Hello, I'm Antigr. Some of you may know me, some may not. Anyway, I'm a proud member of the ADAN. I am not the founder, but am a member of the high council and have been a member for a long time. This gives me the leverage to bring you another ADAN reincarnation.
This is an alliance in it's third reincarnation. ADAN 3.0 was brought about because we were getting fed up of the sign-up-and-forget members and poor turnout for everything we did. ADAN was brought down to about half a dozen members due to this. To be a member, you must be fairly frequently active at the offsite (http://z10.invisionfree.com/ADAN). ADAN 2.0 was a big change, and these big changes are continued here, at ADAN v3.1, different from 3.0 due to a charter change and some other stuff. Enjoy.

Aggresive-Defensive Alliance of Nations
Version 3.1

The Charter:

Pre-Submittance Rules:

1. In order to be accepted into this alliance, you must first apply for the alliance. Submittances to the alliance can be posted below, or on our off-forum site. Each nation that has submitted will then be under a pending status where they will undergo a quick background check to see if you are really who you claim to be.

2. Applying nations must be fully committed to follow the standards and regulations of the Aggressive-Defensive Alliance of Nations. If you cannot, then do not waste your time applying.

3. You must agree to a background check to ensure that you are trustworthy.

4. The ADAN is an alliance of Aggressive and Defensive Nations. Thus a high military ratio may allow you more leniance for acceptance than a nation with a rather low ratio, due only to the type of alliance this is and it's aims. Do not, however, let this turn you away if you are a new nation, or a nation that doesn't believe in large Military Forces. This also does not guarantee that if you have an extremely large military force, that you will be accepted instantly. The ADAN is to be more open for All nations to be able to join without complications. (More details further down.)

5. We are looking for nations at or above one hundred million people (total population wise) for alliance-wide operations. Once again, if you are below one hundred million, do not let that turn you away.

6. Nations can be instantly accepted if they are either endorsed or the High Council votes in favor of the Nation at question. However, you'll still be subject to background checks.

7. The ADAN is not a nuclear weapons loving alliance. All usage must be granted permission by the Military and Governing Councils and then further approved by Dephire. Any usage without consent will result in severe actions upon thee.

8. In addition to the Pending Status, outside intelligence may also be used in your judgement. So please, don't submit if everyone in the bloody world hates you.

9. Applications are subject to be revoked if conflicts arise.

Post-Submittance Rules:

1. No Military action is to be taken amongst a fellow Alliance Member unless permission is granted by the High Council to be so. Permission may be granted upon request, but not every request is accepted. If Military action is striken upon a fellow nation without the High Council's approval, your nation would then be Expelled from the Alliance. Higher Level violations, such as more than two fellow Members, may result in Higher Leveled Consequences. Of course, this Alliance will not Forcefully remove all Members if the Conflict achieves a status of over fifty percent participation of Members. In that case, the conflict will be deemed an Alliance Disagreement, and would be considered unecessary to see to action be brought upon the Aggressive Members.

2. With the previous Rule being stated, any conflicts involving a fellow member against another fellow member may be monitored by the High Council.

3. You may NOT flame nor talk badly about a fellow member. Violations of this Rule will result in INSTANT permanent BAN from the Alliance. Higher Levels of Violations will result in notification of Moderators, if the situation permits.

4. You may be a member of another alliance as well as this one.

5. again, the ADAN is not a nuclear weapons loving alliance. All usage must be granted permission by all representitives and the Governing Council. Any usage without consent will result in severe actions upon thee. AAN-DAN

The Aggressive/Defensive Alliance of Nations is at the point in which two stages are formed. Splitting of Aggressive and Defensive members.

Idealy, larger nations with huge military powers are to be on the Aggressive Alliance of Nations (AAN). These nations will pull through the Alliance-wide operations, such as total war against an opposing alliance or to counter a nation that has attacked a fellow member. However, there are limitations to these nations. AAN'ing is voluntary. You don't need to be up to 1.5 billion to be accepted into the AAN (see below), those are only guidelines. Known from personal experience.

-=-AAN members should be larger than 1.5 billion people (Total Population).
-=-AAN members must seek permission from Dephire and/or the council.
-=-Pointless warmongering will not be tolerated.
-=-The inclusion of the ADAN for your personal wars will not be tolerated.
-=-Do not start wars just to have the DAN fight for you.
-=-If you embarrass the ADAN, you will be subject to discipline.
-=-If you make a mockery of the ADAN, striking a non-member nation without proper authority, you will not have the assistance of the ADAN.
-=-Further mockery will result in extreme discipline. (Details are confidential.)
-=-AAN members are also to look after each other, except upon the circumstances previously mentioned.

Defensive Alliance of Nations (DAN) are members whom 'protect the motherland' so to say. They, instead of going out to war, prepare the homeland defenses incase the war comes to our home's borders. These nations are, for the most part, smaller nations that are not part of the AAN. In times of war, the DAN stock up on counter-measures, weapons, and other arsenal to help fuel the war effort of the AAN. However, the DAN are not to be 'slaves' or 'oppressed' by the AAN. In fact, the AAN and DAN are to co-exist peacefully. The Defensive Alliance of Nations also has their limitations:

-=-Must assist in the defense of the Alliance.
-=-Defensive nations are limited to ADAN peacekeeping missions, to hone their skills and get ready for actual offensive missions.
-=-They can be used in civil wars, terrorist attacked zones, or areas of civil unrest.
-=-These member HAVE the right to disapprove of any AAN action.

Nations with total populations of 2 billion or higher are more so going to be asked to be a part of the AAN. Nations with total populations of 100 million to under 2 billion are more likely to be asked to be a part of the DAN. Any members under 100 million are more than likely going to be placed on 'Observation' or 'Observer' for them to learn how things are done, and will also be used as a last resort on the front lines. If you fall under this category, do not be turned away, you will be treated with just as much respect as everyone else.

Also, as a punitive action for larger nations, we also reserve the right to demote a AAN nation to DAN status.

High Council (Rules/Regulations/Etc.):

The High Council is a system of governing for the Alliance as a whole. It shall be consistant of five member nations, one being Dephire of course. They will be in control of anything regarding Politics and Security, Law Enforcement and Society. Diplomacy and anything else. The High Council is the highest governing body of the entire alliance. The members of the High Council shall be decided by the fellow members of the Alliance.

This is a council dedicated to overseeing and commanding the ADAN military operations of all kinds. Again, it be consistent of up to five member nations. it is independent from the High Council, although this may have military command elements as well, especially at higher levels.

ADAN is divided into two sub-groups: Aggressive and Defensive nations.
Their representitives are there to represent the whole of each group, and act as a 'military council' in a sense, with the AAN proposing an action, and DAN either confirming or denying it, there may be up to two representitives for each group.

Motions for following changes in charter:

Too apologetic. It is nice to know, but really doesn't help peolpe understand ADAN or the charter, it also says you can essentially ignore these parts.

UFAN had nothing to do with it, that i know. I do know that BL continually harrassed a few of their members, and that quite a lot of their numbers are nubtacular.

if by nubtacular you mean such nations as NC and Cazelia, that is no longer true, i kicked them out about a month ago for warmongering and godmoding.

Hey everybody, the State owned Trade Union Printing Inc. Is going to begin the first Nation States News Journal. It Will be A Bi-Monthly Publication Called Chrono, the Cover Story for the first issue is going to be, The Un? Burden or Binding im going to need your help to get the article made, i need opposing viewpoints, reasons why its good or bad etc. If you have an idea for another story I will take anything you write just make it about something Nation States Related. Also We will have Advertisements, for these first few issues it will be Free so all the Corporations out there take it. I would love it if you could help me by writing articles. ADAN v2.0 had 40 members or something. 32 of them were stupid sign-up-and-forgetters. Booted them. To be a consistent member, you must be active on the offsite as regularly as you can.
A lot of our current members have large off-NS lives too...the person who usually does our background checks, asgarnieu, works 30 hours a day and doesn't have much free time on his hands. I'm not taking his place, but I did his job as a temporary.
Anyway, pleased to have you. You'll be watched the first coupl'a weeks, but that's standard and you shouldn't worry.

Kinda funny since the 1st ammendment doesn't say "separation of church and state", it just says the government may not infringe or enforce religion.

There's examples of IC in the stickies - I think the RP ones - if you can find them.

No info is really required in the IC, just a regular letter-type thing. Make sure you read the whole charter - seriously - and if you're a sign-up-and-forget-guy, you get ejectificatified. We requiore no info on you 'cos we carry out checks, and inspect yer history.

Officially there is no ADAN obligation to do anything, however it would be in ADAN's best interest that the conflict end in UP's favor.

Though I would note that, as in RL, declaring a 'war on terror' isn't the brightest thing for a young nation to do.

Most of my rapid deployment forces resserved for adan are already deployed, as are a number of my nation's own military resserve, but I could most likely scrape together a few divisions from the bottom of the barrel and deploy a few extra air strikes.*

Some have moments like in debate where they develop a unique form of 'girble speak' and form run on diolauge so dense with information that unless you have perfect memory a tape recorder or are really fluent in shorthand you'd be unable to keep up.

This is mostly because when repeating quotes on the clock, they ignore most if not all punctuation and just go for words per second.

The other fun part is taking quotes and warping their context to fit your needs without getting caught, this is usually achieved by messing with implied punctuation.

But I doubt he joined debate.

PS: I do not have any nuclear weapons as such, however, many of my ships and all my large military airships use nuclear propulsion, and 78% of Prevania's electricity comes from nuclear power stations. I hope this is not a problem.
