"You can't be serious!" said Communist Senator Karim Muhammad Assam. "You want to destroy our system and let all manner of Praetonians, Vetalians, and Lord only knows what other capitalists you can cram onto a boat and ship here, and reduce us to the status of slaves?"

"Not slaves," replied Senate President Mohammed Hussein Abdullah of the Green Party. "Labourers. We would naturally receive a reasonable wage, at least enough to survive on. All we need is to establish foreign economic zones, not turn our whole nation into some corporate nightmare. That is, after all, the very definition of fascism."

"Before we can become strong, we must know what our resources are," said Senator Alyssa Petrova. "Right now, our resource is our labour market. We have millions of people desiring employment, and with only a meagre allocation of the generous foreign aid we have, we can import large amounts of raw materials for public works projects - housing projects, factories, hospitals, and nuclear plants. We still have much skilled labour; many of us here are scientists, engineers, doctors, computer programmers... we aren't just manual labourers here, not that we don't need any. I move that we make a deal with these powers."

"You're mad," said fellow Nationalist Frank Snider, head of the Nationalist Party. "The Praetonians are close allies of Questers, which attacked us for no reason and collaborate with the Doomani."

"We aren't lily white ourselves," replied Petrova. "We bombed Northfordian civilians, crucified prisoners of war like Doomani, watched as Catholics were persecuted... abandoned our allies to the Atopians... I'd like to reform this nation, too, but we have to have an economy first so we can have a nation."

Assam spoke. "Nobody is saying we can't have an economy. Why Praetonia? Why not simply become a protectorate of the World Soviet Party? We have similar policies, and would be firm allies once we are strong."

"I don't think they can survive against the Doomani," said Snider. "Even if they do, there won't be enough left of them to resist the ironically-named The People's Freedom. Relations are all well and good, and I hope they do fight them off... but I don't have a lot of hope for them."

"All in favour?" asked Abdullah.

The Kahanistanian Senate passed the Comprehensive Economic and Foreign Policy Reform Act of 2007 by a vote of 457 to 32. The text of the CEFPRA read as follows:

Be it resolved on the 20th day of October 2007, in light of the numerous economic, foreign, cultural, and political changes that have occurred in recent history, that the following legislation is adopted:

Special Economic Zones shall be established in New Masada and in Major Settlements One through Ten. Within these Special Economic Zones, foreign corporations will be permitted to establish businesses to employ Kahanistanian labour for the advancement of the economy, in accordance with foreign labour law and Kahanistanian safety law.

Disputes regarding the Special Economic Zones may be brought to the Kahanistanian Ministry of Labour by a wronged labourer or by a business utilising a Special Economic Zone.

One half trillion shekels will be allocated to purchase raw materials, chiefly hemp, steel, concrete, and uranium, for the construction of public works projects, housing and nuclear power plants.

A further one hundred billion shekels will be allocated to the creation of an Embassy District in New Masada. Two hundred billion will be allocated to the planting of high-energy food crops. Fifty billion shekels will be allocated to the funding of an education programme for Kahanistanian civilian and military diplomats to attend foreign diplomatic training institutes of nations willing to collaborate with Kahanistan.

This law may be cited as the Comprehensive Economic and Foreign Policy Reform Act of 2007.

News that Kahanistan is to partially liberalise its internal economy has been greeted with cautious welcome by the Confederation of Praetonian industry, which supports the changes but insists that "more must be done" if the Kahanistani economy is to rebuild from its present state of terrible poverty. The Prime Minister has congratulated the move to liberalise trade between Kahanistan and Praetonia and also the intention to spend some of the healthy foreign endowment Kahanistan has received on constructive productive industry.

Several Praetonian companies in the retail, construction and manufacturing sectors have already begun plans to construct branches in the Kahanistan 'special economic zones,' with even impressive high-value infrastructure projects such as airports and seaports being planned by Imperial Central Bank plc. where sites are favourable. Farthingtons' Ltd., Praetonia's largest department store and supermarket chain, has said that "Kahanistan is an excellent potential market," and that the chain intends to "bring low-cost imported food to the starving masses in Kahanistan."

In addition to direct business investment, many property firms are planning high density residential areas in the Special Economic Zones, where land is expected to become scarce as businesses and Kahanistanis struggle to secure a place in what are expected to become islands of prosperity in a sea of continuing poverty. An Imperial Central Bank press release hinted that a 200-storey tower may be funded by the bank, which sees Special Economic Zone land as a huge potential windfall investment.

As well as low-skilled employment, many high-tech Praetonian businesses are also considering expanding into Kahanistan to take advantage of the skilled workforce that is said to have been evacuated from the Doomingslandi invasion. Two Praetonian industrial giants, Consolidated Fission plc. and Imperial Atomworks plc., have expressed their intention to bid for Kahanistan government nuclear contracts, promising a "quality, made-in-Kahanistan-by-Kahanistanis product available at an affordable price." Imperial Oil & Gas is rumoured to be in the planning phases for the construction of a large engine factory and design workshop in Kahanistan.

Smaller companies, however, are steering clear of the failed state, with many addressing the CPI Free Trade Congress with issues of long-term security of the SEZ conditions, the price of SEZ land and the availability of workforce. Many have also expressed concerns over the foreign policy of Kahanistan itself, which it is feared may bring a fourth destructive invasion that could wipe out their investments.

[OOC: Im not going to fill in a bunch of forms because it would take forever given that maybe a few dozen companies will be interested. However I can give a generalised answer: my companies will optimise their business practises to make optimum profit in so far as it is legal but they will not knowingly break your laws. They will make all reasonable concessions to the Kahanistani government position.

With the approval of numerous foreign companies to do business in Kahanistan, the inflation of the shekel stopped at 1 KS = $0.14 and held. Only time would tell if the inflation would reverse itself.

Kahanistanian workers employed in the special economic zones would, of course, pay income taxes which would fund the public works projects, the recruitment of unemployed individuals who could not find jobs in the SEZ's, and pay them to build houses and gradually remove the unsightly shacks in the capital. But first, workers would be required to build the infrastructure of the corporations...

Speech by Alexander Kirillovich Kazansky, President of the United States, at the opening of the Henry Ford Memorial Automotive Factory in Kahanistan

My dear friends, I would like to remind you here today of a great man who helped destroy Soviet Communism. That man is not, as you might think, Ronald Reagan. That man is Henry Ford.

Henry Ford was not a good man. He hated Jews and supported fascism. But he had one redeeming quality. He wanted money. And for that reason, he created a means to put every man in America on wheels. He did not invent the private automobile, but he made it so that every man could afford one. And by that means, he destroyed any kind of chance for socialism in America – and eventually led to America's victory in the Cold War.

Just as public transport is inherently communitarian, the private automobile is inherently individualist and bourgeois. It is not only a luxury of sorts, it allows the owner an unprecedented level of freedom – he can choose precisely where he wants to go, instead of only stopping at the bus stops or train stations. He can travel in privacy, not sharing his personal space with strangers. He owns an investment. And finally, cars encourage people to settle in private homes, not hive-like appartment buildings – encouraging private property on land and discouraging government monitoring.

Old America, to which Allaneans proudly trace their origins, and Allanea itself, have had their urban growth, their social development, their very ideologies and cultures shaped by the omnipresent automobile – privacy instead of CCTVs in public transport, private homes instead of appartment hives, land property instead of overregulation, freedom rather than slavery.

Enabling the private individuals to own their own means of transport is as important to individual freedom as enabling them to own effective weapons or have access to the free press.

It is in this spirit that I open here the first Kazansky Heavy Industries factory on Kahanistani soil. It will produce copies of the Developing Area Automobile, Mark 1.

But this factory is not for my personal profit. I hereby endow this place with three billion dollars – in order to producee one million DAA-1 machines, and deliver them to one million Kahanistani households, free of charge. This is a first step – to ensure that eventually, the whole country is on wheels, and that the entire country is free.

I will do more than this. An additional eight hundred million dollars will be spent on giving free driving lessons to the citizens of Kahanistan, to enable them to use the DAA-1 and other vehicles of their choice.

With the recent elections that had put a communist president in charge, attitudes toward Allanea were somewhat worse than they had been. While the people were willing to accept the vehicles and facilities, for the most part, the president saw Allanea as trying to culturally expand again, and saw Kazansky himself as a mass murderer and terrorist who had left Kahanistan to fall to the Doomani and their allies. Even the nationalists who had supported the alliance earlier now took a dimmer view of the state.

However, the import of vehicles would improve the economy somewhat, creating jobs that did not require S.E.Z.'s, and allowing more people access to said jobs.

In the meanwhile, Alexander Kazansky did not rest. He ordered his aide – the famous pilot, Priscilla Conde – who, among other things, was famous for making millions off advertising motorbikes after her military career, as well as killing more Doomani single-handedly than any other person (except, of course, Emperor Maximus) – to coordinate a major book buy.

And so, some of that vast amount of Wagdian gold Alex possessed began to go into books.

There would be ten billion copies of various books, ordered printed by the Samizdat Corporation and delivered to every house in Kahanistan, distributed like candy – or like phonebooks, whichever you like.

The books were: Hazlitt's 'Economics in One Lesson', Ayn Rand's 'Athlas Shrugged', Heinlein's 'Tunnel in the Sky' and 'Time Enough for Love', Milton Friedman's 'Capitalism and Freedom', Ludwig von Mises' 'The Anti-Capitalistic Mentality ' and 'Bureaucracy', Al-Ghazi's 'On the Amestrians and Their Lies', Nozick's 'Anarchy, State, and Utopia' and, finally, Kazansky's own 'How Allanea Was Founded'. One could not say that the President lacked ego altogether.

To distribute the books and print them would cost 120 billion dollars in total, but that wasn't enough for the Boy-President. He purchased server space from a Kahanistani Internet providers, and made those books – and over 10,000 others – available as free downloads.

And finally, he donated two billion dollars for the construction of new campus buildings at the Kahanistani National University.

Samizdat Corporation accepted the order, although the executives and workers were a bit shocked at being asked to push pro-Allanean propaganda. It was, however, up to the citizenry to decide what to do with the ideas they were to be exposed to. While the corporation did have a philosophy - that everyone had an equal right to information, free of censorship - that philosophy was not as hostile to Allanea as much of the sentiment in the government.

Within a week, the last of the books were printed and millions of poor, innocent trees were brutally slaughtered to make the ten billion books. The Internet provider was all too happy to sell server space to Kazansky to line their coffers.

Kahanistanian construction workers reveled at the new infusion of wealth as they began working on college campi all over the nation. Of course, they often spent the newfound cash on hookers and booze, especially the prostitutes who prowled the Special Economic Zones looking for rich executive johns from the wealthy countries which invested in Kahanistan.
