Principality of Damirez. Maternity.

“Just a bit more dear, only a bit,” a man dressed in a white robe encouraged a woman sitting on the table. She was sweaty and obviously in pain, but after punching the man in the gut she did as she was told.

“Congratulations! It’s a baby girl,” the doctor informed the exhausted mother. It was now a done deal, but outside the hospital reporters from all across the nation gathered anxiously awaited. This was the Damiran with the number One Billion!

“It is a joyous occasion to announce that late last night, in a hospital in our capital, the Damiran with the number one billion was born. We wish only the best for both the child and the mother…” the speaker was interrupted by an insistent reporter.

“Is it a boy or a girl?” the journalist asked anxiously.

“It’s a wonderful baby girl…” the spokesman answered.

“What is her name?” “When can we see her?” came the wave of questions from the eager reporters.

“Her name is…”

And so it went forward, overzealous reporters and hospital personal playing a hide and seek game. Everyone wanted to know more about the new sweetheart of the country, that little girl that made The Principality pass from millions to billions.

It was certainly an event that the government could not leave uncelebrated, and after careful consideration, the decision was taken to host the first Bal of the nation as a tribute to this new life and a celebration for things to come.

It would truly be a joyous event indeed.

And so the preparations were started. True, by the time the Bal will take place at a date conveniently picked so that the little wonder could assist, there would be many more Damirans on this ground, but some things couldn’t be exactly rushed, such as the other reasons behind the huge social meeting that was about to take place in The Principality.

Invitations were sent to many of the friends of The Principality and quite a gathering was expected. True, not all of them fit perfectly with the nation, but for now, they were friends, friends that were to share a peaceful evening in a trouble world and who knows, maybe create new fruitful collaborations in the process.

It was not to say that some knew a bit more about the proceedings than others, but things went forward with great speed and, before you could even blink, the day of the Bal arrived.

This event was going to change a lot of things and one Damiran knew it best. Finally, after a long work, his efforts were going to pay off.

Long ago, when The Principality was but a young nation on the world scene, he had an idea, an idea he diligently followed. At times it was as if he was fighting against the very oceans themselves, but he persevered.

Eventually, after long and arduous negotiations, he found what he was looking for. Minds that shared his ideals, minds open to change and acceptance.

Finally after so long, his dream was becoming a reality, but he knew that the hard part was yet to start.

In another part of Damirez a new and imposing building was being raised. It was an architectural wonder and it hid many secrets in its belly. Built in utmost secrecy, carefully hiding it from any unwanted eyes, it was a surprise that The Principality was planning to unveil soon.

As the Bal started and the people gathered and started socializing, president Librescu called for attention. He had something to say.

“Welcome to the First Official International Damiran Bal friends. We hope that you will enjoy yourselves and find everything suiting to your needs.

As you well know, there is another reason for this Bal, beyond our celebration of the number one Bilion Damiran. A completion of a dream long since sought after by our nation, a dream we have found others to share. Our diplomats made a lot of effort to bring it to completion and today, we see the fruits of their labors.

Some of you may know what I am talking about, other are still waiting for details. As such, I invite Ms. Celine Longtail to speak about this for a bit.”

Commerce Secretary for the United Socialist States of Wagdog Christine Longtail hadn't expected, when she'd been appointed to this position by General Secretary Charles Lind and confirmed by the National People's Congress over twenty years ago, that she'd be serving as an impromptu diplomat as much as anything else. But then again... she thought, most of the fun is in the unexpected yes? Casting a hopeful eye across the crowd, and encouraged by the sight of her best attaches Melanie Straw and Darren Highland silently nodding her on, she began.

"Honored guests, as our host President Librescu has pointed out, the birth of the billionth Damiran is not the only reason for this occasion; even if the principal one perhaps. Rather, a second birth is also to be witnessed, that of an organization which has been the work of Damirez since arguably its' beginning. A work which, at last, ends its process of beginning tonight. A process itself begun, unexpectedly enough, with an offer." She let that hang for but a second before elaborating.

"At first, I must confess to my government's surprise at the Damiran proposal; made before their even joining the United Federation of Allied Nations as they now have. Though controversial due to perceptions of the proposal's possible redundancy, seeing as Wagdog is already among the heads of UFAN in that alliance's struggle against global tyranny and slavery, as the Damiran representatives outlined it to us the offer gradually came to make progressively more sense. Much give-and-take involving other Federation members as well had to be occasioned first, but in the end it was agreed with the Damiran representatives for us all to try at their proposal. The advantages of the offer were too great, and the perils of not trying greater by far than the risks of trying." The story of her life, to be honest; perhaps even of her nation's in the bargain. Her face reflected the can-do spirit inherent in that thesis, and without undue pause she carried on.

"So, to get to the heart of the matter; what is it that we all share even amidst our differences? So as not to play Twenty Questions with you all, I shall say right out: we all place personal welfare first in our scheme of values. Whatever our ostensible ideologies, all those nations represented here I do believe operate under the principle that real people and their needs must come first; theoretical principles being adapted with those needs in mind. Otherwise, principles would have to be sacrificed upon the very altar of themselves as often as not, the greater application thereof sacrificed for the lesser; a sorry thing indeed and seen all too often in our world of late." Celine's gaze turned downcast and frustrated; and not entirely as a rhetorical pose, surely enough. She saw the way certain alliances got terribly self-important at times, often blinding themselves to obvious partnerships; even her own nation's alliances a few times in the recent past.

"But now, thanks to the tireless effort of the Right Honorable President Librescu and his nation, that sacrifice is no longer compelled of us. His organization, the one to be announced at this ball after some further speech by other guests among you, shall see to that. Dialogue, Representation, Consensus, and yes Protection to us and our own organizations are offered by the fruits of President Librescu's labor. As for the unveiling of said coruncopia, well..." She flashed an almost playful look at the crowd, "I leave to our honored host; whom I congratulate again on these wondrous milestones for his beloved Damirez. The next to speak?" Celine held the microphone out for whomever wanted to address on the matter at hand next.

As the Commerce Secratary stepped down, Lord Sumguy walked forward to speak in turn. And so it finally comes into fruition. I wasn't sure the UFAN would accept, a wonderful suprise. He took the microphone from the Commerce Secretary, and turned towards the audience.

"When I founded the Hegemony eight years ago, i had a grand dream. One in which the entire world could exist in peace and prosperity, where war was obsolete and goodwill universal. It soon became apparent to me that such a dream could never be acheived by just one man, or one alliance.

Not long ago I approached the leaders of Kirav and Damirez with a proposal, to find to my great and
joyous suprise that President Librescu had already been working towards such an end for some time. As such myself, President Librescu, and several others, have been in secret enacting a plan for a new creation which we shall see born today.

I speak for the entire Hegemony when i fully endorse and become a part of the great event that shall occur today. We will devote ourselves wholly to this new entity that shall be born, and shall give all that we have to promote and defend it. So i tell you people gathered here today, rejoice! For this day a new hope for the world is created, and a new force to ensure and promote the freedom and happiness of it's inhabitants! May God smile upon us today, and bless this noble work that we are to embark upon!"

With that he stepped back, and held out the microphone for the next speaker.

Helena Smith was by all reports the second most powerful citizen in Etoile Arcture and tipped as a future Secretary General. A close political ally and personal friend of current Secretary General Francis Covington, she was unique in holding both the office of Second Deputy Secretary General of the General Secretariat and Director General of the Diplomatic Directorate. In a nation where all political office was chosen on the basis of a popular vote by the populace, it was almost unheard of any official ever gaining such a large mandate from the people. There was also no one better suited to represent the interests of the Technocracy, and it was a task that the veteran technocrat relished even after all these years in the 'game'.

As Lord Sumguy relenquished the floor Helena walked up with a warm smile to take the offered microphone, before turning to address the room. "I would like to thank our host, President Limbrescu, and Secretary Longtail and Lord Sumguy for their opening comments," she said self-assuredly as she took in all the faces of the diplomats and leaders present. "Your words remind me that the search for collective security has been the inspiration for some of diplomacy’s most noble endeavours. It lay behind Woodrow Wilson’s fourteen points and the foundation of the League of Nations. After its collapse with the onslaught of dictatorship in the 1930s, the ideal found new expression in the great post-war institutions: the Bretton Woods System, the United Nations and the Global Alliance of Sovereign Nations. Today it finds its home in such international bodies as the Hegemony, the United Federation of Allied Nations, and the Free World Alliance.

"Today I see before me the representatives of all these great organisations and alliances, gathered together on the occasion of the start of a new life. Every birth is precious, every life worth celebrating and cherishing, but not every era that we may find ourselves born into may have the same promise and potential shown by one single life. I hope what we come together to do here today will create a world that she will find full of promise and wonder. A world containing more friends and fewer enemies. A world of broad, deep and sustained global cooperation between states to achieve the aims of security, peace and prosperity for all.

"So I congratulate our host not only on the birth of one baby girl, or on the milestone of a billionth births, but the beginning of a new journey that will shape not only her destiny, but the destiny of us all," Helena concluded, offering the microphone to the next speaker.

Emperor Kexarin Raincedar took the stage. When he spoke, the whole Empire, from Kirav itself, through every colony and province, to the most remote and unimportant outpost, spoke with him, for he spoke for the Empire, and it for him.

"People of Damierez, today is a great day for the honourable world. God
has blessed this great nation with her billionth child, one more soul given
the opputunity to live in the free world.

But, like Lord Sumguy and your President, I see a day in the future of this
vast and ever-expanding planet, where every child is blessed with the same
oppurtunities, security, and freedom that this little Damiran girl will grow up
with. I see a day where no one must fear that their lives or that of their love
ones will be compensated for the benefit of an illegitimate Government. I see the day when the people of this world, regardless of gender, race, species, or creed, will be able to contribute to the noble effort of Progress. That day, ladies and gentlemen, is not today. Nor is it tommorow. This enigmatic planet may circumnavigate the Sun many times before the dawn of this great Global Renaissance. Yet, the eve of that dawn is upon us. Powers that will shape the furtherment of the free and honourable societies of the world will change, They shall be more united, as one in their most holy crusade. And they will fight, indeed they shall, so that that day may come. So that this child will be able to live in a better world. A world of Grace, and a world of Peace.

As the four alliance representatives finished their speeches, president Librescu moved to the podium and took the microphone in his hands.

"Today my friends we assist to the birth of a new organization, a step for us all in the direction of a better world.

I will not keep you waiting any longer and as such, let us get to the matter at hand."



We see today a multitude of alliances, some built around profit, some built around mutual protection and others created around a cause. Amongst these alliances some place the welfare of the individual first and foremost. Due to ideological differences, many of the pro-human rights alliances and self defense alliances had little cooperation with one another in the past but, following a number of events on the international scene, we believe that the time has come for us to create closer bonds.

Following that line of thought after secret negotiations between several of these alliances a conclusion was reached. The following treaty represents the charter, commonly agreed upon by the alliance heads that marks the birth of a new organization, one meant to bring together their alliances, while allowing them to maintain their own ideological diversity and identity.

We therefore present you the charter of the Global Order Of Defense.


I. GOOD Objectives.

a) To promote better understanding and cooperation between member alliances.

b) To settle and clarify conflicts and disputes between various members of the joining alliances.

c) To insure mutual protection and defense for the members of the signing alliances.

II. GOOD Structure.

a) Leadership of GOOD is assured by a council of member alliance representatives.

b) Members of alliances in GOOD are allowed to participate as observers to the workings of GOOD. However, the decision making process is in the hands of the council.

c) Leadership of GOOD is to be established by common agreement between member alliance representatives

Council Responsibilities.

a) The Council is responsible for the decision making process in GOOD.

b) Council members are responsible for insuring a clear communication process with their respective alliances.

c) The Council is responsible for electing the leader of GOOD.

GOOD Chancellor Responsibilities.

a) The Chancellor will preside over the meetings of GOOD.

b) The Chancellor is responsible with insuring a clear communication process between council members.

c) The position of Chancellor does NOT represent an executive function. Decisions are made by the council and only by the council alone.


III. GOOD member commitments.

The following represent the basic responsibilities of the GOOD member alliances as part of this organization.

1) Non Aggression Pact

a) Members of the alliances in GOOD will not act aggressively against one another.

b) Indirect conflicts between GOOD nations caused by involvement in foreign conflicts are to be solved by mediation should the need arise.

NOTE: A direct attack against another GOOD alliance nation is considered as a violation of the charter and it will be dealt with accordingly.

c) Mediation is to be insured by the involved alliance leaders, and should they be a part of the conflict, by neutral parties in GOOD.

2) Mutual Protection Pact

a) Unjustified attacks against GOOD alliances represent an attack against the entire organization. Exception Article IV, Clause B.

b) Should GOOD members be the cause of unjustified actions against other states, the Council reserves to judge the involvement of the Organization’s resources.

NOTE: In case of attacks against a GOOD nation based on supposed actions undertook by said nation against the aggressor, GOOD will prevent any invasion attempt until solid hard evidence will be provided to the council in this regard.

3) ABM Cooperation

a) In the event of nuclear attack against a GOOD nation, members of the forming alliances will engage ABM assets against the offending missiles.

b) The use of nuclear assets by member alliances is defined by their charters.

NOTE. In regards to the abusive use of this clause the council reserves the right of questioning the decision of nuclear weapons and defer proper judgment.


3) Human Rights Cooperation

a) All actions taken by members in regards to matters pertaining to resolving or preventing human rights violations are supported by the organization.

b) Nations of the alliances forming GOOD are encouraged to cooperate between them in matter regarding human rights. The Organization provides the structure required for this cooperation to be possible.


IV. GOOD obligations.

1) The Organization recognizes the sovereignty of its member alliances.

a) Internal affairs concerning members of the alliances involved are to be solved by the parent alliance.

Note: In the case of genocide, slavery or brutal violations of human rights, should the parent alliance prove unable to handle the situation GOOD reserves the right to intervene.

b) The Organization is responsible for its member alliances and not for individual member nations. Alliances are therefore responsible for the well being of their members.

Note: In relation to the above clause should the parent alliance stand idle in case of aggression against one of its members, GOOD does not have the obligation to intervene.


V. Special Provisions.

1) Current affairs view.

a) GOOD holds no responsibility to intervene in current engagements of member alliances at the signing of this treaty. It does however reserves to interfere in conflicts sparked by imperialism or in situation regarding violations of human rights.

b) Treaties signed by nations members of GOOD participating alliances are the responsibility of said country.

c) Conflicts between GOOD nations at the signing of the treaty are to be resolved by mediation. Should mediation fail, the decision upon the set path is reserved to the Council.

2) Supervision rights.

a) GOOD reserves the right to supervise the nations that had a noncompliant behaviour in the past. To be noted that while membership is allowed for alliances with such members they will be under close scrutiny from the council.

Annex.

Council of Representatives.

The council represents the direct executive body of GOOD and is responsible for all decisions made by the organization.

Structure of the Council.

One Representative, the alliance leader, from each Member Alliance plus One chancellor position. Each will detain one vote.

Decision Making.

A simple majority is needed for common decisions. In case of military conflict, members are allowed to act discretionary in accordance to the spirit of the Charter and their own alliance charters, until an emergency meeting can take place and a GOOD-wide position adopted.

Chancellor Position.

The position of chancellor is to be occupied by an elected official.

Conditions for eligibility of the Chancellor position.

#1 Endorsement from the representative of an Alliance of which they are not members.

#2 General good standing in relations with founding alliances.

#3 A clean record in relation to Human Rights.

#4 No history of direct aggression regarding countries in GOOD member alliances.

#5 If proof is offered, countries that have violated clause three and four might be considered for the position of Chancellor after consultations with previous adversaries.

#6 Countries that already posses a seat on the council as alliance leaders cannot candidate for the position. In other words it is not possible for a nation to posses two seats.

#7 Unanimity is required in the elections for this position.

Note: Alliance leaders can select a place holder for their seat should they be unable to attend. This will be notified to the rest of the Council by the seat holder.

OOC - Finally. Anyhow Yay I'll just make a quick speech

"Despite the fact our President could not be here today I Auron Mehkrat shall represent him as minister of Diplomacy. We were a hesitant member of this alliance at first sensing conflict but then we welcomed it. For we saw that despite idealogical gaps we were a common people who wished to help the people who had formed us. This is the formation of a most Grand Alliance to protect similar nations and help all small nations from the wrath of larger as the larger nations swoop down upon the smaller territories like birds of prey feeding themselves. No longer shall this happen and Fordock is glad with whatever small part it has played and only wishes to make a larger one. We congratulate the Damierens on the birth of not only their one billionth citizen but also 1/3 of the greatest alliance yet."

Auron Mehkrat descended them from the podium waiting for other to make a speech.

"And so it has been done. GOOD is now in force, and with it, we shall shape the world for the good of terranity. People of the GOOD alliances, today begins a new age for NS. An age of freedom and honour. I thank you for supporting it."

Mei Mian had been sitting at a table near the podium, surrounded by her close advisers and a small escort. She had listened to the various people approach the podium, speak on the glory of the day, human rights, freedom, and the such. Each was met with thunderous applause. She soon realized something big was coming, bigger than a billionth person. As the charter for GOOD was read, Mei Mian began to think, and formulate her response. To say the least, it annoyed her. As the floor was opened for speeches, the Empress decided to deliver a small message. She strode up to the podium, adjusted the microphone, and began to speak.

“Greetings fellow leaders and diplomats. I came here today to celebrate the birth of a child, yet I had heard whispers of bigger and better things to come among the members of the Free World Alliance. And here I stand, surprisingly faced with the creation of a brand new mega-alliance. I will now share my feelings on both. While I am not a great fan of masturbatory pontification, I must say, many in this very room would count among the greatest practitioners of the art I have ever beheld. Men and women with enough arrogance to claim to speak for millions, and to insinuate that their military alliance is worthy of the word GOOD, you certainly do deserve a round of applause.” Mei Mian sarcastically clapped her hands together, pointing them towards the four who had announced the alliance. “Furthermore, pardon my cynicism when I chuckle at an Emperor of a nation which prides itself on imperialism and colonialism speaking on the glories of a free world. And I can barely stifle my laughter at a man who presides over a country that shares his name, and self styles himself the ‘Hegemon’ speaking of a peaceful new hope for the world.

But let us not forget Damirez, the mother of this alliance, and at the same time, home of new a billionth person. Congratulations, little girl, on being born in Damirez, ‘a rising democratic power.’ Let us only hope you always stay on the upper end of your homeland’s infamous income gap. Apparently free society seeks only the liberty of its people to die in the gutter while the rich pop the cork on another bottle of champagne. I suppose the only real people are those with enough money to afford importance. I can only hope for those who willfully exploit the masses, while deluding themselves with beliefs of freedom and equality. Enjoy the ‘security’ of the free market, my dear.

Then again, some might point out the interesting position of our own Empire, claiming I here spew hypocrisy, as many of the abuses I bemoan affect the Empire, and until this day, it has been somewhat true. But today this ends. I, Empress Mei Mian of Mephras, rule by my own will, how I see fit. Further, I hereby withdraw the Empire of Mephras from all commitments to the Free World Alliance. I have awoken from my blissful slumber, and I have risen to face the stark realities of a harsh world. I suggest the nations of this alliance do the same, lest they embarrass themselves with faux idealism. A great global renaissance indeed.”

Mei Mian surveyed the audience once again, and slowly stepped down from the podium. She grabbed a glass of chardonnay off the tray of a nearby waiter, and sat down. Despite the early firecrackers, the party had only just begun, and she had her eye out for a certain someone…

Lord Sumguy turned stone-faced as he heard the woman's remarks, but did not react. Foolish woman, no sane man is arrogant enough to actually want to have a nation named after him. The name was chosen by popular vote, I had nothing to do with it. If you knew anything about our language, our government, our society, or our history, you would not be throwing such insults at me. Oh how the ignorant are sure of their wisdom...

Emperor Raincedar rolled his eyes at the pop artist-turned-politician. Although he had to applaud going from being a musician to leading a [nearly]bloodless coup, her public conduct as a leader was dishonourable. She was not representing the people and institutions of her nation, but rather showing the proper charisma to win public opinion. Somewhat like that American Democrat. What's her name again?.....
But at least her, or her government, ran Mephras sensibly.

But GOOD was now real. An umbrella alliance to unite the noble forces of the world. Hopefully, it would soon have a chance to prove itself.

I would like to announce Cazelia's full support for GOOD and all of it's signing alliances, for today, oppression ends in this world! Dictators shall fall and patriots shall take their place! Finally the world has begun to see that good can prevail over evil and that truth can triumph over corruption! The world has entered an age of freedom and prosperity, and that four visionary alliances stand to defend that age!"
