The members of the Congress gathered in session. Their agenda had been set aside temporarily at the request of the President.
With the live television cameras rolling, the President was escorted in by the Sergeant of the Guard.
Taking the podium he shuffled his notes and began his remarks.
"My fellow Americans, there is a great a plague on humankind. A plague called communism. Communism is an evil and repressive form of government and it is the policy of the United States to oppose communism whereever it may spring up. Communist forces have taken to attacking a small and new nation for the supposed crime of taking a stand against communism. It is America's policy to protect new nations from being attacked by large nations or anti newb alliances. Albalast has taken a stand against communism. Though they have said they supported military invasions to accomplish this goal, they have threatened no one directly. Further, Albalast had no ability and has no ability to attack another nation. The nations attacking Albalast are intent on forcing communism on this tiny country. Since the outbreak of hostilities, I have directed the Secretary of State to dispatch aid to Albalast to assist them in defending themselves against hostile communist aggression. Let the actions taken against tiny Albalast leave no doubt that the world's communists have one goal: world conquest. It is America's job to stop them.
America is a peaceful nation. We seek to end communism around the world by supporting peaceful prodemocratic movements.
But tonight, the light of freedom may be extinguished in Albalast, therefore, I have taken the extroadinary step of pledging $100 billion in emergency aid to Albalast. Because of the high amount, you need to give your consent or this aid cannot be delivered. Therefore, I ask you for $100 billion to support the free nation of Albalast.
The stakes are high, communist nations have announced an illegal blockade of a noncommunist nation. As the Commander in Cheif of this nation and as the defender of free societies everywhere, I can not allow that blockade to stand. The Ryou Black Islands must not harass any American vessels carrying on business with Albalast. America will not send troops into this war, but should American ships or aircraft be fired upon or be threatened by Ryou or Ryou allies, America will have no choice but to defend its interests.
America has no intention of going invading Ryou. But Ryou must pull out of Albalast. Whether America sends troops to directly support Albalast freedom and indpendence is entirely up to the actions of the Ryou government.
America may not be the most powerful nation in the world, but Americans are uniquely willing to sacrifice all in the name of honor and freedom."

Within a few hours, emergency debate began in Congress over whether to approve the request for the unprecedented amount of aid promised to Albalast. Meantime, the Commerce Deparment cut a check for the previously promised amount and wired it to Albalast.
