Maren Kalo, Grand Chieftain of the Tribes of Tremarendakia, stood in a chamber far unbecoming of his regal position. Indeed, in contrast to his usual accommodations, this place was down right dreadful. Only a few of his most trusted advisers were present, where usually hundreds of citizens came and went from his court as they pleased. The chamber was dark and dank, which made sense, seeing it was located nearly twenty feet underground. Muffled sounds of battle permeated even this deep beneath the battlefield outside, and Kalo knew his time was numbered no longer in years, but in minutes.
It was strange, really. Only a few years ago, things had been going extremely well for Kalo and his government. The tribal ties of old had been tied into a fierce nationalism, and by uniting a group of weaker chieftains beneath him, Kalo had seized ultimate power for the first time in Tremarendakian history. Ironic that those he had labored so frequently to unite now wished him dead. Thus was the plight of the misunderstood, though, and Kalo was prepared to face his destiny. Thankfully, it would not be long. The sounds of battle drew ever closer, blood curdling screams and gun-chatter growing much more frequent.
Kalo looked to his advisers, looking for any remaining trace of the old confidence that might still remain. Finding none, he decided that he would not fail them in his and their last moments.
"Gentlemen," he began. "It has been my pleasure and privilege to serve with you, to lead you, and to call you my countrymen. The cries of the dying grow nearer now, and I shall not delude you with words of hope, you are men of sensibility. What can we do in the face of such a brutal onslaught of fools and brutes? Sleep peacefully in Eternity knowing that you died for a cause which was the better alternative. I thank you all."
Almost on cue, the door of the chamber swung open, allowing a nauseating torrent of the stench of death in, and almost immediately several soldiers ran inward, bayonets attached to the ends of their rifles. The last things Kalo, the First and Last Grand Chieftain of the Tribes of Tremarendakia felt and saw was his own innards being skewered by the harsh bayonet of young Private. Intestines dropping to the floor, Kalo's eyes shut, and there was silence for him.

Subj.: Open Address to All Nations of the World
The Tribes of Tremarendakia are no more. Revolutionary troops, under my command with the authority of the majority of Tremarendakia's populous, have eliminated the dictatorial leaders of the former regime. Grand Chieftain Maren Kalo was killed only 45 minutes ago, and already celebrations have erupted all across the islands. I would take this moment to announce the installation of a new system of government in Tremarendakia.
From now on, Tremarendakia shall be split into 26 districts, which shall each contribute five representatives to the Tremarendakian House of Commons, elected in tri-annual elections. Each district shall also be represented in the House of Lords by an appointed Governor. I myself shall serve as the first Monarch of Tremarendakia's Second Age.
The Constitutional Monarchy shall be seeking to modernize rather quickly. Our current supply of weapons and lifestyle in general are derived from our old alliance with The Black Reich. That alliance died with the Tribes, and I seek to move us forward. Of foremost importance will be the upgrade of the Tremarendakian Royal Navy, which has thus far into our history been neglected, despite Tremarendakia's stance as an island nation. We look for groups to make offers in order to draw our attention, though we will be looking ourselves, as well.
Another matter of importance is the relocation of the capital of Tremarendakia. Dwelmant Ah Tyran, literally the City of Chieftains in Tremarendakian, is ill suited to house the Houses of Commons, Lords, and my own seat of power. Dwelmant Ah Celestin, City of the Stars, is far more suitable, and shall henceforth be named the capital of the Constitutional Monarchy of Tremarendakia. Construction will begin there on the Houses of Commons and Lords, and a royal palace is being planned as I write this. Along with housing internal power, Dwelmant Ah Celestin shall also host all foreign embassies and consulates, and nations are encouraged to seek ties with the Constitutional Monarchy.
Finally, all nations granted one of these embassies or consulates in Dwelmant Ah Celestin will see it's leaders and diplomats invited to a gala hosted by myself next month. I wish to meet and greet my international peers, as due many of my candidates for the House of Lords.

"Send in the Ebikan Mountaineer Division, inspire the tribesman." Those were the words of the leader, their leader. It was all it took to prepare thousands of troops to go off and fight. But why? No one thought this, plans had been set, the game of global chess was to begin. A universal goal that all world leaders look for, unification. Hundreds of small boats were piled together, followed by large supply ships that would drop off all they needed, though it was unnecessary. The Ebikan mountain people were trained to feed themselves, especially in the mountains that had become their home, taming the mountain lions a task that most men find impossible. A deceleration of war would not be needed, this government wasn't recognized by them, in fact, they considered the 'nation' their land now, to unify it into an economic colony by first supporting a revolution, then pay off the new leader into willingly annex themselves into the Status Quo of Terre Nationale.

As the limousine slid out of the gloomy tunnel entrance leading to the mainly-underground terminal of Dwelmant Ah Celestin International Airport into the luminescent day, traffic surrounded it, which combined with the vertical buildings to build an immense feeling of entrapment. The palace, and the foreign minister's meeting, lay only about five minutes from the airport's entrance, so very few words were spoken by Lord Adair, except to point out several building sites, such as the soon-to-be Houses of Commons and Lords.
Upon arrival at the palace, intensive security checks awaited all arrivals, and foreign dignitaries were no exception. Wands were used to detect all metals, and trained dogs searched for things that the detectors missed. The message was clear: The new government would not be taken unawares.
Once past the checkpoint, Lord Adair led the foreign minister toward the throne room. Several ornate doors lined the walls of the hulking hall, and the tallest of all led to the throne room. This was the one which Adair opened. Though he pushed lightly, the hinges were obviously well kept. The doors swung inward silently and easily. Far across the hall sat a man on an elaborate throne, flanked by several other men. He beckoned to Adair and the foreign minister, and called.
"Foreign Minister Nabila Katchab! Welcome to the halls of King Rudo the First!"

Nabila was in awe, she was unaware that such a new nation will have such an advanced governmental structure and security. With reverence, Nabila nodded her head at the king and said,
"Your Magesty, thank you for allowing me to come to your beautiful country."

Rudo was instantly impressed by the foreign emissary, and he stood from his adorned throne slowly, indicating respect.
The king was an imposing figure. At over six and a half feet, with a massive, muscular frame, and decorated with garbs of silver and gold, he was a kind friend, but a terrifying enemy.
His voice, a deep baritone, rich and vibrant when amplified by the hall, rang out once more as he clasped the foreigner's hand: "It is our pleasure, Ma'am. I am most pleased that you find our country beautiful. But I must apologize. Although your gracious comments are most pleasing, I must ask that we cut to the chase, as my duties call and I must move on quickly." He pointed to the men behind him, introducing them. "These are Representatives Kalin, of the 4th District, Ando, of the 8th District, and Luren, of the 20th. They have been instructed by the House of Commons to sit in as their voice in this matter, as has Lord Adair been chosen by his peers to represent the House of Lords. What is it that New Brittonia would have with our modernizing nation?"

If your nation can either help provide us with staple foodstuffs, or even help us provide that for ourselves, we would be most eager to negotiate."

"Well, historically, New Brittonia has been a neutral non-beliligerent since its founding. In order to sustain our armed neutrality we have had a military service requirement. However, during the David Flower admilistration New Brittonia's population reached one billion people. Shortly before that, Prime Minister Flower decided that keeping so many people in the military was unreasonable, therefore he created several national service organizations, as he believed that although people can choose their service vocation, people still need to serve their country. Now, one of these organizations is the New Brittonian Service Corps. The New Brittonian Service Corps is chosen from two hundred thousand people per year, upon graduation from secondary school. One hundred thousand are selected from lottery, the other two hundred thousand are chosen from lottery also but in order to display our racial and ethnic harmony to the world, the following constraints are applied:

The difference between the Service Corps and any other service organizations is that they are sent to a harsh military style bootcamp where they experience the same physical training and mental pressure, but instrad of learning to sloot a FAMAS rifle or a Beretta 92 pistol these cadets learn community and public service. I hope that you can understand all that", Nabila said with a chuckle.

"Lord Bud. Your presence is unexpected..."
"I apologize, my King. I do not lightly impose upon your meeting with the foreign minister, but there is a matter of pressing importance I must discuss with you." The governor of the 5th district flicked his eyes quickly in the direction of the foreign dignitary and back to the king.
"You may speak freely, Lord Bud."
With a slight cough to clear his throat, Lord bud began speaking. His voice, a low baritone, was much akin to Adair's. The entire room was focused upon his face. "My King, we have received reports that Minister Katchab has personally signed documents opening relations with the nation of the New True Cross, who are currently expelling all non-Puritans and condemning atheists to death without trial."
Every Tremarendakian face in the room tensed and turned angrily toward the foreign minister who might as well have been condemning those people to death personally. Over 50% of Tremarendakia was fiercely atheist, and it was clear that the actions of the New True Cross would not be accepted by the Constitutional Monarchy.
"Minister Natchab," began the King, "I will give you a chance to explain your actions, though I suggest you carefully select your next words, as I have half a mind to imprison you on the spot for conspiracy to murder innocent foreign citizens."

"Okay thank you Your Magesty, although I feel obliged to tell you seemed to have mis-read that memo as it is the Foreign Ministry's policy use our embassies to shelter those being persecuted due to genocide or being displaced during wartime with the idea that they will be sent to New Brittonia where they will be safe from persecution. We actually use our neutrality as a way to help the well-being of humanity."

Rudo showed no acknowledgment of these parting words, and merely nodded in the direction of the throne room's entrance, from whence two guards were approaching to escort the disgraced foreign dignitary from the presence of the King. From there Nabila would be escorted to her limousine and driven to the same airport terminal where she had first set foot on Tremarendakian soil. There she would also step upon it for her last time.
