An in emergency session of the US Congress, President Reagan addressed them with urgency as the networks broadcast it live.

"The efforts at achieving a peaceful settlement of the Ryou-Albalast conflict have been seeing some success. It has been my hope that a ceasefire could be achieved so as to facilitate a peaceful settlement and a removal of Ryou forces from Albalast.
Congress has responded by giving aid and food to Albalast. And in response to hostile actions by Ryou, Congress is now preparing to pass a $100 billion aid bill.
Unfortunately, tonight, we have learned that Ryou, a nation with hostile intent towad other nations, has tested a nuclear bomb and intends to build more. The United States cannot help but be alarmed at the Ryou nuclear weapons program. There is a grave possibility that the Ryou's nuclear weapons are intended for use against America's ally, Albalast.
Therefore, tonight I have made clear that Ryou must abandon its pursuit of nuclear weapons or America will be forced to act. The Ryou's actions are a threat to peace.
I formally request the consent of Congress to use all appropriate means to deal with the Ryou nuclear menace to world peace. Ryou must be made to understand that the US will not stand by if its allies are attacked. "

The media commentators speculated as to what "appropriate means" meant. CBS commentators said it could have meant that the US was preparing to bomb Ryou nuclear missile sites. CNN said the US was preparing economic sanctions against the islands. FOX commentators were saying it meant the US was preparing to invade the Ryou Black Islands. PBS was saying it meant the US would do nothing.

The Congress went into immediate debate after the President's speech.

As Congress continued to debate, reports began pouring in of military preparations.

The 54th Marine division was seen getting ready to deploy to an undisclosed foriegn location.

The government of Stoklomolvi has issued a statement saying that the Ryou Black Islands is but a small nation; it cannot do much harm with the meagre army it has. Both Albalast and Ryou have small armies and military forces. We believe that if those two nations are to be left alone and settle the dispute themselves, then so be it. If they decide to attack other nations, then the other nations of the world shall be upon them like a hawk.

The Ryous had heard about Regan's Speach and they were not happy about it, in fact, they were pissed off. The US had no right to force the Ryous, who only Anwsered to The Stevidians and Rei Nakagishima.

Since The Albalastian War was ending with Peace talks, the Ryous had other fish to fry now, in prepareing for any attack by The Americans. The Ryous had all Military Units from The Army, Navy, Marines and Air Force ready for any Action, not only against The Americans, but with Rumors of a War starting against The more Dangerous nation of Birtish Londinium.

Anti-Aircraft Missiles were being placed on Launchers in all areas, even the Uranium Mines and Nuclear Reactors. Subs were patroling all over The Xanadou Sea, even in Magic Sorcery Waters.

The Ryous were prepareing to defend them selves from attack.

American Response:

The US supports the isolation of the Albalast-Ryou conflict to just the nations of Albalast and the Ryou Black Islands. Both nations are small and relatively equal in forces. However, the Ryou Black Islands have upset the balance with their quest for nuclear weaponry. They must give up nuclear weapons or the US will have to act to counter the threat and restore balance.

The Greal 5th Naval fleet was now in international waters near Ryou Black islands. The Greal naval fleet carried 40,000 troops, all who were armed with the latest techonogly and weapopns, they each had bulletproof vests that were tough enough to deflect most bullets. The fleet itself was biggest Greal naval fleet.

Congress has approved President's request.

Three of the most powerful men in the Kalmurstan Government sat watching a recording of the address, speaking between themselves as the broadcast continued. The Minister of Defence was seething, is grip tightening on the glass tumbler before him.

"Unbelievable! Totally unbelievable. Reagan seems to think he has the right to police the world, if it isn't to his liking, it's evil, unjust or a threat to the world. How long until we do something he disagrees with? How long until we say something he doesn't want to hear? Then what?"

"I think you're taking this a bit far, Yuri." The President spoke calmly, with the authority and conviction one would expect from the most powerful man in the nation. "We are but a small nation. Our foreign affairs are limited to a few kind gestures and congratulatory notes here and there. We don't seek conflict, as Reagan and his administration seems to do. I doubt he is going to threaten us over anything we say"

"I think Yuri has a point. If no-one stands up to this tyrant, he'll continue to abuse his position to further his own agenda." Sergei Khristenko, Minister of Interior, took a moment to light a cigar before he continued. "Obviously, right now we're less than nothing to this man. We probably don't even register on his radar. In that respect, Viktor, you are correct. However, as time passes, we become stronger, more powerful. A bigger threat, if you will. What when we decide to seek nuclear weapons ourselves? What when we conduct a test? We could look away now and not help, but when we are in the line of fire, who will come to our aid?"

The discussion continued for several hours, until a decision was reached on how best to respond.

This would change, however, with your involvement. Faced by overwhelming odds against them, I have little doubt the Ryou government would authorise a nuclear strike in defence of their own lands as a final option.

We thus urge you not to become involved in this conflict any more than you already are, lest you cause that which you seek to prevent.

"Report to Base." He said, "Unknown Fleet outside Ryou Territorial waters."

The Ryous soon were getting ready when the Report came. The Ryou Congress Declared a state of Aert for all the Ryou Black Islands.

The Ryous wer also starting to make a early Warning System that wuld be placed near International waters, the Americans would meet with Ryou Planes if they attacked.

The United States reminds you that Albalast, unlike Ryou, is not seeking nuclear weapons. America also notes another nation that undertaken a nuclear program, but, unlike Ryou Black Islands, that nation has not attacked anyone and hence the US has not undertaken military action against that nation.
Unlike Ryou, Albalast has not attacked anyone as of yet.

Ryou may be a misguided nation insofar as their conflict with Albalast, and whilst it is true the Albalast has not launched an offensive campaign within any other nations, we feel obliged to remind you it was they who declared an open war on Communist States, a war into which Ryou willingly entered with a pre-emptive strike. As such we cannot demonise Ryou for this. They are also engaged in peace talks, showing a willingness to end hostilities.

We feel that it is a nations rights to research, develop and test nuclear
weapons for deterrent purposes. We do not, however, condone the use of radiological devices in war. It seems that Ryou understands the devastating effect of nuclear weapons, and it is our belief they are developing this type of weapon as a source of additional power during the peace talks, with no real intent to use it in anger.

Captain Grant stood on deck when he first mate came running toward him.

"Sir, we spotted a submarine nearby!" said the first mate.

They went running into the radar room.

"Its pretty hard to spot, but we can see it not very clearly."said the radar operator.

"Do not fire on it unless fired upon."said Captain Grant.

The Dragon Class destroyers loaded their depth charges and torpedos just in case anything happens. No one knew that there were Nuclear weapons in the submarines that were acompanying the fleet, the nuclaer weapons in the submarine were never used before, but the submarines might get their chance to use it..
