The Way Forward: The National Security Strategy of the United Socialist States of Cynapsia
Compiled by the Committee on Foreign Policy Objectives, a inter-departmental study group between the Kommissariat of Defence and the Kommissariat of Foreign Affairs
Synopsis:
The United Socialist States is entering a time of military and economic growth that begins to create a country capable of exercising and extending military and political power over larger distances as the resources become available for such utilisation. In a changing world where the struggle between all forms of Capitalism and Socialism still continues on a daily basis, the United Socialist States must recognise its role in this constant struggle and stand by its fraternal and maternal comrades in the constant defence of the revolution and influence of foreign revolutionary groups.
This National Security Strategy, compiled by the Committee on Foreign Policy Objectives and edited by the Cabinet of Kommissariats, sets out the general foreign policy objectives of the United Socialist States under the current government.
Main Objectives of Cynapsian Foreign Policy:
1. Providing defence for the Cynapsian homeland in the face of military hostility.
2. Enabling the United Socialist States to fulfil our obligations of Mutual Defence to Soviet Commonwealth Allies by projecting military and political influence abroad.
3. Economic and Political Support for revolutionary groups abroad.
Detailed Analysis:
1. Providing defence for the Cynapsian homeland in the face of military hostility.
The United Socialist States of Cynapsia exists in a dangerous time, where the revolution is constantly under threat from capitalist nations that seek to destroy our socialist progression and replace our democratically accountable Socialist State system with a Capitalist Democratic system that prevents the workers from taking control of their economic situation. One of the latest examples of this can be seen in the threat to invade the United Socialist States by the Republic of Shiloba and the blockade of Cynapsian territorial waters by the Monarchical Assembly of Makaar during the Cynapsian Nuclear Crisis. The United Socialist States must put the defence of the homeland primary in our thoughts, as it is dangerous to allow on the kindness of others to protect us. We must always be able to unilaterally deter hostility against the homeland, and count our honourable allies as potential benefits to an already secure defensive situation.
To this end, the United Socialist States will continue to pursue the investment and expansion of the Cynapsian Red Army in all branches of operation. We outline the following medium-term objectives to achieve this;
1. An further expansion of the Land, Naval and Aerospace Forces of the Cynapsian Red Army
2. Further investment and development of an independent nuclear deterrent in terms of weapon and delivery systems.
3. The creation of a People’s Home Guard, to comprise citizens between 21 and 30, as a local and regional defence force to be deployed in the case of a land invasion, to be mustered from soldiers leaving National Service in the Cynapsian Red Army and subject to part-time training and exercises.
Through these methods, we can continue to ensure the defence of the United Socialist States from all foreign aggressors in the face of capitalist and fascist attackers aimed at destroying Cynapsian State Socialism.
2. Enabling the United Socialist States to fulfil our obligations of Mutual Defence to Soviet Commonwealth Allies by projecting military and political influence abroad.
The United Socialist States is privileged to be a member of the Soviet Commonwealth, and recognises that it has valuable and honourable allies prepared to lay down the lives of military personnel in defence of the USSC, which was seen by the diplomatic responses to the Republic of Shiloba during the Cynapsian Nuclear Crisis. In return, we must be prepared to deploy military assets to defend our allies from hostility and fulfil the defensive obligations of the Soviet Commonwealth.
The United Socialist States therefore pledges itself, in partnership with further investment in the Cynapsian Red Army for defensive purposes, to push investment into military vehicles, technology and weapons that will allow the United Socialist States to deploy greater military strength abroad in defence of our allies. We therefore outline further objectives to be achieved:
1. Investment into a “blue-water” operational Naval Force to assist in the projection of military and political strength, including but not limited to the development of Carrier Battlegroups as an integral part of the Cynapsian Red Army Naval Forces.
2. Investment into a greater logistical ability to deploy larger groups of military assets abroad by land and air, in order to pledge Cynapsian Red Army forces to the defence of our Soviet Commonwealth allies.
3. Investment into a strategic, long-range strike capability for the Cynapsian Red Army Aerospace Forces to further assist the defence of allied nations from attack by foreign aggressors.
The USSC is determined to develop and maintain its ability to protect its allies from attack, and defend the concepts of the Soviet Commonwealth in any way deemed necessary.
4. Economic and Political support for revolutionary groups aboard
The USSC recognises that it has a place in the development of socialist progression abroad, and feels that it needs to extend this role in order to further develop the world towards universal socialist and communist revolution. Although constrained by the Soviet Commonwealth pre-requisite to curtail offensive military activity, the USSC nevertheless feels it has an ability to assist revolutionary groups abroad in both economic and political terms. The USSC therefore pledges itself to the following:
1. The formation of a Ministry, the Kommissariat of Revolutionary Investigation, to investigate and examine political revolutionary groups abroad and assess their need for economic and/or political support.
2. The establishment of the Cynapsian Revolutionary Fund as a subsidiary of the Cynapsian National Reserve, for the purpose of monetary support to foreign revolutionary groups.
3. The establishment of the Cynapsian Programme for Revolutionary Education, to be tasked with the educating and dispersal of Cynapsian revolutionary documents abroad.
In this way, the USSC can ensure that it plays its part in the education and assistance of foreign revolutionary groups in achieving universal socialist progression worldwide.
