The Reconstruction of the League (MT, open)

OOC: Yallak, I'm making some minor assumptions here. If you're not cool with these, just tell me, mmkay? Also, anyone who wishes to note the League's re-armament, comment on it, offer to sell us production rights to a certain type of weapon/tank/plane/ship, maybe threaten us.. hell, go wild! Except, y'know, actual military action. I'm fairly sure most people would condemn the invasion of a free democratic nation for its intent to have a military. Fairly sure.

IC: It had been a long time since the League had fallen to foreign invaders. As some measured time, at least. Over twenty years had passed, and, in those twenty, order had been restored. The grandeur and technological marvels that had once permeated the massive Southern City had not been restored - a scarce three hundred million people inhabited the City, and, although commerce had returned, many things had not.

Nevertheless, as a semi-independent province of the Yallakian Empire, there were more matters than infrastructure to be attended to. It had been a score of years ago that, the Undershi, vastly inferior in terms of industrial capacity and manpower, invaded, overwhelming the minimal League defense forces. There was, of course, the Yallakian army to be contended with, before the League could fall once more. But the Emperor had made it plain that Yallak expected what was once the League to conduct its own defensive affairs. Perhaps not navally yet, but the only real form of defense the League still had were the extensive missile-defense systems seeded throughout the Isles, and, while local militia abounded, there had not yet been a real defense force re-established.

However, the League had rebounded from the trauma of invasion, the economy stimulated further by trade with Yallak, new mining operations opening up, the vast kelp farms extended beyond belief. The Undershi had ruined lives, but they had seen the value of keeping all methods of production intact, and tightly under their thumb.

It had not been a great task of rebuilding, merely of re-organizing, and imposing order. Once that had been accomplished, the League went on about its daily business as if nothing had happened, more subordinate to Yallak than before, but almost unchanged.

To what had once been the League, though, and, more importantly, to the appointed ruler of the League Proper - or rather, the Revived Isles, as they were now called, this was unacceptable.

Eight and a half billion people, and no organized defense force. Surely, as all could see, Yallak was, at heart, an isolationist nation. Not one given to spending vast quantities of money protecting others. If they did not stand to aid themselves, the League would fall, and fall hard.

So. Re-arming was at hand. Perhaps a small navy. A large ground force. A large airforce. And, of course, production of all these things was required. Firstly, Minister Basilus had organized a huge sum to be paid to Elite Arms, Inc, so that the League could afford, to some extent, a decent defense force. From there, they would have to begin the construction of their military, and, from then on, he resolved, after this one 'jump-start' for the League, they would be self-sufficient when it came to weaponry.

He sat back, relaxing. Although he had spent trillions of dollars, it would be worth it. In his lifetime, he would see a coherent League military. After that.. perhaps a powerful one.

Undershi City, Undershi Province, The Undershi Empire

Aleksander Miller glanced upwards as the lights in his bunker flickered. He cursed quietly, then went back to work. The bombing was getting more persistent, and he couldn't help but wonder just how bomb-proof his bunker really was. It was supposed to be able to survive a direct hit with a one kilo-ton tactical nuke, but this continuous pounding seemed like it might be a danger...

A man from the Ministry of Foreign Affairs was waiting to see him, he noticed, as he glanced at the screen that showed the anteroom to his office. He wondered what that man would have to tell him. More nations joining in to try to destroy Undershi? He hoped not. The Undershi were having a tough enough time as it was. Perhaps, then, some of their allies were finally getting moving, coming to help... but he'd already seen all too well just how unlikely that was. Only The Aeson had made the slightest effort, and while their elite troops were to be appreciated, he wished there were more of them.

He considered the data tables in front of him for a moment, they were telling him things that he already knew, things about aircraft production, and kill ratios and the number of enemy fighters and bombers currently hitting Undershi. Things he wished added up differently... even if the Undershi Air Force had been having a favorable kill-ratio so far...

He sighed, and had the IIS guards outside his office admit the man from the Ministry of Foreign Affairs. Any news would be good news if it took his mind off the issues at hand...

The man from the Ministry salutes crisply, almost like a soldier or IIS man rather than a member of a less military branch of the Undershi government. Aleksander returned the salute, then asked:

"Well, what is it?" to which the functionary replied:

"Aaron Echers reporting, with news - the Islandic League is rearming." Aleksander considered this news for a minute, frowned and replied:

"Alright. Even if they arm as quickly as possible, they're not an immediate concern... even if they do hate us. Send them an official statement of no ill will, and all that." Aaron nodded. It would be done.

OOC: I'm a MT boy, m'self.

IC: It had been a year since the first declaration. And now, the order from Elite Arms came flooding in. Some smaller arms had already been delivered, but the first twelve-month period marked the end of the preparation period. Men had trained in camps for months, generals and admirals had been appointed - in short, a military that had not existed for almost three centuries, previously having being cut down to near-nothing, was re-established. Creating a chain of command out of nothing was not easy, but, with time, and even more effort, it had been done.

Prime Minister, now. Basilus was a man of power. For his work in rebuilding the military, he had been given free reign over the League. Oh, technically-speaking, there was still a huge degree of autonomy for each region that had surrendered to the Yallakians individually. Nevertheless, Parliament had given him powers above and beyond of an ordinary regional Minister, and the position of Prime Minister, though it had not existed before, did now.

He stood atop a stage, cameras flashing, people cheering. He cleared his throat, waiting for silence. Slowly, it came.

"It is with pride - no, no. great pride that I announce the First Army of the League. This body will consist of three Army Corps, each of which will be composed of a set number of divisions. To go alongside this new organization.."

He gestured at a great screen standing near the stage, which split into two sides, each showing another smiling, waving man. One was near row upon row of formidable aircraft, the second aboard the League's only aircraft carrier, that had been constructed in the great naval yards at Southern City.

"The League Navy, and the Islandic League Airforce!"

The crowd erupted into a storm of cheering and clapping. Although many of them were young, the League bore the scars of invasion still. Where centuries of peace had prompted the destruction of all armed forces, a single war had given the people of the Isles the motivation they needed to rearm.

He left quietly, amid the cheers and hoots of joy. There was more work to be done.

When he made his way back to his office, a single document lay on his desk.

Organization of First League Army:
Corps:
1st League Corps
2nd League Corps
3rd League Corps

Corps Organization: Each Army Corps consists of, at present, eight divisions. Six of these divisions are infantry divisions, one is armoured, and the last is mechanized. Each division consists of twenty thousand soldiers, divided into five brigades of a four thousand men apiece. Four battalions comprise each brigade, with a thousand men apeice. Ten companies of a hundred men make up each battalion, and each company is divided into ten squads. Each squad of ten men is further divided into two fireteams, the smallest unit of military organization. The average infantry division fireteam consists of a team leader, two riflemen, one machinegunner, and one grenadier. Note that due to the fact that the arms industry is practically newborn, our grenadiers will also serve as riflemen until such time as we can equip them all.

Here is an example, the First League Corps.

First League Corps:
First Infantry Division
Second Infantry Division
Third Infantry Division
Fourth Infantry Division
Fifth Infantry Division
Sixth Infantry Division
Seventh Armoured Division
Eighth Mechanized Division

Subdividing it further, we see the basic operations of the First Infantry Division.

First Infantry Division
Infantry Brigade "Belgrade"
Infantry Brigade "Vienna"
Infantry Brigade "Liverpool"
Motorized Brigade "Birmingham"
Supply Brigade "Slick"

Keep in mind that the supplying all of divisions is not yet complete, and although all soldiers have combat fatigues, body armour, weapons, and supply kits, some more specialized weaponry will be required to arm our soldiers entirely, and purchasing this at decent prices with a dealer who can provide both weaponry, production rights, and supplies in times of need is our primary concern. In case you were wondering, Supply Brigades are designed specifically with non-combat vehicles and supply vehicles in order to make sure logistical concerns are brought to the front. Comprised of more non-combat troops than standard brigades, the increasing pressure of logistics in modern warfare means that, above and beyond the standard logistical support in our divisions, having an entire brigade devoted to supply ensures that we are able to increase average combat capacity at the cost of maximum capacity.

When we further subdivide, we find the organization of a brigade.

Infantry Brigade "Belgrade"
1st Infantry Battalion
2nd Infantry Battalion
3rd Infantry Battalion
4th Supply Battalion

Supply Battalions, are, like Supply Brigades, the component of brigades designed specifically for the safeguard and ensurance of the line of supply. Although some militaries may find our strategy with dealing with supply overcautious, it must be admitted we are not intending to win any grand victories. Rather, the Army of the League must be a proficient force that, although it may be incapable of inflicting decisive defeats on enemies in their homelands, will not suffer defeats due to insufficient supply or morale.

Looking at the battalion, we find that the further subdivision here is where individualization and fraternization most take place. Companies are the standard 'band' of men, and the majority of troops, at present, tend to remain in their own companies. Therefore, strong command at the company level is crucial. Although well-trained fireteams are equally vital, companies are where tactical flaws may begin to be exploited by any enemy.

I will ignore squad and company organization for now, as no real specialization is given at those levels. The majority of specialized units are at the battalion level, having been constructed for a certain task. Although companies differ from level to level, the battalion is the most pertinent unit for specialization within the Army of the League. I will speak lastly on the fireteam, the unit which is the very base of the AotL.

The standard fireteam has a team leader, who is a non-commissioned officer, generally a corporal. The fireteam's leader needs to be a strong organizer, if not necessarily a good shot. Two riflemen provide the majority of the covering fire and will compensate for the lack of military experience in the League. More experienced armies with more combat veterans often only have one rifleman, but additional firepower in each team, while restricting mobility, allows for greater morale. The machinegunner carries a KRISS Super V, and serves as the main output of firepower in the team against enemy infantry. The grenadier has not as yet been armed properly, but we are considering arming the grenadier with a grenade launcher as per standard, and converting the role of one rifleman in each team to an anti-vehicle soldier, giving him some sort of LAW.

Provided this meets with your approval, and the approval of Parliament, we will begin wide-scale recruiting to fill up the million men whom of will consist the First Army of the League, once we include support staff. The Navy and Airforce have stated they require far larger training programs to allow widespread use of their newly-acquired craft, and so will be recruiting in smaller numbers to ensure they aren't overwhelmed with raw recruits who have no instructors.

- General Eliditc

Basilus scrawled his signature on the bottom. It seemed good enough. And, he knew, in the years to come, there would be, theoretically, almost fifty million men in the armed services of the League. A goal that seemed almost crazy now, but, with the manpower and industry of the League, he had no doubt that it would be accomplished. He doubted anyone would dare raise their hand against the League again, once they established themselves as a military power.

TO: Yallakian League Re-armament Purchasing Co-ordinator
FROM: Lyran Governmental Trade Department

Sir

Your announcement of widespread re-armament, with an emphasis on ground forces, has been met with optimism within the Lyran Governmental Trade Department. We feel that we are uniquely placed to respond to your ground force needs by delivering you the vast majority of your required equipment.

As an MBT, we offer the LY4 Wolfhound (http://forums.jolt.co.uk/showthread.php?t=532246), already an extremely popular vehicle internationally, and winner of several MBT competitions in nations as far afield as Central Prestonia and Tarlag.

For the APC/IFV role, we submit the LY219 Ironheart (http://forums.jolt.co.uk/showthread.php?t=533583) and its many variants, which include ambulances, minesweepers and command vehicles.

As an addendum to the above, we notice a distinct lack of anti-aircraft and artillery systems within the newly proposed structure of the League Army. For the anti-aircraft roles we submit the LY220 Shepherd (http://forums.jolt.co.uk/showthread.php?t=534192) and LY471 Skyguard (http://forums.jolt.co.uk/showthread.php?t=539827) for mobile short-to-medium and medium-to-extreme ranges respectively. The LY471 also serves as the NS world's (currently) most advanced (MT) commercially available anti-ballistic missile system.

For artillery systems, we can provide the extensively combat-proven and world-benchmark LY300 Manticore Multiple Rocket System (http://forums.jolt.co.uk/showthread.php?t=535946). The Manticore is capable of launching up to 14 anti-ship cruise missiles in under 20 seconds, which means that a brigade sized formation can put out 1512 missiles in a single salvo.

All of the above are being made available to the League at 75% of posted price, should you wish to take advantage of this offer. Force multiplication is achieved by virtue of all vehicles being integrated with the Cromwell-II battlespace integration package, again a world-benchmark system.

We welcome the Leagues decision to return to the world's stage, and wish you nought but the best of fortune.

OOC: Wow. The design of your vehicles is really, really impressive. A much high standard than I've seen anywhere else, to be honest.

IC: TO: Lyran Governmental Trade Department
FROM: League of Isles Re-Arming Department

From what I have heard, our generals stand impressed at the quality, and price, of the vehicles you are offering us. As the majority of the League's Army has been armed based on cost as well as effectiveness, the request for additional funding with which to purchase a number of these units has been passed by Parliament.

As such, with my ministerial authority, on behalf of the League of Isles, I would like to purchase twelve thousand of the LY4 Wolfhound, in order to form the backbone of our armoured units. (At present, we have two differing tank classes, which, totalled, number a mere four thousand) If possible, we would like to purchase a production licence for the LY4, as it seems both a capable and versatile vehicle able to fill the majority of our armoured needs.

We would also like to purchase one thousand LY300 Manticore systems, as the League's anti-ship systems are, at present, vastly underpowered. We would also be interesting in purchasing limited production rights for the LY300, for perhaps another thousand units, so that we are capable of determining whether or not these units are fit for the League's purposes, and producing more to support any losses we may incur.

Lastly, the versatility of the LY219 Ironheart, the differing roles, and the usefulness of it, which outdoes all other vehicles we have as yet encountered, has convinced the Army to request this vehicle as the main, and, indeed, only APC/IFV in the Army of the League at present, urging us to relegate all other previously purchased vehicles to militia service. Although we are not quite willing to go so far, we are requesting production rights to the Ironheart, as well as six thousand of the APC models, two thousand of the IFV variants, five hundred of the ATGM variants, five hundred of the Ambulance variants and, finally, two hundred and fifty of the Comand variants.

At present, our air-defense scheme consists primarily of immobile missile silos inland, as well as an actual airforce. Mobile air-defence with our army proper has not yet been instituted in a widespread way, and, although it has been considered, and may be instituted in the future, the cost at present is believed to be too high for what is essentially a defensive military.

It is our belief that this amounts to 177.525 billion dollars, with the addition of unlimited production rights (if they are available) for the Wolfhound and Ironheart, and the addition of limited productions rights for the Manticore.

The Grand Unified Federation of Perimeter Defense, while currently embroiled in certain negotiations with Havenic elements, is willing to provide support for the Yallakian League. This faction's actions as particularly demonstrated in such theaters as in which Perimeter Defense had distinct roles, have been deemed suitable for alliance-type material or otherwise defensive pact diplomacy.

We invite the League to participate also in research on the Birdcloak optical camouflage technology. While perhaps more than a dozen years from completion, the League will receive massive benefits and discounts upon execution of the technologies implicated.

We are sending details of the system now.

OOC: That's pretty accurate HT. Yallak would provide your forces with the elite training and some funding, perhaps billions but nothing up in the trillions and it’d never hand over its own military technology. I'll put up an IC post later too.

By the way Undershi, I was going to send forces to help you but no-one answered either of my two posts asking if it was alright for me to get involved in the invasion thread!
