World.
We are the Panserborne, a race of intelligent warrior bears who hail from the Far North. We have no need for money neither do we have the desires of humans. We are a proud race who will defend our honour to the death. We offer our alliance but also give a warning.
Our might comes from our strength and our armour. The armour we create is made of the strongest metal and for the most part bullet proof. Our weapons are our claws, nothing else is needed. You need not discover their strength should you not fight us but we have no mercy when at war.
Hear us roar!

Upon receiving your open communique, we are intreagued. A nation of intelligent bears is certainly something unlikely. We would like to offer an exchange of embassies, certainly with a view to an alliance.
We await your reply with great anticipation.

Oh, please.
Did you even read the communique? They don't claim to be human, they claim to be bears.
They do not claim to be civilised, only intelligent, something that you evidently are not.
Who are you claim to be that man are the only rulers of this earth we inhabit? It is not your decision to make, nor ours or anyones. Your antiquated views are laughable, even by our standards.
As for all others falling into the abyss - as you have evidently not evolved further than the ancestral apes, we'll make sure we're close by when you take the inevitable tumble.

Your communique is both insulting and intriguing. We are not human and have no claims of it either. We are bears, who do things differently from you humans. You may try and push us into the abys but shall fail. If you try to push us we will not push back but rather slash open your torso with our claws and throw you into the abyss. Do not insult the bears for it is one of the last things you will ever do.

The Bears who took care of the airship station watched as the Airship descended from the sky. Of course this station was built by and owned by humans who lived further South but they helped the bears whenever they needed it.
Among those gather was General Iorek, direct descendant of the great Iorek Byrnison, who was also Second in Command.
As the Airship descended he spoke to those who surrounded him:
"It has been a long time since humans from lands afar visited our nation and so they will not understand all our customs.Keep this in mind and keep your claws away lest you start a war."

The airship slowly descended to the ground, the aircell gass compressed into cylinders.
It hovered just above the ground as the women exited, follwed by two armed guards.
From the hold came 12 workers, carrying large plastic crates filled with heavy weapons.
The women stepped up to the bears.
"I am here on behalf of the Alfegos government. They have asked me to give you these "gifts", as a sign of our friendship."
One of the crates was brought over and opened, revealing a white-painted minigun, with karge drums of ammunition mounted along the sides.

General Iorek looked at the weapons without much enthusiasm. He heard one of the Guards growl. Human weaponry was thing that many bears distrusted and never wished to use after seeing so many of their own kind innocently slaughtered by these weapons while they searched for food.
"Welcome to The Colony of The Panserborne." He paused. " I see you bring us human weapons and though we appreciate the thought we have no use for them. Look at the armour we wear. Each crafted to perfection and every piece bullet proof. I will even allow you to test it if you so wish. And for weapons, look at our claws. As precise and as deadly as any human weapon, perhaps moreso because to my knowledge there is no human weapon that can crush a persons spine. You may keep your weapons.
However we are gathered to open talks with your nation and so we wish to take you back to our leader. If you have no avaliable transport to get there then climb on our backs and we shall carry you there."

They had been travelling for one week now, two airships, great lumbering behemoths from the dockyards of Khamali. The BMA (Barronian Magisteriate Airship) Verona and the BMA Brittania were approaching the land of the Panserborne, the fabled iron bears of the north.
Approaching the ground through the mist, the bulky shapes of their gondolas appeared. On board were the ambassadors and their guards, and several vehicles used for getting around, adapted for the unusual climate and situation they were now in.
As the gondola hovered above the ground, ropes and a ladder were unfurled. Barronian skysailors, dressed in the typical blue, scrambled down the ladder in a well-practiced operation, nailing down the ropes securely, before attaching weights to fix the airship in shape.
Now that the airship was on the ground, the bears would be able to get a better look at the airship. With two decks and over 500 metres in length with a 5-metre breadth, it was huge. Designed specifically as a floating embassy, it contained several offices, secure connections to the motherland, and room for several vehicles. In this case, a VLT L8 was carried, along with several VLT M6a recon vehicles.
From the front of the airship, a set of stairs began to deploy toward the ground. From the now-open door, 12 soldiers arranged themselves either side of the stairwell, before two people, a man and a woman, emerged.
They stood, shivering somewhat in the cold, as they waited for their greeter.

"Guests. Welcome to Svalbard, our home. All you will need while you stay is here but be careful of how you act. Not all Panserborne are welcoming of humans. Come let us see Brunus."

We are a tropical nation, so would not be suited for your people. We were thinking of helping by supplying you with anything you need.
I heard that you are atacked by humans to the south, yes? We are willing to supply you with such things that would allow you to protect yourself. I heard from your bears that their armour is able to stop bullets with ease. But when you charge at a group of humans, you are bound to get killed.
We offered some of your subjects weapons such as the guns of the humans, but can offer you such things as machines for construction and digging that can do the work of 50 men.
We can alternativly offer you mutual protection: we will protect you from other humans, and guard your border. In exchange, we ask that you will answer our call to war when our homeland is threatened.

Entering the car, glad to be out of the cold, Bellerose motioned to the bears to lead the way.
Turning to Comptois, she wondered aloud about what General Urnasa meant by "adequate shelters"...

Brunus Leader of The Panserborne
We assure you our methods are extremly non-obtrusive and no humans will be present in your lands. Our extraction methods are fully automated. If you wish for a demonstration we will construct a sample extraction facility for your approval in a location of your choosing.
As you have no need of cake or weapons, what do you desire? We have an infinite supply of immaterial items such as words which can be provided in abudance should these be required.
However a political alliance is agreed upon, correct? Does this entail the construction of an 'embassy', the presence of ambassadors, etc.?
GLaDOS, Citizen 1 of Aperture Science
Very well. I shall allow you to demonstrate in the most northern parts of our land where there are things of little interest to us. And yes you may construct an embassy within our Colony. We are not like humans so have no desires that they do.

"Naturally when a human sees a bear charging at him he will flee. The majority of the humans in the south are peaceful, just the occassional border raid by one of their outside groups but those have lessened since we sent back the head of one of the groups leaders back to their base. Our borders are safe for the time being.
Weapons. The human obsession with weapons. It is something we have come to understand but we do not desire weapons. We are weapons and we take pride in that. However we will agree to be your allies in time of war should it be necessary but note that if you go to war with any other allies we may have then we will have to step back and watch the situation."

"We know you humans can not tolerate the cold of this region like we can so we have built buildings that have constant heat, warm water and comfortable beds to sleep on. I believe that is adequate enough. Now we march forward to Svalbard!"
At once the bears got into formation and started moving quickly towards their main home, taking huge bounds through the land making sure the humans kept up in their cars.

"Maybe a little different from our usual accomodation, but it will be gratefully received General. As you may have noticed, this isn't our preferred climate."
As the cars pulled away over the snow, engines straining as they struggled to find grip.
"Ma'am, wouldn't a helicopter have been better for this particular embassy?"
"I fear so, George, I fear so. Coff-- ouch!"
"Coffee, ma'am? With this landscape? And this particular interior? I fear that may be somewhat unforgiving, ma'am. Better to admire the landscape - what you can differentiate of it, anyway. And those bears!"
The returning Alfegan helicopter saw the Barronian cars struggling in the snow, and flew over them. From the helicopter loudspeaker, one of the crew called:

"Do you need a lift?"
Comptois leaned out of the window, and waved his arms to signal the chopper down and called to the bears to slow.
Once the chopper had landed, he braved the cold once more, wrapping his cape tight to him.
"A lift would be a Godsend, sir, especially if you're heading our way, so to speak."
The helicopter slowly dropped down towards the ground, then landed as the rotors slowed to a near stop.
The co-pilot lept out and ran over to the man who had got out.
"We are not headed that way, but will gladly take you there: there are 10 seats you can use, and we can drag any equipment behind us."
He led the men into the helicopter, and sat down, taking out a map.
The chopper blades sped up, and it took off.

"Not a bad idea George, not a bad idea..."
As the helicopter headed to Svalbard, they leaned to the windows to watch the bears gracefully making their way across the packed snow, M6's in close pursuit.
The helicopter approached its destination, the co-pilot keeping an eye on the guidance instruments, while glancing at the map and giving instructions to the pilot over the headset.
Soon, the helicopter arrived, its blades slowing down as it glided to the ground. The pilot looked at his fuel gauge, noted he had enough fuel still, and then opened the doors on the helicopter.

The helicopter flew back to the airship, which was being prepped to leave. A fire had been lit under the water tanks, and the sails had been furled up against the cold wind.
The helicopter was winched back up into the escape bay, and refuelled with extra kerosene carried onboard. Finally, the gondola was pressure tested and temperature tested, for the stratospheric altitudes it would be cruising at.

The High-Level Personnel Transport Labrador, part of the Imperial Arctic Fleet, moved through the frigid teal waters of the Acrtic Ocean, towards Svalbard.
The two representatives stood on te deck, with no coats or other protective garments from the cold. No, Cosciv Kiravians were comfortable in any climate from Mediterranean to Polar.
The icy shore of Svalbard loomed closer to them. They got into a small boat, and proceeded to the shore, where they were met by a group of Panzerbjørne, all covered in expertly crafted armour, wrought from meteoritic iron.

They had entered the living quarters of the bears. Iorek lead the way with stares, some interested in the humans, others looking slightly more threatening. To these Iorek and his guards growled and gave warning glances. These bears had given their word to protect the human and so they would.
"As you can see, we live differently to the humans. Our homes are built differently and the head of each family is decided through a duel, though it is honourable. The loser is still respected and can have another chance in a few years. Each family hunts and gathers for itself though if help is needed they are given it."
As he spoke, Iorek saw something out of the corner of his eye and turned to face it. It was a bear charging right towards the human and he was in attack position. Iorek roared and charged towards the attacking bear and took him down. A fight had broken out and the crowd was watching...
Nabila followed the bears, and began to be reminded of The Colbert Report.

Every time a fight broke out between bears in Svalbard it would usually end in a death. These fights were rare but when they happened they were bloody and news spread of them quickly. The assailant was unknown but his intention clear. This was a Panserborne who hated humans and would never trust one some much so he would try and kill them.
However this bear had chosen to go after a human under the protection of Iorek. He was not a General for no reason. He had proven himself many times and many remarked how he acted like his grandfather, the original Iorek Byrnison.
Iorek charged down the attackerand the two clashed like a storm wave against a cliff face, power meeting power. Jaws ripped into flesh, claws slashed skin.It was a bloody battle but eventually one bear stood over the corpse of the other. Iorek had won. "As you wish. This is where you will be staying."
Iorek had lead the humans to buildings made of thick concrete blocks designed to trap heat and inside was a comfort zone. Large beds with thick mattresses had been bought from the humans in the south. Bathrooms had been fitted with modern human comforts and human food had been brought in as the bears had thought that the humans would not eat seals. The place would seem like a home away from home.
Isov was also not a big fan of human technology and grunted as the jeep followed them. He did not see why the Panserborne and the humans had to coexist but Brunus wanted it and the Council had agreed.
They stopped near Brunus' quarters and waited to be called in.
"So, General," Treesoil said as he stepped out of the jeep, "We have heard of your race's great skill in metallurgy. Besides meteoritic iron for your armour, what other metals do the Panzerbjørne work with?"

"Our population is 14 million and growing. Our economy is doing well though we only use money with the humans. We bears trade our skills and food between each other. In regards to development our needs are different to those of peopleso what may seem basic to a human is advanced to us.we see no need to advance in this regard to much. Education is a primary thing howeverso we can teach the younger cubs of the world outside Svalbard."

"We also use titanium as it can equal and even surpass the strength of steel and is much lighter and more fluid. Iron and titanium are our favoured metals though we work with all kinds depending on the job at hand."
"Well, New Brittonia wishes to send in aid to the Panserborne."
"Ahh but this depends if we want to accept your aid. What aid do you propose to us?"
The plane circled in towards where the bears were waiting and landed. Sir Lenrid stepped out onto the snow and walked towards the bear who was waiting for him, followed by his personal bodyguard.
General Kitsern surveyed the humans that approached him and his guards. He waited until the humans had stopped before talking.
"Welcome humans to our land. I am General Kitsern and these are my guards. We are not far from Brunus' quarters so there is no need to hurry. Are you well?"
What?! Bears, a nation? Simply fascinating! We are humans, and we come in peace. We are a very dumb species, but as individuals we're smart. Judge us like that. Can we have some more information on your nation? Possibly more information about each Panserborne?
Are you from Earth? What do you eat, what's your anatomy, everything!

Yes we are from Earth. Our anatomy is typical of a normal polar bear and the diet is similar. We do not know why we evolved into intelligent creatures but we are happy with it. To gather information of every Panserborne would be vastly consuming but we are glad you have expressed an interest in our nation.

"Fascinating! Much as you work with Metal, we work with Plants. Early on in our history, our ancestors discovered how to make trees grow to suit their needs, and many other applications. However, our knowledge of botanotechnology is not nearly as deep nor percise as that of your race with metallurgy. Is this an acquired skill, or do bears have an innate knowldge of metallic bonds?
The Panserborne
30-10-2007, 09:45
"Some of it is learnt while we work with the metals. But most of the knowledge we already have when we are born. Young cubs are encouraged to play with metals and try to create things. As this goes on a bond develops between the bear and the metal allowing for better and stronger creations.
It is quite interesting how you have managed to control the plants so masterfully."
Isov, though it did not look it, started to respect these humans who controlled the trees. And earning Isov's respect was a feat in itself.
"Astounding! It really is incredible, matching innate knowledge with that acquired from experiance and logic.
The first written records of our plant-working are from Coscivia, our now-dead mother nation. When our ancestors began reforesting cropland that they did not need, they found that the trees grw differently than if they were planted in uncultivated soil. This led to us eventually having such an understanding of how to use the forces of life, that we can train marine plants to clean up oil spills. Apparently, both of our civilizations have the common point of mastering elements of nature."

Urnasa led the way, looking calm, but wary of the watching bears around him. Word had reached him of what had happened to Iorek but he did not tell the humans incase they got scared and left. They approached Brunus' quarters when a guard stepped up to them.
"Brunus is currently in a meeting with another human. Please wait.", he said.
Urnasa was not to impressed with this.
"Soldier stand down. These are also guests of Brunus. Maybe if they enter now they can talk to both Brunus and the other humans to build even stronger ties."
The guard stepped aside to let them in.
Entering Brunus's hall, they looked around for the bear himself. He was talking to another party, but it was beyond Bellerose to know who they were. As a junior ambassador, it was just her luck to be sent to Svalbard on her first ambassadorial mission.
Approaching Brunus, they stood some way behind the party he was conversing with, to wait for him to acknowledge them.

Letter from the Desk of Emperor Olaf V of the Scandinvan Empire:
We see your claims to intelligence to be little more then a far fetched attempt to garner attention to yourselves in such a way as a dog seeks to gain the attention of its master when it barks. As well, we believe that every piece of your ‘armor’, that you claim is bullet proof, has been looted from humans you have savagely killed in an attempt to make yourselves better able to hunt humans, we further believe that any of your savage race are in capable of creating armor composed of possibly rocks or tree bark on your own. Added we recognize your species of ‘intelligent’ bears to be little more then regular animals, and therefore you are subject to extermination and use by humans in anyway we see as fit. Further any nation that claims this race of mere beasts to be intelligent due to their speech should note that parrots may learn hundreds of words, yet they are not truly intelligent, and we believe that these bears have similarly evolved to be capable of tying words together into something that makes sense to humans, to a very limited degree which they have evolved to better humans. So in order to defend ourselves from these savage creatures we call for either containment to their home lands or if they keep to expand their out right extermination will be needed to defend the humans race from these beasts.
Signed,

"Sir. I bring to you this communication. It makes for unpleasant reading."
Brunus took the message and read it aloud for all to here. After he finished reading he had anger in his voice.
"This shall not stand. This Emperor is an ignorant fool who cannot accept there are other intelligent creatures apart from humans. He calls for our extermination. I call for his death. Send him back a message." Brunus wrote something then handed it to Gregov.
To The So Called Emperor,
Your ignorance is only outweighed by your stupidity. We have no need to steal armour from humans. We are skilled in our crafts and even more in battle. You cower behind your words and your armies never to personally come and try and land a killing blow. Should any person of your Empire find themselves within our borders they will be killed. I can only hope you are the one that steps into our land.

Let it be declared openly to the world's governments that, regardless of my government's disagreements with the Scandinavian government on many issues, the government of Adygea will not let this marauding bunch of half-evolved savages that others enjoy fallaciously calling a 'civilised society' declare open hostility upon any and all citizens of Scandinavia, simply for their government's actions. It is true that Adygea's government does not condone extermination of any species, however dangerous, but neither will it condone indiscriminate homicide on persons which may not be guilty of any crime except being included in a particular country's census.
Should any harm come to an innocent, Scandinavian or otherwise, be assured that Adygea stands ready to defend the liberty of the people of Scandinavia, as elsewhere, shoulder to shoulder with our allies in the true civilised world, from the advance of savagery and the support thereof. Indeed governments which support such a policy in the name of acceptance and open-mindedness are as barbarous as it itself, and, regardless of their pomp and pretence of being the standard-bearers of democracy and the higher aspirations of humanity, should be condemned.
It is abundantly clear that statements such as these are often taken horribly badly, and turn to war, but I make this statement boldly, for if I do not, then who shall make such a boast? Certainly the leaders of the free world have failed in their responsibility to use their power for the good of all mankind, and therefore there are very few governments that still possess the bravery to say such strong things, and even less that can do something to act upon their statements. Adygea, though not equipped with billion-man armies, missiles with one-hundred per-cent accuracy rates, aircraft that are never spotted and travel in the upper hypersonic range, ships which can launch thousands of cruise missiles, tanks that need several dozen shells to defeat, assault rifles that never jam, or any of the other many technological 'wonders' of this modern era, does possess a backbone, so that it may stand against those who might encroach upon the collective sacred liberty of humanity.

As the planes came in, 500 Panserborne went to the airport to see what was going on. Some were dressed for battle. They were led by General Harnesan. As they approached they saw thousands of humans and were wary. General Harnesan stepped upto what seemed the man in charge.
"State what you are doing here." These were the only words General Harnesan spoke.

The man wearing the turban said,
"Hello, please do not be alarmed, I am General Mohan Singh of the New Brittonian Service Corps. We were sent here on an aid and develpment mission directed by your leader, Brunus."

To Emperor Olaf V,
"Added we recognize your species of ‘intelligent’ bears to be little more then regular animals, and therefore you are subject to extermination and use by humans in anyway we see as fit."
These are your words from the first messageyou sent us. No where do you state that our extermination would be the result of us attacking humans. I call you out as a liar. You have shown us and the world that you are unaccepting of things that challenge your status quo. And you talk of hate. Surely calling for the entire extermination of a race based on no ones actions is hate. Do not be so hypocritical.
Brunus, Leader of The Panserborne. The better way to say it would be that we never declared we would exterminate you, neither did we call for anyone else to do the same. The real message we meant is that as animals you are subject to the will of humans, not matter what it might as humans are THE rulers of this world and we cannot tolerate any dangerous animals attacking us.

"Ahh yes. I was told of this but did not expect so many. It would be wiser fo you and your people to set up camp here. Many of The Panserborne can handle a few humans in the Centre but this many may put them on edge and I, for one, wish to avoid unneccesary bloodshed. Would you and a few of your advisers like to follow me to Brunus' quarters?"

Olaf,
I wold like to see you try and bring the Panserborne under the will of the humans. You talk of dangerous humans. Look in the mirror. Humanity is the most dangerous animal of them all. As bloodthirsty as wolves on the hunt. You create more elaborate ways to bring death on each other and use violence as a way to solve problems. For us, violence is a final resort.
Brunus, Leader of The Panserborne
After her nights stay, the ambassador was ready to leave.
"I hope we will have more amicable encounters. I will leave you now. I hope to see you in the future."
Her helicopter arrived to pick her up, before returning to the airship, now floating high over Svalbard. It was grabbed by 4 clamps, and the rotors died down to a halt before the helicopter was winched into the payload bay of the airship.
It turned and deployed its massive sails, amazing light, weighing only 3 grams for every square metre of their massive span. The wind picked up into them, pushing it back towards Alfegos, as the hydrogen-fired turboprops screamed into life, slowly accelerating the airship away to its homeland.

"That will be an acceptable option. Several of my men will come see Brunus as you asked. As for housing, we wish to build barracks in an enpty portion of the island."
"That is good to hear. We are currently discussing trade, alliances and the idiocy of a certain Emperor Olaf."
"Aye, we have heard of thie Emperor Olaf. He is the same as the Londinians that challenged the recognition of intelligence, and rights of personhood that we gave to Dolphins and Whales. Some humans are naïve to the extent where they see the existance of another sentient race.
But enough of that. We are interested in opening trade, and possibly an alliance, with you. What have you to trade?"

"To trade. Only our skills in making armour. We could trade you human counterparts of our own armour. But what do you have to offer us?"
"We can offer much, but there's little that we think you would find desirable, unfortunately. We have ships. Svalbard, being an island, might want for ships at some point, I do not know.
Likely, the only thing that your civilization would have use for is our plants. We have ways of controlling the way that herbs abd trees grow and develop, to the point where we can make seaweed clean up oils spills, and have wood grow into intricate patterns. Would you have any use for that? We do not know. THe only things we know of your race come from General Isov, and a few books that have come by way of merchants."

"We may have use for your plants. There are areas of our island that used to be full of plantlife and they were important to our ecosystem, bringing in creatures and in turn our food supply. Recently these areas have started to die, animal populations dwindle and our food stocks are not renewing themselves as fast as they used to. I have had to protect my colony from these facts to avoid panic. Can these plants you have help us?"

Mohan Singh said, "This attachment will be doing much of the physical work. We're talking about going and, with the bears assistance, of course, bulding the structures, the schools, the septic lines, the power plants. These initial operations will be crucial to gaining the the Panserborne's trust. In a week, the othe divisions of the Service Minister, those that are", he said with a laugh, "less structured, will come and do the intangibles, mostly teaching and other health services. And, that is basically it."

"Ahh this is interesting. What kind of energy source will you be using? Coal? Oil? Geothermal? Wind? You see our environment is very important to us so drastic changes will not be looked upon well.

"Considering that Svalbard is located where it is, we can use geothermal. Also, putting small solar and wind turbines on each building will help, as well as having large scale projects using water as a source of power, and planting a series of wind turbines in the sea, so they will not be a nuisance to your fellow bears."

They certainly can. Once we find out whatever is killing the plants, we can breed the plants to be reisistant to it. Once they are replanted into the ecosystem, they will regain the lost area and reclaim the animal habitat by outcompeting the inferior plants.
