"Emperor Davis, Councilman Lee is here to give you the Monthly Status Report on Operation: Glowing Green," his secretary said in her cold dry voice.
"Very well, send him in," The Emperor replied. He was sitting at his desk typing a Memo for the Supreme Governing Council on an upcoming vote for Educational Decree #87. He got up from his desk and made his way to the two Couches that sat in the Middle of the office. He sat back down and made a service call to the kitchen requesting Tea in his office in 10 Minutes.
6 Minutes later Robert Lee walked into the room followed by a flustered looking Butler who set the Tea tray down, turned on his heel, and left. Mr. Lee set down on the couch opposite to the Emperor and said, "Emperor, I am pleased to announce that all goals set by the Ministry of Defense have been met. The first Nuclear Weapon to be domestically produced by this nation is set for testing in 3 weeks."
"Very good, I expect to see quite a bit of fireworks, or at least a mushroom cloud," The Emperor chimed happily.

The Supreme Governing Council Mandates the Following Restrictions to The Military and Executive Bodies:
The Executive Office May Only Make Use of These Weapons as a Retaliation Against Those who have Unjustly made use of Weapons of Mass Destruction.
All other Federal Branches must approve The Decision of The Executive Office.
A Preemptive Warning Will be Issued if The opposing state can Justify the use of WMD's
If Nuclear Weapons are used without The Awareness of the Legislative and Judicial Bodies, The Heads of state could face Expulsion from the Supreme Governing Council, or Impeachment and Removal from office based on the Charge of Misuse and Misconduct of Political Influence and Power.
If there is need to retaliate with quickness the Emperor has the ability to Declare a state of Emergency and call for an Immediate Vote after Opening Arguments.

We are Pleased to announce that The OoA has developed the Ability to Domestically Produce Nuclear Weapons for Retaliation and Defense of This nation. We have been reliant for a number of year on the Purchase of Nuclear weapons from foreign powers, but now we can produce these weapons at a much cheaper cost. We would like to assure nations that we will not abuse this power as we have in the past. we will only use this to maintain the ability to easily gain the upper hand if a nation uses Unconventional Warfare. This will be used primarily for the defense of this nation. With these thoughts in mind we would like to invite the Nations of the world to witness the first test of a domestically produced WMD. This test will take place in the Nuclear Ruins of the Former Capital of our nation. We will remain at a distance from the city a it is highly unstable. This Nuke produces low amounts of Radiation after its detonation. It will be used to clear several miles of the city as we are preparing to reconstruct it. All Nations are invited.
