplomatic conference to see if a settlement can be reached. We trust the Excessively Armed Empire can be sensible in this matter. Any location should be suitable for such a conference.

Again, we repeat that the CAP has so far had no part in this dispute, and those that would point fingers at alliances because of their members should perhaps examine that Vetalia's alliance memberships comprise more than just the CAP.

Whitney, Roussimoff, and Broadmoor, as the statement had left my desk before your declaration had been brought to my notice, and your movements are noted, and as a gesture of good faith, our Space warfare assets will stay within gholgothian boundaries and leave your exiting satellites alone, and not target or track them.

To the Vetalian Ministry of State: neither were the Crimm attacks unprovoked; the Londinians foolishly interceded in matters of Freekish Sovereignty and brought upon themselves a hellfire known as the Blood Feud. Crimmond was only fulfilling the duties of a Gholgothian nation by helping his fellow nation. YOU on the other hand, foolishly interceded and will now pay the price for your insolence and meddling. I strongly suggest you concede to Azrael's Demands, and hope for a merciful solution.

General Omar Pace looked haggard, but still maintained an air of command around him. "This bullshit has gone on long enough. We shall make our position as clear as fine crystal. I do not give two shits about CAP as a whole. I only care about the sons of whores who attacked my nation like the dogs they are. Our allies will deal with the other nations, so they are of little concern to me, when our true enemy is nearly on our borders in Africa.

"Crimmond deployed forces to BL waters to extract Sentinels from the Fort that was blown into orbit by that blast. With no more Sentinels to extract, the fleet altered it's objective to weakening potential enemies. I don't fault you one bit for attacking my Empire. I fault you for doing it with unprovoked nuclear and biological attacks. Crimmond had not launched one nuclear weapon in aggression in it's entire history, before this week. I had the chance to nuke BL cities early on. I did not... and what did I receive? News that two fleets were suffering heavy losses from dirty bombs. I responded as was appropriate. If you look at my response, you will see that all land launched missiles carried Neutron warheads. I responded to dirty bombs with the cleanest nuclear weapons known. And what do I get? News that Imperial cities were rioting because of biological attacks from Vetalia."

He pauses and runs a hand through his hair and glares at the camera as if the gaze could do harm. "Crimmond answered with restraint and got kicked in the balls. Twice. You have one option to avoid being annexed: Swear to me and Gholgoth this day that you will never even BREATH of undermining, attacking or speaking badly of us. Do that and I will do my best to calm my people from demanding the Vetalian military leadership's head on pikes outside the Imperial Palace. I will not use nuclear or biological weapons unless provoked, but keep in mind that if I am provoked... I will wipe your civilizations off the planet, even if it causes my own Empire to die as well. Mutually Assured Destruction only really acts as a deterrent when both nations care about their continued existence. I am already a misanthrope who has little regard for the people of other nations, though I oddly feel empathy for their pain... I will render your lands lifeless if you push me. Just as I will raise my flag over your capital if you do not stand down. Fuck these time limits that the Advocate feels so generous to give to you. You will answer me now, or face the consequences of your silence."

The Vetalians assembled in the uppermost offices of the Ministry of State read the Crimmond declaration with a mix of trepidation and hope. Despite its aggressive tone, this was the first clear-cut road to peace that had appeared in the war and it was seen as a rare window of opportunity, even if it required their nation to grovel at the feet of Gholgoth.

"What should we do? Should we offer such an oath?"
"I-I don't know. We would need to know more about their offer...but I do not believe there is much else we can do."
"There is too much risk in continuing this war. We should sue for peace and see what their demands are. Who authorized the strike against Crimmond in the first place?"
"It was the Emperor himself..."
"Then we may have some housecleaning to do after this. Contact the Chamber of Commerce and tell them to 'credit the Imperial account'. They will know what you mean."
"This is risky, you know. I don't think a coup d'etat would be justified..."
"You presume too much, Proconsul. We would never do anything without the approval of the Senate. They have already given me their support for this and will pass the necessary legislation legalizing our actions tomorrow."

The Vetalian government is prepared to submit to the requests of the Crimmond and Gholgoth, but we will first require more information about the extent of this oath and its implications on the war. We wish nothing more than peace between Vetalia and Gholgoth, and we are willing to do what is necessary to bring this "Blood Feud" to a peaceful conclusion. Our government requires nothing more than the terms of our agreement to be listed for consideration and we will swear this oath of loyalty.

As I write this, plans are in motion to bring the mastermind behind this attack to justice, indeed to extradition to Gholgoth if you are so inclined. On behalf of the people and government of Vetalia, I am ready to work to bring an end to this destructive conflict.

"They want more information? I thought what I said was more than enough. Fine, I'll give them a few details that will keep them from threatening us again." Omar smirked a bit as he replied through a statement. "Being the attacked nation, I'm not going to wait for the Freeks to dictate terms."

The Empire will accept the following as terms of peace:

1: A complete stand down of all aggressive actions against the Empire.
2: The Vetalian government picks up the sizable bill of decontaminating six cities and provide just compensation to the population, of no less than 3 million USD per family(and 2 million should a person have none).
3: Vetalian missile stockpiles must be reduced by 50%. All biological and chemical weapons must be destroyed and another stockpile not built up within ten years.
4: No Vetalian forces(infantry, armored, air or naval bases) may be within three hundred miles of lands controlled by the Empire.
5: There shall be no political or military undermining of the Empire or Gholgoth.

The above is non-negotiable. If this is agreed to and is broken in the future, it shall be viewed as a declaration of war on the Empire.

Phenex had always been an imposing man. Years in a brutal civil war, seeing the one man he had ever admired blow his brains out, and recieving heavy facial tatoos and scarrification had all done their part to increase that.

His bearing, as he stood at a podium in front of a crowd of reporters, was nothing left than perfectly military, despite the simple, yet elegant cane that leaned against the podium- a reminder of a terrorist attack that had occured at a conference very much like this one.

His voice was deep, and rather raspy- another souveneir of that attack. More than anything, however, it carried a note of fervent, even fanatical self-assurance. This was a man who had no doubts whatsover that he was speaking the absolute truth.

"People of the Ivory Jaguar!" He called. "Gholgoth has been attacked. Not by force of arms, but in the most despicable way imaginable. Biological weaponry!” He practically spat the last two words, loading them with scorn “Gholgoth has been attacked with this- this coward’s weapons, this least honorable of tactics. WILL WE STAND FOR THIS?”

The response was immediate and deafening- hell no, they would not stand for this. Phenex’s scowl grew slightly less fearsome, but only for a moment. “Good,” he said. “We are Gholgothan, and Gholgoth looks out for our own. I hereby pledge the support of The People of the Ivory Jaguar, to the hilt, to the nation of Crimmond, and Gholgoth as a whole in this endeavor.”

As the data for our biological and chemical weapons programs are already archived for future use, we will commence with immediate dismantling of all existing samples and weapons stockpiles of biological and chemical weaponry. In addition, the missiles used to transport these weapons will be destroyed. Crimmond inspectors are free to enter our country to examine our stockpiles to ensure compliance.

In addition, funds will be appropriated for compensation and cleanup of Crimmond as per the specification in your proposal. We will begin transmitting these funds at the start of the next fiscal year."

Travel times and bureaucracy being what they were, it had taken aid some small degree of time to arrive. Fortunately, two Assault Fleets were still present within Gholgoth territories in the wake of the Questers incident and had made efforts to lend a hand, but they were not able to offer large-scale 'humanitarian' aid on their own. That large scale aid had finally arrived, however, as had been promised, and there was still much work to be done. In numbers that had been somewhat greater than many predicted for such an event, Charr set foot on Crimmond soil for the first time.

Charr medicians emerged from planes in their droves, reporting to Charrian commanders who, in turn (thanks to numerous Tyrian humans serving as translators), reported to Crimmond officials for deployment orders. Having spent much their lives with their horns buried in the pages of books instead of the torsos of their adversaries (earning honour with one's brains instead of one's brawn was a fairly new concept that had only emerged in the last half century or so, but it had taken off quickly), these 'medicians' as they called themselves were smaller than most Charr. Surely, they still stood tall and imposing over those humans who greeted them, but without the sheer mass of their peers they were simply dwarfed by the enormous Horde Guardians that flanked them. They were, essentially, the Charrian equivalent of 'geeks'. With over 350 million humans living in Tyria, they knew as much as any human doctor about treating the primate species for the ailments in question (as well as any injuries that may have been sustained in the violent fallout that had followed the biological attack), and even if their bedside manner left something to be desired, they would do their best to help. Protected by such massive brutes as Horde Guardians, packing armament sufficient to take down other Charr with ease and donning thick ceramic scale armour to cover their already-tough hides (to say nothing of the Crimmond presence which was, of course, indomitable), they felt confident of their safety in the meantime.

As they were directed to the areas most in need, some of the medicians sprinted off with their equipment (and guards) in tow, whilst others hitched rides aboard vehicles, as they all joined Crimmond and other foreign healers in making an effort to repair the damage that had been done by the cowardly biological attacks. Chief Medician Val'k Bloodheart, a figure of some renown within the Charrian medical industry, could be seen in the middle of it all, directing his subordinates and relaying with Crimmond peers in a blatant display of micromanagement. All in all it was a very busy scene, and required a great deal of organisation to accomplish, but they would make an effort to despatch aid to where it was needed as if their honour depended on it. The Charr themselves could neither catch nor carry the diseases that the Crimm had been inflicted with, and so faced little risk in that regard - they were more concerned with the dangers posed by the riots, as it was always difficult to treat a patient whilst being pummelled with petrol bombs or whatever else the rabble might be wielding.

Meanwhile, General Frakesh Whiptail had also landed in the country, much to his relief. With a vigorous shake as he emerged into the light, he deliberately ruffled his light brown fur and stretched his large arms whilst growling something about hating long flights. He had a somewhat different goal than the civilian Charr that had been landed here; he had two warbands released to his authority and ready to deploy, and orders to offer their services to the Crimm in dealing with the riots and enforcing law and order. Numerous Charr Generals, Whiptail included, had theorised various advantages to using Charr soldiers in this situation, and were eager to test them out.

The Council of Clans themselves, however, had remained more-or-less silent during the entire debacle, from the start of the nuclear annihilation of British Londinium, until the present moment, and would likely continue to do so until its ultimate conclusion. It was well known that they hated politics and made statements only when it was required of them, and they had simply assumed that everybody knew their stance on 'cowardly' strategic weapons. While they would ordinarily condemn their enemies for their dishonour, they had no intention of tarring their allies with the same brush. Indeed, the only communication to come from them at all during the entire incident was a vague promise of aid to Crimmond.

The Crimm

Benghazi, Addis Ababa, Tripoli, Gdansk, Kaliningrad and Needles(Bratislava). All these cities were shut down by the actions of Vetalia. Gdansk was the largest port in Crimmond, Needles the largest weapons manufacturer outside of Myer(Lodz). Smaller cities like Giza were struck as well, but those outbreaks were contained already. It was the cities that needed massive assistance, many of which were still in revolt.

The Charr were greeted as friends, at least by the Marines and doctors. The civilians were a bit more skittish of something so big and mean looking approaching, even if there were Marines with them. In many of the cities, entire aide stations were nearly turned over to the Charr to handle the sick, with a minimum number of human staff. There simply weren't enough Crimm experts to go around.

It seemed as though the military was the only group not seriously hindered directly by the lingering gas. Being equipped with sealed armor suits, they moved easily about, policing the cities struck. The black and red armor was quite distinctive, as was the armor of the Civils. They were mostly exposed to the lingering gas, but still wore filtering masks.

Tripoli was the worst of the cities, in terms of rioting. Marines and Civils were slammed into by rioters nearly constantly. The Marines used restraint, but the Civils were harsh, wading through rioters and attacking them until they dispersed. What was worse was that the city itself was taking a worse beating than the people. Several buildings were burning, many, many more were shells.

A Civil approached the General as he entered the city and beat a fist against his chest as a salute. Surprisingly he spoke in the Charr's own language. The pronunciation was odd in places, but the Civils were near about the only other creatures with the throats for the language. "Greetings General. I am Major Bova. Welcome to the warzone of Tripoli." The statement was punctuated by distant gunfire. "I am to take you to General Vorder several blocks from here. He will be able to give you a full situation report on the revolts."

Two Guardians tailed the General from his plane, looking all around them and clutching their oversized battle rifles in anticipation of having to use them. Gunfire and explosions could be heard all around them, and it kept them distracted - their ears twitched as distant sounds were amplified by their canine-like senses, and their noses drew deep breaths as they detected the scents of possible adversaries even from here. They had the unenviable job of protecting their superior officer in this chaotic morass of violence, and it may not prove easy.

Waving his two Guardians over in an impatient manner, Whiptail stomped his way over to the greeting party and hurriedly urged his human translator to the forefront, only to be surprised at the Civil's ability to speak Charrian. Rarely having contact even with the humans of Tyria, he had difficulty telling one 'baldy' apart from the other by sight or scent, but he immediately recognised that this was not a human the moment it opened its mouth. He promptly returned the salute.

"A Civil," Whiptail commented. "I have heard of you. Impressive command of your throat that you have there. Indeed, to your General we must go. Time is, clearly, essential."

He followed their lead after quietly instructing his translator, a man who was quite clearly a civilian, to remain behind. Clearly he would not be needed.

There was a large table with near real-time updates of troop movements throughout the city projected down onto it's surface. Several officers were around it, one obviously in charge by the way he motioned to units and seemed to be one of a handful of officers that seemed calm.

The Civil Major led the Charr to the General and saluted.

Vorder ignored both the Civil and the General for a moment as he finished several quick orders and looked over the map once more. Finally he looked up and nodded. The Major provided automatic translation back and forth as they conversed. "General Whiptail, glad to have troops around that make even my own command nervous." It was in the news networks and advance briefings that Vorder was a unique commander. He was one of only ten humans in his command. The rest were Civils. The many human Marines around them normally answered to other COs, most likely. "The situation isn't looking very good for us at the moment. Constant firefights, small bombs, even mobs with rocks and debris are putting a few Marines out of action. By the end of this, the cities in revolt are going to be a shell of what they were..." An exaggeration, seeing as Benghazi and Tobruk were dealing with only mild riots and disorder and Europe had settled down mostly and was trying to deal with the illness that was spreading.

"General," Whiptail saluted. "An honour. In battles of this nature, bullets are not the way to victory. Fear is your weapon of choice."

As though making a quick demonstration, he turned around and loomed over one of the younger humans milling around; raising his muscular arms in the air, baring his claws, he released a deafening roar from his toothy jaws that sent the surprised young man scurrying away. His point proven, he adjusted his ceremonial sash almost comically and then looked back to the Crimm General. The two Guardians looked back over their large shoulders in mild amusement.

"Two Traktokan warbands have been released to my control, and await deployment from nearby transport ships on your approval," Whiptail explained. "These... rioters, need to be controlled, this much is for sure, but they are not dishonourable souls. The cause for which they fight is just and honourable, they have merely selected the wrong adversary, and whilst killing them through combat is not unwarranted nor dishonourable in its own right, it does a service to none."

He looked around for a moment, and tapped on the firm chest of one of his Guardians, pulling his black lips up over his teeth in what could only be considered to be a smile.

"We have an idea to contain the violence without necessarily slaughtering the participants, granting at least sufficient time for these unruly citizens of yours to be properly educated as to their true enemy," he continued. "Make no mistake, ne'er has there been a more ferocious sight than a Charr Horde rampaging towards ye, and 'tis our hope that such a sight will deter the rioters from further violence without a single slug needing to be sent their way. If not enough to put an end to the riots completely then at least sufficient to contain and control them.

"And, if all else fails, you'll have two extra... what do you call them, 'divisions'? Yes, 'divisions' to fight alongside with. Order shall be brought to chaos, one way or the other, and once it is, they can assist with maintaining security and cleaning up in the short term. In the meantime, our medicians continue to work alongside other medical personnel to heal those afflicted by the cowardly weapon.

"It is, ultimately, up to yourselves of course," Whiptail said finally. "Our warbands stand - or rather, float - ready to assist."

Vorder and Bova seem to be amused by the General's action. Turning to another officer, Vorder quietly orders that Marine to be given the rest of the day off. Can't have a jittery Marine in the command center.

After that was done, Vorder highlights a few areas with a laser pen. "We see most of the fighting in the more industrial areas of the city... You should warn your men that the people in these areas are not going to stand down easily, for one simple reason... they have military grade weapons and know how to use them as well as any Marine or Civil. The Empire has armed it's citizens like this purposely to ensure an opposing force cannot just walk into a city and plant their flag. They have to fight for every block. Unfortunately, this also makes it harder to put down rebellions and riots without the need for mass killings." At this point, he paused and looked at the General for a long moment, considering whether to reveal the rest of his orders. "General, if Tripoli does not come at least 70% under our control in the next two days, I have orders to make an example of the city. There is an Air Wing just inside the Sahara, waiting for my order to begin firebombing the city. Harsh, genocidal, but it will send the proper message to the rebelling cities. We control barely 35%." By his tone(and the tone in which Major Boma translated it), he truly did not want to destroy a city to bring the riots to an end.

In other areas of the nation, scientists and doctors poured into the stricken cities, bringing tons(literally) of supplies with them, supplementing the doctors of the struck cities and the Marine doctors and corpsmen. Field hospitals were set up to handle the load of people and the Marines were enforcing the strict quarantine around each population center. No one that wasn't authorized could enter or leave.
