This happens with all Communist states, the USSR, China, and others, where the sheer dominance of the government can carve a huge force out of the population." said one IIA officer.

"What do you propose we do? We certainly will not go to war!" replied another.

"Of course not, I am merely pointing out that this could be a security threat to neighbouring nations."

"But not us. We have no colonies in that area, and any of our allies there are protected under the Treaty."

"Correct, but we should watch them nonetheless."

"I see no need. Our military is still many times larger, and we are no longer their enemies."

A Map of the Ryou Islands was projected on a wall in a room that was currently being occupied by Calizorinstanian Intelliegence Agency men, the head, Commander George Albert said "We have gotten reports that the Ryouan Army is growing more and more every month. This isn't unusual, they are a Maoist state and I've expected this for a while. But if they turn aggresive, we may need to insert special operations troops and sabotage their operations. I believe first we would need to disable their ways of transportation. But I don't think it's going to be war."

A man raised his hand and George said "Yes Agent Smith?" Agent Smith said " I believe that if we cut off trade with them and the world will do likewise, it'll be far more effective then a war. Sure we would get colonies if in a war, but at what cost? No, I believe that cutting off trade will work. Like besieging of castles of old, just cut off their vital supplies and they will surrender."

Commander Albert nodded and said "That is what we shall do, I shall advise the President to cut off imports and exports to and from Ryou."

FFSA peacefully requests the Ryou govt. cease conscription as part of their military expansion.

Anyone fleeing the draft will be welcome in our nation, as it is our policy to give amnesty and citizenship to all conscientious objectors and refugees.

The Havanga miltary will send over 1,000 Soldiers to instruct the troops in specialist areas if needed (e.g. sniping, amphibious warfare, medic, etc.)

Could I interest some of your officers to participate in Operation Wired Mercenaries with me, Mal, Antigr and TWSP?
(On a mercenary/volunteer basis if nothing else)

It is to train special forces in assasinations, counter-terrorists operations, infiltration, spying, dealing with culture shock, comaflauge and other such things.

Marksmanship will not be taught, as it is assumed your volunteers are already proefficient combat personel.

Your Hurtian Instructors would be Chief Warrant Officer Gorbechev of the Hurtian Royal Marine Raiders, Sgt First class Bob Stratton of HOI (recently returned and promoted foriegn mercenary*), and Grant from the Five Points Mafia.

Other instructors have yet to be determined.
Though we belive one of the TWSP instructors is Johann Sebastian from Charlie Squad.

Consider this a post opening invitation to a closed RP.
Choose your friends and enemies wisely this time around.

All Instructors managed to survive at least one RP while engaged in combat.
(Stratton survived 3**, Gorby 2, and Grant did one involving tactical nuclear weapons.)

**2 of which involved trying to survive in a city while it was leveled by heavy artillery

Needless to say, all instructors have their own mental issues and inter-rivalry grudges.

-'Mendez' currently holds my record by surviving 5 combat RPs before medical discharge after losing both his legs at the age of 41. Stratton started fighting at the young age of 12 due to a civil war, and now is 28 years old. Gorby is now hitiing his mid 40's, as is Grant.

As our constitution forbids us to directly aid you military, as you are not a formal ally of the Federation, we will be more than willing to train and equip your soldiers with the best equipment in the Federation. I would most respectfully ask if I may add an instructor to your... mercanaries if i am allowed. We are still sending over our drill instructors if that is acceptable.

General Frock walked down the hallway toward the maps, he needed a Map of the Ryou Islands for dipolmatic purposes. He walked into the Map room, which had thousands of maps of every nation in the world.
Forck found the map of the Ryou Islands and walked to General Heart's headqauarters.
He knocked on the door, and came in.
"General Heart, I have a map of the Ryou Islands."said general Frock, he pinned it on the wall.
"Well sir?"asked general Frock.
"They are no threat to us, we have a bigger military then them."said General Heart.
"The Foreign Minister is suggesting that we should cut off all exports to them, and also cut off imports also."

OOC - Interesting. Well I couldn't let this one pass by considering the .... tense state of relationships between TRBI and Fordock.

The Imperialist Communist Government of the Ryou Black Islands has made a clearly hostile move. Your military is expected to grow as your population does but great leaps and bounds like this can only prepare for an operation. We lack the military power and the will at home to intervene and it is the prerogative and right of the Ryou to do this. We only caution others from joining them and regard this as suspicious.
