At an emergency session of Congress being held at the Houston Astrodome, in the wake of the attack on DC, the President was escorted in, not just with the secret service but by Marines. There was an entire division of Marines guarding the baseball stadium.
The stadium fell silent as the President began his somber remarks,
"My fellow Americans. Today, a day which shall live in infamy, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist acts carried out by Cobra Moon. Thousands of lives were suddenly ended by evil, despicable acts of the air forces of the nation of Cobra Moon. The victims were in their offices; secretaries, businessmen and women, military and federal workers; moms and dads, friends and neighbors. They were at the Vietnam memorial, they were at church, even in school.
The pictures of missiles flying into buildings, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadness, and a quiet, unyielding anger. Cobra Moon's attack was intended to cause chaos and to force America to retreat from world affairs.
Cobra Moon has moved a people who love freedom to defend a nation that is founded on freedom. There are enemies of freedom who have attacked innocent people around the world. They can destroy buildings but they cannot destroy American resolve to combat terror.
Cobra Moon targeted the American people for attack because we are a beacon for freedom and opportunity in the world. And no one will be able to extinguish that light.
Today, our nation saw evil, the very worst of human nature and we will respond with the best of human nature. We are going to defeat the enemy, rebuild our country, and we are going to increase international aid to nations fighting off invasions and who are fighting terrorism.
America and our friends and allies join with all those who want peace and security in the world, and we stand together to win the war.
America was at peace with Cobra Moon when this attack occured. America was involved in working toward peaceful settlement on one of the world's many conflicts. Cobra Moon made no statement or hint of their intent to wage war against innocents.
As Commander in Chief I have directed that all measures be taken for our defense. No matter how long it takes to overcome this deliberate invasion, the American people, through their might, will win unto absolute victory.
We intend to make sure that this type of evil never threatens America again.
There can be no mistake that hostilities between the Unitedstatesofamerica- and Cobra Moon exist. Our territory and our freedom is in grave danger.
I hereby ask that since the recent attack on DC and other parts of our nation by forces from Cobra Moon that Congress declare that a state of war exist between the United States and Cobra Moon.
As soon our troops complete their work I am committed to bringing them home as soon as possible. May God bless the USA."
As soon the President finished and left the stadium for NORAD, the bill to declare war on Cobra Moon was introduced. It authorized the use of all means necessary to subdue Cobra Moon and counter terrorists around their sponsors around the planet. Any nation that supported terrorists or that launched an unprovoked attack on another nation would become ineligible for American aid.
